Smoke overcomes late cast change, reviewer faux pas

Roger M. Eaves was pulled in by artistic director Warner Crocker, a last-minute substitute who performed admirably in a role hed obviously done a few times before but never on such short notice. Youll see Eaves if you make your reservations between now and March 10 (ooh! my birthday!). Also you may see a lady I mistakenly thought I saw last Sunday on stage and congratulated effusively at the cast party afterward in an embarrassing case of mistaken actor identity. She is Theresa McGuirk who understudies the role of June, one of the Sanders sisters, for veteran Wayside virtuoso, Thomasin Savaiano. Thomasin is to be away for a week of this run helping husband Warner Crocker spot talent for future shows, and to bolster a shrinking support staff. Spirits were high, the dancers were great and stomachs full at the annual Blue Ridge Educational Center Middle Eastern-themed fundraiser. The event on Jan. 14, featured dance performances by Miramar, Ani, Lydia, Belladonna Amaya and the Palace Pearls, as well as dance and musical accompaniment by TarabRaqs. Jody Lee ( Stanley ) got a special after-the-show accolade from Crocker. Joette Orndorff took her first bow as costume designer for the show after understudying 10-year veteran Tamara M. Carruthers the past few months. As for my Jennie-Theresa moment, it reminded me of a long-ago sports gaffe. It occurred at a Hula Bowl all-star pro football game in Hawaii in the 1960s, where, as a young reporter, I was assigned to do locker room interviews for The Associated Press. Gerry Maiatico is putting on a new hat at WC Fire & Rescue, though the old one looks pretty good - can he use the same one as fire marshal?

In what was not an unexpected result, Warren County Fire Chief Richard E. Mabie announced the appointment of Fire Lieutenant Gerry Maiatico as Fire Marshal of Warren County. After a sometimes contentious debate that lasted about two years after a consultant hired to review county fire and emergency services operations and organization recommended creation of the position, the Warren County Board of Supervisors approved an ordinance to create the office of Fire Marshal on December 0, 011. Departed North River Supervisor Glenn White, along with initial supporters of the position Tony Carter and Richard Traczyk, was instrumental in bringing the position back before the supervisors prior to his departure. White had initially sided with Chairman Archie Fox and Linda Glavis in opposing adding the position. However after receiving a complaint from a constituent with respiratory

During last years wildfire season, the Warren County Department of Fire and Rescue Services responded to several forest fire incidents which resulted in over ,500 acres burned, several homes and outside structures destroyed and forced the evacuation of over 100 people from their homes. These fires resulted in over $50,000 in fire suppression costs. This years wildfire season begins Feburary 15th and lasts through April 30th. During the fire season, it is illegal to burn trash or debris outdoors before 4 p.m. and violators could be fined up to $500. Also, if any fire escapes, a violator could be held liable for the cost of fighting the blaze plus any property damage it causes. stations or patrolling. I say again, HOW MANY MORE heart-wrenching crashes will it take before any action is taken to correct the situation? As Ms. Allen stated in late December, Apparently a crash analysis is not needed ... I hate waiting for a trigger number of injuries or deaths to occur. Well, here are the beginnings of a crash analysis grass roots style! Ms. Allens description of Route 55 is indicative of a growing and unfortunate malady across our country that is multiplied exponentially in concentrated urban areas. The highway planners of sixty plus years ago had no conception of the volume of todays traffic, nor the speeds at which gunners and the general public would operate. And how about the run and gun speed and death gauntlets from Riverton Commons to Winchester (the intermittent stoplights offer little respite from the Ben Hur like atmosphere with the big rigs) and from Criser Road to Bentonville and beyond (reminiscent of drag strips and NASCAR like drafting). Repeated phone inquiries to the Front Royal VDOT office concerning the barely navigable conditions on the eastern 3/8 of a mile of Rocky Ln. have resulted in the statement there are barely enough funds for routine maintenance, much less any new projects. How on earth can we expect any improvements to be done on major thoroughfares to effect safety and ease of travel? Perhaps a stop-gap measure is a redirection of law enforcement personnel (county and state) to penalize speed offenders on Browntown Rd. and other notorious stretches . If significant penalties were assigned, folks would soon get the message. A serious adjustment to overall speed limits on Browntown Rd. is MANDATORY! My advice to the driver on route 55 and others is fairly simple: 1/ reduce speed! / develop defensive driving skills; 3/ increase situational awareness, and 4/ always attempt to wear clean undergarments while driving (this a hygienic favor to the EMS and hospital personnel who may be attending). He uses the well-known proabort attack-phrase: anti-abortion, to clearly make it appear as though the PRO-LIFE community is somehow against something, when the truth is that the pro-life community is PROTECTING DEFENSELESS UNBORN HUMAN LIFE. Mr. Bodine writes abortion rights were killed as a very hostile attempt to counter the reality that it is abortion that KILLS AN UNBORN HUMAN LIFE. Mr. Bodine fervently favors using the technical term fetus, again, in an attempt to deHUMANize the unborn HUMAN life. Perhaps to allay the guilt or consciences of those that know that they are choosing to kill an unborn HUMAN life. The pro-aborts that choose to kill unborn human life, like naral, planned parenthood etc., actually have a PRO-ABORT AGENDA because it is HIGHLY PROFITABLE. Since 1973, for about 40 years, the pro-abort agenda has been pushed and allowed for the 56 million unborn human lives to be killed and emotionally maul their mothers. It is time to face the truth that pro-choice(to kill unborn human life) HURTS WOMEN and KILLS HUMAN LIFE! We also edited from the letter a reference to Planned Parenthood as slanderous and inaccurate. However, we will include it here only to illustrate the writers particular mindset Planned Parenthood, the multibillion dollar abortion business giant that perpetrates sex-trafficking of young girls and is US tax-payer funded. Despite such unsubstanti ated hyperbole from the writer, or others in the pro-fetal life lobby, abortions account for only three percent of publicly-funded Planned Parenthoods medical activities on behalf of the health of American women. And Dominguezs assertion Planned Parenthood perpetuates sex-trafficking of young girls speaks to the type of irrational hysteria that characterizes so much of the rhetoric of religious extremists who seem hell-bent on forcing their no-quarters perception of reality on all Americans under the guise of religious freedom.)

A timely reminder
Editor, I think your articles on Martin Luther King and Muhammad Ali deserve special recognition. Certainly all of us need to be reminded of the heroism of these two men. Both of these individuals risked their careers, their security, families, freedom and even their lives to speak truth to power and stand up for what is right. In doing so, they not only won their cause but raised the level of all of our rights and freedoms in this country. is my primary access to Browntown Rd. (Rt. 649)and the rest of the world. I struck a deer on November 9, 009 with my Harley at 43 mph on Browntown Rd. Great attention was paid to speed that day due to an individual long term study of just what speeds are appropriate for this serpentine byway with its many driveway entrances. It sure aint no 45 mph! In the spring of 011 I hit two fawns near the Freedom Club speed 35 mph. Only divine intervention allows this writer to tell this story. During my era in the Browntown Rd. area I have witnessed three serious automotive crash incidents: 1/ a small vehicle ran off the road into the woods approximately 1/8 mile prior to the 340 light; / a pickup truck flipped and remained on its roof in the middle of one of the S curves; 3/ on October 15, 010 my significant other and I were attempting to enter Browntown Rd. from Rocky Ln.(possibly one of the most dangerous intersections in Warren County) when we were clipped by a vehicle traveling at an enormous rate of speed. The incident was so fast only the color of the speeding vehicle was noted. It is almost certain had there been a one second time differential we would both be dead. And now many know of the horrible crash on January 11, 01. It does not take a rocket scientist to deduce from scene photos that speed played a partial role in that terrible incident. All our thoughts and prayers are with the family and the student who crashed. So I ask, HOW MANY MORE before necessary steps are taken: 1/ to REDUCE THE SPEED LIMITS on Browntown Rd.; / to implement speed strips or other devices to insure compliance; 3/ I have never seen any attempt by local law enforcement to regulate speed, ie: speed trailers or radar

