1- Plan increases the state control or dependence of people upon the state 2- Increases information obtained by the state about individuals 3- Increases the numberization of individuals As a government gains power and the ability to control the individuals of the state in which it is in charge that government begins to dehumanize the individuals. Foucalt says they do this naturally since there power grows because the people in power, the elite, see those under them and that they are in control of as either dependents or numbers. Dependents start to become dehumanized because the Individuals are considered usable and manipulatable since they will do whatever the state wants because the state is what keeps them alive, they are dependent in such a manner as the state provides them with protection, regulation and order. Everything we do is controlled and regulated by the government from how we drive to the food that we can eat. Also as people are made numbers they are dehumanized since numbers makes it easier for a system or government to consider the ones under them as unimportant or less than them. This numberization happens whenever a government has a lot of individuals under it. Look at social security numbers and drivers license numbers. These are all forms of the numberization of human beings which allow for their dehumanization. Its the whole idea of big brother or some other faceless government entity controlling the population. As the government dehumizes the people under it and becomes more and more a biopolitical state it will see the individuals under it as a means to an end. Ether are a way to gain soldiers to do its bidding or as money bags who fund and make the money and worst of all after a point the biopolitical state can begin to use the citizens as test subjects and such things. Dehumanization of any kinds is bad, look to examples such as slavery where individuals are dehumanized to the point where they would rather die than live under such conditions. Next look to the fact that before a government or group can attack another one they must first dehumanize them, main example being the nazis having to use propaganda to dehumanize the jews before they could try to wipe them out. Dehumanization and any increase in it is a major reason to vote neg and reject the mind set and action and go to an alt of just reject the mindset. Surveillance As the government dehumanizes the population they begin to step up means in which to control them, the first sign of this is an increase in surveillance of the population. The reason for this is that it allows for the biopolitical state to watch and observe its cattle and make sure they are in order. The reason for this being that the only real way to halt the biopolitical state is the destruction of government which is feared by the government so they make sure they know when such things are happening or when anyone is opposed to them. Government control leads to perpetual war. A government with enough to control over the people it is governing, either via dependence on the government or strength of arms, will begin to look outwards for ways in which it can grow its own power. Reason for this being two fold, the first is that people naturally want power and as such will attempt to gain it and be the top dog. The second reason is that when at war or in conflict the government is able to control the population better due to the fact that they fear the enemy that the government has picked furthermore the government has a better ability to have what it does ignored by population when it is convinced that there safety and security is at risk, look to the number of people illegally surveyed under the patriot act that went un apposed since we were in a state of fear. These reasons lead to an almost endless cycle of war since the biopolitical state no longer cares about the people under it. This leads to first massive amounts of conventional warfare which is more than enough to destroy every country on the planet and end all human life if not destroy the world entirely. Also the biopolitical state will not fear the damage done to its citizens since it sees them only as tools and numbers so they will be much more likely to engage in nuclear warfare Alt 1. Reject the mindset or plan, a biopolitical state is always building and as such it is best to take whatever actions are needed to try and stall or lessen the biopolitical state

Theory of signing a negative ballot is that the round is in and of itself a representative of the world and as such by signing the negative ballot you stop the biopolitical state within the theoretical confines of the round and world that we are debating 3. By signing the ballot your educating yourself and taking into you the knowledge that there is a biopolitical state which allows for you to be more resist and better informed and thus share that information which will allow for grass root movements to form and destroy any biopolitical state 4. Signing the ballot is a metaphorical representation of an admittance that a biopolitical state or actions that increase biopower or dehumanization are bad and an attempt to avoid at all cost should be made.
