Wall Heath Service, Inc., Presi-
dent Brett Blasius called their an-
nual meeting to order on Saturday,
February 11 at the Wall Drug
Store.
Blasius read the Certification of
Annual meeting and introduced
the staff of the clinic, board mem-
bers and guests. Blasius also
thanked Teddy Hustead and the
Wall Drug gang for hosting the
meeting.
There was a determination that
enough members were present to
declare a quorum for the meeting.
Minutes of the previous meeting
were approved.
The 2011 Fiscal Report was re-
viewed by members in attendance.
Blasius stated, The report was
completed by Craig Blom of Wilson,
Hanson and Blom of Rapid City.
Blasius went on to eplain the finai-
cials of the Wall Health Services.
He noted the clinic has no long
term debt and the only liabilities
they have currently is their payroll.
Blasius then explained the State-
ment of Operations, which showed
a loss of $9,400 for 2011 compared
to a loss of $28,414 for the year of
2010. Blasius said, The Wall
Health Service, Inc is a non-profit
organization and their goal is to
break even and by showing a gain
they could possibly loose their sta-
tus of being a non-profit organiza-
tion. The goal for the clinic is to
keep fees low enough to pay bills
but the main goal is to keep fees
competitive as they can be. A mo-
tion to approved the Fiscal report
was approved.
Blasius then gave his presidents
report. He noted the biggest imple-
mentation for the clinic is the Elec-
tronic Medical Record System that
is required to be implemented by
the end on 2012 and if not their re-
imbursements from Medicaid and
Medicare could be effected. This is
a big undertaking Blasius said and
with the partnership of Health
Point, the committee staff and
board members we have narrowed
the decision down to three compa-
nies. Blasius also reminded every-
one that the clinic is owned and op-
erated by the community. The only
management agreement the clinic
has is with Rapid City Regional
Hospital to do payroll and the pre-
liminary budget. Our clinic is oper-
ated by the local board and is con-
sidered to be one of the only Stand
Alone Clinics in South Dakota. Bla-
sius thanked the staff for a great
2011 and the community for their
local support.
Registered Nurse Jana Biel-
maier who is with the Home
Health Provider service gave a syn-
opsis of what she does and how the
program operates. She currently
has 20 patients and has been with
the service for three year and is ex-
cited to see how it is continuing to
grow. Bielmaier related she visits
each patient in their home, provid-
ing light house cleaning, cooking
meals, checking vital signs and
helping a home care patient with
any need they may have. A new
program has been established help-
ing veterans to also stay in their
homes. The territory for this serv-
ice includes Wasta, Wall, Interior
and Quinn. Bielmaier stated, Vet-
erans can go through the State of
South Dakota to see if they qualify
for Home Health services. Biel-
maier summarized. It is good to
keep people in their homes as long
as you can and is pleased with good
positive comments from the com-
munity. If anyone has any ques-
tions they can contact Jana or Es-
ther at the clinic about these vari-
ous programs.
Physician Assistant Dave Custis
who has recently completed his
Masters in Nursing Education gave
a power point presentation to the
audience on his thesis Can rural
America Identify the risk factors
for Coronary hear disease.
Chairman Todd Trask of the
Nominating Committee nominated
Terry Peters, Brett Blasius and
Donna Fauske to each sit for an-
other three year term. With no
other nomination a motion was
made to cease nominations and
cast ballots for the three nominees.
Motion carried.
With no other old or new busi-
ness the meeting was adjourned for
another year.
Wall Health Services elects board
members at annual meeting
The FRESHMAN IMPACT:
Caught in the Moment drug and
alcohol awareness program began
in Wall in early 2005. While on
patrol in Wall, Pennington County
Senior Deputy Rick McPherson no-
ticed a problem he couldnt ignore.
Deputy McPherson was worried by
the number of alcohol-related par-
ties, citations and car crashes in-
volving teens in the area.