East Main Street tree maintenance re-scheduled


The original date for East Main Street tree maintenance requiring partial closure of the road has been re-scheduled. The Department of Public Works will have E. Main Street from Church Street to Chester Street closed to traffic on Monday, February 7, for tree maintenance. This project will begin at 6 a.m. to 10 a.m. Main Street will also be closed from Crescent Street to Church Street the same day, but from 10 a.m. to  p.m. for similar tree maintenance. Please plan travel accordingly and drive carefully around crew areas. Thank you for your patience during the completion of this project. TO THE EDITOR: Roger Bianchinis article coupling fascism and the American Military-Industrial-Congressional Complex is a remarkable throwback to the era of Soviet agitprop, to the party line which branded all non-Communist societies fascist. Just so, Rogers article conflates the United States and the Third Reich, much as Soviets of yesteryear made little distinction between Hitlers Germany and other fascist states, say, Great Britain and France. Rogers exposition is straight from a 1930s Soviet time capsule, definitely old school! What Roger glossed over is the fascist sine qua non -- the disposition toward permanent violence. No one with historical sensibility can imagine fascism without it. Understandably, the old blood-drinking Soviets and Red Chinese never attacked that quality of fascism because violence was their own vehicle for social change, i.e. the permanent revolution, whether at home or abroad. In this important regard, there was little difference between the two philosophies. No, by old Communist lights, the fascist evil was not mass killing or the suppression of freedom, but what Roger was really attacking in his article -- the free enterprise system. Trying to fix fascism upon America, Roger muddles Eisenhowers famous Military-Industrial Complex quotation (suggesting that Ike was implying fascism) and interjects the ramblings of the 33rd Vice President of the United States, the eccentric Democrat, Progressive and pro-Soviet Henry Wallace. Wallace posited an American corporate fascism, but one which prefers not to use violence. In this, Wallace and Roger really fall flat. Trust me, there never was a fascism that preferred not to use violence! But the violence comes through loud and clear in Rogerss apocalyptic time-capsule writing: the poisoned channels of information, the stamping out (of ) every basic social and economic security forall, the elite.....acquisition of great

wealth, the hired political lackeys and mercenary guns and the corporate fascists...in bankers pin-striped suits. And the violence shines through this articles recollections of the bloody world war against Hitler, through its telling of the wounded Bianchini seniors heroic sacrifices therein -- all as exhortation to the living to get the same ball rolling, to destroy 1st Century fascism in America. Let Roger make his case for the existence of fascism in Americas commanding heights. We are a free speech nation. All in all, however, his target is not historical fascism, but capitalism and the free enterprise system. And as such, important questions loom out of this article. With everything on my screen, and in my ears, its tough to actually follow the game. Or even see it. First of all, I now know every conceivable statistic that relates to all four teams. Were you aware that Baltimore s defense ranks best against the run whenever theyre playing on the road, after 4PM, and in stadiums named after insurance companies? Tom Brady, New England s quarterback, has the highest passer rating in the league whenever he eats Capn Crunch cereal the morning of a game in which the opponents mascot is a lion, a tiger or some type of bird. The San Francisco 49ers field goal kicker has never missed a kick at home that was less than 40 yards when he spent at least 35 bucks on gas and treated himself to a Peach Dragon Fruit Slurpee on his way to the game. And the Giants allow fewer points against teams who have yellow or purple jerseys. But only when they play them on the second Sunday of the month. Got that? And no matter how big your screen is, its not big enough. The networks cram so much stuff on it, its difficult to actually see the game. With just a quick glance, I know the score, the quarter, how much time remains, how many yards are needed for a first down and whos televising the game. And depending on the broadcaster, I see yellow, red and blue lines superimposed on the field, showing me the line of scrimmage as well as the first down marker. Im surprised they dont have a moving colored line whenever the quarterback throws the ball. During the regular season, theres even more, like the updated score of every game in the world, including that all important cricket match in India and the rugby final in New Zealand . Its a wonder I can sleep at night after seeing so many things flash on my screen. If I want pop up ads, I can get those on line. And what about the endless self promotions? On Fox, its In case you didnt catch it the first thirty times we said it, American Idol will be on tonight after the game. And over at CBS, 60 Minutes will be shown in its entirety after the broadcast, except on the West coast. And dont forget about the Masters Golf Tournament. You know, the one that takes place three months from now? Well have that too. Give me a break. Baseballs not any better. They even have a small infield in the corner of the screen. A filled in diamond means theres a runner on that base. You have to be an expert in symbols to decipher it all. And while Im staring at that stuff, trying to crack the code, Im missing the game itself. And when I do watch, I see a different ad behind home plate with every pitch. Heres a suggestion for all the networks. Can I just watch the freakin game? That would be nice, but Im not counting on it. If I can stay awake long enough to see the Super Bowl, after about 25 hours of pregame coverage, Ill get more of the same. Statistics that make me scratch my head, a screen full of graphics, and 8000 promos for all of NBCs new shows. No wonder why everyone likes the commercials.

his own, an opinion that something is rotten in the state of Denmark. What in my opinion is rotten, not only in Hamlets Denmark, but modern American society as well? As Shakespeare described in his play named for its tormented central character, it is personal, political and national betrayal. But rather than Prince Hamlets mother, the queen betraying her king, kingdom and son to acquiesce to another mans murderous ascension to power and her side, today we have betrayal by a new elite, not royal by birth, but rather by the acquisition of great wealth. It is an elite enabled by its disproportionate wealth to shape the political, legal and policy restructuring of American society to its collective will. But Mr. Hoover asserts that if I believe what others, including both a former Democratic vice president in 1944 and Republican president in 1961, warned us of in varying terms, I am to be labeled a suspected violent revolutionary or instigator of such revolution, eligible for open-ended detainment, and perhaps torture (stop cheering out there I hear you!), without rule of law as both the so-called Patriot Act and recent Defense Authorization Bill appear to have laid the groundwork for in our enlightened, non-violent and democratically-based Republic. Free speech societies It seems we live in a free-speech society as long as that speech or the thought behind it doesnt cross Mr. Hoover or his intellectual brethrens very slanted world view of blind adherence to national policies, right or wrong, moral or immoral. Dissent from the Party line even the State Department line and you are potentially violent, potentially a terrorist, fascist and communist all wrapped up into one. Yet Hoover equates political dissent aimed at legal, political and policy changes to our system with the fascist or communist totalitarian propensity toward violence to achieve their ends. Simplification and demonization are staples of the propagandist in any totalitarian society justifying the suppression of legitimate and peaceful political dissent. Yes, the fascist may be prone to violence, but that does not preclude a desire to disguise his true nature and achieve his ends through subterfuge and lies. Wasnt one of German fascist dictator Adolph Hitlers top officials, Minister of Propaganda Josef Goebbels? The majority of German people were not beaten into acceptance of the Nazi state; they simply believed the lies they were told by their leaders: they believed that all their fellow citizens imprisoned, enslaved and murdered were terrorist threats to German society; they believed each nation their military invaded was a threat to the German people and to the fatherland. The Nazis had their Patriot Act it was called the Enabling Act The Nazis had their Guantanamo Bay Camp Freedoms they were called Concentration Camps (I guess campers were taught to concentrate on the truth of what their government told them while they were detained). But it wasnt only the right-wing, fascist societies of 1930s Europe that justified such detention. The extreme leftist Soviet society had the same totalitarian proclivities;

