Terrorism & the Terrorists


All praise and thanks are due to Allh, and may peace and prayers be upon the

Each of you is a shepherd and each is responsible for his flock. The leader is the
shepherd and responsible for his flock. A man is a shepherd over his family and
responsible for his flock. A woman is a shepherd at her husbands home and
responsible for her flock. A servant is a shepherd over the property of his
landlord and responsible for his flock. And a man is a shepherd over the property

of his father and responsible for his flock. So, each of you is a shepherd and
responsible and will be questioned about his flock.

A father is responsible for teaching his children about moral virtue to love it and act by
it. And he is responsible for warning them against immoral evil, for instructing them to
hate it, and to distance them from it.

So, for example, he teaches them to worship Allh alone which is in harmony with the
natural disposition Allh created people upon. He teaches them to love worship and
obedience (to Allh), accustoming them to it. He instills within them displeasure for
disbelief, immorality, and disobedience (to Allh).

He is also responsible for teaching them a middle-balance in Islam, its tolerance, its
justice and moderation, and he must explain these points for them. Likewise, he is
responsible for making clear to them the dangers of intolerance, extremism and
terrorism. He tells them what corruption is and who the corruptors are.

One of the most important issues of belief parents (and anyone else in charge) are
responsible for is to educate their children about allegiance and enmity, love and hate.

The strongest type of faith is to like for the sake of Allh, dislike for the sake of
Allh, show loyalty for the sake of Allh, and to show enmity for the sake of
Allh.

So, it is necessary to let them know tolerance and moderation in this regard in which
many people have fallen into either excessiveness or neglect. They should be taught to

like Islam, Muslims, and to support them even by supplicating for them. Similarly, they
are taught to dislike disbelief (in Allh) and whatever of disbelief non-Muslims believe in
without supporting them in this regard. With this, it must be explained that displeasure
with nonbelievers in no way means we may oppress or harm them or show hostility
towards them. Rather, Allh has ordered us to be just with them. He has, for example,
allowed us to eat the food prepared by the People of the Book (Jewish & Christians),
marry among them, and to invite them to the religion of Islam, yet with wisdom and gentle
preaching and only argue in a dignified manner.

Hatred for Terrorism & the Terrorists

One of the issues we are required to do is raise our children, cultivating within them
abhorrence for terrorism and terrorists exposing them, their plots, and their patterns.
And we must isolate our children from them and distance children from following their
way and objective.

It should be clarified for them that these terrorists are a people astray, deviously
perverting (Islam). Devils have influenced them, seduced and misled them. Satan uses
such people to spread evil and corruption. Even those who show enmity towards Muslims
like Zionists and others may be happy to see such bombings and destruction commit by
terrorists in Muslim lands.

It should be explained to our children that the bombings terrorists carry out while trying to
use the Quran and Sunnah in support of it is nothing more than an attempt to deceive
and betray people.

Also, they are advised to be glad when terrorists, even one of them, are stopped
(arrested, etc.) and put away. Children should be taught that by even one terrorists arrest
or being stopped, this is a victory for Islam and Muslims; it is a relief and comfort to
Muslims without the evil of such a destructive terrorist.

They are certainly days of happiness and joy when we hear of a terrorists plot being
exposed or a terrorists crime prevented, or even if capital punishment is carried out upon
a criminal terrorist.

We must neither display nor feel sympathy for terrorists when they are defeated so that
our children see no contradicting behavior nor give terrorists the benefit of doubt. And if
they ever do see someone displaying any type of grief over the death of a terrorist, then it
should be explained that such may be sadness in the sense remorse over their situation
how Satan deceived and destroyed them, and not in a sense of liking the terrorists.

Terrorist acts are to be taken very seriously (when discussing them with children) and
treated with firm resolve and strictness as should the terrorists themselves. This is so that
those who dont yet know the truth about them dont begin to sympathize with them.

