Ex-Servicemen means a person who has served in any rank (Whether as a combatant or as a non-combatant) in the regular Army, Navy and Air Force of the Indian Union but does not include a person who has served in the Defense Security Corps, the General Research Engineering Force, the Lok Sahayak Sena and the Para Military Forces and (i) Who has retired from such service after earning his pension, or (ii) Who has been released otherwise than on his own request from such service as a result of reduction in establishment or (iii) Who has been released from such service after completing the specific period of engagement, otherwise than on his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity and includes personnel of Territorial Army of the following categories viz :- a)Pension holders for continuous embodied services. b) Gallantry award winners (iv) The Territorial Army personnel who fulfill above conditions will be treated as Ex-Servicemen wef. 15/11/1986. 2. The relaxations in physical standards and educational standards for recruitment of Ex-Servicemen are as under :- a) Physical Standard: Total Relaxation b) Education: Total Relaxation c) Medical Standard: Category must be A (SHAPEI). No Physical Efficiency Test will be held for Ex-Servicemen. However, they will be required to pass the requisite medical examination. d) Break in Service . Not more than 24 months. e) Age limit . Age of the candidate will be determined after deducting the length of Military service from candidates actual age and such resultant age should not exceed the prescribed upper age limit of 23 years plus 3 years of age relaxation over and above the prescribed upper age limit. f) Character . Should be duly certified as at least GOODf by concerned issuing authority. 9. SERVICE CONDITIONS: i) Candidates selected for appointment are liable to serve any where within as well as out side the territory of India. ii) All the posts are combatised and purely temporary but likely to continue. The selected candidates are liable to be posted anywhere in India or outside India and the service has all India liability. iii) New Contributory Pension scheme to Central Govt. employees, which has come into effect w.e.f. 01/01/2004, will be applicable to all selected candidates. iv) Wards of serving CRPF personnel, who are residing with their parents may apply either from their home State or from the State in which their father/ mother is posted/ deployed at the time of recruitment. SCALE OF PAY: Pay Band-1 (Rs. 5200 . 20200) Plus Grade Pay of Rs.2000/- plus usual allowances as admissible to Central Govt. employees from time to time. 11. SELECTION PROCEDURE: STAGE - I (Physical efficiency test/Physical standards test): a) PHYSICAL EFFICIENCY TEST (PET) / RACE: For BUGLAR /TAILOR/ BRASS BAND / PIPE BAND / COBLER/ CARPENTAR/ GARDENER/ PAINTER / COOK/WATER CARRIER / SAFAI KARMACHARI /BARBER / WASHER MAN At the beginning of the recruitment process, male candidates will be subjected to 1 mile race to be completed within 10 minutes and female candidates will be subjected to 1 mile race to be completed within 12 minutes. This test will be only qualifying in nature. Candidates who do not qualify the race would be eliminated from the recruitment process by giving rejection slip intimating reasons for rejection by Presiding Officer. Note: No PET will be held for Ex-servicemen. However ex-serviceman will be required to qualify requisite written test and medical examination. FOR (DRIVER/FITTER) HEIGHT BAR TEST/ RACE: At the beginning of the recruitment process, candidates will be asked to go through the height bar and thereby those with lesser height will be eliminated. Candidates qualified in height bar will be subjected to 5 Kms race to be completed in 24 minutes. This test will be only qualifying in nature. Candidates who do not qualify the race would be eliminated from the recruitment process by giving rejection slip intimating reasons for rejection by Presiding Officer. b) SCREENING OF TESTIMONIALS:- No testimonial/ certificates are required to be attached with application form by the candidates. Required original testimonials/ documents of those candidates who have qualified 5 Kms race will be checked and only eligible candidates will be permitted to the next stage of the recruitment. Candidates who fail to produce the requisite testimonials/certificates will be eliminated from the recruitment process and in no case candidates will be allowed provisionally. Candidates being considered for vacancies reserved for reserved categories i.e. SC, ST and OBC shall produce caste certificate in proforma as prescribed in Annexure- I and II. c) PHYSICAL MEASUREMENT: The candidates who found eligible on screening of testimonials will be screened for height, chest and weight by the Board of Officers. The candidates who meet the requirements of physical standard will be allowed to participate in the written test. The candidates who do not fulfill the laid down physical standards will be eliminated from the recruitment process by giving rejection slip intimating reasons for elimination by Presiding Officer. Any dispute