Calling privileges can be assigned by defined Partitions
Partitions are like policies or VLANS (where member of one VLAN can communicate with member of other VLAN)
CSS Common Search Space

phone from outside can call ephone1 and ephone2)

Ephon3 HR css-hr/HR,T [Partition HR & T called in css-hr] call css-hr on ephone3
(Now ephone3 can call HR and T both but T cannot call back HR)

Ephon4 (No Partition)
(ephone4 can receive calls from any ephone but cannot call to a phone which is member of any partition)

Ephon5 SALES (No CSS)
ephone5 can call ephone4
cannot call to any other phone
cannot receive calls from any phone which is member of any partition

Ephon6 GM css-gm/GM,HR,T call css-gm on ephone5

the same CUCM cluster as the destination P phone. Call-back notification cannot be activated if the called party has
forwarded all calls to another extension (Call Forward All [CFA] feature).
