QUESTION
Since January 1, 2010, for each MJnister, Min/ster of State and Parliamentary Secrtary, how many times d/d he or she travel by government-owned or leased aircraft ins/de or outside of Canada, and for each trip: (a) what was the departure point and date; (b) what was the arrivai point and date; (c) what type of aircraft was used; (d) who owned eachaircraft; (e) who accompanied the Minister; (f) what was the purpose of the trip; (g) what is the source of funds and budget that was used to pay for each trip; (h) what was the total cast; and (/) what was the menu for in-flight meals made available ta the Minister or other travelers?

The Department of National Defence and the Canadian Forces (DNDfCF) searched aflavailable records relating to the use of CF-owned or leased arcraft by a Minister, Minister of State or Parliamentary Secretary inside or outside of Canada. The attached table provides the information requested in parts (a) through (i), for the period of 01 J.anuary 2010 to 30 November 2011. Where the means of electronically screening flight records weJe limited, every attempt was made to manually identify relevant fllghts,. including flights that may not have been recorded undera ministerialrelated duty code. Mission codes generally reflect the primary purpose of the mission, including observation flights over regions of natural disaster for which the CF is providing assistance to other authorities and famliarzation flights on specifie CF operational and training f1ights. In an attempt ta capture ail relevant flight records, an extensive document search using manual techniques has been completed. DND did not capture f1ight details associated witha Minister, Minister of State or Parliamentary Secretary's travel to or within Afghanistan. Flight details for Afghanistan require careful screening and management in terms of the purpose of each and every passengerand programmed flight. ln cases where multiple Minsters flew onboard the same aircraft, the flight has beenattributed to the Minister who either (a) submitted the request for the use ofthat particular CF-owned or !eased aircraft or (b) was the sole Minfster known to have travelled onboard the aircraft. For example, ifthe Prime Ministerof Canada requested the use ofa CF-owned or leased aircraft and one or two Ministers accompanied him on this trip, the flight is listed with the Prime Minister as thelead authority and the other Ministers as passengers. Alternatively, if a flight was requested by the Prime Minister but he flew onboard a separate aircraft, the f1ight would be attributed to a Minister who actually flew onboard the aircraft. This method of

reporting was chosen since listing the same flight separately under each Minister would skew the total number of times a CF-owned or leased aircraft was used. Notes

For (e) "who accompanied the Minister," the table includes allavailable information that cou/d be readily extractedfrom aircraft passenger manifests, with the exception of the names of se cu rit Y personnel and lower-ranked militaryofficials who provided support to the particular Minister's travel. Forflights conducted by DND Administrative Flight Services, including Challenger aircraft, passenger manifestsare believed to be accu rate and complete since passengertracking is a standard practice for this service. However, passenger details are not consistent across fleets, and in some cases are not available. The Royal Canadian Air Force does not retain passenger manifests withaJI of its flight records, as the purpose of passenger manifests is to account for occupants while in-flight, in the event of an emergency.

3 For (f), the Royal Canadian Air Force (RCAF) provided Whatever detaUs wereavailable through existing flight records. However, due to time constraints, it was impossible to ascertainor verify the exact nature or purpose of each and every trip; to do so would have requiredextensive consultation with each Minister, Minister of State or Parliamentary Secretary, which could not have been conducted in the time available.

For (h), the costs provided are based on estimates of fleet-wide averages, as reported in DND's Cost Factors Manual, except in the cases of the CC-144 Challenger where 412 (T) Squadron maintains its own tables with the actual variable and fixed costs by fiscal year, and the SE200 which is based on contracted lease rates and average incremental cost. The cost of each flight was determined by applying the hourly operating cost factor for each aircraft type against the reported number of aircraft flying hours: Le., from the aircraft's point of departure to final destination. However, t is important to note that the aircraft's point of departure may have been different from the point of departure of the Iisted Minister, Minister of State or Parliamentary Secretary, as there can be severallegs on any given flight. The costs therefore cannat necessarily be mapped directly against a particular minister onboard the aircraft.

Where costsare shawn as a bJank, the flight was tasked by someone other than the Minister listed. The Minister's presence as a passenger created no additional costs. ln terms of Cost Factors, costs are c1assified into two groups. Variable Cost includes ail operating costs such as aircraft maintenance costs, fuel, aircraft handling and landng fees, crew costs while flying, catering, and incidentals. The second category s Fixed Costs, which include crewsalaries, rentai fees, special services fees, pilot training, office communication, supplies, and amortization of capital. These costs are

incurred whether a 1:light s taken or not. The DND/CF use variable costs for planning and reporting purposes, since the only incremental co st to DND is the one associated with the flying of the aircraft.
