State Emergency Operations Center Activation Level: Full Activation


On Saturday October 29, 2011 at 2:00 PM Governor Dannel Malloy activated the State Emergency Operations Center.
The State EOC is fully staffed with additional partners.

Summary
Statewide, power outages and debris removal continue to be the major problems. Local entities are opening
shelters and warming centers as needed and are engaged in providing other public services. Debris
Management, Commodities, Mass Care & Sheltering, Fuel and Communications Restoration Task Forces have
been established. A total of six storm related have been reported.

At the request of Governor Malloy, the President has issued an emergency declaration FEMAA-3324-EM for the
State of Connecticut. This emergency declaration authorizes FEMA to provide emergency protective measures,
limited to direct federal assistance, at 75 percent federal funding. This assistance is for all eight counties in the State
of Connecticut.

All state employees, including non-essential employees, are expected to report to work as scheduled unless their
worksite is closed and they have not been required to report to an alternate office. A list of state buildings that are
currently closed can be found below. Non-essential employees may also contact their worksites directly to verify
their building status. In some cases, employees may be asked to report to alternate worksites due to agency
operating needs. Please contact your agency for that information.

Department of Transportation employees should call 860-594-3110 for updates on reporting to work.

Department of Motor Vehicles’ Enfield office employees should report to the agency’s Wethersfield office; DMV’s
New Britain office employees should report to the agency’s Waterbury office; and DMV’s Winsted office employees
should report to the agency’s Waterbury office.

ESF 2 – Communications

Public Safety Communications


Municipal situation reports continue to be monitored for public safety communication system issues. No outstanding
requests for assistance received as of time of this report. Several requests for assistance acted on.
DESPP/CTS reporting 18 sites on backup generator power with two sites on a deployable generator due to primary
generator failure or fuel delivery issues. Two Troops remain on Troop generators.
CSP Troop telephone service has now been restored to all Troops.

Public Communications
AT&T reports continued progress with provision of backup power to remote facilities.
“Backhaul” connectivity troubles continue to be identified and referred for repair/restoration.
Continuous communications continue with commercial wireless carriers, wireline providers, and VoIP providers.
Fueling of generators is a challenge among the EFS2 community. Site access due to downed power lines, poles, and
trees poses a challenging environment and the inability to use normal fuel delivery vehicles.
Providers continue to provide reconnaissance on their systems and are reporting back.
Debris continues to be a challenge in the restoration of power. One request for debris removal assistance forwarded
to Debris Removal Task Force and rectified.
Next Telecommunications Task Force meeting 2 November 2011 1500.
Task Force report will be forwarded under separate cover.

DAS BEST
DAS BEST Continues to support the EOC:
- E-mail problem resolved with MASSCARE
- Reported intermittent e-mail exchange problem between 12:05 through 12;20. Problem looks to be resolved, but a
ticket will remain open in the event occurs again.
- Request for DAS facility to house out of state Linemen and crews. Meeting was has just recently completed 1424.
Ray Philbrick and Doug Moore attending this meeting at the EOC. City of Torrington has offered the Torrington
Armory which should accommodate 100 cots. However, parking is needed for the trucks. Offered the State owned
parking lot located at 59 Field Street, Torrington. DAS FM has been maintaining this property for DCS as it is the
location of the future Litchfield County Courthouse. NW Community College and Naugatuck Community College do
not have power. Still waiting on UConn and whether the Torrington Campus could work.

Commodities Task Force
Numerous deliveries of food and water have been made to Towns by the CT Army National Guard. Further deliveries
will be made on 11/2/11. The task force is also managing donations and collaborating with appropriate agencies for
approval for distribution.

American Red Cross-ARC


The American Red Cross is helping to support sheltering needs across the State of Connecticut.

There are nearly 60 shelters currently operating in Connecticut. The Red Cross is helping in many shelters with staff,
management and supplies and is in communication with affected towns across the State to help assess needs and
facilitate delivery of supplies.

Anyone planning to seek shelter should bring a pillow and bedding or a sleeping bag or sleeping mat. Remember also
to bring any maintenance or prescription medications that you will require on a regular basis.
Cots and other shelter supplies are a combination of resources from the Red Cross and from the State of Connecticut,
as well as supplies some communities may already have.

The Red Cross is also helping to provide food in shelters across the State. The Red Cross has purchase agreements
with food distributors to get large quantities of food items quickly and at a reasonable cost. Meals are also being
provided by the State of Connecticut Department of Corrections, under an agreement with that agency developed
during our emergency planning with the State of Connecticut. The Red Cross also has a supply of shelf-stable “Meals
Ready to Eat” that will be distributed as needed.