right-wing totalitarianism or in Dwight Eisenhowers lexicon, the military-industrial-(congressional) complex. Free-market capitalism, like any unbending ideology and its utopian vision of how the world works, whether it be monarchy (dictatorship of the royal blooded), communist (dictatorship of the proletariat or workers), fascist (dictatorship of the state), libertarian (dictatorship of the self ), or theocratic (dictatorship of those who say they speak for God), is doomed to failure. Why? Because none of these extremist visions take into account one crucial variable the reality of people and the world in which human beings try to apply their ideologies upon the world. Unfortunately, human beings are neither innately good, equal in intellectual and emotional makeup, nor divinely inspired by blood, belief, or wealth. If history has shown us anything, it is that things wont work themselves out if left to the design of an elite elevated by any particular ideology or self-imposed right. Over the last two and a half centuries Western democraticallybased, free-enterprise society has been viewed as the best hope for the worlds future, a future less prone to violence, slavery and economic oppression. the foot of an unbending rightwing ideological hyperbole of bigotry, exclusion and partisan superiority based on wealth propagandized as the new American patriotism. It is the patriotism of the liar, it is the patriotism of the opportunist, and in the end it is the patriotism of the greedy the takers. A rose by any other name But perhaps Mr. Hoover is right, with its stereotyped image of goose-stepping, brown and black-shirted Prussian-style fascists from Germany, Italy and Spain gathering up Jews, socialists, intellectuals, farmers, dissidents and Gypsies, we should have utilized a more distinctly American characterization of the corporate-elitist threat we believe our nation is facing today. Instead of neo-corporate fascism we could have used another term, say an industrialbanking oligarchy of the super rich and their military-judicialcongressional accomplices and contracted mercenaries, militarized local police forces, media and state-department propagandists engaged in the justification of perpetual war overseas for perpetual peace at home or something like that.

But regardless of labels, perhaps Mr. Hoovers fears are well placed. After all, hasnt it long been said the pen is mightier than the sword and that while people can be killed, ideas cant? One violent hallmark of the rise of totalitarianism from either the political right or left is total control of the media. And if our would-be corporate masters have largely consolidated control of the national media not through violence, but rather peaceful acquisition, there may still be a few independent news outlets operating throughout this country (Democracy Now and The

Thom Hartmann Show available on viewer-financed LINK and Free Speech TV come to mind). We hope we are one of them. But we must ask, Mr. Hoover, within your vision of a freespeech society how long will that be allowed to last? By Roger Bianchini

Parents, administrator debate safety versus classroom access to food
By Roger Bianchini Warren County Report It seems the Libertarian debate over where individual personal liberty ends nowhere and governmental authority to provide public services in a safe environment begins, has descended onto the brows of Warren Countys Public School administrators. In reaction to a Dec. 1 announcement from Schools Superintendent Pamela McInnis that teachers would no longer hand out food as a reward for student behavior, a virtual firestorm of righteous indignation exploded across the Internet world of Facebook. Parent Delores Oates appeared to be the driving force, alerting parents to meetings to discuss fighting the mandate. Get the word out folks, looks like it is going to be a long fight to protect our kids rights! Oates posted in mid-December. Other posts from Oates stated, We need to show the School Board that policies that affect our children will not go unnoticed and that we care about our childrens education! I also want to remind you that these regulations mean no more Pizza parties, birthday celebrations, Easter parties, Valentines Day and how they will handle Field Day remains a mystery! Even our old Libertarian ideologue and letter-writing friend Jason Hartsell, who runs a photo of libertarian presidential candidate Ron Paul with his Facebook posts, jumped into the fray. Instead of restricting this group to fighting for parties and celebrations in the classroom, what about fighting for REAL freedom in schools such as the abolition of compulsory school attendance laws. Our children are not slaves nor does the government have a higher claim to them then their parents do. Okay, I guess that may be the extreme end of the opposition opinion. According to Hartsell, kids not only can eat what they want, when they want in school;; but dont even have to attend school. But Hartsells Libertarian vision of personal freedom and a privatized utopia doesnt stray too far from Oates and her other supporters basic contention that school authorities, least of all the superintendent without public input and approval of the school board, have no authority to limit food-filled fun in the classroom (Im sure theres an educational benefit somewhere to class time spent on eating cupcakes, Twinkies, double-cheese pizzas, and maybe even that old kids favorite peanut butter and jelly sandwiches). Please dont allow them to remain unaccountable to us on why this policy was enacted without a SCHOOL BOARD vote or Parental awareness! (emphasis in context) Oates concludes in one post. Why? Okay, what does she think shes up to, we asked McInnis. We are not out to take away or infringe on anyones rights, the superintendent replied. To me its about allergies more than anything and the safety of the children. McInnis said she was aware of the Facebook posts and protests against the policy. However, she said contrary to some assertions, she, as superintendent, does have the authority to independently write and approve regulations within certain parameters this was one such situation, she said. She noted that current statistics indicate one in every 5 American children has a food allergy and that the national school board association is contemplating recommending a similar policy nationwide. We asked McInnis about a rumor we heard that a lawsuit by parents of a child who had been stricken with a food allergy from a classroom handout led to the policy change. No, she said, adding that a complaint from a parent had led her to rethink the issue of food in the classroom. Student allergy death The superintendent also pointed to an incident in Chesterfield County earlier this year in which a sevenyear-old student died as a result of an apparent allergic reaction to food I think the child died at the school, McInnis said with a grimace. Later, an online search led us to the story. The girl, first-grader Ammaria Johnson, 7, went into cardiac arrest at Hopkins Elementary School in Chesterfield County on Jan nd and died shortly after being transported to the hospital by county fire and She said such a change had been on the table for consideration due to an increasing preponderance in childhood food allergies.

The national debate on where the practice of religion ends comes to town hall
One day after the 39th anniversary of the U.S. Supreme Court decision Roe v. Wade, which legalized earlystage abortion under Constitutionally-protected rights to privacy of person, citizen Sayre accused President Barack Obama of mandating that religious institutions and organizations be compelled to provide birth control and contraceptive drugs in a liberal, federal assault on both individual conscience and religious freedom. At issue for Sayre and other profetal life Catholics nationwide is whether church-affiliated, pro-life organizations that provide health care services to not only members of their own faith, but others outside the church should be exempted from compliance with federal laws on the grounds of religious freedom. The issue is at the root of much of the national political debate in this presidential election year. Sadly and unfortunately yet again another government body has made a bold move, a move that will test the resolve of the freedom of conscience of people of good will, and unfortunately court intervention might become necessary, Sayre began in bringing the issue before town government. Now freedom of conscience is a sacred gift of God, not a grant from the state. No government has the right to compel citizens to violate their conscience. The Obama Administration through its Health and Human Services has announced that religious institutions and organizations will be compelled to provide birth control and contraceptive drugs that induce abortion early in a womans pregnancy, Sayre continued. At least on this occasion, with an apparent heads up on Tom Sayres intention to address the national political scene, Mayor Tim Darr asked the councilman to leave his seat on the council dais and speak from the floor as part of the Petitions and Correspondences from the Public portion of the meeting. And while we thought even public comments at council meetings were supposed to focus on issues involving the town, we are grateful for every tiny step toward some form of order in the conduct of council business.

