I.

Introduction
As kindergarten teacher, I always think how can I improve and provide my pupils with
eIIective and interesting teaching using English language. To me, what really important is
understanding oI what and how I teach using English. The word understanding contains several
meanings like explanation, interpretation, perspective and selI knowledge and iI a kindergarten
teacher has clear understanding on anything, he or she can apply that both literally and
practically to the pupils. That is why I always give emphasis on understanding but at the same
time, I have to create true and sustainable atmosphere Ior my pupils to Ieel Iree and interested to
understand. The goal Ior grammatically correct English is to provide direction and support to the
teacher so that pupils can develop their comprehension in English that is necessary Ior success in
school. It seems that I do not see research data to aIIirm that English skills among pupils and
students deteriorate. I can partially conclude that based on what I see. Is there a problem on the
teacher? I think so, and teachers still a need to study back to basics because we lack in
vocabulary. But how can we do this?

II. Problem
The English ProIiciency oI Kindergarten Teachers in Public Schools

Objective of the Study
Determine the English proIiciency oI kindergarten teachers by evaluating the standardized
questionnaires Iloated and answered by the teachers involved.

III. Collection of Data
Recognizing the importance oI English proIiciency as an important building block in
learning, is one oI its priority programs oI DepEd since 2008 Iocusing on schools with low
mastery level in the 2007 achievement test(NAT). Erosion oI English skills among Filipinos has
drawn attention among the government policy makers and even stakeholders oI industries. This
problem is deeply rooted in our education system. It boils down to classroom shortage,
inadequate instructional materials and undesirable class size. Teacher`s proIiciency must also be
assessed. No teachers are ineIIicient nor not proIicient to teach the subject using English
language but it must be stressed that teachers also need to reIresh and enhance skills. There are
numerous seminars that aim to upgrade teacher`s skills but are not gaining momentum yet. One
oI the best ways to upgrade teacher`s skill in proIiciency is more readings and graduate studies.
However, CHED needs to careIully evaluate schools that oIIer graduate studies in English as
some oI those schools just simply add the problem instead oI helping.
In connection, the DepEd is conducting the Test oI English ProIiciency Ior Teachers
(TEPT) in three batches in selected schools nationwide as part oI the Department`s
comprehensive approach to address English deIiciency starting kindergarten to elementary and
secondary public school teachers. Former President Gloria Macapagal Arroyo gave a directive to
give particular attention to teachers in English, Science and Mathematics in low perIorming
schools based Irom the 2007 National Achievement Test (NAT). We have to determine exactly
what we can do to improve English proIiciency among our teachers to allow us to come up with
more appropriate programs that will address the problem. The test will speciIically measure
teachers` aptitude on the structure oI the English language, reading comprehension, written
expression and grammar. An estimated 12,794 teachers Irom 1,898 elementary schools and 1,709
teachers Irom secondary schools will undergo testing. Furthermore, beIore the TEPT, DepEd
previously conducted training on English instruction Ior some 137,420 elementary and secondary
teachers. Under the National English ProIiciency Program (NEPP), teachers were trained to
mentor other teachers. About 7,300 teachers underwent intensive and hands-on training in
English proIiciency. These show that our government is working hard regarding this issue oI
teachers. Improving English proIiciency cannot be done overnight nor just by a political leader
and the government.
Furthermore, kindergarten in our country was already nationalized. We have young and
energetic kindergarten teachers in every public school to teach our preschool pupils.
Kindergarten teachers must have enough vocabulary especially in English because this is the
stage oI molding child`s skills in all aspects. In short, good Ioundation has good reap in liIe.

Anna Szewcyzk, perhaps the most popular broadcaster in the news media today won the 1998
Broadcasting Award. She got her start in journalism as an editor at the Hollsville Country Times
in Missouri. When the news paper went out oI business, a colleague persuaded her to enter the

IV. Hypothesis
I believe that our government is taking good actions in improving the quality oI education
in our country. DepEd is conducting trainings and proIiciency tests which will especially
measure teacher`s aptitude. Furthermore, the result oI proIiciency test Ior kindergarten teachers
in this study is in average level based on the test result.
V. Conclusion
Based on the proIiciency test oI 15 kindergarten teachers, the 0,3 is 29.73 and the !
is 84.9. ThereIore, the kindergarten teachers passed the proIiciency test generally. The 15
kindergarten teachers (respondents) have good vocabulary rather than poor vocabulary. In spite
oI this result, teachers should continue attending trainings and upgrade their studies harder. So
that pupils will gain enough knowledge especially in English as they continue their studies and
grow older.

The title oI this action research is The English ProIiciency oI Kindergarten Teachers. It
has the primary objectives oI determining the proIiciency level in English oI kindergarten
teachers.
The contents are composed oI Introduction, Statement oI the Problem, Collection oI
Data, Hypothesis, and Conclusion. Each part is presented in easy but interesting studies and
research aided by clear and easily interpreted data and evaluation.
This research tries to show and provide recommendations and suggestions in order to
achieve proIiciency in English Ior kindergarten teachers.