The idea for the FRESHMAN
IMPACT program came after a
conversation Deputy McPherson
had with Pat Carlson, a family
friend and federal defense attor-
ney. Deputy McPherson was talk-
ing about the troubling trend of
underage drinking issues when
Pat encouraged him to be proac-
tive and do something about it.
After this conversation, Deputy
McPherson decided to create a pro-
gram to show teenagers the real
consequences of alcohol and drug
use.
In late 2005, Deputy McPherson
brought the idea to South Dakota
Highway Patrol Trooper Kelly
Stern. Trooper Stern partnered
with Deputy McPherson and the
two of them presented the idea to
the Wall Schools.
Freshmen Impact: Caught in the Moment
In 2006, the first alcohol and
drug awareness program was held
in Wall. The next year, Philip and
Kadoka Schools joined with Wall
School creating the Tri-County Al-
cohol and Drug Awareness Pro-
gram.
In 2009, the program was
started at Douglas High School
and included New Underwood.
Eleven school districts and over
1200 students from western South
Dakota will attend the program in
2012; and it is drawing state-wide
attention from schools and law en-
forcement agencies.
The program also offers a $500
scholarship to a qualifying senior.
Local organizations and individu-
als support the scholarship pro-
gram.
The program consists of a multi-
ple learning stations for students
ranging from a course simulating
drunk driving to a presentation
showing what happens in a
rollover if you are not wearing your
seatbelt.
These learning stations are
taught by local law enforcement,
fire and rescue personnel, and peo-
ple that have been impacted by the
effects of driving under the influ-
ence of drugs and alcohol. The cor-
nerstone of the program is the
mock crash scene and sentencing
hearing that gives students a very
realistic picture of what happens
at an alcohol or drug-related crash
and how bad choices impact lives
for years afterward.
The FRESHMAN IMPACT
program may be taught by law en-
forcement and rescue personnel,
but the program is completely fo-
cused on the students. Another key
principle of the program is the
roles of the parents in helping
their children make good deci-
sions.
The FRESHMAN IMPACT ad-
ministration believes that positive
decisions about drugs and alcohol
begin at home and encourages par-
ents to attend and become involved
in the program. If this program
keeps just one of our teens from
making a wrong decision, it is
worth all of the time and money in-
vested.
The FRESHMAN IMPACT:
Caught in the Moment program
schedule is: Wall on April 25th,
Rapid City Central High School on
May 1st, Douglas High School on
May 7th and Custer on May 9th.

Deputy Secretary of the South
Dakota Department of Tourism
Wanda Goodman spoke at the Wall
Badlands Area Chamber meeting
held on Monday, February 13.
Goodman informed members
that people will continue to travel
in spite of gas prices and 2011
ended up to be a good year. Total
impact increase was up 1.5 percent
despite the flooding that occurred.
Wall B and B tax was up 3.4 per-
cent and spending in Pennington
County rose four percent. The De-
partment of Tourism has a new
secretary which has brought new
energy and ideas to the depart-
ment.
They have mobile apps for an-
droid and apple products and tablet
devices. The apps can be down-
loaded for Travel South Dakota in
app stores. They have watched the
new technology for the past year
and discovered that six out of 10
mobile users download apps. They
decided that the product is good
and the price is right and are now
part of the social media platform.
Kansas City and Des Moines are
new markets for the South Dakota
Tourism for 2012. This year is the
last year of partnership with the
Macys Day Parade. Goodman
thanked the Wall Drug for being a
big sponsor for the 2011 South
Dakota float.
The Tourism Department is
doing a lot of legislations work to
for the promotion tax since it is ex-
pected to sunset in June 2013.
Goodman noted the national out-
look is there will be an increase in
foreign and domestic travel in 2012
and international travelers will in-
crease also. They are targeting the
Australian visitors who stay longer
and spend more money.