the federal Health & Human Services Department concerning the cost and availability of contraceptives to all American women through the Affordable Health Care Act. We were somewhat taken aback, as we were aware of an Obama-Biden Re-election Committee press release about the updated affordable health care mandate. Our perception was that it simply states that as part of the Affordable Health Care Act, all insurance companies must make contraceptives available to women without deductibles or co-pays by Aug. 1, 01. However at issue for pro-fetal-life Catholics like Sayre is the position of religious-affiliated organizations that provide health care coverage for non-Catholic clients, including students, patients and employees. As we were informed by a spokesperson for the U.S. Conference of Catholic Bishops, which released a scathing attack on the health care mandate (see related story), at issue is not just the Jan. 0th announcement from Health & Human Services Secretary Kathleen Sebelius of deadlines for compliance to the affordable health care act. Rather, it is that the deadline announcement does not alter already imposed conditions of the Affordable Health Care Act on what type

FRPD reports rash of town break-ins


Front Royal police are investigating a series of residential thefts that have occurred in the town recently. According to Police Chief Richard H. Furr, since mid-December there have been approximately 20 incidents where homes have been entered and items stolen. In most cases only cash has been taken. Entries have been made through both locked and unlocked doors and windows and most of the thefts have occurred in the south end of town. A few have been in other areas of town. Our officers are increasing patrols in the residential areas to discourage potential thieves, states Chief Furr. We are also enlisting the help of our Neighborhood Watch groups throughout town to report any suspicious behavior they may see. However, any citizen is encouraged to contact the police when they observe something that just doesnt look right. Residents are also encouraged to lock their doors and windows and make use of outside lighting. If they have an alarm system, use it. Let a neighbor know if you are going to be out of town so they can check on your property. Escaped work release inmate captured in Richmond


The evening of Jan. 4, an inmate wanted by the Warren County Sheriff s Office since failing to return from a work release assignment on Dec. 19, was apprehended by authorities in Richmond. Theodore James Shuck, 31, was a passenger in an automobile stopped for speeding in the City of Richmond. During questioning by the officer information on Shucks identity was obtained. Shuck admitted he was wanted in Warren County. The Richmond officer verified the Theodore James Shuck - information and Shuck was arrested at the scene. He was later home for the holidays? returned to the Warren County Jail, where one might assume he has lost his work release privileges. Shuck was originally serving time for construction fraud and drug distribution. A misdemeanor warrant was issued after his December flight from work release. (Info from two releases)

The announcement by Health and Human Services Secretary Kathleen Sebelius on Jan. 0th states, In August 011, the Department of Health and Human Services issued an interim final rule that will require most health insurance plans to cover preventive services for women including recommended contraceptive services without charging a co-pay,

co-insurance or a deductible. The rule allows certain non-profit religious employers that offer insurance to their employees the choice of whether or not to cover contraceptive services. Minor injuries in bike-town trash truck accident


Front Royal police investigated a traffic crash on Monday, January 30 at approximately 10:43 a.m. involving a Town of Front Royal trash truck and a bicyclist. The crash happened at the intersection of North Shenandoah Avenue and West 17th Street. The bicyclist, 1-year-old Christopher Roemer of Capon Bridge, WV was riding his bicycle northbound on the sidewalk. The trash truck, operated by 35-year-old Bryan D. Temple of Pin Oak Lane, Winchester, was travelling north on North Shenandoah Avenue and turned right onto West 17th Street. As the truck turned, Roemer ran into the truck. Roemer was transported to Warren Memorial Hospital where he was treated and released for minor injuries. The crash was investigated by Officer J. Mumaw and no charges were placed in the incident. Why do seed companies those selling small amounts of seeds to backyard gardeners like me send their catalogs so early? I started receiving them at the end of December. Darla J., Cleveland Catalogs are sent early to give you plenty of time to plan this years garden and order your seeds, of course. While we tend to be preoccupied in January and February with shoveling snow and staying warm, February is prime time for ordering seeds. Most companies make their shipments this month. Its also just a nice, quiet time of year for most homeowners, right after the holidays and before spring lawn care and exterior house repairs gear up. So this is a great time to sit down with your catalogs or browse the Web looking for ideas on things to grow and ways to configure your garden. One of my favorite Web sites is A Way to Garden (http://awaytogarden. com), which features plenty of advice for gardeners of all levels, as well as video and pictorial instructions, podcasts and other fun. Its a good place to start if youre new to researching gardening and seeds on the Web. If you want to do something more

than sowing herbs or struggling with tomatoes (not saying other people struggle to get big red tomatoes, but I sure do), look into planting vegetables or flowers native to your area. For example, residents of coastal Virginia or Maryland might want to look at Annapolis Seeds (http://www. annapolisseeds.com/), which produces seeds native to the Maritimes. Have an old, leaky garden hose you dont know what to do with? Use a section of hose as a blade guard for a hand saw. A number of online garden planners also are out there. tinues, To force American citizens to choose between violating their consciences and forgoing their healthcare is literally unconscionable. It is as much an attack on access to health care as on religious freedom. Historically this represents a challenge and a compromise of our religious liberty. A line has been crossed HHS decision called an attack on religion the front page of the Jan. 6th edition of The Arlington Catholic Herald screamed. Religion or not religion? But we wondered if the issue wasnt more complex, with the conscience and rights of both those of a certain faith and those outside that faith at stake. After reading the entire Jan. 0th HHS announcement, its original mandate and the Catholic bishops reaction, we e-mailed both Front Royal Councilman Tom Sayre and the contact person for the U.S. Conference of Catholic Bishops. What are we missing, we asked? While Sayre declined to elaborate on his comments at the council meeting, Secretariat of Pro-Life Activities for the United States Conference of Catholic Bishops Richard Doerflinger responded in detail to our questions. At issue is for the Catholic bishops, is what they believe is too narrow a definition of organizations allowed exemptions based on religious freedom. That definition includes four criteria, all of which must be met, Doerflinger pointed out: 1/ The employer must have the inculcation of religious values as its purpose; / hire primarily people of its own religious faith; 3/ serve primarily people of its own faith; 4/ AND be tax-exempt under a very narrow section of tax law that is designed for churches and religious orders. So whats the problem, we asked. Shouldnt religious exemptions be based on the practice of religion to the faithful, rather than provision of services to citizens who may not share the providers religious belief system? In a word NO, Doerflinger replied. Very few Catholic organizations can meet this test for example, Catholic schools obviously educate non-Catholic students in the inner city, the percentage of non-Catholic students can go well above 50 percent and

Here is the government, telling you that you are not religious enough for a religious exemption the more Christ-like you are! In any case, the Church is not telling people they must work for the Church, and is not even stopping those who do work for the Church from purchasing prescription contraceptives, or prescription contraception coverage. It is just declining to help do so itself. Rather, the exemption is only denied to faith-based organizations that operate outside the parameters of the direct practice of religion and whose clientele may include a significant number of non-believers. But Doerflinger reiterated that for Catholics the exemption is too narrow, potentially reaching Catholic-operated schools, hospitals, counseling services and non-profits serving a client base both inside and outside the faith. Im afraid your definition of spiritual matters is far too narrow for Catholicism, he told us. Our spirit drives us to serve other peoples basic bodily needs To us health care is not a business but a ministry, and we are called to serve everyone without exception. After, dare I say a spirited exchange on the issue, we agreed to disagree about which side was in the end blind in this debate of

It is a dispute that will not be easily resolved as long as opposing views exist on when human life begins or where the practice of faith-based activities ceases to be the practice of religion. By Roger Bianchini Warren County Report As we said in one of two related articles, the conflicting issues of womens rights to reproductive choice versus religious freedom are multi-faceted and complex. In fact, the moral outrage and alarm expressed by the U.S. Catholic Conference of Bishops and other pro-fetal life Catholic advocates does not even represent the opinion of all Catholics and Catholic organizations. In a Jan. 0 statement on its website, Catholics for Choice lauded the Health & Human Services announcement of deadlines and continued parameters for religious exemptions to health care providers on the provision of birth control without co-pays or deductibles. Under the headline President Obama Finally Does the Right Thing for Women CFC states, President Obama listened to all of the women and men who called, e-mailed and wrote to the White House to express their support for family planning decisions staying in the hands of women. In so doing, he remained true to the original vision of the Affordable Care Act (ACA) and refused to bend the knee to intense lobbying from the United States Conference of Catholic Bishops, the Catholic healthcare industry and other special interests who wanted him to expand a refusal clause that would have denied millions of women access to affordable family planning.

