1.THEENPICBCMEDITERRANEANSEABASINPROGRAMME
1.1BackgroundinformationontheENPI
In the framework of the reform of EC assistance instruments, the European Neighbourhood and Partnership Instrument (ENPI), of which this Programme is part, has replaced from 1 January 2007 onwardstheMEDAandTACISprogrammes(andvariousotherprogrammes). The ENPI targets sustainable development and approximation to EU policies and legislation, and brings a radical improvement in the capacity to support crossborder cooperation along the EUs external borders thus giving substance to the aim of avoiding new dividing lines. The ENPI is a policy driven instrument that operates in the framework of the existing bilateral agreements betweentheCommunityandtheneighbouringcountries.Itisfocusedinparticularonsupportingthe implementation of the European Neighbouring Policy (ENP) Action Plans. In that context, it goes further than promoting sustainable development and fighting poverty to encompass, for example, considerable support to measures leading to progressive participation in the EUs internal market. Legislativeapproximation,regulatoryconvergenceandinstitutionbuildingwillbesupportedthrough mechanisms such as the exchange of experience, long term twinning arrangements with Member StatesorparticipationinCommunityprogrammesandagencies. Compared to the previous financial tools, ENPI introduces several innovations. These are most evident in the CrossBorder (CBC) component, that finances joint programmes bringing together regionsofEUMemberStatesandPartnerCountriessharingcommonborders.ENPIproceduresare simplifiedandbringsubstantialgainsinefficiency.ItusesaStructuralFundsapproach,basedon multiannualprogramming,partnership,andcofinancing.TheCrossBordercomponentoftheENPI is cofinanced by the European Regional Development Fund (ERDF), but only the rules of ECs externalactionsapply.

1.2FeaturesoftheENPICBCMediterraneanSeaBasinProgramme
1.2.1Keydocuments
For preparation and implementation of the projects, the Applicants are invited to consult the followingdocuments: ENPICBCMediterraneanSeaBasinJointOperationalProgrammeasapprovedbyEuropean CommissiondecisionC(2008)4242onAugust14th2008; Regulation(EC)No1638/2006oftheEuropeanParliamentandoftheCouncilof24October 2006 laying down general provisions establishing a European Neighbourhood and PartnershipInstrument; CommissionRegulation(EC)No951/2007of9August2007layingdownimplementingrules forcrossbordercooperationprogrammes; 2010PracticalGuidetocontractproceduresforEUexternalactions(PRAG). AllthesedocumentscanbeconsultedontheProgrammewebsite(www.enpicbcmed.eu). Moreover, relations between each Mediterranean Partner Country and the European Commission areregulatedbyaFinancingAgreementsignedbythetwoparties.

1.2.2Generalobjective,PrioritiesandMeasures
BasedontheENPICrossBorderCooperationStrategyPaper20072013andonthecontextanalysis ofthecooperationarea,thecountriesparticipatingintheProgrammehaveidentifiedthefollowing generalobjective: To contribute to promoting the sustainable and harmonious cooperation process at the MediterraneanBasinlevelbydealingwiththecommonchallengesandenhancingitsendogenous potential. TheobjectiveoftheProgrammeisarticulatedinto4Priorities: 1. Promotionofsocioeconomicdevelopmentandenhancementofterritories:concentratingon innovation and research in key sectors for the cooperation area, creating synergies among potentialsof the MediterraneanSeaBasincountriesandstrengtheningstrategiesofterritorial planning 2. Promotionofenvironmentalsustainabilityatthebasinlevel:pursuedthroughthepreservation ofnaturalcommonheritage,thereductionofriskfactorsfortheenvironment,theimprovement ofenergyefficiencyandthepromotionoftheuseofrenewableenergysources 3. Promotionofbetterconditionsandmodalitiesforensuringthemobilityofpersons,goodsand capitals:supportingtheflowsofpeopleamongterritoriesasacultural,socialandeconomicplus for countries on both shores, and improving the conditions and modalities of circulation of goodsandcapitalsamongtheterritories 4. Promotion of cultural dialogue and local governance: supporting the exchange, training and professionaldevelopmentofyoungpeopleandallformsofdialogueamongthecommunitiesas wellasimprovingthegovernanceprocessatlocallevel. 1.2.3Programmebudget
The overall budget of the Programme for the 2007 2013 period is 200.007.324 out of which 182.646.592 dedicated to project financing. The Programme finances maximum 90% of the total eligible budget costs of the projects while a cofinancing of minimum 10% has to be provided at projectlevel. The Programme does not foresee any preallocation of funds by territory or country. Therefore, projectswillbeselectedsolelyonthebasisoftheselectionandawardcriteria.