in measurement will be settled by the Presiding Officer of the recruitment board on the spot whose order will be final. d) PHYSICAL EFFICIENCY TEST (ONLY FOR DRIVER AND FITTER) The candidates, who clear PST given in Para 11(a) above, will be required to undergo PET, which will be only qualifying in nature and it will not carry any marks. The PETs consist of the following :- i) 11 feet long jump (3 chances to be given) ii) 3 . feet high jump (3 chances to be given) Note : No PET will be held for Ex-Serviceman. STAGE-II: WRITTEN TEST: The candidates who qualified in PST/PET above will be required to appear for written test comprising of two parts as mentioned below:PART-I Consists of 50 objective type questions carrying 1 mark each to assess the (i) General awareness/General knowledge, (ii) knowledge of elementary mathematics, (iii) Analytical aptitude, (iv) Ability to observe and distinguish patterns and to test the (v) basic knowledge of the candidates in English/Hindi. The question papers will be bilingual can be answered in Hindi or in English. The standard of question papers will be a class 10 passed candidate. : 50 Marks. PART-II Trade test will be separate for each trade and will consist of both objective/ multiple choice type questions to assess the knowledge of respective trade for which a candidate has applied. : 50 Marks The total marks of written test will be 100 marks and 2 hours duration. The paper will have to be answered either in Hindi or English only. Part-I & II to be answered using a pen only and use of pencil will not be allowed. Rubber Fabrics
Introduction Coating of textile fabrics is an extremely important aspect of technology. Fabric reinforcements of many kinds are used in a wide variety of products performing a number of important functions. The processing of fabrics has become increasingly complex with the advent of synthetic fibres, for it is necessary to treat them chemically in order to achieve a bond to the rubber and obtain the full advantage of their reinforcement possibilities. The use of cotton, which was for many years the only suitable fabric available for rubber strengthening presented little problems, owing to the inherent structure of the fibres providing a good mechanical key to the polymer mass. The synthetic fibres were studied by rubber manufacturers initially as reinforcement for pneumatic tyres. Cotton presents little difficulty in securing adhesion, whether the rubber is applied from solvent dispersion or latex, or by calendering or frictioning. Rubberized fabric is a waterproof cloth used for the upper portion of the shoes, chappals, etc., and the main consumers are large scale manufacturers like Bata Shoe Co. and other allied shoe makers. The demand for rubberized fabrics is steadily increasing. Properties of Rubber on Fabrics: Cotton present little difficulty in securing adhesion, whether the rubber is applied from solvent dispersion or latex, or by calendering or frictioning. The degree of adhesion of rubber to the textiles depends both on specific adhesion of the two materials and the geometric structure of the latter. The phenomenon is very complex. Adhesion depends greatly on the detailed characteristics of fibre, yarn, weave and polymer used, Specific adhesion arises from intermolecular attraction between polymer and fibre coating, mechanical adhesion is determined by the geometrical structure which permits interlocking through the fabric interstices of the rubber mass. The type of yam and amount of twist affect the degree of interpenetration of the adhesive or rubber dip into the body of the yarn. It had been investigated that in the absence, the degree of adhesion is dependent on the number of fibre ends embeded in the rubber and is thus related to the surface area of the textile, the proportion is stable to continuous filament-- yarn in a fabric influences the degree of bond strength. Because the method of application allows more7 even wetting and also greater interyarn penetration, the influence of fibres ends on adhesion is greater in the case of spread than the case of calendered fabrics. Uses and Applications: Rubberized fabrics coated on one side or both sides find wide application in hospitals, homes and industry. Coating of rubber on single side of fabric, is known as single textured cloth and the coating of fabric on both sides of the rubber in the form of sandwitched between two fabrics is known as double textured cloth. This type of rubberized fabrics are used in making raincoats, holdalls, handbag, and in the defence application. Canvas shoes industry is the important sector where rubberised fabrics are used extensively. Other areas of the consumption of rubberized fabrics are in the reinforcement for houses, belt and tyres, etc. B.I.S. Specification: Bureau of Indian Standard, Manak Bhawau, 2-Bahadurshah Zafar Marg, has developed following specification for quality product for this item. IS; 61101983 Double-texture rubberized water proof fabrics (First revision) (with Amendment No. 1). Prescribes requirements, methods of sampling and test for double-textured rubberized fabrics, used in