Government: is nothing more than a group of people who manage and regulate a
country.
The state: a group of people who organise and manage a society.
There are three levels of Government:

LocaI Government
Local Government is a structure that manages and regulates our society and
communities. Regional Government oversees local Government and the ministers
who oversee this department are Judges and magistrates. The minister responsible
for local government is the Rt Hon Eric Pickles MP elected on the 12
th
of May 2010.
The main function of local Government is to provide the following services for people
in society:

O Libraries
O Social services
O Police, fire and rescue
O Trading standards
O Teachers
O Councils, E.G. Chesterfield borough council
O Bin collections
O Provide and enforce laws.
Local Government have control over the local uniformed services that being, the
Police and Fire and rescue, the police are affected by local Government enforcing
cut backs in personnel in the services. n certain circumstances local Government
can have control over all of the uniformed services because the disruption or incident
is taking place in their community n certain circumstances local Government can

The purpose and main function of regional Government is to administer the region
and bringing money through an increase of trade and tourism and improve the
infrastructure of that area. The minister responsible for regional government is the Rt
Hon is different for each region. Central Government oversees regional Government

and the Government minister that oversees this department is the prime minister and
the lords.



Part two of the Civil Contingencies Act refers to the emergency powers that the
Government has should an incident occur within society. The Government in
command has the right to alter any piece of legislation apart from the Human Rights
Act of 1988 although article from this Act can be completely removed. Also
Government now has the power to suspend a general election whilst the emergency
powers are in operation. For example, if everything kicks off in Libya and the British
Army, Air Force and Navy have to go to war; David Cameron could suspend the next
general election if this incident occurs in the future. Regional Government will have
this power if central Government fails.
Martial law is the action of military rule over designated regions when Government or
local authorities fails to operate effectively. For example, uphold order and security
and to provide essential services to the community when extensive riots and
demonstrations arise or when the laws are excessively obstructed over a large area.

CentraI Government
Central Government is the highest form of Government that everybody in the UK is
aware of due being in the media most of the time. However central Government
consists of three main parts, these are the Executive, the Legislature and the
Enforcers. The Executive is a group in the centre of central Government which
mostly consists of the Cabinet, which is a group of senior Government personnel and
civil servants. The Legislature refers to parliament, this body decide on the laws of
the country and is made of MP's who are seated in the House of Commons, Lords
and Judges who sit in the House of Lords. Enforcers are the group of people who
carry out and enforce the Governments decisions. For example central Government
have affected the public services as we experiencing major cut backs in our public
services which will affect us for when we come to apply for our career; the Enforcers
are doing their job to ensure that the services are cutting back.
