Situation Report

Summary
Statewide, road conditions have improved however debris continues to be a problem. Major power outages exist.
Local entities are opening shelters and warming centers as needed and are engaged in providing other public
services. Debris Management, Commodities, Mass Care & Sheltering, Fuel and Communications Restoration Task
Forces have been established. Two storm related traffic collision fatalities have occurred, one in Hebron, one in
Hartford.

ESF 1 - Transportation

Bradley:
Air Traffic Control radios have been hooked up to generators.
Flight schedules have been restored to normal.
Roadways:
DoT crews are working closely with CL&P and making some real headway on the road closures

CTTransit Waterbury bus service resumed service this morning. Customers, particularly in the Hartford and
Waterbury operating areas, should continue to anticipate delays and detours on many routes resulting from the
winter storm and storm-related tree and wire damage. Consult www.cttransit.com for more details .

ESF 2 – Communications
Public Communications
One request remains for assistance with restoral of internet service.
We are experiencing an increase in requests for generators to power SLC’s.
Additionally, due to reports of widespread tree damage, increase in “backhaul” connectivity troubles being
realized.
Communications continue with commercial wireless carriers, wireline providers, and VoIP providers, with
additional Task Force meetings scheduled.
Anticipate fueling of generators to be a concern among the EFS2 community.
Providers are conducting continuous reconnaissance on their systems and are reporting back.
Debris will be a challenge in the restoration of power. It had been reported that the damage from the storm
is 5 times that of Irene
We anticipate the arrival of the DHS OEC representative later today or tomorrow to assist with restoral of
communications.

ESF 4 - Firefighting

Commission of Fire Prevention and Control
Followed up on an inquiry from a fuel vendor as to whether the Governor issued an exemption to DMV regulations
regarding hours of driver service/time. In addition, followed-up on a request for cots from the Bourough of
Naugatuck. Verified their request is being acted upon.
It was reported a number of fire departments in Region 4 are implementing 12 hour shift schedules. Also, it was
reported that food and fuel shortages are dependent upon utility restoration progress.
The following Task Forces are being established: Debris, Commodities, Fuel, Communication Restoration, Sheltering
and others as appropriate. A FEMA IMAT request was made to assist with response and recovery operations. The
request was granted and FEMA staff has arrived at the EOC.

The FEMA Federal Coordinating Officer is on site with other members of FEMA Incident Management Team.
DEMHS
Region 1 – Provided updates to Region 1 municipalities. Monitoring local situation reports. No active requests for
assistance.
Region 2 – Meriden- Parking Ban in effect. Monitoring local situation reports.
Region 3 – Monitoring local situation reports.

ESF6 – Mass Care, Housing and Human Services
Numerous municipalities have declared emergencies and opened shelters. Known populations were low during the
night but are expected to rise today. While some shelters are closing it is forecasted that more will open and that
there will be a significant need for daytime warming centers. The state has activated the food commodities team to
plan for releasing USDA food to schools to use as community centers. They are forecasting a power outage up to a
week.
A Mass Care and Sheltering Task Force have been established with Len Guercia as the lead.

ESF8 – Public Health and Medical Services

An Internal ICS meeting at DPH at 09:00 for updates and assignments. Planning is developing an SEOC staffing
schedule for the week with an estimated completion prior to 15:00.
A request was received from WZBG radio to be added to the media outlet distribution list for press releases and
information. Information was forwarded to both DESPP and to DPH Communication Liaison.
Inquiry received regarding request (#3992) from Naugatuck for 200+ cots. Report that they have not received follow-
up on this request. Request was in process and American Red Cross is handling.
Charlotte Hungerford Hospital contacted DPH as the radiation oncology center on 200 Kennedy drive in Torrington
CT is without power. Information received is that patients cannot be without treatment for more than three days.
They are on day three at this time. Tomorrow morning is day four, patient care will be compromised. They wanted to
know if DPH can provide any assistance in regaining power to this facility. The request was forwarded to SEOC
liaison. Main campus back on line power and will be opening Operating Rooms at noon once chillers are fully back on
line. Outpatient elective surgeries have been cancelled, all scheduled inpatient surgeries will resume at noon.
Winsted facility is still on generator and fuel and oxygen an issue for this facility but they are handling it internally.
WIC UPDATE
158 of 164 WIC authorized large chain grocery stores are open for general sales although the extent of their capacity
to sell refrigerated goods not known (WIC products: milk, eggs, cheese, frozen vegetables).
Approximately 60 of 110 WIC authorized pharmacies are open for infant formula sales. Most closures are West and
Northwest of Hartford (FYI: Infant formula is also available for sale at all WIC authorized grocery
stores) Approximately 70% of 386 small and medium WIC authorized stores statewide are open for general sales but
most without refrigeration capacity. Shoreline and East of I-84 areas are better than other areas.

