discuss the way of administering INQ-ATE: 1. Expected INQ-ATE activities Possible activities as listed below but not limited to enhance more intensive exchange of views on the quality of Aviation Training and Education in Indonesia and closer collaborative relationship for mutual learning; a. holds Aviation Training and Education quality symposium and business exhibition as an important activity of INQ-ATE; networking about knowledge and experience, sharing best practices, supporting air transport traffic growth, providing technical and/or financial support, Indonesian Aviation Training and Education Quality Award, recognition to professionals, publication of magazines (quarterly),
b. establishes a web site to promote INQ-ATE activities, and e-Journal, newsletter.

2. INQ-ATE Membership INQ-ATE will welcome any organization of Aviation Training and Education or similar in Indonesia contributing to the growth of science and industry through promotional activities for development of philosophy, theory, methodology and applications in the field of Aviation Training and Education through contributing to the quality of Air Transport in Indonesia to join INQ-ATE.

A. Process for joining INQ-ATE a. A candidate organization sends Application Form with necessary support documents as well as the letter of Recommendation from one of the member organizations to the INQ-ATE Secretariat by both e-mail and fax. b. INQ-ATE Secretariat verifies the application whether the candidate organization meets the necessary conditions of the qualification for

being INQ-ATE Member Organization. c. INQ-ATE Secretariat sends the Application Form with necessary support documents and the letter of Recommendation to Board Organizations for approval in the Approval Form of new membership. d. Each Board Organization sends its approval or reservation to INQ-ATE Secretariat by both fax and e-mail within two weeks after receiving the referred Approval Form. If all the Board Organizations unanimously agree with the application, the candidate is approved as a new INQATE member organization. Otherwise, the decision is deferred to the next Board Meeting.

B. The INQ-ATE Way INQ-ATE will be operated following the INQ-ATE Way, which is a set of principles in the way of administering INQ-ATE. This will be finalized after due consideration of INQ-ATE members. The INQ-ATE Way: Organizations in the region of Indonesia; a. with the Purpose of contributing to i. integration, ii. prosperity and iii. quality of Aviation Training and Education in Indonesia, b. through Daily Work (Manner) based on i. flexibility, ii. simplicity and iii. voluntary spirit; c. innovating Core Values based on i. mutual learning / knowledge sharing, ii. intellectual honesty and iii. self-control (creativity); d. promoting the INQ-ATE Way based on i. harmony in diversity, ii. constancy of purpose (long-term interrelationship) and iii. austerity. C. Organizational Structure a. INQ-ATE confirms any membership is on an organization basis but not on an individual basis, and individuals are representing the organization they belong to. b. Recognizing the need for opportunity for all member organizations

participating in sharing information, discussion, decision and resolution, INQ-ATE forms the General Assembly, role of which includes; i. Confidence vote on candidate for Chair Organization The general assembly should be held in every two years. a. Recognizing the need for a board, INQ-ATE forms the Board with following rules; i. The Board Organization is composed of ii. the founding organizations, .., .., .. and .., and .. to .. member organizations. iii. Any of the four founding organizations cannot decline to be a Board Organization. iv. Any additional organization should Cover membership fee of Board members Have a strong will and sufficient capability to contribute to INQ-ATE Be seconded by at least one of the Board organizations Be approved by the Board v. Each Board Organization appoints two Board Directors for involvement in INQ-ATE Board. vi. The Board holds its regular meetings twice a year and any special meeting as necessary. vii. A quorum of the Board is its 60% or more organizations. viii. An alternate is acceptable when official Board Directors cannot attend the meeting, if informed in advance for approval. ix. A Board organization may dispatch (a) delegate(s) to the Board Meeting as (an) observer(s) if necessary. b. Recognizing the need for Chair/Secretariat function for INQ-ATE, INQATE forms Chair Organization with following rules; i. Chair organization is nominated by the Board and approved by the vote of confidence in General Assembly. ii. The term for responsibility of Chair is two years with consecutive reappointment once (i.e. maximum four years) iii. Chair organization appoints Chairperson. Also Chairperson can appoint a few Vice Chairpersons. iv. Chairperson can form his/her advisory group (Chairs Advisory Group: CAG) for his/her own term v. Chair Organization and Indonesian Aviation Training and Education Quality Awards hosting organization are logically different, but could also be the same. D. Financials

a. Noting the need for consideration on financial aspect of INQ-ATE activities, INQ-ATE decides its basic rules as follows; i. Travel and accommodation cost and other expenses needed for participating in INQ-ATE activities are in principle to be covered by the relevant member organizations or the participants themselves. ii. Costs for Chair and other expenses needed to take responsibility for Chair Organization are to be covered by the relevant member organization. iii. Expenses needed for meetings are in principle to be taken care of by the hosting organization for the relevant meetings. b. Recognizing the need for financial resources for operation, INQ-ATE decides following rules on membership fee; i. Membership fee for a member organization is, in principle, Rp. . This can be given consideration by the request from the member organization, and modified upon approval of the Board. ii. Membership fee for a Board member is, in principle, two or more times Rp. . iii. These can be reconsidered if there is any legal or regulatory restriction, and these may be resolved with alternative means by creating INQ-ATE Money. c. Recognizing the strong need for financial resources, INQ-ATE will do its best in constructing financial constitution through variety of actions such as; i. Donation from Chair Organization and/or Indonesian Aviation Training and Education Quality Awards host organization, ii. Income from conferences such as Indonesian Aviation Training and Education Quality Awards, iii. Donation from Board Organization, delegates and others, iv. Donation from companies/individuals, and v. Seeking a possibility to establish the Foundation for INQ-ATE.