In the statement, Catholics for Choice President Jon OBrien states, The bishops pulled out all the stops in their campaign against womens access to contraception. The Obama administration stood with those who support religious liberty and believe in giving women the freedom of conscience to make their own reproductive health decisions. The CFC statement of Jan. 0th adds, In the final analysis, this was a victory for common sense and scientific advice in the interests of the common good The battle over this issue is a warning about what is to come, especially as the bishops are playing the victim card in their pleas for special treatment and their false assertions about alleged attacks on religious freedom. In fact, Catholics for Choice called the exemption, or refusal clause that is such a point of contention for the bishops still too expansive, denying many women affordable access to contraception. In a follow-up interview by phone, OBrien told us, I certainly respect the opinions and views of conservative Catholics they should be respected. The problem is when they want to put their opinions in as public policy. Being American or being Catholic, we should believe in being allowed to follow our conscience. If someone doesnt want to take birth control, they shouldnt be forced to; and if they do, they should be allowed to. As for your local politician, Im

By Malcolm Barr Sr. Warren County Report Lori was under a table when Front Royal Rotary President Betsy Blauvelt wished her a happy birthday at the clubs weekly meeting at the Holiday Inn on Jan 7. Lori, a service dog in training, was a guest at the Rotary luncheon and became a year old that day. She

was accompanied by her trainer, retired U.S. Marine Corps Col. John Lesinski, a Front Royal Rotarian. Just as she has been for the past nine months, she wore her Veterans Moving Forward blanket. Some time in the future, she will become a companion to a wounded veteran from the Afghanistan or Iraq wars. She was snoozing at Lesinskis feet when birthday greetings

came her way from the podium. Lesinski, and his wife Heidi, have handled and given basic training to four dogs in the past 10 years for various military groups and the more familiar Guide Dogs for the Blind .Meanwhile, dogs such as Lori, known as Waggin Hearts, have been regular visitors to Valley Healths Lynn Care facility for the elderly. A visit to the Humane Society fund-raising Yappy Hour has been promised for Lori in the

near future. Lori, an English golden retriever, is named for Army Specialist Lori Ann Piestewar, the first Native American woman soldier killed in combat in Iraq. Lesinski, of Washington, VA but well known in Front Royal, said Veterans Moving Forward is a relatively new (about the same age as Lori) organization located near Plains, VA, and operated by Kate Jeffries.

Marshall sees hope for Personhood Bill


By Alex Morton Capital News Service RICHMOND Now that Democrats no longer control the House or the Senate, Delegate Bob Marshall, R-Manassas, is hoping the General Assembly will pass his bill defining a human embryo or fetus is a person under the law. House Bill 1 would provide that unborn children at every stage of development enjoy all the rights, privileges, and immunities available to other persons, citizens, and residents of the Commonwealth. The bill, which is before the House Courts of Justice Committee, says that this personhood status starts from the moment of conception. Marshall said HB 1 is significant for several reasons. Democrats agree the bill is significant but for reasons other than those put forth by its sponsor. They see it as part of an extremist Republican social agenda aimed at reversing legal options now available to women not only on the availability of abortion, but potentially other forms of birth control as well. Sen. A. Donald McEachin, chairman of the Senate Democratic Caucus, called the bill an attack on womens rights. Delegate Charniele Herring, DAlexandria, agreed. She said there is overwhelming and legitimate concern because the full ramifications of Marshalls proposal have not been determined. The patron assumes many things with his legislation, in which the language is not consistent with scientific or medical terminology related to the process of becoming pregnant, Herring said. Herring said HB 1 could make certain forms of birth control illegal. It may outlaw some forms of the birth control which are FDA-approved, which in addition to acting as birth control also has uses such as treatment of endometriosis, Herring said. Medically assisted pregnancy While HB 1 targets medical means of stopping fetal development from the moment of conception, it does not eliminate medically-assisted conception Nothing in this section shall be interpreted as affecting lawful assisted conception, Marshalls bill states. Marshall counters claims his bill is detrimental to womens health rights by equating a cellular entity with the potential of developing into a female embryo with an adult female capable of critical thought about decisions impacting her own life. As far as they know, roughly half of the kids aborted are females. How is saying that a mother can sue for the wrongful death of a [potential] female child an attack on womens rights? Marshall, a fundamentalist religious conservative, asks. We have a situation in Virginia where a pregnant woman can be shot, and if you kill the baby, its feticide. But she cant recover damages separately in a civil lawsuit. Thats kind of an anomaly, Marshall says. Changing political landscape In past years, when Democrats controlled the Virginia Senate, such bills usually died in the Senate Education and Health Committee. This committee kills all abortion bills, Marshall said. In 1 years, I have seen only one bill go through the Senate Education and Health Committee. But Marshall is hopeful this year will be different. The Republicans not only control the House of Delegates, but last fall, they won two previously Democratic seats in the Senate. Now the upper chamber is equally split between the two parties. That increases the chances that anti-abortion legislation will make it out of the Senate Education and Health Committee and to the Senate floor for a vote. Right now, its a swing issue. Marshall said. Theres a swing vote in that committee, and I cant predict which way it will go. Mandatory ultrasound bill reaches senate floor