ESF7 – Resource Support


Debris Management Task Force
Access to all 6 Sprint towers is verified available.
AshBritt and BDR will be working with Veteran Affairs in Rocky Hill.
At this time, CL&P and DOT indicate no need for additional assets from state disaster debris contractors.
Ellington request for assistance coordinated. DOT and CL&P are responding.
Work Update:
Town of Southington - @ 14:48 HRS: The EMD for the Southington is requesting a list of debris contractors. They are
aware that it becomes a town financial responsibility at this time. We are currently responding to this request and
have made an initial call to Motes
Gathering information on establishing Regional staging and grinding areas. Working with SAIC/BDR on logistics.
AshBritt and SAIC/BDR: Met with the following municipalities:
Avon, per town, work on hold;
Enfield, per town, work on hold;
Hartford, starting work on 11/2;
Town of Morris – No need for AshBritt
Newington, per town, work on hold;
Simsbury, per town, work on hold;
Suffield, per town, work on hold; and
W. Hartford, starting work on 11/3.

Fuel Task Force
Fuel Supplies: DCP and Independent CT Petroleum Assoc. reporting all shoreline terminals are open and supplies are
sufficient. There remains a supply disruption from Middletown north to Wethersfield however this should not create
a distribution problem. Some gas stations with generators can only transact cash sales.
Municipal Fueling: DOT has been very responsive to municipal requests for fuel for emergency and maintenance
vehicles. They have identified strategic fueling locations for 24 hour availability. The instructions on how to access
the 6 locations (Rocky Hill, Waterbury, Cornwall, Windsor, Winchester, Farmington) are posted on the DOT and
DEMHS web pages. Fueling to the DOT pumps is on schedule.
Service Plazas: All twenty-one DOT service plazas are open (Rte 15, I-395 and I-95).
Emergency Generators: Experiencing numerous requests for generators. A request was made to FEMA at 16:00 hrs.
10/31/11 for an additional 54 units. This was reduced by FEMA to 42 units which are en route to CT from Maryland.
An Action Request Form (ARF) is being processed for Prime Power Survey Teams to be deployed. DEMHS is working
on the options to obtain additional generator resources. Deployments will be based on the Prime Power Survey. The
EOC has also sent out a survey to EMDs to determine any additional generator needs.
List of Available Gas Stations: DCP continues to update the list of open gas stations for 2-1-1 information. This is an
ever changing situation with those stations with power requiring re-fueling on a more frequent basis. Latest update
from DCP was 15:43 hrs.

ESF8 – Public Health and Medical Services


Department of Public Health
4 Hospitals are presently indicating that their Emergency Operations centers either partially or fully operating. These
are:
Bristol Hospital
Saint Francis Hospital
Waterbury Hospital
Danbury Hospital
Connecticut Valley Hospital continues to operate on generator power.
Charlotte Hungerford, Hospital closed their EOC but is maintaining its specialty care shelter.
Request for Hartford Hospital through Region 3 ESF8: 30 special needs cots. Currently working to fill the request.

Through the Region 3 RCC: A request was received for 6 CNAs or higher to support shelter operations in the towns of
West Hartford, Manchester, and Middletown for shifts from 1800-0600 starting tonight 11-02-2011 through 11-06-
2011. Bristol Hospital requests 5 Emergency Department RN's and 4 ICU RN's for various shifts Friday 11-04-2011
through Monday 11-07-2011. Currently in process of addressing the request.

Middlesex Hospital reports that their cancer treatment center is still without power. They report now being fourth
on the priority list for power restoration behind waste water, Connecticut Valley Hospital and the Wesleyan
Dormitories. They are unable to transfer patients to alternate treatment sites until some power can be restored
since treatment plans/records reside onsite electronically. They are trying to get a generator to the facility with the
hope of at least accessing patient records. They caution that there is no guarantee that they will be able to get the
records off their server in this manner. There are 42 patients currently being affected. The center has reached out
to SFH and THOCC for alternate treatment locations but there has been no handoff of patients.

Received a call from Masonicare Partner's Home Care Agency in East Hartford with concerns regarding residents that
required 24 hour nursing care who are without power, have no heat and are at home. The ambulance and 911 are
not transporting to shelters because they are taking care of the more emergent cases. Provided information for
alternative resolutions with the facility administration. The Nursing supervisor at Masonicare Partners Home Health

Agency in East Hartford reports that of four residents affected; 2 have been transported to Saint Frances Hospital, 1
to Hartford Hospital and 1 to a shelter in West Hartford.

Report of a 13 year old living in Weston, CT requiring infusion of medication at room temperature. On priority list for
CL&P. The town's EMD has been contacted. He is aware of the situation and will call the SEOC with an update ASAP.

