Village upset about parking problems due to Itasca fest

By Alissa Groeninger

Elk Grove Village resident Peter Ciura is not sure where his guests will park on the Fourth of July as the city has limited parking in his neighborhood. Mayor Craig Johnson said a Fourth of July festival held jointly by the Village of Itasca and Hamilton Lakes is going to disrupt life for his residents. Johnson said the village was not notified soon enough about the festivals size and

thus, has to limit parking for fire safety reasons to a single side of 15 streets on Saturday, July 4, affecting between 400 and 500 households. The festival is being held from 6-10 p.m. at the Hamilton Lakes Office Campus, at I-290 and Thorndale Avenue. This area borders Elk Grove Village. To our chagrin, we did not know the magnitude of it until a couple of days ago, Johnson said. Were very disappointed in the fact that Itasca had not met with us earlier. Johnson said he has received

phone calls from residents who are worried about where their guests will park. He said it is unfair that a festival outside of Elk Groves boundaries burdens residents and police officers, who will have to monitor areas near the event. Our residents should be upset, Johnson said. I have empathy for them. Ciura said the parking restrictions will have a ripple effect because guests visiting his neighborhood will have to park blocks away as they compete with festival goers for a

reduced number of spaces. The parking is tight to start with, Ciura said. This is going to be total confusion in our neighborhood. Johnson said attendees have to pay $20 to park at the festival and thus have turned to parking on Elk Grove streets in recent years. He said this creates safety issues because emergency vehicles cannot pass through quickly enough to respond to emergencies. Johnson said he and his staff will be meeting with Itascas elected officials to

discuss better options for future events, such as providing shuttle services to remote parking areas. If you want to have these large events in venues that cant handle it, you have to do stuff like that to make it operational, Johnson said. Itasca Village Administrator David Williams said he was surprised about the ill will, as he has not heard from Elk Grove officials or residents. He said Elk Grove police officers have attended planning meetings, beginning over a

month ago. This event is clearly not a surprise, Williams said. It is widely publicized. He said Itasca expects between 40,000 and 50,000 attendees but that the festival has not grown significantly in the last five years. He said Itasca did not ask Elk Grove to restrict parking but said it is a wise decision. We always want to be good neighbors to them and we hope they enjoy our event as much as we do, Williams said.

Shooting ends quiet in Hanover Park

Daily Herald staff report

A 26-year-old man was shot in the wrist Monday night in Hanover Park, ending a nearly monthlong respite from a string of violent attacks that began in March. The shooting occurred around 10:50 p.m. on the 1700 block of Walnut Avenue. The victim was transported to St. Alexius Medical Center in Hoffman Estates. He stayed the night for observation and has since been released. Police said in a news release Thursday the investigation is ongoing and didnt provide further details. Hanover Park Mayor Rod Craig wouldnt say whether the shooting was gang-related, adding that police likely wont reveal more until a suspect is in custody. He promised residents that police are working to combat the recent violence, which included four homicides in late May and early June. Things had gotten quiet there for a while, Craig said. Weve got a watchful eye for anything thats going on.

Experts say ash borer may run out of its meal

Police: Man molested children at wifes day care

Efforts to stop the regional spread of the emerald ash borer which was found last month to have reached Schaumburg are meeting with only limited success. But one consequence of the insects voracious appetites and ever-increasing reputation is that they may end up stopping themselves. Schaumburg Public Works Director Steve Weinstock said many people are quite naturally choosing other species of tree when planting new ones. Dave Nelson, a volunteer in the plant clinic of Morton Arboretum in Lisle, said the arboretum is actively advising people to choose other trees for the time being. The combination of the ash trees appearance and hardiness made it ideal for urban and suburban environments, Weinstock said. Not only does it grow relatively quickly, but it is also especially resistant to

The presence of the emerald ash borer is most often detected by observing damage larvae do to trees rather than by spotting adults, Schaumburg officials say.

pollution and road salt runoff. But there are about 30 other species that could reasonably be substituted, which may bring the added benefit of eradicating the near monoculture of ash trees that has evolved, he said. About a third of Schaumburgs 36,000 publicly owned trees are ash trees. Last months discovery of eight damaged trees near Syracuse Lane and Walnut Court in the

southwestern corner of the village revealed an infestation that was probably about four years old, Weinstock said. One of the problems of early detection is that the insects typically infest the upper parts of the tree, and the damage caused by the larvae can be subtle for the first few seasons. But eventually, the larvae do enough damage to the circulation systems of the trees to kill them entirely. In addition to being expensive and laborintensive, even the most effective solution isnt guaranteed to work. The only ash tree immune to the insects is the mountain ash, which is really an entirely different kind of tree from the white ash and green ash despite their similar names, Nelson said. Morton Arboretum appears to have stayed free of the emerald ash borer, but that may be because it doesnt suffer from the same monoculture as do residential areas of the state, he said.

A Naperville man is suspected of molesting two children at his wifes home daycare center and a police investigation is continuing to identify other possible victims. So far, Jose E. Luviano is officially charged with predatory criminal sexual assault of a 3-year-old girl. Prosecutors said similar charges involving a second child are anticipated. Luviano, 43, remained in DuPage County jail Thursday after a judge set his bond at $1 million. Luviano does not have a prior felony record. His wife, Rebecca, operates the licensed Christian Dollhouse Day Care out of the couples home at 108 Cedarbrook, on Napervilles far south side. State child welfare officials were not immediately able Thursday to disclose the facilitys status, but prosecutors said the center has operated for about a year at the Naperville location. The 3-year-old girls parents contacted police after their

daughter made an outcry regarding the abuse, authorities said. They said Jose E. Luviano Jose E. inappropriLuviano ately touched the girl once within the past month while she attended the home day care. Authorities said Luviano confessed during a videotaped police interview to molesting the girl, as well as another child at the facility. They said his wife did not have prior knowledge of the abuse and cooperated with the investigation. A phone message left at the couples home was not immediately returned Thursday. Parents who use day-care services should not have to worry about the welfare and safety of their children while they are away, DuPage States Attorney Joe Birkett said Thursday in announcing the charges. This type of behavior will not be tolerated.