1.2.4Managementstructures
Programmemanagementandcoordinationisentrustedtothefollowingjointstructures: JointMonitoringCommitteeasthedecisionmakingbody,itmonitorsthestrategyandthe effective implementation of the Programme. It is composed by the representatives of the countries participating in the Programme and takes the final decision on the allocation of grants; Projects Selection Committee in charge of evaluating project applications. Formed at the occasion of the launch of each call for proposals, it is composed of 14 voting members, representingthe14countriesparticipatingintheProgramme; Joint Managing Authority as executive body and contracting authority of the Programme, the Joint Managing Authority is responsible for its management and implementation. The

Joint Managing Authority is the Autonomous Region of Sardinia and is located in Cagliari (Italy); Joint Technical Secretariat: it assists the Joint Managing Authority in the daytoday managementoftheProgramme.Composedofinternationalstaff,itislocatedinCagliari; Twobranchoffices,respectivelylocatedinValencia(Spain)andAqaba(Jordan)inorderto ensurecloserproximitywithpotentialbeneficiaries.

2.FEATURESOFTHECALLFORSTANDARDPROJECTS
2.1PrioritiesandMeasures
FollowingthedecisionoftheJointMonitoringCommittee,thiscallforstandardprojectsaddresses the4ProgrammePrioritiesand10relatedMeasuresasdescribedinthetableabove(section1.2.2). An application shall refer to only one Measure and clearly indicate the Priority and Measure selected.TheevaluationofaConceptNotewillbedoneinrelationtoitsrelevancetothePriority andMeasureunderwhichitwassubmitted.

2.2Indicativefinancialallocation
The total EU contribution available for this call for standard projects is 56.507.136, indicatively distributedamongstthe4ProgrammePrioritiesasfollows:

TheprojecttotaleligiblebudgetcostsMUSTbewithinaminimumof500.000andamaximumof 2.000.000includingProgrammecontributionandothercofinancing. In order to facilitate the participation of civil society and private sector and ONLY for projects submitted under Priority 4 (Promotion of cultural dialogue and local governance), the minimum ceilingisreducedto200.000uptoamaximumof50%ofthebudgetallocatedtothisPriority.

2.3Maincharacteristicsofstandardprojects
While addressing the chosen Priority and Measure, standard projects must clearly contribute to promotingthesustainableandharmoniouscooperationprocessattheMediterraneanBasinlevelby dealing with the common challenges and enhancing its endogenous potential. Project proposals should demonstrate to have a clear crossborder relevance and impact on both shores of the MediterraneanSeaBasin.Projectswillbeselected,interalia,onthebasisoftheirexpectedresults and potential effectiveness. Each proposal shall therefore have its own performance and success indicators,whichmustbespecificandobjectivelyverifiable.

