ASSOCIATION OF POLITICAL SCIENCE ADVOCATES COLUMBAN COLLEGE OLONGAPO CITY

CONSTITUTION AND BY LAWS

PREAMBLE
WE, the officers and members of the Association of Political Science Advocates of Columban College, praying for the almighty Gods assistance and mercy, in order to form an organization that shall express our hopes and aspirations, develop our knowledge; advance our welfare and improve our relationship with the school administrators and teachers, so that academic environment may be enhanced, do hereby ordain and promulgate this constitution and by laws.

Article I NAME OF ORGANIZATION Section 1. The name of the organization shall be the Association of Political science Advocates of Columban College (APSACC), here in after referred to as Political Science Organization. Article II DECLARATION OF GOALS, OBJECTIVES AND PRINCIPLES Section 1. Goal is the Integral development of a person directed to his final end for the common good of the society as a whole, in which he can grow harmoniously, mold his physical, moral and intellectual talents, and acquire a perfect sense of responsibilities and correct use of his rights and liberty, and be educated for active participation in the social matrix. This goal realized through: Section 2. Objectives (1) To establish three (3) Committees namely; a) Executive Committee- in charge of writing of organizations constitution and its execution; in charge of writing the organizations official newsletter and the writing to the editor b) Membership Committee- in charge of distribution of membership registration forms, promotion to new members are doing their assigned tasks. c) Project Committee- in charge of coordinating organizations projects and activities, (2) Securing official recognition from the school administration. a) Meeting all the requirements and requisites set by the school charter for an organization to be recognized. b) Getting an official faculty adviser (preferably a Political Science Instructor ) (3) To make our presence felt, be more relevant and take the lead in developing a more informed and perceptive student. (4) Intellectual enlightenment a) Through excellent academic formation. b) Through the enrichment with the truths of faith. c) Through sharpen ability to reason and abstract. d) Through the acquisition of fundamental and constructive principles and integrated set of knowledge.

(5) Professional competence a) Acquired through developed competitive norms of academic performance. b) Adequately accomplished for a beneficial employment rendered in the spirit of helping and service to others. c) Infused with the spirit of justice and fortitude to uphold professional ethics. Section 3. Principles (1) To develop a sense of Patriotism in every student of Columban College. (2) To outstretch and widen the political consciousness of the students and the youth. (3) To infuse awareness to students their duties and responsibilities as a part of this school. (4) To emphasize that Nationalism is an important aspect of being a Filipino. Article MEMBERSHIP Section 1. Types of membership shall consist of Active and Honorary Membership. (1) Active Membership shall be opened to Political Sciences Majors and students with Political Science subjects. (2) Honorary Membership may be conferred upon an individual who shall have rendered notable service to the Association and chosen by the Council for such honor. An honorary member shall have none of the obligations of membership in the Association but shall be entitled to all the privileges except those of making motions, of voting and holding office. Section 2. Membership shall be P 35.00 per year wherein an ID will be given with the official logo of the Association to each member for identification. It shall not exceed P 50.00 per year. It shall not be refundable. Section 3. Dropping or Renewal of Membership (1) Any Political Science Major who drops from his Political Science subject shall not be dropped from the membership.

(2) Any Political Science Major who shifts his/her course shall not be dropped from the membership except that he/she is enrolled in any Political Science Subject. (3) A former member may renew his membership provided that he is currently enrolled in any Political Science Subjects and retains his good standing with the Association. Article IV RIGHTS AND DUTIES AND RESPONSIBILITIES OF THE MEMBERS Section 1. The Members shall have the following rights: (1) The right to vote (2) The right to hold office to which he is qualified. (3) The right to enjoy and participate in any Association sponsored activities (4) The right to petition the Association for redress of grievances (5) The right to be entitled to all other privileges accorded to all members. Section 2. The members shall have the following duties and responsibilities: (1) To support and defend the Associations Constitution and By Laws (2) To settle his obligations and dues promptly. (3) To attend meeting regularly and to participate in the deliberations productively. (4) To respect the rights of the other members. (5) To perform his assigned duties faithfully and to the best of his ability (6) To promote the Associations objectives.

Article V PRESIDING OFFICERS Section 1. The Council shall set the goals, principles and objectives in operation. Section 2. The Council shall consist of a President, a Vice President, an Executive Secretary, a Finance Secretary, a Public Officer and a Fiscal.

Section 3. The Council shall have direct command of the members. Article VI DUTIES AND RESPONSIBILITIES OF THE OFFICERS Section 1. The President shall: (1) Be the official Representative and the Spokesman of the APSACC which he represents. (2) Convene and preside over the meetings and operations of the Association. (3) Appoint the Committee Chairpersons. (4) Make interim appointments as needed. (5) Sign all checks with Finance Secretary. (6) Serve as an ex- officio member of all committees. (7) Call special meetings when necessary (8) Constantly study means to unite his subordinates and place them in quick communication. (9) Study and remedy the necessities of the APSACC as he is the president of the Association. (10) Heed all the observations, communications and petitions which one made to him and shall immediately communicate them to the proper person (11) Be the first held responsible for whatever conflicts that occur within the Association. (12) Furnish an example by his subordination to his members so that he may be obeyed in return. (13) See to the very last member, the personification of the entire APSACC. (14) Omission of the authorities shall be punished with the greater severity than those of the members. Section 2. The Vice President shall: (1) Preside in all meetings and operations of the Associations in the absence of the President. (2) Assume the duties and functions of the President when the latter resigns or he is temporarily incapacitated.