These are not simply things we say only in our spare time and they are not lessons we
could ever stress enough! But we have to make it genuinely clear to our kids the crimes
terrorists commit seeking nothing more than devastation. They do so even in Mecca and
Medina, even killing believers in Mecca

We make it clear to them that these people murder men, children, women, and the
elderly while the victims are peacefully sleeping. They even do so while some (the
Muslims among them) are praying and reading the Quran. We must clarify to our children
that the terrorists, the misguided sect known as the Khawrij, are faithless traitors when
they murder Non-Muslim foreigners, those whose service our nations have requested
only for the well-being of our own countries and homelands.

And we let our children know that such terrorists have no objective but killing and
desolation in the name of Jihd. Theyre deprived of all intellect and wisdom. Rather,
theyre like mere devices that move only to explode and devastate with the consent of
none but the enemies of the religion of monotheism.

Warning against the Path Leading to Terrorism

Its the obligation of every Muslim and to protect himself and those under his care from
any means that could lead to extremism, intolerance, and terrorism. Allh () says:

Oh believers, save yourselves and your families from a fire whose fuel is people
and stones, over which are (appointed) angels, harsh and severe. They dont
disobey Allh in what He commands them, but do (everything) they are
instructed.
[Srah al-Tarm, verse 66:06]

It makes no sense to warn ourselves and our children against terrorism and extremism
and then expose them to the very means that lead to it. Rather, its our obligation to
caution them against and separate them from any path leading to intolerance and
terrorism. So, we warn them from excessiveness and intolerance, from associating with
evil people, and from sitting with misguided people. And we encourage them to spend
time with righteous people and stay away from uncertain places.

I ask Allh to shelter us and our children from extremism and corruption and to make
them righteous people encouraging others to righteousness.

And Allh knows best. May Allh send peace and prayers upon our prophet, Muhammad.

Bombings and Destruction: What are the Causes?


All praise and thanks are for Allah. May prayers and peace be on the messenger of Allah,
his family, and companions.

Some people claim that the incidences of Takfr

and bombings that occur from some of
the youth result from unemployment and lack of jobs; these issues lead them to commit
such acts. But this is a lie as clear as the sun on a spring day. We hear, just as everyone
else hears, on news radio that whenever a group of them (terrorists) are arrested, lots of
money is often found with them, sometimes reaching a million, sometimes more
sometimes less, even though the number of individuals is often few. So, if poverty and
unemployment lead to these acts, such amount of wealth would probably not be found in
their possession. And the people who say this know theyre lying. Besides, how many
nations have unemployment problems yet incidents like these are not common among
them? This indicates theres possibly another reason that trains them, a cause that
encourages and supports them.

Other people say these people got the notion of Takfr from Muammad Ibn Abd al-
Wahhb. I say this is also a lie and slander against Muammad Ibn Abd al-Wahhb, a
false accusation. Muammad Ibn Abd al-Wahhb never considered anyone to be a
nonbeliever except those whom Allah considers as such. He used to consider those who
worship others besides Allah, committing major Shirk to be nonbelievers, just as Allah ( , .
_ , ,) says:

And whoever calls on another god besides Allh for which he has no proof,
his account is only with his Lord. Surely, the disbelievers will never
succeed.
[Srah al-Muminn, 23:117]

Also, he used not to even declare anyone as a disbeliever until after establishing clear
and supporting evidences, and these available books of his testify against those who
allege otherwise those who make this clear, deceptive lie against him.

Other people say such people (the terrorists) got the notion of Takfr from the book al-
Durar al-Sinniyyah f al-Ajwibah al-Najdiyyah (a compilation of texts by Saudi scholars)
a lie just like the others. Anyone who claims this book declares someone as a
nonbeliever without right, let him point out to us the volume, page, and paragraph this
can be found within the book. If he cant do so, then hes a liar, having lost his honesty.