Moreover, a project to be submitted under this call for proposals should consider the following aspects: tocontributetotheimplementationoftheprinciplesadoptedbytheProgramme,namelytothat related to the common benefits favouring the concept of codevelopment and of its purposes in relationtooneormoreofthespecificobjectivesandpriorities,byproducingleverageeffectswhich arequalitativelyandquantitativelymeasurable; toleadtotheenhancementoftheendogenousresourcesoftheterritoriesatMediterraneanSea Basin level, and to strengthen the degree of competitiveness of this area in the process of globalisation; to produce effects which facilitate the implementation of public policies in sectors of common interest; toencouragethesustainability(environmental,economicandinstitutional)oftheresults; to be consistent with and complementary to the strategies and local development plans of the territoriesinvolved; toenhancethebenefitsfromstudiesalreadycarriedoutorwhicharecurrentlyunderwaywithin theframeworkofotherinitiativesandprogrammeswhichdealwiththesamesubject; toadoptbestpracticesforidentifyingandimplementingprojectsthatmayrepresentamodelfor thewholecooperationarea,includingthecapitalisationandreturnofresultstohelplocalactorsin thedevelopmentoftheirprojectproposals; tousemechanismsfornegotiationamongthevariousactorsatcentralandlocallevel(horizontal andverticalpartnerships)byfosteringanincreasedparticipationatlocallevel; to adopt mechanisms that can guarantee the commitment of a multistakeholder partnership (publicandprivateactors)inallphasesoftheprojectcycleincludingthephaseofcapitalisationand dissemination; tostrengthenthecapacitiesofpublicadministrationandofcivilsocietyinstitutionsatsubnational level,namelywithregardtoneedsanalysisandplanninginfavourofacrossbordervision; to consider, where possible, the new possibilities of cooperation offered by the Communication COM(2011) 303 of 25th May 2011 A new response to a changing Neighbourhood (available at http://ec.europa.eu/world/enp/pdf/com_11_303_en.pdf).

Finallyproposalsshouldalsoconsiderthefollowingcrosscuttingissuespresentedbelow:

CROSSCUTTINGISSUES
Equality ofopportunity, nondiscrimination,respectfor human rights.Duringtheimplementation oftheprojects,Beneficiariesshouldpayattentiontotheprincipleofnondiscriminationinorderto avoiddiscriminationbasedonrace,gender,nationality,languageorreligion. Environmentalsustainability.AllactivitiesrelatedtothedevelopmentoftheProgrammewillhave to be carried out in accordance with the principles of environmental soundness. Furthermore projectswillhavetobedesignedinconformitywiththeprincipleofsustainabledevelopment. Communication and visibility. Applications shall include detailed Information and Communication Strategy linked to specific budgetary allocation and possibly professional Human Resources in the area of information and communication. Related activities may include information days, the elaborationofbrochuresorannouncementsvialocalmedia.Thestrategyisakeytoprojectsuccess and sustainability. Applications must therefore foresee mechanisms for using all available informationrelays(newspapers,radio,internet,etc.)topromotetheprojectanditsdeliverableswith dedicatedattentiontomessagesinthelanguagesoftheprojectpartners.

2.4Useoflanguages
English, French and Arabic are Programme languages. English and French are projects languages usedalsoforlegalandarbitrationissues. Inallproceduresandinalldocumentsreferringtoprojectsfromthesubmissionoftheapplication to the drafting of the final project reporting partners must choose only one of the two projects languages:EnglishorFrench. RequestsofinformationaddressedtotheJointManagingAuthority,JointTechnicalSecretariatand BranchOfficesandtherelatedanswerswillhavetobedraftedinoneoftheprojectlanguages.

2.5TheApplicant(Beneficiary)
Each proposal must be submitted by an Applicant that is the subject responsible for management, implementationandcoordinationofactivitiesamongthepartnersinvolved.TheApplicantshallbe directly responsible for the preparation and management of the project, not acting as an intermediary. IncasetheprojectproposalisapprovedtheApplicantwillbecomeBeneficiary.TheBeneficiarybears legalresponsibilityandliabilityforthewholepartnershipvisvistheJointManagingAuthority. Therefore,theApplicantactingasalinkbetweentheprojectandtheJointManagingAuthority:

signs and submits the Application Form (Concept Note and Full Application Form) on behalf of thepartnership; ensures that each partner is fully aware of the composition of the partnership and of the contentsoftheConceptNote; iftheprojectisapproved,itsignstheGrantContractwiththeJointManagingAuthorityforthe amountallocatedandfulfilsallobligationssetoutinthisdocument; isresponsibleforthepreparationofthePartnershipAgreementtobesignedbyallpartners;

is responsible for the division of tasks among the partners involved in the project and ensures thatthesetasksaresubsequentlyfulfilledincompliancewiththeGrantContractandPartnership Agreement; ensurespropercommunicationwithandamong thepartnersincluding detailedinformationon thepartnershipcomposition; guarantees efficient administrative and sound financial management of the project by establishinganappropriatecontrolsystem; is responsible for achieving the recovery of the unused Programme funds or Programme funds used to cover ineligible expenses to be reimbursed to the Joint Managing Authority, including thoseofitspartnersaccording totheprovisionsoftheGrantContract.In caseofdulyjustified difficultiesofrecoverybytheBeneficiary,theJointManagingAuthoritywillapplytheprocedure setbyarticle27oftheImplementingRules(Regulation(EC)951/2007)andspecifiedinart.7.4.6 oftheSpecialConditionspublishedwiththisCall.