People continue to present to emergency departments due to carbon monoxide exposure, often the result of unsafe
cooking and heating practices. DPH continues to work to improve public awareness of this issue and to monitor
number of patients presenting to emergency departments with carbon monoxide exposure on a daily basis.
Presently we have received reports from our acute care facilities relaying an estimated total of 181 patients seen at
their EDs for carbon monoxide exposure during this event. An Everbridge reminder was sent to the acute care
facilities requesting their continued submission of CO patient data.

To date, 14 child day care programs have contacted the Department to report that they closed due to loss of power
(based on news reports we know there are many more impacted). 4 are family day care homes and 10 are child day
care centers/group day care homes. Of the 14, 3 have since reopened due to the restoration of power. Additionally,
four complaints have been received of programs operating without power which is being immediately followed up
with visits to the programs to ensure the health and safety of the children and staff is maintained.

In response to Storm Alfred and the issues with overcrowding in the Emergency Department’s of hospitals, Nursing
homes have been provided the opportunity to surge their licensed bed census by 10%. A waiver consent agreement
has been drafted and signed by the following nursing homes to date:

Hospital of Special Care (NBGH) has offered to assist any area hospital with regard to patient surge.

There are currently 62 nursing homes and 18 residential care homes (RCH) on generator. No nursing homes are
reporting issues with access to fuel. One nursing home on generator is reporting that 4 units are having difficulty with
heat, reporting that one resident is having difficulty maintaining their body temperature. The facility is working with
the local Fire Marshal. An onsite visit is planned and in route. One RCH is experiencing generator problems and has
made plans to evacuate residents to family member homes or to the senior center which has been set up as a
shelter. It is anticipated that seven residents will transfer to the shelter.

The State Department of Mental Health and Addiction Services continue to have the following facilities without

RVS, CRMHC & WCMHN are each requesting 100 meals for clients who are in the community, without power, and are
unable or unwilling to go to a shelter for a total of 300 meals. Contact has been made by telephone with the SEOC
and 300 MRE’s with 300 H2O to be delivered.
Blue Hills Hospital in Hartford has a SERIOUS need for more generator capacity.
The Red Cross has requested DMHAS assistance for behavioral support at ten sites statewide. We have deployed 10
employees to address this request

WIC Update: (unchanged from last Sit Rep)

ESF11 – Agriculture and Natural Resources

Department of Energy and Environmental Protection

Met with a representative from the U.S. Forest Service regarding an initiative involving the training and
deploying professional Urban Foresters and Arborists to assess tree damage using FEMA 327 and
arboriculture standards. We suggested that they use the Dept of Veterans Affairs (Rocky Hill) as test case.
DEEP has been informed by CL&P that power has been restored to the Bristol WWTP.

Department of Agriculture
1302hrs: Received information from commissioner of Ag, 15 farms including UConn Dairy are out of feed. Central
provides feed to all these farms and hundreds throughout New England.
Coop reports concern that if power is not restored within a few hours and feed distributed, they will lose all
capabilities to milk. Central Coop will have to redistribute there feed formula to other feed distributors out of state.

1350hrs: Due to the mutual cooperation and assistance amongst agencies we have confirmed that power will be
restored to Central Coop by 6pm. (NU manager Walter Samanski confirming)

140 of the remaining outages are in the hard hit northern section of Hamden followed by Trumbull with 24 and
Easton with 20. Most of the remaining outages are individual service wire related.

Department of Consumer Protection –DCP

Food Inspectors of the Dept. of Consumer Protection continue to canvas their area checking food stores for outages
and/or losses. A list of losses is being compiled. DCP is also contacting food manufactures and warehouses in the
affected areas to determine compliance with food safety. Gas station information is being updated as the
information is received. Complaints regarding price gouging continue to be logged and complaint volume appears to
picking up. Gas stations with generators still may only be able to accept payment of cash only, no debit or credit
cards. DCP is continuing to compile a list of open stations for 2-1-1. This is an ever changing situation, stations with
power will require refueling more frequently. DCP continues to work with our partners in Agriculture and with Public
Health WIC program in furtherance of their missions.

Today 2-1-1 has handled 1670 calls. 560 are storm related.
Most calls are for shelter, utility, and gas stations.
We currently have 92 shelters and 107 warming stations listed online.
We continue to update www.211ct.org<http://www.211ct.org/> with information on shelters, gas stations,
pharmacies, insurance claim contacts, school closures and storm prep.

Emergency Adjuster Licensing Extended: The Department extended the emergency adjuster licenses issued for Storm
Irene for an additional 90-day period. The department is also processing new requests. Current total of licensed
emergency adjusters: 5,644

Launched a Snowstorm Resource page on our Web site with the following resources:
Claims phone numbers, Company search site, FAQs on downed trees and food spoilage, Tips for making claims,