defence and for general purposes, IS: 59151970 Single texture rubberized waterproof fabric (with Amendment No. 2). Prescribes requirements and methods of sampling and test for single texture rubberized water proof fabrics for general purposes and for making acid and lakali-resistant aprons. Manufacturing Process: First operation in the manufacture of rubberised fabrics is the formulation and preparation of solvent dispersion or dough. Following formulation is suitable for spreading operation with respect to end products as Tint cloth, round sheet, shoes upper and water proofiing materials. RMA-1 100 parts Peptisers 2 parts FT black 50 parts Stearic Acid 0.7 part Zinc oxide 3 parts Antiflex HFN I part Antioxidant 0.5 part MBTS 1.5 parts ZDC 0.1 part Sulphur 2.2 parts After mixing and quality-approval testings the raw stock is comminuted into small pieces or sheeted thinly from a mill and fed at once into solvent in a Z-blade mixer. The kneading action of the blades produces a high viscosity dough ready for use in about 12 hours. The solvent usually selected is trichloroethylene. It is ensured prior to application , is the tests of solid contents and viscosity. Coating is done by two different procedures. (1) By spreading technique (2) By calendering technique. When it is necessary to apply a coating of rubber to a fabric which is too delicate for the calendering process or when the compound is not suitable, the technique of spreading is used. Spreading Technique: In the spreading technique, the spreading machine is used which consists of a rolling part and operates Roll A, where dried and pre-treated fabric is fitted. The 'leader' cloth is fed through the rest of the machine until finally taken of on a roller J. From A, the cloth passes over a spreader bar B to ensure that all creases are removed from the fabric and to keep it under the connect lateral tension. The smooth tensioned fabric is then fed over the bearer roller C and under the doctor blade D, which is pre-set to give the correct built-up of dough on the fabric surface, The prepared and tested dough is loaded on to a fabric lying on the bearer roll and revolves as the fabric moves, forming a rolling bank of material which is prevented from expanding by means of checks or check plates at the end of the spreader knife and is controlled in the direction of fabric movement by blade itself. The angle between the blade and the fabric and the distance between them control the coat thickness and the degree of 'strike through' of the dough. The greater the angle at which the blade meets the moving fabrics, the greater the degree of penetration. The fabric then enters the steam chest area, where the solvent is driven off and removed by the extraction unit F. From the steam chest, the spread fabrics are cooled and then rolled up on roller J. This is achieved by means of testooning device, placed at H, which may consist of a single or several rollers. Once a machine has been set up to run, it is necessary to carry out the spreading of few meters at low speed to check the coating thickness with respect to specifications, by vernier gauges or electronically. Normal running speeds are of the order of 10 metre/min.

Calendering Technique: The operation of applying a substantial thickness of rubber to a fabric on a calender is termed 'Skin coating' or topping. In this technique, compound is fed around a calender from a calender nip ; and sheeted compound is then applied to the fabric at a second nip, and the rubber sheeting must be travelling at the same speed as the fabric at the point where it is laid on to the fabric, however the sheeting can be produced from rolls which run at the same speed or with a friction ratio in the nip. It is sometimes found desirable to use a friction ratio sometimes not, depending upon the compound. Unless the fabric used is a very open weave, it must be pretreated with adhesives or rubber either by friction, dipping or spreading. List of Plant and Machinery 1. Two rollers mixing mill 5. Rubber and Rubber chemicals as given in the formulations. Market Potential: Rubberised fabrics or rubber coated fabrics means the fabric impregnated or surface coated with rubber. An alternative name for rubberised fabrics is water proofed fabric. The manufacture of water proof fabrics is one of the oldest field of reproducing rubber application industry. After the discovery of methods of vulcanisation, water proof fabric became an article of very considerable importance. By the end of the statistical year of 1986, the production of rubberised fabrics was around 2884.1 thousand metres per annum. Rubberised fabric is used domestically as well as industrially. It has tremendous scope for indigenously as well as export market. All the plant and machinery are available on indigenously. The raw material is available easily. Government in recent years have realised to the fact that India has the expertise, manpower, and indigenous equipment to enter the world export market and is gradually relaxing its strict norms of import of raw materials and chemical and other things required for export production.