2.6Projectcoordinationandmanagement
For each project, the Beneficiary (Applicant) shall appoint as minimum requirements all the three followinghumanresources: aprojectcoordinatorresponsibleforitsoverallorganisationandsuccessfulimplementation.This personshouldbeabletocopewiththetechnical,administrative,financialnatureofaprojectand itsrelatedcommunicationissues.Acoordinator,focusingonapartnershipapproachandwitha timeframeperspective,isthekeyforachievingtheobjectivesoftheproject.Moreover,he/she should guarantee the regular exchange of information among project partners. Several years of experienceinthemanagementofcrossborderMediterraneanprojectsarerecommendedforthis positionaswellasthecommandofprojectlanguages(EnglishandFrench).KnowledgeofArabicis anassetforthesuccessofthepartnership. afinancialmanagerresponsiblefortheaccounts,financialreporting,theinternalhandlingofthe ENPI funds and national cofinancing as well as for the eligibility of expenditure incurred. The financialmanagershouldworkinclosecontactwiththecoordinatorandthepartnersinorderto enableefficientoverallfinancialmanagementoftheoperation.Thefinancialmanagershouldbe familiarwithaccountancy,aswellashandlinginternationaltransactions.He/sheshouldbeaware of EU and national legislation in the field of financial management and controls, public procurementand,whereappropriate,stateaid,asitistheresponsibilityofthefinancialmanager tofollowupontheapplicationoftheserules.Itisnecessarythatthefinancialmanagerisfluentin atleastoneoftheprojectslanguages. acommunicationmanagerresponsiblefortheoverallpublicityanddisseminationactivitiesofthe project. In this respect, he/she elaborates the projects Communication plan together with the partners. The communication manager takes care of the communication activities at all levels (e.g.:local,regional,national,transnational)andenhancestheprojectresultstothepreidentified target groups. The communication manager should have experience in the field of communication,publicrelations,informationormedia. Adetailedlistoftasksoftheprojectcoordinator,financialmanagerandcommunicationmanager hastobeincludedintheFullApplicationFormandwillbeconsideredintheevaluationphase.

2.7Programmecontributiontotheprojectsandcofinancing
No grant shall exceed 90% of the total eligible budget costs of the project. The remaining 10% balance(i.e.thedifferencebetweenthetotalbudgetcostoftheprojectandtheamountrequested from the Joint Managing Authority) must be cofinanced from the Applicants and partners own resourcesorfrompublicorprivatesourcesotherthantheEuropeanUnionBudgetandtheEuropean DevelopmentFund. Cofinancinginkindisnoteligible.TheBeneficiaryanditspartnerswillhavetoprovideevidenceof actualpaymentsforallprojectexpenditures,irrespectiveofthesourceoffunding. Expenditurefor staff (Human Resources) is not considered as contributions in kind and may therefore be consideredascofinancing. At least 50% of the total eligible budget costs of the project shall be dedicated to activities implementedintheMediterraneanPartnerCountriesterritoriesaslistedinsection3.1.1and3.1.2. Inordertofulfilthisrequirementprojectproposalsshall: foresee to allocate at least the 50% of the budget costs to the partners from the MediterraneanPartnerCountries or incasethefinancialallocationtopartnersfromMediterraneanPartnerCountriesislower than the said minimum percentage, the difference up to the minimum of 50% shall be justified by activities implemented by EU Applicant or partner/s and/or International Organisations in the Mediterranean Partner Countries. The said budget costs shall be indicatedandjustifiedinthededicatedbudgettableintheGrantApplicationForm.

