Bilingual and ESL Education Coordinator Director of Accountability Corporate / Central Administration

Wage/Hour Status: Exempt

Position Summary: To provide leadership and coordination in the development and implementation of Responsive Education Solutions (ResponsiveEd) District and Campus wide Bilingual and English as a Second Language (ESL) programs, identifying and supporting language for minority students and minority populations. These programs include Bilingual Education Pre-K 5, ESL Education Pre-K 12, and the coordination and implementation of TELPAS State Assessment. Qualifications: Education/Certification Masters degree from an accredited College or University. Appropriate Texas Administrative Credentials including Bilingual Education Certification and ESL Education Certification. Experience 5+ years of successful teaching experience, preferably in the area of Bilingual Education at either the elementary or secondary level, ESL, and/or other related experiences. Required Knowledge, Skills, and Abilities (KSAs)

Must have a passion for students. Must have the ability and patience to work interactively with students. Must have advance knowledge of federal and state education laws. Knowledge of the minority cultures and the effects of poverty on the progress of school age students in the districts. Demonstration of knowledge of current trends and development of programs for the English language learners (ELL). Relevant state and federal laws, regulations and procedures related to Bilingual and ESL student assessments, accountability, and student achievement. Knowledge of assessment, data interpretation and alignment with curriculum criteria. Knowledge of staff development programs, best practices, instructional methodologies and coordination techniques. Knowledge of theory, principles and practices of how information technology helps (1) teaching staff and students in their teaching and learning tasks and (2) administrators, Campus Directors, and teaching staff in data management. Physical and emotional stamina to function effectively. Excellent verbal and written communication skills. Excellent leadership and organizational ability. Demonstration of diplomacy, flexibility, creativity, and perseverance. Ability to communicate with all levels of students, their parents, teachers, the community, peers, administrative staff, Superintendents, and corporate staff.

Ability to apply knowledge and skills in the areas of curriculum development, program writing and program evaluation. Ability to manage multiple priorities effectively. Ability to develop and maintain effective working relationships. Ability to travel as necessary.

Preferred KSAs

8-10 years of successful teaching experience in the area of Bilingual Education at either a Charter or Public elementary or secondary level school in ESL and/or other related experiences. Bilingual background in English and Spanish preferred. Experience in urban districts with diverse student population preferred.

Responsibilities and Duties: Knowledgeable of legal requirements, current practices, and future trends as related to identification and education of linguistic and ethnic minority student populations. Inform and assist districts, regions, and Campus Directors as they provide educational programs for English Language Learners (ELL) and minority students funded by federal and state grants, special project funds, and general funds. Work directly with administrators and teachers to provide expertise and assistance in meeting district policies, state and federal legislation, and consent decree requirements. Assist in the evaluation of program effectiveness, student integration, parent involvement and staff development programs which focus on the needs of ELL. Participate in monitoring and compliance reviews under the direction of the Director of Accountability, and work with appropriate administrators to address noncompliance issues at target schools. Provide support, in-service and guidance to school parents and stakeholders as they identify needs in their school communities, developing priority goals and objectives and identifying local, state and federal resources to meet identified needs. Assist the districts, regions, Campus Directors, and staff in the administration of the following programs: Title VIII Projects, Bilingual and ESL student identification and student education, and Immigrant and Migrant identification and education. Support the development of learning materials, publications, support programs and evaluation reports and in-service activities for ResponsiveEd and Premier High Schools as related to ELL. Coordinate with Regional Superintendents, Campus Directors, and the Human Resources Division in recruitment and hiring of qualified bilingual personnel; review assessment instruments for determining bilingualism; and monitor the status of required training and certification for Bilingual and ESL teachers as per consent decree. Act as liaison with local colleges and universities for developing cooperative efforts in Bilingual and ESL teacher training services. Act as the liaison between all programs in both ResponsiveEd and Premier High Schools on issues related to services for ELL and migrant and immigrant student populations. Consult with academic and curriculum departments regarding instructional components. Assist in development of innovative projects and acquire grants or special funding to support projects that serve ELL minority populations.

Plan and carry out appropriate staff meetings to review a master plan for identification and instructional success of ELL, assuring compliance with instructional models which address needs of the ELL student population. Perform special projects, during and after normal business hours, and other duties as assigned by the Director of Accountability. Travel as required.
