Easter: Sunday 8 April 2012 around 200 cars from Orange District Antique Motor Club will be visiting Canowindra. This will be an amazing opportunity for businesses & residents alike to take advantage of the influx of visitors. Gaskill Street will be closed to public traffic to allow the vintage vehicles to park along the street. Further information will be forthcoming regarding activities and events that will be held over the course of the afternoon. Just remember to save the date. Bins: it was decided at the last Council meeting held 5 December 2011 that the cleaning of public amenities and litter bin maintenance level of service be left at the current level of service. Several letters had been received from Canowindra businesses regarding increased emptying of bins & cleaning of public toilets, especially on weekends. COMMUNITY MEETING Over 20 local business owners and residents attended a Community Meeting held on Wednesday 30 November, to discuss options for pedestrian access on Gaskill Street. The meeting was chaired by David Cullane, president of the Canowindra Business Chamber, with Rob Staples and Kevin Howell representing Cabonne Council. The option presented, as was published in the Phoenix, was submitted by the RTA as compliant with Australian Standards, and was unanimously voted against. The most popular option was similar to a flat top road hump (above). Due to Canowindras low pedestrian and vehicular traffic count it will not include a zebra crossing. Issues that were raised at the meeting included: current pedestrian access not to standard; preservation of the historic nature of the precinct; impact of crossings upon street parades and events such as the 100 Mile Dinner; whether plantings could be incorporated into the new structures; loss of parking spaces on the main street; the number of current disabled parking spots; and reduction of speeding drivers along the proposed area. Gaskill Street rehabilitation has been allocated $200,000 in Cabonne Councils 2011/12 budget. This will see the road repaired and resurfaced from the intersection at Ryall Street, or more likely Finns Lane, to Blatchford Street. These repairs will be completed before the pedestrian crossings are added. With the nature of the repairs, and the difference in gutter heights along the street, further funding will need to be sought by Council from the RTA. Part of the plan would be evaluation of the existing designated disabled parking to update them according to current standards. This could mean that the number of disability parking spaces be reduced and, in conjunction with increased parking options being considered off Gaskill Street, would address concern of loss of car parking spaces. It was agreed that the number of Gaskill Street business owners that park out the front of their shops should be discouraged to help alleviate parking congestion at peak times. Letters to all business owners/operators located on Gaskill Street will be sent from the Business Chamber in the next week to address this issue. It was voted upon to install three pedestrian access points along Gaskill Street, being: adjacent the Post Office and Finns Lane; between Bill Pauls Carpet Centre and the Library/Council building; and the corner of Blatchford and Gaskill Streets, across from Dr Kumars surgery and the Services Club. The two points at either end of the shopping area would slow vehicular traffic into the busiest section of Gaskill Street. The final outcome of the meeting is that Cabonne Council will work on another design that is in keeping with our heritage streetscape and the purpose for which it is required.

YEAR 7 LIFESAVING Canowindra High School has recently been awarded a Community Lifesaving Award from the Royal Lifesaving Society. Our small school has always had a large number of students complete a range of awards from survival skills and water confidence through to the Bronze, Award of Merit and Distinction levels. As part of the school program Year 7 completed their compulsory swimming skills last week. They conducted themselves very well and made great progress particularly with some swimmers completing full laps for the first time and many managing to push themselves much further than they thought capable. It is notable that the three qualified instructors for the program are all ex-students of Canowindra High School who went through the Lifesaving program at CHS. Pool manager, Jarrod, also commented on the expertise of the instructors , the progress of the students and the importance of continuing such programs into high school. Having completed their intensive week, Year 7 students will now be able to elect to do Lifesaving for sport in the future and work towards attaining the various qualifications. There will be market stalls, barbecue, jumping castle, face painting and other fun activities on the night. Entertainers and musicians are encouraged to apply to add to the fun and activities. LOCAL GOVERNMENT CHIEF ADDRESSES MOLONG FORUM The States Local Government chief was among speakers at a forum in Molong Wednesday 30 November 2011 which looked at the future of Councils in NSW. Ross Woodward, the Director General of the Division of Local Government, addressed a number of topics at the conference conducted by the Wellington Blayney Cabonne Strategic Alliance. Delegates were told that the Division of Local Government had started a longterm process to reform Local Government which would require a need for flexibility, reducing red tape and collaborative arrangements. An action plan is being developed based on the recommendations from the recent Destination 2036 conference in Dubbo, which involved all councils in NSW. The Government is expected to develop and trial structural models, including those that exist overseas, to determine whether they will work in NSW. Mr Woodward joined Orange City Council General Manager Garry Styles and Ian Tiley, Adjunct Research Fellow from the University of New England, on a panel which discussed the code of conduct process and changes being proposed by the State Government. Other key speakers included the Local Government Managers Australia (NSW) Marketing Manager Rebecca Thomas, Lane Cove Councils governance manager Ian Naylor and Tony Rhead, the managing editor of the Central Western Daily, who was part of a panel discussion on working with the media. The WBC Alliance has been at the forefront of Local Government reform through resource sharing and collaborative processes. Since its inception in 2003, the Alliance has saved its members, Wellington, Blayney and Cabonne Councils and Central Tablelands Water, more than $4 million. Julie Middleton has been successful with two small grant applications for the Fitness Path. $1,500 from the Organ and Tissue Authority and $3,000 from Western LHD Health Promotion Unit. This money will go towards developing and printing an information brochure to be delivered to all mail boxes in the district; part payment for plans; developing template design for t-shirts and purchasing some t-shirts; and one piece of fitness equipment (chin up bar).

FIREARMS STOLEN Police are appealing for information after a number of firearms were stolen from Mullion Creek in the states Central West. About 6pm Thursday 1 December 2011, police were called to a property on Bevan Road, Mullion Creek, in relation to a break and enter. Police were told that between 8am Wednesday 30 November 2011 and 5.30pm Thursday 1 December 2011, the garage at the location had been broken into and six firearms had been stolen from a gun safe. The stolen firearms include a .177 Remington rifle, a .22 Anschutz rifle and a THE DIAGNOSTIC 22-250 Tikka rifle. The other three AUTOMOTIVE SPECIALISTS firearms are not functional. SWIMMING CLUB A huge vote of thanks to all those swimmers who swam the entire programme on what turned out to be a rather chilly start to summer for swimming club. Stand out improvers in the 33m freestyle, or Spoon, were Hannah Johnson, 7 seconds, Lucas Ellis, 6 seconds, Lydia Coady, 5 seconds, and Dominic Smyth 3 seconds. Winning the Spoon Final from lane one, as he led from start to finish, was a very happy Samuel Brand, in a personal best time of 75 seconds. The relay winners also came from Lane one as Lydia Coady, Kaitlin McKay, Joe Besedic, Tanecia Kenny, Sophie Tremain, Lachlan Balcombe, Riley Mitchell and Jake Wythes. There are two more weeks of swimming Club for 2011 before we have a three week break and resume on Friday 13 January. Thats Black Friday so times are sure to tumble on that night!!!

Saturday as they fell to a big loss against Morongla. Brendan Traves and Rohan Toole were the only batsman to show any fight and the only two to make double figures with Traves making 27 while Toole made 10 in a partnership of 37 that tried to get Canowindra back in the game. However after Traves fell it was all downhill for Canowindra as tight bowling from Morongla and poor shot selection led to Canowindra losing 7/13 and being bowled out for the very disappointing total of 61 after just 23 overs.
