PURPOSE
The purpose of this briefing is to present an overview for: 1. the current appointment process for selecting appointees to the D/FW International Airport Board of Directors 2. the recommended appointment process and reasoning for the change in the selection process

BACKGROUND INFORMATION
The City of Dallas appoints 6 members of the board
Places 1, 5 and 6 expire on January 31st of oddnumbered years Places 4, 6 and 9 expire on January 31st of evennumbered years

Per City Council Resolution No. 76-1888 the duly elected Mayor of the City of Dallas is automatically appointed to fill Place 10

CURRENT AND PROPOSED SELECTION PROCESS


September City Council submits nominations or re-nominations to the City Secretarys Office (usually not more than the number of available positions) City Secretarys Office begins background checks as nominations/renominations are received Councilmembers nominate individuals to fill a specific place December Deadline for receiving nomination/re-nominations At request of a Councilmember, applications have been accepted by the City Secretarys Office after the deadline January Transportation and Environment Council Committee (TEC) conducts a group interview of all nominees and makes recommendations to the City Council Councilmembers have moved to substitute other names in place of those recommended by the TEC February New terms begin
*This process is similar to the one used to select individuals to serve on the Gas Drilling Task Force. *This process will be used to select DART Board members in 2012.

November Mayor and City Councilmembers each submit up to 3 nominations or re-nominations to City Secretarys Office (45 potential nominees) Nominating memos to include resume/bio December Transportation and Environment Committee (TEC) reviews nominee/renominees and selects 6 candidates to interview City Secretary begins background checks on the 6 candidates selected by TEC January TEC interviews 6 candidates and recommends 3 to the City Council for appointment City Council will vote on the 3 recommended nominees City Secretary will place appointees in place order after City Council votes February New terms begin

Increase accountability of board members Increase the pool of potential appointees Increase the opportunity to find individuals with unique backgrounds and experiences needed to meet the challenges and opportunities faced by the D/FW Board Eliminate unexpected competition among nominees/re-nominees Ensure timely background checks of all nominees/re-nominees

TIMELINE
November 2, 2011 City Council briefing on new process November 16, 2011 City Council takes action on a resolution formalizing the new process November 18, 2011 Deadline for nominations/renominations to be submitted to City Secretarys Office December 1, 2011 Transportation and Environment Council Committee (TEC) selects 6 nominees/re-nominees to interview January 9, 2012 TEC interviews 6 nominees/re-nominees and selects 3 to recommend to the City Council for appointment January 11, 2012 City Council votes on 3 individuals recommended by TEC for appointment to the D/FW International Airport Board of Directors