(3) Perform duties as maybe assigned by the President such as holding a Committee Chair whatever necessary (4) Help the President in any way which could benefit the Association.

Section 3. The Executive Secretary shall: (1) Prepare together with the President the agenda for the meetings. (2) Keep records and minutes of the proceedings and announce what is to be done. (3) In charge of all the important papers of the Association. Section 4. The Finance Secretary shall: (1) Receive, collect and keep the financial assets of the APSACC. (2) Disburse finds as authorized by the Council. (3) Present an audited financial report to the Council and the Members after every activity during the meetings and present a financial report to the Council when request to do so. (4) Sign all checks with the President. (5) Head the Committee of Finance whenever such Committee is established at his request and at the President approval Section 5. The Public Information Officer shall: (1) Publicize all the activities of the Association. (2) Distribute Memorandum and performs other duties as maybe orders by the President. (3) Take care of the reservation of the facilities that will be needed in every activity (4) Serve as an ex- officio member of the Membership Committee and Project Committee whenever such committees are established. Section 6. The Fiscal shall: (1) Examine the Associations recurring and situational financial report. (2) Assist the Finance Secretary in making an annual financial report and submit the report of each activity to the Council and Members. Article VII

COMMITTEES Section 1. A Committee can be created and abolished by the President with the approval of the Council. Section 2. Each Committee shall have a Chairperson and two Committee Members. Section 3. The President shall have the power to appoint the Chairperson of the Committee. Section 4. The Chairperson shall have the power to appoint two (2) Committee Members provided that the appoint was approved by the President. Section 5. The Finance Committee may be created provided that the Secretary of the Finance shall submit in writing a request of such to the President. Article VIII EXECUTIVE COMMITTEE Section 1. The Executive Committee is mandatory. Once the Council is established, the Executive committee is automatically established. Section 2. The Executive Committee shall consist of the President, the Vice President and the Executive Secretary.

Section 3. The Executive Committee shall be: (1) In change of writing the organizations Constitution and By Laws, submit them to the Council for ratification. (2) In charge of writing the organizations official newsletter. (3) In charge of writing the school paper editor. Article IX ELECTION, APPOINTMENTS AND TERM OF OFFICE Section 1. Requirements for candidacy: (1) Candidates must be bona fide member as defined by the constitution.

(2) Candidates for the position of President , Vice- President, Executive Secretary and Finance Secretary shall be Senior Political Science Majors (3) In case that there is none, the candidates shall be on the highest years level (4) Candidates for the position of Public Information Officer and Fiscal shall be Political Science Majors. (5) Any active member could be a candidate for appointment in other position such as the Committee Chair. (6) A member elected as officer for a certain school year shall not be allowed to run for any position in another level for the same year. Section 2. the election shall be conducted as follows: (1) Majority of the members shall be present in the election. (2) A member may nominate a qualified member to the officer who presiding the election. (3) In front of the conference, the candidate shall be allowed to speak openly and intelligently, their platform of administration. (4) After the entire candidate have their chance to speak, the conference shall proceed to elect through secret ballot. Set of ballots are provided in every position being elected. (5) The candidate who garnered the highest vote shall become the elected officer of the position. (6) After the election, the officers- elect shall formally determine their individual position in an open discussion. Section 3. A special election shall be called by the Council when there is vacancy in the offices of both the President and the Vice President. Section 4. The term of officer of the elected APSACC officers shall include the 1st and the 2nd semester of the school year they were elected. Section 5. The elected APSACC officer on one or all of the following reasons shall be considered resigned: (1) Incapacitated by reasons that hinder him from performing his duties and functions as an officer, provided through consultation and approval of the Council.

(2) Abandonment by reasons of responsibilities or office for two (2) consecutive months. (3) In case that the said officer graduated from Columban College during the 1st semester. (4) In case that the said Political Science Major Officer shifts from his course on the 2nd semester. (5) In case that the said officer drops from his Political Science Subject (6) Voluntary resignation. Section 6. Appointment (1) The President shall have the power to appoint the Committee Chairperson (2) The President appoints temporary replacements to fill vacancy immediately after the vacancy has occurred. Such appointments shall be subjected to the approval of the Council. (3) The Chairperson shall have the power to appoint their Committees Members as approved by the President.

Article X SUCCESSION AND VACANCY IN OFFICE Section 1. When Vice- President shall become President. (1) If the President- elect shall have become permanently disabled. (2) After assumption of office, in case of permanent disability, removal from office or resignation of the President, the Vice President shall serve the unexpired term. Section 2. When there are no President and Vice President, the Executive Secretary shall act as President until a President and a Vice President shall have been elected and qualified through special election.

Section 3. When ever there is a vacancy in the office of the Vice- President during the term for which he was elected, the President among the members of the council. The nomination is subject for confirmation by a majority vote of the members present. Article XI AMENDMENTS These Constitution and By laws can be amended at any regular or special meeting called for that purpose, by a two-thirds vote of the members present, provided that the amendment has been submitted in writing at the previous regular or special meeting. Article XII DISSOLUTION In the event of the dissolution of the Association, remaining assets after the satisfaction of all its obligation shall be distributed as per instructions agreed upon by the majority votes of members present in the special meeting called for that purpose, provided that such an institution does not contradict any existing statute.