In association with Hitachi Ltd., Tokyo, Japan, THE HINDU invites applications for scholarships for technical training in JAPAN. The number of scholarships will be three. The terms and conditions are as follows: 1. Candidates who must be Indian Citizens, should not have completed 30 years of age on 31-032012 and should be in possession of the minimum Degree of B.E., or B.Sc. (Engg.) or its equivalent from any recognized University. Candidates who have already had practical experience in the branches for which training is proposed to be given, will be given preference. Candidates with at least one year's professional experience need apply. Those who were interviewed in previous years for the Scholarships need not apply again. 2. The scholarships are tenable in Japan for principally six months commencing about July 2012. Trainees may have general training in one of the following product fields of Hitachi Ltd., (Hitachi) for example (1) Industrial, Transportation and Urban Development Systems (2) Information and Telecommunication Systems (3) Power Systems, being subject to the convenience of each of Hitachi's establishments. During the training, there will be special emphasis on environment-related and energy-saving technologies. 3. Trainees shall be during their training, under the supervision and direction of Hitachi, which has full discretion on scope, mode, duration and place of establishment of their training. Training will not be available in the R&D activities of Hitachi. They will be subject to the rules and regulations and the discipline of the establishment to which they are posted. 4. Selected trainees will be provided with return Economy Class air passage. Arrangements will also be made for free Boarding and Lodging for trainees in Japan and to defray all expenses for travelling in Japan which may be considered necessary for their training. In addition, each trainee will be paid a monthly fixed allowance to cover his personal expenses. 5. Parents or Guardians of selected candidates shall guarantee their good conduct and shall undertake to pay for their repatriation should their conduct be found unsatisfactory by Hitachi Ltd., or any public authority in Japan or in case the selected candidates desire to discontinue their studies in Japan for any reason whatsoever during the period of their scholarship. 6. The prescribed qualifications, experience and the age limit shall be reckoned as on 01.01.2012. The maximum age limit can be relaxed for following Categories as given below: (i) 5 years in case of SC/ST candidates (ii) 3 years for OBC candidates. (iii) 10 years in case of PH candidates [15 years for PWD candidates belonging to SC/ST and 13 yrs for PWD candidates belonging to OBC.] (v) For Ex-servicemen the upper age limit shall be relaxed by allowing the deduction of length of actual military service from his actual age and the resultant age should not exceed the maximum age limit prescribed for the post by more than three years(8 years in case of SC/ST; 6 years in case of OBC candidates). NOTE I : The benefit of reservation and age relaxation will not be available to OBC candidates falling within the creamy layer. NOTE II : In case of employees of the FCI, there will not be any upper age limit. F. GENERAL INFORMATION : 1. All the posts carry IDA pattern pay scales and usual allowances such as CCA, HRA, Leave Travel facilities etc. These scales carry DA on percentage basis. Gross emoluments would vary depending upon place of posting. 2. All appointments will be subject to the Rules and Regulations of the Corporation, in-force from time to time. Other benefits like CPF, Gratuity, Leave Travel Concessions, Leave Encashment, Medical reimbursement, conveyance reimbursement, lunch subsidy etc., shall be applicable as per the rules of the Corporation as amended from time to time. 3. The candidates on selection to a particular Zone of FCI may be posted in any state within the jurisdiction of that Zone. However, they are also liable to be posted anywhere in the country in the interest of the corporation. 4. Candidate must ensure that they fulfill all the eligibility criteria, viz., age & qualification as on 01.01.2012. 5. FCI/ SSC reserves the right to conduct additional examination/skill test or call for any additional documentary evidence in support of educational qualification & experience of the applicant. 6. No TA will be provided for the Written Test or Computer Proficiency Test/ Skill Test/Document verification. 