By Michael Bodine Capital News Service RICHMOND A bill requiring a woman to get, and in some cases pay for, an ultrasound before having an abortion has cleared a crucial committee and been sent to the Senate floor for a vote next week. Senate Bill 484, which was sponsored by Sen. Jill Holtzman-Vogel, R-Winchester, says that before a pregnant woman gets an abortion, an ultrasound exam must be performed and the woman must have an opportunity to view the sonogram image of her fetus and hear the fetal heartbeat. Currently, women seeking an abortion have the option to get an ultrasound. All eight Republicans on the Senate Education and Health Committee voted in favor of the measure, SB 484. All seven Democrats on the panel voted against it. After the 87 committee vote of Jan. 6th, the proposal will be considered by the full Senate on Monday, Jan 30. Under SB 484, an ultrasound would be required to determine the gestational age of the fetus. The medical professional who performs the sonogram exam would have to get written certification whether the woman availed herself of the opportunity to see the ultrasound image or hear the fetal heartbeat. Its a major step back for womens health issues, said Sen. Ralph Northam of Norfolk, who is a doctor. Im also concerned as a provider that this is the government getting in our business and telling us how we should practice medicine. It severely and significantly affects the provider-patient relationship. That is a decision that should be between the physician and the patient, and the government should have nothing to do with it. A professor of neurology at Eastern Virginia Medical School, Northam was among the seven Democrats on the Senate Education and Health Committee who opposed SB 484. Northam said he believes a statemandated sonogram requirement would make it more difficult for a woman to obtain an abortion. Despite Northam and other opponents worries over state interference with both the doctor-patient relationship and access to a legal medical procedure, Vogel said she does not want her bill getting tangled up in the debate over abortion. Rather than a stumbling block to getting an abortion, she said the purpose of her bill is simply informed consent. Why wouldnt you want to be more educated about the procedure youre going to undertake? Vogel asks. Despite that assertion, some opponents might find it ironic that conservative Republicans who mouth support of smaller, less intrusive government are willing to mandate a medical procedure upon citizens not for health reasons, but rather as a last ditch means of convincing them not to proceed with a legallyavailable procedure. Varying reactions The Family Foundation of Virginia, which opposes abortion rights, hailed Thursdays vote as the first passage of a substantial pro-life bill through the Senate Education and Health Committee in nine years. NARAL Pro-Choice Virginia, which supports abortion rights, said the bill invades the doctor-patient relationship and forces a patient to undergo and pay for, in some cases, a procedure that may not be medically relevant or necessary. Pro-life initiatives Four bills before the General Assembly this year would mandate an ultrasound before an abortion. Sen. Ralph K. Smith, R-Salem, a member of the Education and Health Committee, proposed such legislation SB 79. It was incorporated into Vogels bill before the committees vote. Two Republican delegates Mark Cole of Fredericksburg and Kathy Byron of Lynchburg also are sponsoring ultrasound measures: House Bill 61 and HB 46. Such legislation is likely to pass the House, which is dominated by Republicans. Vogel said she believes that the bill will draw enough bipartisan support in the Senate to pass and that it eventually will go to Gov. Bob McDonnell to be signed into law. Northam reluctantly agreed. I would predict, and I can certainly never be in a position to speak for my fellow senators, but it will prevail on the floor in, I would say, probably

like a -18 vote in that ballpark, Northam said. Twenty other states have done it. I think youll ultimately find that most states will do it. It passes with a huge amount of bipartisan support, Vogel claims. The first bill presented in the Virginia House this year was Manassas Republican Bob Marshalls Personhood bill, HB 1, that would declare a fetus a person at the moment of conception, with all the legal rights of a person under state law (see related story). Historically, Democrats have controlled the Senate Education and Health Committee and the Senate as a whole and have been able to stop many bills they saw as attacks on abortion rights. This year, the Senate is split 0-0 between Democrats and Republicans, and Republicans have a one-vote majority on the Senate Education and Health Committee which was all they needed to advance the bill. Bills would repeal HPV vaccine requirement


Whats next will state Republicans fight polio vaccine?
By Pia Talwar Capital News Service RICHMOND In 007, the General Assembly passed a law requiring girls to be vaccinated against the cancercausing human papillomavirus before entering the sixth grade. Now, two measures before the General Assembly would repeal that requirement: House Bill 95, proposed by Delegate Bob Marshall, R-Manassas; and HB 111, sponsored by Republican Delegates Kathy Byron of Lynchburg and Timothy Hugo of Centreville. HPV is spread by skin-to-skin and sexual contact. It can cause cervical cancer in women and genital warts in both men and women. In 006, the U.S. Food and Drug Administration approved Gardasil as an effective vaccine against HPV. Medical experts recommended that girls receive the vaccine at age 11 or 1 for the best protection. In the United States, nearly 10,000 women are diagnosed with cervical cancer each year; and 3,700 women die from it. Gardasil is given in three doses over six months. Each dose costs about $130, according to the U.S. Centers for Disease Control and Prevention. Its strange that we would mandate this, Marshall said. Some parents object to having their daughters take the HPV vaccine, usually sold under the brand name Gardasil. You are putting parents against the power of the state, Marshall says. This is pressuring the parents, and I dont think it should be done. Unnecessary? However Virginias HPV vaccination requirement already has a lenient opt-out clause: Girls can forgo the vaccine if their parents make that decision after reviewing materials describing the link between HPV and cervical cancer. But HB 95 and HB 111 would take the HPV law off the books entirely. Both bills have been referred to the House Committee on Health, Welfare and Institutions. Byron opposed Virginias HPV vaccination law and has campaigned to overturn it. She said that the vaccine has not been adequately tested and that the General Assembly acted hastily in 007. Last year, Byrons bill to repeal the HPV vaccination law passed the House but died in the Senate Health and Education Committee, which at the time was dominated by Democrats. This year, because of GOP gains in the Senate, Republicans control that committee. No action has been taken yet on Marshalls bill. But in mid-January, a subcommittee took up HB 111 and voted 6- in favor of the measure. It now goes to the full committee for consideration. If Virginia keeps its HPV vaccination requirement, Marshall has proposed another measure HB 84. It would make the state liable for any injury caused by the vaccine. How They Voted: Subcommittee No. 1 of the House Committee on Health, Welfare and Institutions voted 6- on Thursday to recommend approval of House Bill 111, which would repeal Virginias law requiring girls to get the HPV vaccine. All five Republicans on the subcommittee voted for the bill: Delegates Richard Bell of Staunton, Scott Garrett of Lynchburg, John OBannon of Henrico, Christopher Peace of Mechanicsville and Margaret Ransone of Kinsale. They were joined by Democratic Delegate Algie Howell of Norfolk. Voting against HB 111 were Democratic Delegates Joseph Morrissey of Richmond and Lionell Spruill of Chesapeake.