ThiscriteriondoesnotapplytoprojectsunderPriority4whosebudgetislowerthan500.000(see section2.2). Anyorganisationparticipatingintheprojectcannotmanagemorethan35%ofthetotaleligible budget(theonlyexceptioniswhenthereisonlyonepartnerfromMediterraneanPartnerCountries whichmighthave50%ofthetotalbudget).

3.ELIGIBILITYCRITERIA
Therearethreesetsofeligibilitycriteria,relatingto: Applicantswhichmayrequestagrantandtheirpartners Projectsforwhichagrantmaybeawarded Typesofcosttobetakenintoaccountinsettingtheprojectbudget. Inordertobeevaluated,anapplicationmustsatisfyalltheeligibilitycriteria.

3.1Whomayapply
3.1.1EligibilityoftheApplicants
Inordertobeeligibleforagrant,Applicantsmust: a) be established in the territories eligible under the Programme. BasedontheEuropeanCommissionsposition,thesoleparticipationofnonStateactorsisadmittedforSyrianorganisations.The participationofSyrianStateactorsinthecallisnotallowedforthetimebeing.Thecompliancewiththislimitationwillbeassessed duringtheverificationofeligibility(step3oftheselectionprocess).

Please note that the participation of Applicants not having their main headquarter but a decentralisedregisteredofficeorstructureintheeligibleregionsisadmittedprovidedthatthisoffice hasbeenestablishedatleast2yearsbeforethedeadlinesetforthesubmissionoftheConceptNote andithasthecapacitytoundertakelegalobligationsandassumefinancialliability.Theseconditions must be proved by providing supporting documents (such as statutes, registration papers and/or otherofficialdocuments)thatwillberequestedduringtheevaluationprocess. ApplicantsestablishedinadjoiningregionsarenoteligibleunderthisCallandthereforetherelated applicationswillberejected. Ministriesandothernationalpublicadministrationsoftheparticipatingcountrieslocatedoutside theeligibleterritoriescanparticipateinaprojectprovidedthattheactioniscarriedoutinandfor the full benefit of the eligible regions of the Programme. In case a Ministry or a national public administration is represented at local level in an eligible territory, the project activities should be implemented by the local structure. During the verification of eligibility, the Projects Selection Committeewillcheckthecompliancewiththisrequirement. b) bepartofthefollowinglist,accordingtosomeofthecategoriesforeseenbythearticle14ofthe Regulation (EC) No 1638/2006 (ENPI Regulation) and according to the national legislations of MediterraneanPartnerCountries: partnercountriesandregionsandtheirinstitutions decentralised bodies in the partner countries, such as regions,departments, provinces and municipalities jointbodiessetupbythepartnercountriesandregionsandtheCommunity international organisations, including regional organisations, UN bodies, departments and missions, international financial institutions and development banks, in so far as they contributetotheobjectivesoftheENPIRegulation5 Community institutions and bodies, but only for the purposes of implementing support measures of the type referred to in Article 16 of the ENPI Regulation and according to the nationallegislationsofMediterraneanPartnerCountries EuropeanUnionagencies thefollowingentitiesand bodiesoftheMemberStates,partner countriesandregionsand any other third country complying with the rules on access to the Community's external assistance referred to in Article 21 and according to the national legislations of MediterraneanPartnerCountries,insofarastheycontributetotheobjectivesoftheENPI Regulation: (i)publicorparastatalbodies,localauthoritiesoradministrationsandconsortiathereof (ii)companies,firmsandotherprivateorganisationsandbusinesses (iii) financial institutions that grant, promote and finance private investment in partner countriesandregions (iv)nonstateactorsasdefinedinthefollowingpoint thefollowingnonstateactors: (i)nongovernmentalorganisations6

Participationofinternationalorganisations8 PursuanttoArticle43oftheImplementingRulesoftheFinancialRegulationfortheGeneralBudget of the European Union, international organisation means international publicsector organisations set up by intergovernmental agreements, and specialised agencies set up by such organisations theseorganisationsmayhaveworldwideorregionalscope.Organisationscreatedundernationallaw arenotinternationalorganisations(e.g.nationalNGOwithseveralregional/countryoffices).Incases of doubt, to ascertain whether an organisation is covered by the abovementioned definition, it is necessarytoassessthenatureoftheorganisationmainlyonthebasisofthelegalinstrumentsofthe organisation (for instance, its statutes and/or the intergovernmental agreement settingup the organisation). International Organisations can participate as Applicants or Partners regardless their geographical location.However,theydonotcontributetothefulfilmentoftheminimumpartnershiprequirement (seesection3.1.2).

