CHAPTER 1 The Problem and Its background

Introduction
Teachers competences are an outcome based method for assessing for teacher performance. They define key characteristics of successful teachers without prescribing and specific curriculum or instruction practices. The competency characteristics are useful for teaching training, licensure and professional development. In addition to a mastery of basic skills, Effective teacher are expected to demonstrate a through understanding of the content of their curricular areas. They should be able to communicate this content material to students using methodologist that are appropriate for the age of planners , seek to incorporate other disciplines into their lessons and stay abreast of changes and advancement in their special areas . Education is a discipline at reveling systematic and scientific result s toward s meeting the needs of individual and society studies need to be carried out to develop all related sub-system in educational system regarding to meet all needs and expectations . the basic purpose in teacher training is to ensure the effective planning , management , development and administration of educational system by equipping teachers with certain competences . the concept of teachers competences is mostly discussed in every narrow dimensions such teachers planning , implementation , assessment of the curriculum , standards for the curriculum as the school.

SCOPE AND LIMITATION OF THE STUDY

This study covered 30 graduating students of PAMANTASAN Ng LUNGSOD NG Pasay enrolled during the 2nd semester school year 2011-2012. The respondents were fourth year of Business Administration. Elementary Education and Secondary Education. This study made use of the descriptive method utilizing one questionnaire interview and observation techniques. This study was focused on all professors of Pamantasan ng Lunsod ng Pasay who handled classes of selected colleges. This questions indeed were asked to positively so as to avoid conflict with the professors.

BACKGROUD OF THE STUDY


Of all colleges in Pasay City, PLP has one of the biggest population in terms of number of students. For the 6,500 estimated populations, its not hard to think several that opinions, feedback murmured from the different sides of person. The possibility speculate and criticize within one university might occur without any hesitation. Regarding this, professors are included on his matter. Student themselves question the abilities of their professors in terms of teaching. Most are doubts that they cant attain high standard education. In relation to this , one effective teaching and better learning depend on the professors they have. The focus of this study is to find out the professors capabilities based on the students perceptions. This also serve as a bridge to know and suggest solutions to the problem through valid evidences and actions.

DEFINITIONS OF TERMS
ASSESSMENT- define as the process of ascertaining or doing the value of property by means of appraisal. CHARACTER- Aggregate of distinctive qualities, good moral constitution. CLASSROOM MANAGEMENT- refers to the competency of the teachers to develop and sustain a learning process in any field. COMPETENCY- refers to the physical or mental power to do something. INSTRUCTION- the act, practice, or profession of instructing. PROFESSORS- teacher of the highest rank in a university or college. EVALUATION is systematic determination of merit, worth, and significance of something or someone using criteria against a set of standards.