Hundreds protest stricter voter ID laws


Democrats allege partisan push to assure Virginia doesnt go Obama again
By Alex Wiggins & Amir Vera Capital News Service RICHMOND Several hundred citizens joined Democratic officials and civil rights leaders at the Capitol on January 31st to rally against bills they say would suppress the voting rights of minorities, elderly people and lowincome Virginians. The bills would require Virginia residents to present identification, such as a birth certificate or drivers license, before voting. Some Democrats charge that Republicans are pushing for the changes to target Virginians who likely would vote Democratic. Nationally, opponents of the more detailed voter ID drive have asserted such laws would make the U.S. the most restrictive open Western society on exercise of the fundamental right to vote. We know that these voter suppression activities are designed with a strategic purpose in mind, said Richmond Mayor Dwight C. Jones. This is a systemic approach to suppressing the voting power of those who turned Virginia blue in 008, when the state supported Barack Obama for president. The rally involved several political organizations, including the Virginia Legislative Black Caucus and the Democratic caucuses of the House and Senate. They were joined by groups such as the AFL-CIO, the NAACP, the Virginia Poverty Law Center, the Sierra Club and the AARP, the major advocacy group for older Americans. Also at the protest were U.S. Rep. Robert C. Bobby Scott of Newport News and civil rights leader Benjamin Chavis, who was an assistant to the Rev. Martin Luther King and served as head of the NAACP. Chavis said the proposals evoke Jim Crow days, when whites used poll taxes and other intimidation to prevent blacks from voting. This is the New South, he told the crowd. Some people over there in the [General Assembly] building thats the Old South. Demonstrators surrounded the Bell Tower at the southwest corner of Capitol Square at 10 a.m. They wore stickers that read Protect Our Vote! We Cant Afford To Go Backwards and hoisted signs. Prayer and song preceded and followed several speakers. Since 1965, we have made every effort to expand the right to vote, to make it easier to vote. But now were seeing people turn back the clock, said Sen. John S. Edwards, D-Roanoke. They say theres widespread voter fraud. Where is the evidence? It does not exist. Republicans say the bills are intended to prevent voter fraud, but Democrats say voter fraud hasnt been a problem in Virginia. Under current law, someone without a voter registration card or other identification can vote by signing an affidavit that he is the named registered voter who he claims to be. Senate proposal Democrats also criticized Senate Bill 1, which would eliminate the voter registration card from the list of acceptable forms of identification that Virginians can show to prove they are registered voters. Under SB 1, a voter would have to show a Social Security card, a drivers license, a government identification card or an employee ID card with a photo or else cast a provisional ballot. Opponents say SB 1 would discourage many people from voting. They said, for example, that elderly Virginians may not have a birth certificate or drivers license. It undermines the very foundation of our democracy, the right to vote, said Brian Moran, chairman of the Democratic Party of Virginia. The right to vote is fundamental to our democracy. through the vote not suppressing, not limiting, not being a country of exclusion, but rather of inclusion. House Republicans proceed The rally did not sway the House of Delegates. On Wednesday, Feb. 1, delegates voted 69-30 in favor of House Bill 9, which says that voters who cant show identification must cast a provisional ballot; the provisional ballot would be counted after the election if officials verify the voters identity. Among those supporting the new voter ID requirement in the House were Todd Gilbert (R-15th), Beverly Sherwood (R-9th), and Mike Webert (R-18th), all representing portions of Warren County, as well as Bob Marshall, (R-13th Manassas). The legislation debated today will cause confusion at the polls, deter lawful voters from voting, and create chaos for our already stressed election officials, said Delegate Mark Sickles of Franconia, who chairs the House Democratic Caucus. A clear and convincing reason why these bills are needed has yet to be articulated in committee or on the floor. However, Delegate David Albo, RFairfax (notable for his past sponsorship of civil remedial drivers fees), said critics of HB 9 are making false claims about the bill (Albo also accused this and other media outlets of false claims when the stories on the true nature of civil remedial fees broke in 008). the right to vote. They need to read the bill it does not deny anyone the right to vote, Albo said. If they dont have an ID, they vote a provisional ballot. All provisional ballots are counted as long as it is not determined that the vote is fraudulent. So, everyones vote still gets counted. Restriction is the message By supporting such bills as HB 9 and SB 1, legislators are sending a message to the people, said Tram Nguyen, associate director of Virginia New Majority, which advocates for minorities, women and progressive people in general. That message is that while we dont have enough money in our state budget to fund programs that we so desperately need like education, our health safety and public safety theyre willing to spend millions of our taxpayer dollars to fix a [problem] that doesnt exist, Nguyen said. One attendee at the rally Chuck Hawkins of Manquin, a town in King William County said Republicans want to suppress voter turnout because a higher turnout favors Democrats. Its a way to keep people from coming to the polls that would otherwise exercise their right. Mayor Jones vowed that Democrats would not let that happen. Were not going to stand by quietly and allow these things to happen without bringing public attention to them, he said. Its my right to vote. I will not have to give my birth certificate. I will not have to show my drivers license. All I ought to do is show up. Formerly Villa Giuseppes, it has recently been purchased by the Casteriana family and been renamed, not surprisinglyCasterianas Italian Restaurant. There has been some confusion, said co-owner Antonia (Toni) Casteriana, and she added, We want Front Royal people to come in and try us out. Were new owners, not just new management. For example, we have a different phone number, theres an all-new menu, new dcor, linen tablecloths, and our prices are lower. Were also open seven days a week. Toni and her husband Juan, who is co-owner and chef, officially took over the restaurant last July. Since then theyve been approved for a liquor license and serve beer, wine and cocktails. In the beginning, some people walked out because we didnt have it, she said. The room is warm with soft lighting, candle-lit tables, and cream and rose-colored lamps. The romantic Italian music and the smell of good food is a sweet invitation to relax and enjoy a fine meal. Opening a sit-down, full-menu restaurant is a departure for Toni, who also is owner of Anthonys Restaurant and Pizzeria in Luray. This is Juans dream. Hed rather be a chef in a restaurant than a pizzeria, she said. Juan has been a chef for 5 years. He began his career in an Italian restaurant in Argentina. There he learned his craft performing all aspects of restaurant work. I worked in the kitchen, and as a server. I learned everything by doing, he said. More recently he spent two years as head chef at Anthonys Italian Cuisine in Millwood. I had the pizzeria, but I wanted to take the challenge and go into more of a restaurant than a fast food place, and Juan loves the presentation of food, Toni said. And he does make it look good. Some of his Italian specialties are: Salmon Florentine; Chicken Marsala; Shrimp Aglia e Olio; Frutti di Mare; Salmon Casteriana; and Seafood Alla Fornia. I love to cook for people, I get satisfaction and joy and have pride as a chef, Juan added. So far, their business is doing well, and they were very busy around the Holidays. People come in and say they like it because its clean, with a beautiful atmosphere and fantastic food, she added. The fantastic flavor, no doubt, is due to their practice of making everything fresh. None of the food is frozen, and we make it as we go, Toni said proudly. Toni is from a family of restaurateurs and she came to this area from New Jersey in 1971 because her family owned restaurants in the Winchester and Front Royal vicinity, but her roots extend all the way back to Palermo, Sicily. And Juan is originally from Uruguay. They live in Stephens City, and have five children between them-all teenagers and adults. Tonis brothers and mom still live here, too. The restaurant offers more than just Italian dishes and Greek salads, sandwiches and hamburgers are available. Theres also a menu especially for children, featuring pasta and chicken tenders. Theres also a variety of unique pizzas. Toni says that she has regular customers who come in just for the Margarita pizza.

AMP Fremont opening adds to the towns GOOD energy news


By Roger Bianchini Warren County Report The day after being briefed on the good, the bad and the ugly of its American Municipal Power (AMP) energy cooperative membership, the Town of Front Royal released information on two aspects of the good of that membership one of the states lowest municipal electric rates and the opening of AMPs Fremont power plant. The big and overriding good news is not only current low rates, but the prospect of long-term price savings in a diversified energy portfolio. At a Jan. 30th council work session, Town Director of Energy Services Joe Waltz summarized the diversification strategy he has been pivotal in pushing forward since 006 and Hurricane Katrinas impact on huge spikes in energy market prices, and at the time, the towns market-reliant electrical prices as well. One piece of the GOOD news stemming from that diversified portfolio was Waltzs acknowledgement of a state press release identifying the town as one of the lowest priced providers of energy in the commonwealth. The Office of the Attorney General for the Commonwealth has released a comparison of all provider rates in January 01 which identifies the Towns rate of $93.8 per 1000 kilowatt hours as the lowest rate among municipal power providers and second of all providers in the Commonwealth. The Towns current rate is also more than $30 cheaper than the national average of $15 per 1000 kilowatt hours, a Jan. 31st town press release said of the news Waltz gave council the previous night. In a second release, the towns receipt of power from a newlyopened AMP-owned gas-fired power plant was summarized. Waltz and AMP representative Pam Sullivan told council the Fremont Plant began operations on Jan. 0th. The Town of Front Royal will receive one percent of the plants capacity which equates to 14 percent of our capacity needs in the summer and 11 percent of our needs in the winter, Waltz and Sullivan told council 10 days after the plant opening. The facility utilizes a natural gasfired turbine generator to produce electricity and the excess heat from the combustion process is used to generate additional electricity via a specially designed steam turbine, called a heat recovery steam generator (HRSG). The process enhances the efficiency of electricity generation by capturing heat that would otherwise be wasted, and is therefore less impactful on the environment. The technology provides an ap-

in 006. On the bright side of that possibly lost revenue, is that the abandoned project was a coal-fired power plant, one of the most polluting types of energy production. The lost investment to the town could also eventually be re-directed into other AMP projects, and Sullivan explained AMP has filed a lawsuit against contracted consultant Bechtel Corporation in excess of $100 million. The suit claims negligence in the corporate giants cost projections for the coal plant project. The current stranded cost projection for the town has already dropped over $500,000 from an original estimate of $1.3 million. Council is pondering how best to deal with the stranded costs. Five options range from a lump sum payment of the current amount to several staggered payment plans with various re-investment options attached. Councilman Shae Parker asked Sullivan were the council to opt for the up-front payment and the eventual total owed by the town was less, would the town receive

