The Territorial Army personnel will however be treated as ex-servicemen w.e.f. 15-11 -86. ExServicemen who are paid.from the Central revenues are eligible to be re-enlisted as constables at the discretion of the appointing authority If their discharge certificate shows previous service as Good or of higher classification/grading, provided that- (a) they present themselves within two years of their previous discharge, (b) they conform to the educational standards laid down for recruits from open market, and qualify such endurance/efficiency tests as prescribed by the Commissioner of Police, from time to time by issuing necessary Standing Orders, (c) they are medically fit for police service according to standards prescribed for recruits. Ex-Servicemen who have already secured employment under Central Government in Group 'C & 'D' posts on regular basis after availing of the benefits of reservation given to ex-Servicemen for their re-employment are NOT eligible for fee concession or for claiming benefits of reservation under Ex-Servicemen category. However, they are eligible for the age relaxation only. The period of "Call up Service*' of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation. (E) Crucial Date: The crucial date for determining the age limit and possessing of education qualification, Caste Status/Creamy layer status shall be the last date of receipt of applications. The selection process shall comprise of two stages: (I) Written Tost of 100 Marks: The syllabus for Written Test for Fitter, Machinist, Welder, Moulder, mill wright Electrician will be broadly as that of the NCTVT Examination syllabus for that relevant and as per functional requirement of that trade. (ii) Trade Test (Practical) of 100 Marks: The Trade Test shall be conducted to test the skill of the candidates the relevant trade. The syllabus of the Trade Test (Practical) will be as per Trade test specification of the Semi Skilled grade of the relevant trade. All eligible candidates shall be called for Objective.Type WrittenExamination. On the basis of Merit in the Written W marks, candidates will be called for Trade. Test( Practical) of 100 marks in the ratio of 1:3 to the number of vacancies in the relevant Trade. Final merit will be decided on the basis of combined marks in the written and practical test. In the Selection process:- Other things being equal i.e. marks being equal, trained Ex-Trade Apprentices of the recruiting Ordnance Factory and sister Ordnance Factories shall be given preference over other open candidates. In between the trained Ex-Trade Apprentices of the recruiting. Ordnance Factory, preference shall be given to those who are senior. The NCTVT Examination batch Number & the merit list of the particular NCTVT Examination batch shall be the criteria for deciding seniority of ExTrade Apprentices of recruiting Ordnance Factory. The Ex-Trade Apprentices who has passed the NCTVT Examination in an earlier batch shall be enbloc senior to the Ex-Trade Apprentices who have passed NCTVT Examination in the subsequent batch. Similarly in between the trained Ex-Trade Apprentices of the sister Ordnance Factories, preference shall be given to those who are senior as mentioned above. In-all other cases of tie, the selection shall be done based on the marks obtained, in the Written Examination Only. None of the candidates including Physically Handicapped will be exempted from Skill Test as passing of Skill Test is one of the essential requirement for appointments to the above Semiskilled posts. (iii) The General Manager/GIF reserves the following rights during the examination process:- (a) Reserves the right to fix the minimum qualifying marks for selection at each stage of the Selection process. (iii) The mere fact that a certificate of admission to the Examination has been issued to a candidate, will not imply that his/her candidature has been finally cleared by the Commission or that entries made by the candidate in his/her application for the examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for interview for Personality Test on the results of the Written Examination. Unless candidature is formally confirmed by the Commission, it continues to be provisional. The decision of the Commission with regard to the acceptance of the application of the candidate and his/her eligibility or otherwise for admission to the Examination shall be final. Candidates should note that the name in the Admission Certificate in some cases, may be abbreviated due to technical reasons. Part I Written Examination carrying a maximum of 600 marks in the subjects as shown below. Part II Personality Test carrying a maximum of 200 marks in respect of only those candidates who are declared qualified on the results of Written Examination. 2. Scheduled Tribes are not required to pay any fee. No fee exemption is, however, available to OBC candidates and they are required to pay the full prescribed fee. Physically Handicapped persons are exempted from the payment of fee provided they are otherwise eligible for appointment to the Posts to be filled on the results of this examination on the basis of the standards of medical fitness for these Posts (including any concessions specifically extended to the Physically handicapped). A Physically handicapped candidate claiming age relaxation/fee concession will be required by the Commission to submit along with their Detailed Application Form, a certified copy of the certificate from a Government Hospital/Medical Board in support of his/her claim for being Physically Handicapped. NOTE: Notwithstanding the aforesaid provision for age relaxation/fee exemption, a Physically Handicapped candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or the appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to Physically Handicapped candidates by the Government. How to Apply: Candidates may apply Online by using the website http://www.upsconline.nic.in Detailed instructions for filling up online applications are available on the above mentioned website. The applicants are advised to submit only single application, however if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the higher RID is complete in all respects like applicants details, examination centre, photograph, signature, fee etc. The applicants who are submitting multiple applications should note that only the applications with higher RID (Registration ID) shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID. All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment should submit their applications direct to the Commission. Persons already in Government service, whether in a permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under Public Enterprises are however, required to inform in writing their Head of Office/ Department that they have applied for the Examination. Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/ candidature will be liable to be cancelled. NOTE 1 : While filling in his/her application form, the candidate should carefully decide about his/her choice for the centre. More than one application from a candidate giving different centres will not be accepted in any case. If any candidate appears at a centre other than the one indicated by the Commission in his/her Admission Certificate, the papers of such a candidate will not be valued and his/her candidature will be liable to cancellation. Candidates are not required to submit along with their applications any certificate in support of their claims regarding Age, Educational Qualifications, Scheduled Castes/Scheduled Tribes and Other Backward Classes etc. The candidates applying for the examination should ensure that they fulfil all the eligibility conditions for admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Written Examination and Interview Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Written Examination or Interview Test, it is found that they do not fulfil any of the eligibility conditions, their candidature for the Examination will be cancelled by the Commission. Candidates are requested to keep ready the attested copies of the following documents for submission to the Commission soon after the declaration of the result of the written part of the Examination which is likely to be declared in the month of March/April, 2012. 1. Certificate of Age. 2. Certificate of Educational Qualification indicating the subjects and division secured. 3. Certificate in support of claim to belong to Scheduled Caste, Scheduled Tribe and Other Backward Classes where applicable. 4. If any of their claims is found to be incorrect, they may render themselves liable to disciplinary action by the Commission in terms of rule 11 of the rules for the Special Class Railway Apprentices examination, 2012 notified in the Gazette of India dated 22nd October, 2011 and also reproduced below : A candidate who is or has been declared by the Commission to be guilty of : (i) Obtaining support for his/her candidature by any means; or (ii) impersonating; or (iii) procuring impersonation by any person; or (iv) submitting fabricated documents or documents which have been tampered with; or (v) making statements which are incorrect or false or suppressing material information; or (vi) resorting to any other irregular or improper means in connection with his/her candidature for the Examination; or (vii) using unfair means during the Examination; or (viii) writing irrelevant matter, including obscene language or pornographic matter, in the script(s); or (ix) misbehaving in any other manner in the Examination hall; or (x) harassing or doing bodily harm to the Staff employed by the Commission for the conduct of their Examination; or (xi) being in possession of or using mobile phone, pager or any electronic equipment or device or any other equipment capable of being used as a communication device during the Examination; or (xii) violating any of the instructions issued to candidates along with their Admission Certificates permitting them to take the examination; or (xiii) attempting to commit or as the case may be abetting the Commission of all or any of the acts specified in the foregoing clauses; may in addition to rendering himself/herself liable to criminal prosecution is liable. (a) to be disqualified by the Commission from the Examination for which he/she is a candidate and/or (b) to be debarred either permanently or for a specified period (i) by the Commission from any examination or selection held by them; (ii) by the Central Government from any employment under them; and (c) if he/she is already in service under Government to disciplinary action under the appropriate rules. Provided that no penalty under this rules shall be imposed except after (i) giving the candidate an opportunity of making such representation, in writing as he/she may wish to make in that behalf; and (ii) taking the representation, if any, submitted by the candidate within the period allowed to him/her into consideration. 6. LAST DATE FOR RECEIPT OF APPLICATIONS: The Online Application can be filled upto 21st November, 2011 till 11.59 P.M. after which the link will be disabled. 7. CORRESPONDENCE WITH THE COMMISSION: The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases: (i) The eligible candidates shall be issued either a paper Admission Certificate or an e-admit card about three weeks before the commencement of the exam. The mode of e-admit card can be either through e-mail (as provided by the applicant at the time of submission of application) or they may download from UPSC website. (ii) If a candidate does not receive his/ her Admission Certificate/eadmit card or any other communication regarding his/her candidature for the examination 3 weeks before the commencement of the Examination, he/she should at once contact the Commission. A candidate offered appointment as a Special Class Railway Apprentice shall execute an agreement in the prescribed form binding himself/herself and one surety jointly and severally, to refund, in the event of his/her failing to complete training as a Special Class Railway Apprentices or to accept the service as an officer on probation in the Indian Railway Service of Mechanical Engineers, if offered to him/her to the satisfaction of the Government, any money paid to him/her and any other money expended by Government on him/her, the Government being the exclusive judge of the quantum of such expense. If at any time during his/her apprenticeship; any apprentice does not satisfy the superior authorities that he/ she is making good progress, he/she will be liable to be discharged from the apprenticeship. Note : The Government of India may at their discretion alter or modify the periods and courses of training. 2. The practical and theoretical training referred to above will be given in a Railway Workshop for four years of their apprenticeship. Special Class Railway Apprentice must pass within this period the Bachelor of Engineering in Mechanical Engineering from Birla Institute of Technology, Mesra (Ranchi). The apprentices will be granted a stipend of Rs. 9100/- per month during the 1st and 2nd years and Rs. 9400/- per month during the 3rd year and first six months of 4th year and Rs 9700 for last six months of 4th year. During the apprenticeship, the candidates will be required to undergo both theoretical and practical training. There will be in all Eight Semester Examinations passing each of which is compulsory. If unsuccessful at any of these examination, they will be depending on their performance, be asked to sit for and pass in supplementary examination or reverted to the next lower batch or removed from apprenticeship. After successful completion of 4 years apprenticeship, the apprentices will be appointed as probationers in the Indian Railway Service of Mechanical Engineers subject to the proviso given below in Para 6.
