Australia Awards
The Australia Awards aim to promote knowledge, education links and enduring ties between Australia, Cambodia and the global community. Development awards have been an important component of the Australian Governments overseas aid program since the Colombo Plan in the 1950s, supporting its aim to help Cambodia to reduce poverty and achieve sustainable development. The overarching goals of Australia's development awards are: to develop capacity and leadership skills so that individuals can contribute to development in Cambodia to build people-to-people linkages at the individual, institutional and country levels.
The Australia Awards will be offering 50 Australian Development Scholarships (ADS) and further scholarships will be awarded for Australian Leadership Awards (ALA) in the 2012 selection round. Master or PhD qualifications are now offered under both awards. 20 scholarships are allocated for officials of the Royal Government of Cambodia (Public Sector category).
For ADS Public sector category applicants: Either: o Royal Government of Cambodia (RGC) officials, at time of application, have at least two years full-time experience with, and be a current full-time employee o Not a RGC official, but at time of application, have at least five years full-time experience with, and be currently employed on a full-time basis by, a government authority, agency or institution established by Royal Decree or Subdecree. Employment tenure may be on a term-contract basis*
If selected, must commit to return to work for the relevant Ministry/Agency for a minimum period of two years on completion of studies
For ADS Open category applicants: At time of application, have three years full-time work experience* in a relevant field If selected, commit to return to work in a position that utilises skills for a minimum period of two years on completion of studies
* Applicants must provide evidence of employment duration. If an applicant has been employed at more than one workplace during the relevant experience period, evidence from each employer during that period is required. Any significant gaps in employment must be explained or the application may face the possibility of being ruled ineligible. ^ Some applicants may be required to sit an IELTS test following interview in order to demonstrate English proficiency.
Selection Criteria
Eligible applicants are measured against the following selection criteria: 1. Demonstrated employment and contribution in at least one of the following AusAID priority areas: Agriculture and Rural Development Health Infrastructure Law and Justice Mining (the extracting of natural resources, such as minerals, oil, petroleum, or gas)
(Consideration will also be given to applicants with relevant experience in the cross-cutting priority areas of: Public Financial Management, Gender Equality, Aid Effectiveness, Social Policy, Disability and Child Protection)
2. Alignment of employment and anticipated study with the specific focus of the Australia Cambodia Country Program Strategy 3. Demonstrated academic merit during previous university studies 4. Relevance of academic background to proposed study in Australia 5. Relevance of work background to proposed study in Australia 6. Demonstrated awareness of issues related to the development of Cambodia 7. Stated personal commitment and potential contribution to development in Cambodia Note: Applicants who are employed by the RGC or associated agencies may apply for either Public or Open category. The Open category is open to all Cambodians. Short-listed candidates will be interviewed with questions related to the Selection Criteria above. The interviews probe each candidate in depth to determine the final list of awardees. A candidates English may be tested again to confirm eligibility. For public sector category awardees, final selection must be approved by the relevant RGC Ministry/Agency.
Fields of Study
The Australia Awards are only open to study programs related to the AusAID priority areas of Agricultural and Rural Development Health Infrastructure Law and Justice Mining (the extracting of natural resources, such as minerals, oil, petroleum, or gas)
Consideration will also be given to applicants whose proposed field of study supports their relevant experience in the cross-cutting priority areas of: Public Financial Management, Gender Equality, Aid Effectiveness, Social Policy, Disability and Child Protection. Awards are not available for military training, or training in areas related to nuclear technology and flying aircraft.
Scholarship Entitlements
The award covers: Pre-departure training (for ADS Masters level candidates only) Return air travel to and from Australia Contribution towards initial visa expenses Establishment allowance An ongoing contribution to living expenses for the student only. No additional financial support is available for the students family, and all costs for accompanying family members must be paid by the student personally Full tuition fees Introductory Academic Program (IAP) Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only) A Leadership Development Program (ALA only)
Scholarship Conditions
Applicants who are offered an award will be asked to sign a statement declaring that they will comply with the conditions of the scholarship. The conditions ensure that AusAID, the awardees workplace and the student gain the maximum benefit from the scholarship. Awardees must commence the scholarship in the year for which it is awarded. The awards cannot be deferred Awardees must be enrolled on a full-time basis and make satisfactory academic progress All visa conditions and university regulations must be satisfied Awardees must leave Australia, preferably returning to Cambodia, for a minimum of two years at the completion of their scholarship in Australia The award does not provide funds to support accompanying dependants/family members Awardees are not permitted to hold any other Australian Government-sponsored scholarship for the duration of the award Awardees must fully cooperate with AusAIDs monitoring and evaluation of the Australia Awards, including participation in activities such as surveys and tracer studies both whilst on award and after return to Cambodia
Awardees who do not honour these conditions will be required to leave Australia, and may be required to repay the value of the scholarship.
2. Letter to relevant workplaces inviting applications February 2012 AusAID sends letters to eligible Ministries/Agencies and private sector networks announcing the Australia Awards 2012 Selection Round. 3. Information Session in Phnom Penh 18 February 2012 Information session on the scholarship scheme (including the selection process) is conducted at ACE Samdech Pan (#46, St. 214) at 9 a.m. in the auditorium. Visits by IDP staff to targeted workplaces February/March 2012 IDP staff visit targeted workplaces to distribute brochures and explain the application process. 6. Application period February April 2012 Only eligible applications will be considered. Please ensure that you meet the requirements and upload all supporting documents onto OASIS. Although online applications are preferred, hardcopy applications will be accepted for those having difficulties accessing internet facilities. 8. Short-list 7 June 2012 Candidates are short-listed in accordance with the eligibility and selection criteria. This process is merit-based using information from the application form. 9. PSET testing for short-listed candidates 9 June 2012 Potential candidates may be requested to take a Pre Selection English Test (PSET) to assist in the short-listing process. 10. Interviews for candidates An independent selection panel will interview short-listed candidates. 11. 12. IELTS testing of candidates 30 June 2012 Some potential scholarship candidates are sent for International English Language Testing System (IELTS) testing to determine if they meet the English language criteria. 13. Successful candidates informed 10 August 2012 AusAID writes to Ministries/Agencies of selected candidates informing them of selection results and seeking approval for release of successful candidates to study (Public Sector Category only). 14. 15. Pre-departure English training commences 26 September 2012 Successful candidates who score lower than 6.5 overall in IELTS are required to undertake pre-departure language training for 6-12 months. Scholarships are provisional until the minimum English language requirement is met. Students who do not achieve the minimum IELTS score will not be allowed to depart for Australia.