City of Wall Mayor Dave Hahn
informed members that the next
city council meeting will be held on
Thursday, March 8. There may be
a special meeting between now and
then and if anyone has anything for
the meeting please get it into the fi-
nance officer a minimum of 24
hours before the meeting. Petitions
will be available starting March 1,
for the mayor and three council
members positions and are due
back by March 27. The city office
will be closed Monday, February
20, for Presidents Day.
Carol Hahn gave the Senior Cit-
izen report. They are planning to
have a pancake and ham feed at

Wall School and Big White School
on Thursday, March 1, to celebrate
Dr. Suess day. Childrens Theater
will be starting auditions on Mon-
day, February 27 and will end the
week with their play.
Badlands National Park Super-
intendent Eric Brunnemann re-
ports its Decembers visitation was
up nine percent. The park is plan-
ning an Astronomy Festival in Au-
gust which will feature NASA
speakers and a former astronaut.
It is also planning to bring
mounted horse patrol into the back
country this summer. The park is
also planning to hold a dig next to
the visitor center which would be
similar to the Pig Dig starting in
June and running through August.
Minuteman Missile National
Historic Site Superintendent
Ruben Andrade enthusiastically
reported that its visitation is up
due to having the park open seven
days a week.
Forest Service District Ranger
John Kinney stated that their vis-
itation is slow for now. He reported
that it had 10,000 domestic visi-
tors and had between 600 - 700 in-
ternational visitors last year. He
has accepted a new position and
will be leaving for Montana at the
end of the month.
Jody Bielmaier with Golden
West reminded everyone that the
deadline for their scholarship is
Thursday, March 15. Golden West
Cable Vision will be broadcasting
the wrestling and basketball
teams during their respective state
meets. Times and dates will be
posted on their website.

The situation is critical the pulse
is fading and the lifeline is slowly
slipping away. Do we bring the
pulse back to life or just let it die
was the main concern for holding
an ambulance district meeting on
Wednesday, February 15, in Wall.
Townships, community and
council members, Deputy Director
of Pennington County 911 Ted Ru-
fledt, Pennington County Commis-
sioner Lyndell Peterson, Badlands
National Park Superintendent Eric
Brunnemann and Chief Park
Ranger Casey Osback came to-
gether to hear why the Wall Ambu-
lance Service is in need of the com-
munities help to form an ambu-
lance district.
Pete Dunker began the meeting
with a thank you to all for attend-
ing and then stated, We have a
very serious problem, we are going
to be up front with everything to
accomplish and put together a plan
for our ambulance service. Dunker
introduced Larry Gravatt who has
gathered information from differ-
ent sources to present to the audi-
ence.
Gravatt began his presentation
with a Will Rogers introduction
and ended his introduction with
you cant put a price tag on an
emergency first response health
care service. Gravatt was very
forthright of immediate budgetary
concerns that the Wall Ambulance
Service is having. Gravatt said
rural ambulances are dying and we
live from 40 to 100 miles from
health care. Rural ambulances
cant continue to operate due to
funds drying up; they are terminal,
which is the theme for the meeting
Funding for a Pulse.
Gravatt emphasised the two
most important elements in a
health service is fast response time
and qualified personnel with the
proper equipment. The Wall Ambu-
lance has qualified personnel with
proper equipment to respond in a
fast time if a family member or you
might need them and without them
you are 40 to 100 miles one-way
away from an ambulance service.
Time is critical when dealing with
a person having a heart attack,
stroke or have been in a serious ac-
cident. The Wall Ambulance Serv-
Funding for a Pulse theme for
ambulance district meeting
ice serves a large metropolitan
area, which includes residents of
Eastern Pennington County and
the I-90 corridor. The area is also a
major tourism destination and by-
way. The ambulance serves a lot of
people and there is a great need for
its service.
Gravatt gave a break down of
the 2011 Wall ambulance runs and
unit utilization summary. Traffic
related calls: interstate - 36, other
highways - 13 and other towns - 7.
Inside Wall city limits - 89 and out-
side Wall city limits - 93 for a total
of 182. Approximately 100 of these
runs are taken to the Rapid City
Regional Hospital. Out of these
182 runs only 116 were billable.