7. Candidates should not enclose any document along with the application form. Original certificates along with one set of attested photocopy will, however, be scrutinized / verified at the time of CPT/ Skill Test to ascertain the eligibility of the candidate for the concerned post. In the case of AG-II posts, the candidates will be called by FCI for document verification before offering appointment. 8. Answer Sheets not bearing the candidate=s Name, Roll Number, Ticket Number, Signature, LTI etc. in the space meant for the purpose will not be evaluated and awarded Zero mark. If any candidate belonging to reserved category does not write and code their category properly in the OMR Answer Sheet, they will be treated as belonging to UR category. OMR answer sheets are read by machine and, therefore, failure to comply with any of the instructions will result in award of Zero marks. Candidates in their own interest should strictly follow the Instructions given on the question booklet/ OMR Answer sheet. No representation regarding non-compliance of instructions will be entertained by the Commission. Answer Booklets will be supplied by the Commission for Paper II for Hindi Posts (Post Code E). 9. Candidates are not permitted to use calculators and other electronic gadgets except as specified in the Notice. They should not, therefore, bring the same inside the Examination Premises / Venue. 10. There will be negative marking of 0.25 marks for each wrong answer in all Objective Type Multiple Choice Question Papers. Candidates are, therefore, advised to keep this in mind while answering the questions. 11. Discrepancies in question paper should be brought to the notice of the Commission in writing within fifteen days of holding the examination. Representation submitted thereafter will not be entertained. 12. RESOLUTION OF TIE CASES: If there are candidates for a particular post have the same aggregate marks in both Paper-I and Paper-II/Paper-III of the Examination then the tie will be resolved by referring to the total marks of Paper-II/Paper-III of the examination i.e. a candidate having more marks in Paper-II/Paper-III will be given preference, wherever such papers are prescribed. If the tie still persists then the total marks in Paper-I of the examination will be referred to i.e. a candidate having more marks in this Paper will be given preference. This procedure will be followed by Date of Birth, i.e., the candidate older in age will get preference. Lastly, if the tie still persists, the tie will be finally resolved by referring to the alphabetical order of names, i.e., a candidate whose name begins with the alphabet which comes first in the alphabetical order will get preference 13. Final results will be declared by the Food Corporation of India after receiving merit list (Zone wise, Post wise, Category wise) from SSC. 14. Admission Certificates (ACs) for the Examination indicating the time table and also venues of examination for each candidate will be issued to all applicants about two weeks before the date of examination by the respective regional office of SSC. IF ANY CANDIDATE DOES NOT RECEIVE ADMISSION CERTIFICATE FOR THE EXAMINATION ONE WEEK BEFORE THE DATE OF EXAMINATION, HE/SHE MUST IMMEDIATELY CONTACT THE CONCERNED REGIONAL/SUB REGIONAL OFFICE (S) OF THE COMMISSION WITH PROOF OF HAVING SUBMITTED HIS/HER APPLICATION. (In case of Applications submitted under Certificate of Posting, the Date-Stamp of the Post-Office concerned should be clearly legible). FAILURE TO DO SO WILL DEPRIVE HIM/HER OF ANY CLAIM FOR CONSIDERATION. 1. Applications are invited from UNMARRIED MALE CANDIDATES (fulfilling the conditions of nationality as laid down by the Govt of India) to join the prestigious Indian Naval Academy, Ezhimala, Kerala under 10+2 Cadet (B Tech) Entry Scheme. ELIGIBILITY CONDITIONS: 2. Age. 17 to 191/2 years (i.e. born between 02 Jan 1993 & 01 Jul 1995. (both dates inclusive). 3. Educational Qualification. Senior Secondary Examination (10+2 Pattern) or its equivalent from University/Board with at least 70 % aggregate marks in Physics, Chemistry and Mathematics (PCM) and at least 50% marks in English (either in Class X or Class XII). 4. Physical Standards: (a) Height and Weight. Minimum height -157 cms with correlated weight as per age. (b) Eye Sight. The minimum acceptable vision standard for distant vision 6/6, 6/9 correctable to 6/6, 6/ 6 with glasses. Should not be colour/ night blind. Note: There will be no relaxation in physical standards. THE NAVYOFFERS YOU: On successful completion of training you will be commissioned as Sub Lieutenant. The benefits of being an officer in the Navy are enumerated in succeeding paragraphs. 5.