A new Marshall Plan would allow campus faculty to pack heat in class
By Brian Hill Capital News Service RICHMOND Delegate Bob Marshall of Manassas has proposed a bill that would allow full-time faculty members to carry guns on college campuses. House Bill 91 would ban policies by public institutions of higher education that prohibit fulltime faculty members with Virginia concealed handgun permits from packing heat. Most college campuses have policies restricting carrying firearms in general. The Republican lawmakers rationale is that faculty members with guns could deter violence on campus. However, others believe the measure could backfire. I do not think the bill should be passed, but not because I am antigun, said John Aughenbaugh, a political science professor at Virginia Commonwealth University. My concern is how would the policy be implemented and specifically how would we ensure that all faculty members carrying concealed weapons have the necessary training to use firearms properly. While proponents of firearms on campus believe the policy would reduce campus violence like the 007 Virginia Tech shooting, Aughenbaugh is not convinced. We do not know if having more firearms, especially without the requisite training and limitations, would increase the number of shootings on college campuses, Augenbaugh says. Some students are concerned about HB 91 and the effect it could have on campus life. Initially, it would make me feel a little nervous knowing that there is possibly a loaded gun in the classroom, said Zachary LaRoche, an international studies major at VCU. Marshalls bill is awaiting action by the House of Delegates Militia, Police and Public Safety Committee. Senate approves lifting ban on Sunday hunting


By Brad Fulton Capital News Service RICHMOND Virginians are one step closer to being able to hunt on Sundays. On a 9-11 vote Thursday, the Senate passed a bill that would allow Sunday hunting on private land. Sen. Ralph Northam, a Democrat from Norfolk, introduced Senate Bill 464. Originally, it would have completely lifted the states ban on hunting on Sundays. A committee folded into SB 464 legislation by Sen. Chap Petersen, D-Fairfax, to permit Sunday hunting on private property, either as a landowner, the landowners spouse or the children of the landowner, or with the written permission of the landowner. At the request of Sen. Charles Carrico, R-Galax, senators further amended the measure to prohibit hunters from hunting within 50 yards of a place of worship. Of the 0 Democratic senators, 17 for the bill and three voted against it. Of the 0 Republican senators, 1 voted for the bill and eight voted against it. Im glad that the Senate acted decisively today to roll back an archaic restriction on a constitutional right in Virginia, Petersen said after the floor vote. The bill would rescind a state law that prohibits hunting on Sunday on public or private land, declaring it a rest day for all species of wild bird and wild animal life, except raccoons, which may be hunted until :00 a.m. on Sunday mornings. Gov. Bob McDonnell said last week that he agrees with lifting the ban on hunting on Sundays on private property. Opposition to lifting the ban has come from groups such as the Virginia Farm Bureau and the Virginia Humane Society. Petersen noted that the National Rifle Association supports his efforts to eliminate the ban on Sunday hunting. According to a survey, two-thirds of licensed hunters in Virginia support hunting on Sundays, Petersen said. The bill now goes to the Virginia House of Delegates. If passed, the measure could open up Sunday hunting as early as next hunting season. United Way hits fundraising goal 2nd straight year


In a press release on Jan. 7th The United Way of Front Royal announced the meeting of its 011 fundraising goal. The achieved goal of $11,000 was more than 17 percent higher than the goal met in 010. Even though the economic times were still difficult, the Board of Directors of United Way felt they needed to step up to the plate for those in need in Warren County. So they bravely committed to a goal of $11,000 and got there, press release stated. As of the announcment, $11,339 had been pledged and additional funds were expected to come in over ensuing days from a late fundraising push. Thirteen local agencies will be the beneficiaries of the hard work and community generosity. The successful campaign means a more than 0-percent increase in the total allocations that will be made available to benefitting agencies. The Front Royal United Way supports the effort of 13 health and human service agencies that provide services to Warren County residents. They are the American Red Cross, Blue Ridge Legal Services, Blue Ridge Opportunities, Boy Scouts of America, Community Transitional Housing Program, Concern Hotline, Front Royal Womens Resource Center, Girl Scout Council of the Nations Capital, Harmony Place, Healthy Families of the NSV, House of Hope, Mental Health America Warren County, and St. Luke Community Clinic. Qian joins Blankenship, 200-meter medley team as state qualifiers
The Randolph-Macon Academy Swim Team defeated Fishburne Friday afternoon, Jan. 7, on the campus of R-MA by a score of 13-80. This marked the 11th straight victory for the Yellow Jacket Boys team to raise their record to 11-3- overall, with one invitational meet left this season. Of special note at the meet was the state qualifying mark of 58.08 seconds in the 100-yard backstroke by R-MA Freshman swimmer Cheng Qian (state qualifying time is 1:0:00). Already qualifying for states for the Yellow Jacket swimmers this year are Tanner Blankenship in the 00 meter Individual Medley, and the 00-meter Individual Medley Relay team of Tanner Blankenship, Cheng Qian, Dakoda Twenhafel and Gwi Woong Jung. Also participating in this past Fridays meet were the Yellow Jacket JV swimmers, led by RMAs 100-yard freestyle winner, 6th grader Evan Anderton.

Dear Stewart, I have a yard that is situated close to a highway. Is there something I could plant that would block the noise of the cars? - Need Ear Plugs Dear Ear Plugs, Boy I really hate all that car noise. Im hanging out on my front branch and all I hear is voom, voom, voom. My whole tree vibrates and rattles so much my acorns crack while in winter storage. So I feel for you when you want to sit outside and enjoy your back yard. But while I cant do anything, you can do some planting to help block some of the noise.

Sound waves either bounce off or are absorbed by different materials. Plants have the property to cause both. So if you have the space, the best way to block noise is to plant several rows of trees and shrubs. Each row should be a different height and the heights of each row would alternate as well. In other words, there will be a taller row, a shorter row, then a taller row, then a medium sized row. Also, use different types and different shapes of plants. Mixing evergreen, deciduous, tall, short, big leaves, small needles, fine textures, coarser plants, twigs, and branches not only look good but they will break up that sound far more effectively than single plant types. But, if space is an issue, put in a fence and try to plant both sides with the thickest layers as possible. Again use lots of different types of plants rather than one type. There are other options which can be used if you dont have enough room to plant rows of trees and shrubs which helps as a noise distraction. You can add a water feature with a nice splash, wind chimes, noise makers, or even plants that create sound like grasses that whisper as they move against each other to help mask the sounds from the highway. You humans tend to focus more on the closer sounds and tune out the general car noise. Towns oldest employee back on the job

Philip Funk, at 93 this April, continues as the Towns oldest employee. Philip returned to his job at the Manassas Street Refuse and Recycling Center on Feb. , after a lengthy recovery from a car-train collision last September (he was in the car). Funk was driving from work when he was blind-sided by a train (he looked left, the train came from the right at an un-gated crossing). Funk recuperated from a hip injury at Lynn Care Center for a spell and then had to pass the drivers test to regain his license.
