OVERVIEW OF SWALCO 60% RECYCLING TASK FORCE REPORT 1.

A 60% Task Force was appointed by the Lake County Board & SWALCO Board of Directors in June 2010. 2. In 2010 the average pounds per day of waste disposed of by each resident of Lake County was 4.8. pounds. The goal of the Task Force was to reduce this to 4.12 by 2015 and 3.48 in 2020. 3. There are 2 landfills in Lake County Zion Landfill & Countryside Landfill 4. Three sectors generating material/waste - residential, commercial, & construction or demolition. 5. Task Force Recommendations: A. Enhance existing programs by requiring all to use recycling carts. B. Expand use of franchise C. Pay as you throw program - sticker program, graduated can option, limited refuse program D. Residential foodscrap collection program. E. Enhance backyard composting bin sale program. F. Allow neighborhood garden site composting G. Provide education to residents. H. Expand multi=family units recycling I. Expand Producer Responsibility paint legislation by 2013 to cover cost of disposing of latex & oil-based paints J. Pursue legislation in 2012 to cover recycling of plastic bags & film K. Pursue legislation by 2014 for collecting & recycling carpet & padding. L. Possible mandatory recycling ordinances by 2016, M. Possible mandatory food scrap collection ordinances by 2021. N. Implement reward & recognition programs O. Make recycling part of business license process. P. Engage Commercial haulers in recycling Q. Enhance construction & debris recycling programs. 6. Education and Public Outreach Strategy A. Identify recyclers hardcore, green, fair weather recyclers, trying but confused, because you make me, not getting the message, unreachable. B. Issues convenience & hassle factor, access, education, language barrios, cost, perceptions C. Reaching target groups - need to see big picture, understand waste contains resources give specific information & direction on how to recycle D. Public relations Campaign logo to brand program, contest & challenges, copy other national successful programs, press releases, public service announcements

E. Swalco website post videos, recyclable of the month, detailed information on local impacts, promotional materials, educational materials in English & Spanish, You Tube, downloadable apps, Facebook.

7. Community Outreach A. Recycling 101 media kit powerpoint, speakers training guide B. stickers, magnets, bookmarks as reminders C. newsletters in Spanish & English D. Supply books, movies, etc. to schools & other appropriate groups. E. Direct Mail F. Posters G. Educate children to drive household behaviors. H. Involve communities in distributing information.
