Stormwater User Fees - Why theyre not a Rain Tax Experiences from Implementing Stormwater Utilities in Georgia. This panel will address the basics of creating a stormwater utility, and the legal, financial and operational challenges involved in applying this new source of funding for maintaining and improving municipal separate storm systems. Water Supply A panel representing various stakeholders in Georgia and the national perspective to discuss issues in water supply and water supply planning. The panel discussion will include consideration of private water rights in water supply planning, the role of domestic water wells, and viewpoints of specific stakeholder groups. In addition, leading experts in Georgia will discuss the state of water supply planning in the state of Georgia and future opportunities and pitfalls. Wastewater Treatment / Septic Systems This topic will include a discussion of wastewater, septic systems, and land application systems, the current understanding of these issues and how this could factor into policy recommendations in the State Water Plan, rivers in Georgia where there may be challenges to accept wastewater discharges and what can be done to address these issues, innovative approaches to septic systems and private wastewater system management and a regulatory update. Total Maximum Daily Load (TMDL) The establishment and implementation of Total Maximum Daily Load plans is Congress strategy for cleaning up our nations impaired waters. How well is this process working? Well discuss the findings and recommendations of the Bacteria TMDL Technical Advisory Group, composed of diverse representatives of the NGO, academic and governmental community; the TMDL efforts of the Upper Altamaha Initiative for Watershed Excellence, a national pilot project funded by the US Environmental Protection Agency and the Georgia Environmental Protection Division; and successful TMDL implementation strategies developed by the South Georgia Regional Development Center. is a partnership between corporations and federal agencies to leverage resources to restore wetlands within Georgia, and 4 State Initiative, which is an innovative initiative involving the states of NC, SC, GA and FL, local governments and communities, NGOs and federal agencies to leverage resources to link natural resources together to develop conservation rings around military installations. O. Inverse Condemnation/Eminent Domain This issue of private property rights has been a topic which has garnered considerable attention at the federal and state levels in 2006. This session will first provide an update on eminent domain reforms adopted during Georgias 2006 legislative session. Focus then centers on inverse condemnation, or regulatory takings, issues being debated in the state, and where to draw the line between sensible government land use regulations and the right to utilize property as an owner sees fit. Also discussed will be related issues and tools aimed at helping Georgia preserve its pristine natural resources as it continues to develop, including federal and state conservation easement incentives and the positive economic returns of developments incorporating / abutting greenspace and conservation areas, particularly in coastal Georgia. This panel will explore these topics in reference to mixed-use development, with some discussion on ensuring that existing buildings are planned for reuse. The topics will also be analyzed with a critical eye toward the concepts and realities behind those trends. The discussion will explore whether Smart Growth is merely a fad or a new fact of life in the development, or redevelopment of communities within our state. Coastal Georgia Comprehensive Plan Update Coastal Georgia is growing at an unprecedented rate. This region has been found by the development community and new homes and businesses are sprouting up where forests and farms previously existed. To address this situation and allow this six county area to maintain its charm and character while it continues to grow, the Commission for a New Georgia recommended to Governor Perdue that a Comprehensive Regional Plan be prepared to assist in guiding this regions future growth. The Department of Community Affairs (DCA) has been given the lead in developing this Plan, and DCA has appointed an Advisory Committee to guide this effort. Come to this session and hear from DCAs Commissioner Mike Beatty, who Chairs the Advisory Committee, and three other members of the Committee and hear their ideas about this important State initiative.
