We are posting the letter received from Mr. Scott Chan, Deputy Attorney General, in the matter of the investigation of the California League of United Latin American Citizens (CA LULAC) and our letter which agrees to all corrective action including advising all successors and assigns of CA LULAC obligations stemming from our agreement. CA LULAC previously agreed in 2006 to review and focus on the Katherine Gluck report recommendations located at page nine, paragraph 13 of the Gluck Report; and will do so again.

We should remember that TODOS UNIDOS became the CA LULAC fiscal agent only because Mickey Luna removed the Coalition for Educational Opportunity "CEO" as CA LULAC's fiscal agent. Also, TODOS UNIDOS served as fiscal agent from November/December 2004 through MAY/JUNE 2006 for a period of less than two years." Mr. Chan's letter found that some invoices which predate Mr. Angel G. Luvano's term as State Director, included expenditures that where without explanation and documentation and do not appear to further CA LULAC's purposes. The State Director, during the time of the unexplained expenditures was Mickie Luna.

This concludes an exhaustive almost five year investigation by the Attorney General. It is noteworthy to state that the CA LULAC treasurer's during the 2004-2006 investigative period were Ruth Hermosillo and Benny Diaz. Sincerely,
