JOB DESCRIPTION

Job Summary & Specific Responsibilities: Job Summary: The Director of Finance and Administration will be a strategic thought-partner, and report to the Chief Executive Officer (CEO). The successful candidate will be a hands-on and participative manager and will lead and develop an internal team to support the following areas: finance, business planning and budgeting, human resources, administration, and IT. The Director of Finance and Administration will play a critical role in partnering with the senior leadership team in strategic decision making and operations as ASF continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a well-respected not-for-profit organization. Specific Responsibilities: Financial Management Analyze and present financial reports ((Balance Sheet, Statement of Cash Flows, P&L Budget vs. Actual, Summarized Management Report etc.) in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting Coordinate and lead the annual audit process, liaise with external auditors and the Audit Committee of the Board of Directors; assess any changes necessary Oversee and lead annual budgeting and planning process in conjunction with the CEO; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organizations financial status Develop and recommend accounting and budgeting policies and procedures Manage organizational cash flow and forecasting Supervise financial transactions on day to day basis Reconcile bank account and investment statements on monthly basis Prepare allocation spreads for indirect expenses as needed Manage investments according to ASFs investment policy and develop investment goals

Manage payroll & benefits Assist the CEO and staff with grant proposal budgets Manage contracts with consultants and service providers and ensure payments match contracted amounts Ensure maintenance of effective internal controls to safeguard assets and assure reliability of financial statements Ensure filing of periodic returns (Withholding Tax, Sales Tax etc.) with concerned authorities; manage / renew ASFs tax exemption under different section of Income Tax ordinance and Rules Update and implement all necessary business policies and accounting practices; improve the finance departments overall policy and procedure manual Effectively communicate and present the critical financial matters to the Board of Directors Undertake any other responsibilities assigned by the ASF CEO

Human Resources, Technology and Administration Further develop ASFs human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training and recruiting Draft/update personnel policies and communicates information to ASF staff Ensure that recruiting processes are consistent and streamlined Track timesheets, leave accrual, and charging of time to budget accounts Establish and manage a comprehensive training program to educate employees regarding staff tools, policies and procedures Work closely and transparently with all external partners including third-party vendors and consultants Negotiate office space lease and renewals Manage acquisition of new computers, software, internet services etc. Negotiate equipment and furniture purchases; coordinate equipment service and monitor usage Responsible for all items related to the negotiation and renewal of ASF insurance policies Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales Maintain good working relationships with vendors, banks, insurance companies, consultants, advisors, and external auditors Undertake any other responsibilities assigned by the ASF CEO

Qualifications / Experience A Masters degree in accounting, finance, administration or business is required. Professional accounting / audit designations like CA, CPA, CMA, CIMA, ACCA, CIA etc. will be a plus.

Minimum 10 years' experience related to the above duties and responsibilities, out of which 5 years experience should be in a similar supervisory role, preferably in development sector. Thorough working knowledge of regulations and procedures of international donors is required. Experience of working with International NGOs, donor agencies, or other reputed international development organizations will be a plus The ideal candidate has experience of final responsibility for the quality and content of all financial data, reporting and audit coordination, and has preferably overseen a human resources function previously Ability to translate financial concepts to - and to effectively collaborate with -programmatic and fundraising colleagues who do not necessarily have finance backgrounds Previous experience of selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software Knowledge of IAS, IFRS, Companies Ordinance 1984, Income Tax Ordinance 2001, and other relevant frameworks and laws Knowledge of the business objectives and processes of various and complex environments such as information technology, telecommunications, human resources, operations, and development sector practices Relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders A multi-tasker with the ability to wear many hats in a fast-paced environment Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point etc.) Excellent writing and communications skills in English Ability to assume leadership role and independently manage the activities of Finance &