Middlesex Hospital has reported that they are back on external power. They opened up additional patient care units
that have stretched their staffing. They report that at present they are OK and do not require outside staffing
support.
DPH is working with Regional Hospitals and ESF-8 for DPH to resolve sheltering issues for medically frail persons.
John Dempsey Hospital emergency department has oxygen dependent patients brought in by ambulance. St Francis
Hospital has 34 home oxygen dependent patients presently in the same situation. Charlotte Hungerford Hospital has
some oxygen dependent patients but is working with home health care providers. Bristol Hospital has 24 home
oxygen dependent/medically frail patients.
There are currently 81 nursing homes and 29 residential care homes on generator. Two nursing homes have
identified a reserve of fuel for two days, however are having difficulty arranging a delivery. They will be referred to
the local emergency management director for further assistance. DPH has been unable to make contact with 6
facilities, however will schedule an on-site visit.
One free-standing residential substance abuse facility (Connections, Middletown, capacity of 14 clients, census 12)
has evacuated to one of their sister facilities due to loss of power and heat. The evacuation has been without
incident.
Red Cross
There are current 47 open shelters 12 shelters Red Cross managed. This number is fluid and is changing rapidly. The
client numbers change from day time to evening because people go to work or home and then return at night.
We now are assigned a DR number and have requested help from other areas so we can continue to manage our 12
shelters and try to staff additional shelters in the future for long term.
Red Cross personnel to man the shelter are experiencing difficult traveling to the shelters. Consequently, the Red
Cross is encouraging cities to rely on regional sheltering centers.

ESF11 – Agriculture and Natural Resources

DoAg is reaching out to stakeholders. Aquaculture reports no significant issues. CT Farm Bureau offices without
power/phone, no issues reported advised to refer request for assistance to the dept.
Guida's Dairy has been down since Saturday, 90,000 gallons in inventory. No estimated time of restoration. Milk
being diverted to Agri-Mark West Springfield. Evaporator is offline due to an electrical problem. Unknown when they
will be back online. DoAg sending staff to assess product. Deliveries to Agri-Mark are backed up due to lack of space.
Some loads of milk being dumped due to lack of storage.
Milk haulers report few issues getting to farms, many farms on generators. Problem is finding a place to unload milk
as described above.

Sgt. Harvey of Waterbury PD/Animal Control is looking for a generator for the dog pound in order to run the furnace
for the dogs. Facility is currently under quarantine for parvovirus so relocation is not possible. Referred Sgt. Harvey to
contact local EM to have Region 5 Coordinator contact SART Team for assistance. If Sgt. gets no assistance asked her
to call EOC ag desk.

· With today being Halloween, CL&P is strongly advising residents to accompany their children while trick or

treating to help them avoid any potentially dangerous situations. Be on the watch for downed lines that may
be unseen and obscured by fallen limbs or snow and obscured by fallen limbs or snow.

ESF13 – Public Safety and Security
Major highways are now experiencing dry travel lanes and are able to facilitate normal traffic flow.

North and South District Offices are currently closed because there is no heat or power.
Per AT&T it appears the phone issue at Carl Robinson and Osborn is due to power issue. Generators have been
deployed to these sites by AT&T.

Supporting Town of Tolland and Rocky Hill with generators.
Standing up for commodity distribution.
Supporting debris removal in Woodbury.

with reduced staff, so wait times will be longer than usual.