Participationofprivatecompanies Participationofprivatecompaniesandofotherbodiesdefinedaseconomicoperators(regardlessof their legal status, private or established by public law) to the call for proposals is subject to the following limitation: the outputs of the project shall not generate profit for the Applicant and its partners. Moreover,forEUMemberStates,accordingtoRegulation(EC)1998/2006oftheCommissionof15 December 2006, participation of private companies and other organisations defined as economic operators (regardless their legal status, private or established by public law) is subject to the following limitations: project activities must not generate a competitive advantage and the gross amountofpublicfundinggranteddoesnotexceedthethresholdssetbythedeminimisregime. Duringtheevaluationoftheprojectproposal,iftheactivities,outputs,typologiesofprojectpartners and target groups are considered to be potentially in conflict with one or more of the above mentionedlimitations,theJointManagingAuthority,onbehalfoftheProjectSelectionCommittee, willrequireadeclarationconcerningtherespectofsuchconditionsthatwillhavetobesubmittedas supportingdocument(seeSection4.2.4).

3.1.2Partnershipandeligibilityofpartners
The crossborder dimension of the projects is the specific and strategic feature of the ENPI CBC Mediterranean Sea Basin Programme, representing a key driver for the Programme effectiveness. Therefore,Applicantswillactinpartnershipasspecifiedhereafter. For standard projects, partnerships shall represent a minimum of three (3) countries including at least one (1) EU Mediterranean Country (EUMC) and one (1) Mediterranean Partner Country (MPC). Applicants and partners are strongly recommended to pay attention to the composition of the partnership of the project and to contact their National Contact Points to be informed about any specificsituationthatmightaffectthepartnership. International Organisations as defined in section 3.1.1 do not contribute to the fulfilment of the abovementionedminimumpartnershiprequirement. Larger partnerships involving more participating countries than the minimum required are encouraged. However, in order to guarantee a smooth management of the project, it is recommendedtolimitthenumberoforganisationsinvolvedinthepartnershipupto7(i.e.Applicant and6Partners). Applicantspartnersparticipateindesigningandimplementingtheproject,andthecoststheyincur are eligible in the same way as those incurred by the Beneficiary. They must therefore satisfy the sameeligibilitycriteriaasApplicants(seesection3.1.1). In the Partnership Statement project partners must declare that they do not fall into any of the categoriesa)toi)asmentionedinsection3.1.1. Moreover,theparticipationtocallsforproposalsofpartnerslocatedinadjoiningregionsoflevelII of Nomenclature Unit of Territorial System (NUTS II) or equivalent may be allowed by the Joint MonitoringCommitteeonacasebycasebasis,takenintoaccounttheobjectivebenefitsthatsuch participationwouldensuretothespecificprojectandtotheProgrammeasawhole.

Associates: other organizations, which may be involved in the project. Such associates play a real role in the project but may not receive funding from the grant with the exception of per diemortravelcosts.AssociatesdonothavetomeettheeligibilitycriteriareferredtoinSection 3.1.1. The associates have to be mentioned in the Full Application Form Associates of the partnershipparticipatingintheProject.Theroleofassociateisnotcompatiblewiththatofsub contractor. This means that associates cannot participate in the calls for tenders launched by theproject. Subcontractors:thegrantbeneficiarieshavethepossibilitytoawardcontractstosubcontractors through the procurements rules set by Annex IV to the Grant Contract. Subcontractors are neither partners nor associates, and are subject to the procurement rules set out in the said Annex IV. Examples of subcontractors are: a website company, a printing firm for the productionofinformationmaterialetc.Inanycase,theApplicanthastobedirectlyresponsible forthepreparationandmanagementoftheproject,notactingasanintermediary. Organisationsbeingawardedsubgrants(pleaseseesection3.2.1,pointonSubgranting).