However, what is correct beyond any doubt is that these young people, those who
declare Muslims as being disbelievers, theyve taken this methodology, the methodology
of Takfr, as well as substantiation for their bombings from none other than the
methodology of The Muslim Brotherhood, al-Ikhwn al-Muslimn. Theyve adopted it as
the essence (of their way), their patterns, their training, their cultivation and upbringing,
and means of their incitement and motivation. They deceptively incite and claim that
committing such crimes (Takfr & bombings) are forms of Jihd supported and
encouraged by the Quran! And they take that from the books of Sayyid Qutb (d. 1966),
the man who made Takfeer of the entire nation of Muhammad (, . . , , . . &| _ . .) as is
mentioned in his Quranic explanation, F ill al-Qurn (In the Shade of the Quran) vol.
4, pg. 2122, when he says, There is not on the face of the earth today a Muslim country
or even a Muslim community with social principles based on Allahs legislation or on
Islamic understanding. He also said similar things in his explanation of Srah Ynus. He
even claimed that Muslim mosques are really temples and places of idol worship. He

encouraged political revolutions and overthrows in his explanation of Srah al-Anfl,
alleging that Islam allows and commands it. He says in his explanation of Srah al-Anm
vol. 2, pg. 1057:

The times have always revolved, since the day this religion came to mankind,
around Theres no god but Allah. But humanity has become apostates back to
the worship of worshippers (other people) and to the injustice of other religions.
Theyve become renegades, leaving Theres no god but Allah even though a
portion of them may still verbally repeat Theres no god but Allah without even
realizing its meaning.

A group of bombers that appeared on Saudi television even confessed and stated theyve
taken the idea of Takfeer from Sayyid Qutbs books, specifically from In the Shade of the
Quran. In this is a refutation against those who say that what leads these people to do
their crimes is unemployment or other things.

Ive read in the book, Caravan of the Muslim Brotherhood by Abbs al-Ss the first
volume lots of incidents showing that members of the Muslim Brotherhood were raised
on a terrorist ideology since their beginning. Read, for example, vol. 1, pg. 258 about how
Judge Amad Bak al-Khzindar was murdered by the Muslim Brotherhood

Brotherhood by Abbs al-Ss, one of those whove adopted and profess this
methodology. His book is a compilation of such incidents, a confession to them. All these
things and more occurred during the life of Hassan al-Banna (founder of the Muslim
Brotherhood) between 1947-1948. Is this not evidence enough that the Muslim
Brotherhood is nothing more than a Takfrist sect, using methods of harshness, violence,
and bombings? Its the same terrorism referred to in present times.

I wrote this to clarify that the people who say that Takfr and bombings are the results of
unemployment, or learned from Muammad Ibn Abd al-Wahhb, or from the book, al-
Durar al-Sinniyyah all these allegations are false. Only the biased, sectarian
factionalists of this same sect make such claims or those who sympathize with them.

Hopefully with this clarification, their lie is made known as is the deception of those
responsible for trying to cover up the actual cause leading to that (bombings and
destruction). With Allah lies all success. May peace be on our prophet Muhammad, his
family and companions.

Question: A verdict is spreading among the youth that permits killing security and police
officers and that theyre considered apostates from Islam. We hope from your eminence
the clarification and legitimate ruling of this and the dangerous effects such a criminal act
upon this land and its security.

Answer: All praise is for Allaah, the Lord of all creations and may prayers and peace be
upon Allhs Messenger.

Such a religious verdict has no basis to it and couldnt have come from any real student
of knowledge, let alone a scholar who understands the fundamentals of Islam. Security
officers and police officers are Muslims. They assist the government in establishing
safety in the land and in arresting criminals. So, it is incumbent for all Muslims to
cooperate with them, assist and support them, not kill them. As for someone who says it
is permissible to kill them, such a person understands nothing of Islam except its name.
Allh knows best, and we seek refuge with him.

Question: What is the ruling of harming Muslim investigators because someone who
considers himself from the people of knowledge is issuing verdicts allowing this?

Answer: The prophet ( ,.., ,.. &| _.. ) said:

A Muslim will not cease to be comfortable with regards to his religion as long as
he does not begin shedding blood that is sacred.

Killing a Muslim is never permissible except in what the prophet ( ,.., ,.. &| _.. ) has
legislated (such as capital punishment for legitimate crimes). Such a verdict shows a
complete lack of insight and honor. I do not know anyone from the Salaf whos ever given
permission to kill government officers. There used to be many types of oppression and
transgression on the part of some of the leaders of the past, yet not one of the scholars
ever gave permission to kill anyone of them.

