A unique challenge: Proof of delivery and barcode tracking for ballot boxes
Courier Cargo Expreso had the honor and responsibility of ballot box distribution and pick up during the 2007 general election in Guatemala. But when the bidding began for the same service for the 2011 elections, the competition was tough. Even with successful past experience, Cargo Expreso knew it needed a strong differentiator to win the job again. The Cargo Expreso team met with their systems integration partner IDS and developed a visionary plan for real-time tracking of ballot boxes. Vehicle drivers delivering and picking up the 1,528 boxes at more than 383 voting sites would use wireless handhelds with a barcode tracking system to transmit the status of the process. Packages of official documents would also be delivered, requiring signature capture. When we heard the scope of the solution that Cargo Expreso wanted, we knew that an effective proof of delivery solution was mission-critical, Martin del Campo said. We first looked for a local vendor, expanded the search across Central America, and finally decided to find a world-class partner. After weeks of evaluation, IDS narrowed the search to three vendors and chose SCLogic. SCLogic was the only company that gave us the confidence that they could work with us and deliver the proof of delivery and pickup solution needed by our client, Cargo Expreso, Martin del Campo said. "The SCLogic team demonstrated that they had a high level of technical expertise, and they understood the requirements of the project right away, Martin del Campo noted. It was also key that the SCLIntra package tracking software could perform exactly as required for ballot box tracking with very little customization.

Deploying the solution: SCLIntra and Honeywell mobile devices

SCLogic developed SCLIntra software to be highly scalable and configurable to provide dependable solutions to meet clients needs. Working with IDS, SCLogic made a few minor changes to adapt the software to perform the functions of a real-time ballot box tracking system. The SCLIntra user interface was translated into Spanish and also localized for regional dialects.

Ballot Box Tracking Software Success Story

The SCLogic development team created a test model with screen shots and IDS demonstrated it for Cargo Expreso. SCLogic also helped IDS choose the Honeywell Dolphin 6000 Scanphone for use by the delivery drivers, and Honeywell and SCLogic cooperated closely during the implementation. SCLIntra runs on the Honeywell devices and the system is hosted at IDS. On election day, and again during the run-off election several weeks later, the system performed flawlessly. There were 99 delivery routes, each with an individual driver carrying ballot boxes and official paperwork in locked cages and using the system developed by SCLogic, Honeywell, and IDS. Cargo Expreso was very happy with the ballot box tracking, and that has given us the opportunity to work with them on a second phase of the project related to their day-to-day business of parcel delivery, Martin del Campo explains. The competition is fierce in package delivery, and Martin del Campo is confident that SCLogics easily configurable software will help IDS design a solution that strongly differentiates Cargo Expreso in its core business.

Delivering the benefits: Efficient, accountable delivery of ballot boxes

With the help of SCLogic and IDS, Cargo Expreso provided efficient, accountable delivery of ballot boxes for the general election in Guatemala. Easy implementation and rapid training During our first test in the production environment we expected to find things that needed to be adjusted. But we did not find any problems: it worked like magic. The ease of use was especially amazing. SCLogic trained the IDS support teams and we trained the Cargo Expreso drivers. Even delivery personnel with no technological background were very comfortable with the system with just a few hours of training, Martin del Campo said. Flexible back-office integration It was very easy to integrate the SCLogic software with other applications. One example was the web portal developed here in Guatemala for use in the election control center. As each delivery was completed, the driver sent a transaction to our system, and we sent that transaction to the web portal. A light displayed on a map showing the location of each successfully delivered ballot box. This all integrated easily, he said. Mobile computing expertise In addition to their software, SCLogics experience with mobile computing helped make the project successful. As we chose a handheld device, SCLogic guided us on the important features and their knowledge of the mobile platform helped streamline the implementation, he said. Prompt, live technical support Whenever we needed technical support, the SCLogic team answered our questions very quickly.
