Executive Summary
The objective of this proposal is to implement the program of PLB to tackle child malnutrition in Lombok NTB province, Indonesia. PLB already has developed a concept plan to tackle child malnutrition and ensure food security in Indonesia and Bangladesh. For Indonesia, PLB had made an initial implementation plan for West Timor. However, the Rabobank Foundation would now like to analyze the possibility to move the project to Lombok. PLB has no activity in Lombok yet. For that reason, PLB needs information about the situation in Lombok and get a clear insight in local companies, government institutions and NGOs that share the objectives of PLB and can contribute to the project together with the founding partners that have already joined the project. I want to analyze the possibility to implement PLB in Lombok by doing a research concerning the availability and interest of potential partners in the public and private sector to cooperate in reduction of child malnutrition in Lombok. I am trained in the area of business administration with a special interest in social enterprise and CSR and. I am able to access Bahasa1-based sites, which will ease the research because not all the information has the English translation. I have lived in several parts of Indonesia and know the local customs, so it will not be difficult to adapt with the situation and people in Lombok. From my personal background I have already got a network to the commander of the Air Force in Lombok, which can serve as a link to the local government and other parties. I am able to become a bridge between PLB and potential local partners, delivering the information needed for the project. Various methods will be used, depending on the level of analysis. Desk-research will be used to set the background and context of the research, concerning the project and the area. PESTEL (Political, Economic, Social, Technological, Environmental, Legal) analysis will be used as the tool to identify the macro-environment of Lombok that can be taken into account for decision making of the project. To analyze the influence of potential local partners to the project, stakeholder mapping will be used. It can become a consideration to make priorities for approaching the potential partners based on their power and interest. Field-research (semistructured interviews and possibly questionnaires) will be done in Lombok to identify the most important stakeholders and their interests. The goal of this research is to involve key local parties in Lombok to participate in PLB.

Situation in Lombok

One of indicators of poverty in Indonesia is the prevalence of malnutrition. The prevalence of malnutrition in NTB is 30,5% and stated as the highest at national level. Moreover, based on the Food Security and Vulnerability Atlas (FSVA) in Indonesia 2009, North2 and East Lombok districts are the 2nd and the 3rd priority for food insecurity. Local government has made some efforts to reduce the number of malnutrition cases in East Lombok. Within 2 years, the prevalence of malnutrition in East Lombok is decreasing; however, it increased in North Lombok. Millennium Development Goals (MDGs), a development framework signed by UN members including Indonesia, is targeting the decreasing of malnutrition prevalence in Indonesia by 15% in 2015.3

Research Objective

The objective of this research is to find new potential local partners in Lombok by assessing the affected area of malnutrition and approaching local companies, organizations and government institutions in Lombok to get involved in the PLB program.

Preliminary research questions

Below is the preliminary research question and the sub-questions. 1. What is the local interest to support and get involved in PLB program? 1.1. What do the local partners need to get involved in the program? 1.2. What kind of offering PLB can give to the potential local partners? 1.3. How the local partners are going to contribute in PLB program? 1.4. What kind of benefits the stakeholders will get from the project implementation?

Relevance for company and study

To create a partnership with representatives from the public and private sector, whose core activities and expertise can contribute to solve an urgent social problem in a sustainable way. The relevance to my study includes: Research skills Communication skills Project management Networking Professional and personal development

Research method
Various methods will be used, depending on the level of analysis. Desk-research will be used to set the background and context of the research, concerning the project and the area, using sources from the internet, relevant articles and literature, and interviewing key informants in The Netherlands. In addition, field-research will be done in Lombok to identify the most important stakeholders and their interests. The activity during the field-research is to visit and interview the potential local partners, to distribute questionnaire or arrange for a semistructured interview with people in the society. After data collection, the research will be continued back in The Netherlands to analyze the information that has been gathered. At the end, I will use the analysis to write recommendations.