Having the audacity to put forth verdicts like these equates to boldly speaking about the
religion of Allh with ignorance. So, if it is asked, What is the ruling of such a person who
issues these religious verdicts? or What is the ruling of killing those who serve the
government even if he were to oppress people by this service of his? then still, all of this
does not make his blood permissible to be spilled. Killing them is transgression,
oppression, and tyranny. It is a way of spreading chaos and anarchy, promoting

Question: It seems to have spread among many of the youth the notion that it is
permissible to kill security officers and especially the investigators (in the Muslim lands).
This baseless claim is based on a religious verdict allegedly attributed to some students
of knowledge, claiming that such rulers and governments are considered disbelieving
apostates. We hope you will clarify the Islamic legislative ruling regarding this.

Answer: This is the methodology of the Khawrij. The Khawrij were the same ones who
killed Al Ibn Ab Tlib ( .. &| _. ), the best companion after Ab Bakr, Umar, and
Uthmn. So, those who have the audacity to kill Al Ibn Ab Tlib, would they not then kill
security officers? This is exactly from the Khawrij methodology. As for the one who
issues to them a religious verdict allowing this, then hes just like them and one of them.
We seek safety from Allah.

Question: Some people give religious verdicts allowing the killing of Americans in all
lands throughout the world, saying they are all at war (with Islam and the Muslims). What
do you say about this?

Answer: Such a person giving this verdict is ignorant because this is a detailed matter.
As for someone that has a peace agreement with us and he enters our country legally in
safety or if we (our government) have requested them to come to perform some work we
need from them, then such people are under a covenant of safety from us and a peace
treaty. It is not permissible for anyone to act treacherously towards such people nor is it
permissible to harm or kill them. Any country that there exists between them and us a
treaty or diplomatic relations, it is forbidden to act hostile against them. Those Non-
Muslims who have entered our country legitimately with permission (by obtaining a visa),
it is forbidden to harm them. Allah () says:

And if anyone of the polytheists (disbelievers, non-Muslims, etc.) seeks your
protection, then grant him protection, so that he may hear the word of Allah
(the Quran), and then escort him to his place of safety and security.

So, it is not allowed to harm or act treacherously against anyone who enters any land of
the Muslims legally with their permission or if the Muslims request their presence. Such
talk is forbidden.

Question: What is the ruling of showing hostility towards foreign tourists and visitors
residing in Islamic lands?

Answer: This is forbidden. Showing hostility is not permitted against anyone whether he
is a tourist or worker because hes been guaranteed safety and security merely by
entering the country legally under a contract of peace. So, hostility towards them is not
allowed. Rather, if any issues need to be raised, then the proper authorities must be
informed in order for them to be prevented (from committing any crimes). As for
individuals showing hostility and aggression toward them, this is forbidden. Individuals
have no right to kill them, beat them, or harm them in any way. Instead, it is binding upon
them to bring any matter to the attention of those in authority. Any form of aggression
against them is considered a transgression against someone who has entered the
country in peace, being guaranteed safety, and is thus impermissible. So, if there occurs
anything from them (foreign tourists and visitors) that is questionable, then the matter
should be raised to the appropriate authorities those who have the capability of
preventing them from entering the country or preventing them from the crimes, if any,
they may be committing.

As for advising them and calling them to Islam or to abandon committing sins, this is
required if they are Muslims. The general legislative evidences indicate this.

He (Shaykh Abd al-Azz Ibn Bz) said may Allh have mercy on him:

All praise is due to Allh. May prayers and peace be upon the Messenger of Allh, his
family, his companions, and whoever follows his guidance.

It is well-known to anyone with the slightest amount of common sense that hijacking
planes and kidnapping embassy officials and similar acts are some of the greatest
universal crimes that result in nothing but widespread corruption and destruction. They
place such extreme hardships and injuries upon innocent people, the extent of which only
Allh knows.

Likewise, it is also well-known that the evil and harm of such crimes dont affect one
specific country or group. Rather, the dangers affect the whole world over. No doubt,
whenever crimes are of this nature, it becomes obligatory upon the governments and
other responsible authorities, such as the scholars and others, to give them the highest of
concern and attention and to expend all possible efforts in preventing their evils and in
eradicating them.