The average billing was $1,200,
which resulted in a cash revenue
of $139,200. There was a 25 per-
cent write-off of $34,800 for a total
net cash revenue of $104,400.
Current staffing for the Wall
Ambulance Service is 18 Emer-
gency Medical Technicians (six
local and 12 from out of town) at a
labor cost of $85,000. Three driv-
ers that are local and rotate
weekly driving. The local EMTs
are paid one dollar per hour when
they are on call and out of town
EMTs receive five dollars per hour
when they are on call. If a run is
made, they receive $25 and $10 for
a referral. If a switch is made to a
fully paid staff of possibly seven
paramedics the cost would be
$175,000; paramedics mixed with
EMTs would cost $150,000. Gra-
vatt noted having a paramedic on
board would upgrade the level of
emergency care to advanced life
support enabling the Wall Ambu-
lance Service to take more calls,
which would translate into higher
billing revenue.
Larry Gravatt speaking to an audience on how importatnt it is to
keep the Wall Ambulane service alive by forming an ambulance
district. The meeting was held on Wednesday, February 15.

by Cornelius r. Stam
"The father of lies" always
hates the truth, but he does
not always oppose it by the
same methods. If he fails to
succeed as a roaring lion he
may appear as an angel of
light, suggesting that surely a
God of love will not condemn
Christ-rejectors forever. Sin-
ners, he will contend, are not
responsible for their sins any-
way, for does not Eph. 1:11
teach that "[God] worketh all
things after the counsel of His
own will"? And thus God Him-
self is supposed to have con-
ceived the idea of sin as "a
gracious means to a glorious
end," and to have caused
man to fall into sin so that He
might finally save him from it!
Why an almighty, all-wise,
all-loving God permitted sin to
enter the universe must, for
the time being, remain an im-
penetrable mystery to us, but
one thing is certain: He is not
the author of sin, and never
accepts the responsibility for
it -- except that in grace and
love He bore its penalty for
man.
God calls sinners "children
of disobedience" and "chil-
dren of wrath" (Eph. 2:2,3),
explaining in the clearest lan-
guage that He hates sin and
that His anger is kindled
against it (Rom. 1:18; Eph.
5:6; John 3:36). But if God
meant man to sin and caused
him to sin, how was man dis-
obedient and what cause
could God have to be angry?
Those who would shift the re-
sponsibility for sin from them-
selves to God should remem-
ber that He proclaimed His
standards of righteousness in
the Law "that every mouth
may be stopped and that all
the world may be brought in
guilty before God" (Rom.
3:19).
The contention that all will
finally be saved may at first
sound like wonderful grace,
but actually there is not one
particle of grace in it, for it is
based on the theory that since
God got us into sin it is only
just that He save us from its
penalty. But grace is God's
mercy and kindness to the un-
deserving. In Eph. 2, after
calling sinners "children of
disobedience" and therefore
"children of wrath," the Apos-
tle Paul goes on to say:
"BUT GOD, who is rICH
IN MerCY, for His GreAT
LOVe wherewith he loved
us... hath quickened us...
raised us up... and made us
sit together in heavenly
places in Christ Jesus; that
in the ages to come He
might show THe eXCeeD-
ING rICHeS OF HIS GrACe
IN HIS KINDNeSS TOWArD
US THrOUGH CHrIST
JeSUS" (eph. 2:4-7).
WHAT IS GrACe?

Wall/Kadoka gymnasts hosted the Invitational on Friday, Febru-
ary 3rd. They had one gymnast place which was Jerica Coller
who placed seventh on bars. Gymnastics region meet was held
on Saturday, February 11, in Chamberlain. We had some very
close calls with Jerica Coller two-tenths away from going to
State Gymnastics on the Floor. All four of the gymnasts that
competed had their best floor scores of the season. It was a
good season with a few unfortunate injuries. Our team plans to
work hard in the off season and come back strong next year!
