Alert Status: After winning approval from the Office of Management and Budget (OMB), the Indiana Department of Homeland Security (DHS) has posted its rule to update the 2005 Indiana Residential Code (currently based on the 1992 Model Energy Code) by adopting the 2009 IRC with amendments to make it equivalent to the 2009 IECC. Developed by the Residential Code Review Committee in 2010, the code has proceeded through the states administrative rule review process. The Indiana Fire Prevention and Building Safety Commission will hold a hearing on September 16 to accept public comments on the rule, which will become effective 30 days after it is published. The state previously updated its commercial code incorporating ASHRAE Standard 90.12007, effective May 6, 2010. Alert Status: The Florida Building Commission has released the Glitch Cycle Supplement for Florida Energy Efficiency Conservation Code within the 2010 Florida Building Code. The state-developed code proposals are available here. More information on the FBC update process is available here. Another meeting to accept public comments on the code is slated for August 8-9. Codebooks will be available by October 1. The effective date has now been moved to March 15, 2012. Alert Status: On January 24, the Town Council of Durham, New Hampshire approved legislation (Ordinance #2011-02), making the town of 15,000 one of the first jurisdictions to adopt the 2012 IECC. The ordinance specifies compliance with the 2012 IECCs requirements for Climate Zone 6. The current statewide minimum code for New Hampshire is based on the 2009 IECC. ***** DOE 2009 IECC DETERMINATION


Alert Status: The U.S. Department of Energy has issued its final determination that the 2009 IECC achieves greater energy efficiency than its predecessor editions. DOE previously published preliminary determinations of these findings in September 2010. DOE estimates that the 2009 IECC achieves 14% greater site energy savings in low-rise residential buildings than the 2006 IECC. The Department also estimated that the 2006 IECC achieves 1% greater site energy savings than the 2003 IECC. The determination concluded that 2003 IECC does not achieve greater energy efficiency than the 2000 IECC. As required by federal law under the Energy Policy Act of 1992 (EPAct), states are required to file certification statements to DOE that they have reviewed the provisions of their residential building code regarding energy efficiency and made a determination as to whether to update their code to meet or exceed the 2009 IECC. States must provide these certification statements by July 19, 2013. Check OCEAN in the coming days to see states progress on complying with this requirement for the most recent commercial and residential energy code determinations published by DOE. DOE will begin assessing whether or not the 2012 edition of the IECC saves energy over the 2009 IECC in November 2010. DOE has also published a final determination on ASHRAE Standard 90.1-2007 and a preliminary determination on ASHRAE Standard 90.1-2010. DOE STANDARD 90.1-2007 DETERMINATION


Alert Status: The U.S. Department of Energy has issued its final determination that ASHRAE Standard 90.1-2007 achieves greater energy efficiency than its predecessor edition. DOE estimates that Standard 90.1-2007 achieves national source energy savings of approximately 3.9% of commercial building energy consumption compared to Standard 90.1-2004. Additionally, DOE has determined site energy savings are estimated to be approximately 4.6% compared to Standard 90.1-2004. As required by federal law under the Energy Policy Act of 1992 (EPAct), states are required to file certification statements to DOE that they have reviewed the provisions of their commercial building code regarding energy efficiency and made a determination as to whether to update their code to meet or exceed the Standard 90.1-2007. States must provide these certification statements by July 20, 2013. Check OCEAN in the coming days to see states progress on complying with this requirement for the most recent commercial and residential energy code determinations published by DOE. DOE STANDARD 90.1-2010 DETERMINATION


Alert Status: The U.S. Department of Energy has issued a preliminary determination that ASHRAE Standard 90.1-2010 achieves greater energy efficiency than its predecessor edition. DOE estimates that Standard 90.1-2010 achieves national source energy savings of approximately 18.2% of commercial building energy consumption compared to Standard

90.1-2007. Additionally, DOE has determined site energy savings are estimated to be approximately 18.5% compared to Standard 90.1-2007. As required by federal law under the Energy Policy Act of 1992 (EPAct), within two years of the publication of the final determination, states are required to file certification statements to DOE that they have reviewed the provisions of their commercial building code regarding energy efficiency and made a determination as to whether to update their code to meet or exceed the Standard 90.1-2010. Check OCEAN in the coming days to see states progress on complying with current EPAct requirements for the most recent commercial and residential energy code determinations published by DOE. Comments on the preliminary determination must be provided by August 19, 2011. DOE has also published a final determination on the 2009 IECC and a final determination on ASHRAE Standard 90.1-2007. Alert Status: In an effort to raise awareness about the value of energy efficient homes and building energy codes, the Northeast Energy Efficiency Partnerships (NEEP) has just released new resources geared towards the real estate community. These resources provide guidance on understanding and marketing the value of energy efficient homes and include a checklist to help real estate professionals identify home energy efficiency attributes and the expected savings/benefits worth calling out to prospective home buyers and sellers. 2012 IECC
Alert Status: The 2012 International Energy Conservation Code is now available from the International Code Council. Visit the ICC Store online to purchase your edition of the 2012 IECC and the combined version that includes ASHRAE Standard 90.1-2010. The product of final action hearings in October 2010, the latest edition of this national model energy code