3.2Eligibleprojects
3.2.1Projectsforwhichanapplicationmaybemade
A project is a set of coherent activities aiming at achieving specific and measurable objectives in a definedtimeframewithanagreedbudget. Inordertobeeligibleunderthiscall,projectshavetocomplywiththefollowingcriteria:
BasedontheEuropeanCommissionsposition,thesoleparticipationofnonStateactorsisadmittedforSyrianorganisations.The participationofSyrianStateactorsinthecallisnotallowedforthetimebeing.Thecompliancewiththislimitationwillbeassessed duringtheverificationofeligibility(step3oftheselectionprocess).

Duration.Theplanneddurationofaprojectmustbebetween18and24months. PrioritiesandMeasures.Anapplicationshallnotaddressmorethanone(1)Priorityandone (1) Measure even if there are crossover effects with other Priorities and Measures. ApplicationsthatdonotclearlyrefertooneMeasurewillberejected. Participation: The same organisation can participate only once as Applicant under each Priority.Nolimitationappliesfortheparticipationatpartnerlevel. In case an organisation participates in more than one (1) project as Applicant under the same Priority, all concerned projects submitted within that Priority will be considered ineligibleunderthiscall.

NumberofgrantsperApplicant.AnApplicantcannotbeawardedmorethantwo(2)grants under this Call for Proposals. In case more than 2 proposals from the same Applicant are preselected according to the rules for this Call, only the 2 best ranked proposals will be retainedinthelistofrecommendedprojectstobefinanced. Locationofactivities.Projectsmusttakeplaceinoneormoreoftheeligibleterritorieslisted in section 3.1.1. Only in case of participation of partners from adjoining regions (listed in section3.1.2),projectactivitiescantakeplaceintheseareasprovidedthattheactivitiesare necessaryforthesuccessoftheprojectandforthebenefitoftheProgrammearea. Moreover,atleast50%ofthetotaleligiblebudgetcostsoftheprojectshallbededicated to activities implemented in the Mediterranean Partner Countries territories as listed in section 3.1.1 and 3.1.2 (see also section 2.7 of these Guidelines). This criterion does not applytoprojectsunderPriority4whosebudgetislowerthan500.000(seesection2.2).

Typeof actions.Only projectswhoseimmediateobjectiveis noncommercialareeligible. Under no circumstances may a grant provided under this Programme give rise to profit, neitherfortheBeneficiarynorforpartners,i.e.itmustberestrictedtotheamountrequired to balance income and expenditure for the project. Profit by the targeted group or final beneficiariescouldneverthelessbeobtainedbytheprojectcofinancedbytheProgramme, i.e. entrepreneurs having been supported. Examples of possible actions per Priority and Measure can be found in Annex A of the Joint Operational Programme. This list is not exhaustiveandshallbeconsideredforinformationpurposesonly.

Subgranting as hereafter presented is part of the type of actions that can be implemented in the frameworkoftheProgramme. Subgranting In order to support the achievement of the objectives of the project, and in particular where the implementation of the project proposed by the Applicant requires financial support to be given to thirdparties,theApplicantmayproposeawardingsubgrants.However,subgrantingmaynotbethe mainpurposeoftheprojectanditmustbedulyjustified.

Anylegalentityindicatedunderarticle14oftheRegulation(EC)No.1638/2006(ENPIRegulation)andaccordingtothe nationallegislationsofMediterraneanPartnerCountries,whichisprovidedwithjuridical,economic,technicalandhuman capacities committed by the legal person as a whole. These conditions must result from supporting documents (such as statutes,registrationpapersand/orotherofficialdocuments)provingthecapacitytoundertakelegalobligations(signing contracts), to assume financial liability and to manage the resources for the achievement of stated purposes (i.e. Public administrationsorUniversitieswillbeconsideredasONEorganisationrepresentedbyONLYONElegalpersondespitethe functionalindependenceoftheirdepartmentsorunits).Theparticipationofeachorganisationwillbecheckedunderstage 1(ConceptNote)onthebasis,amongothers,ofthefollowinginformation:nationalregistrationnumber(e.g.VAT,national code,socialsecurityetc.),nameoftheorganisationandnameofthelegalrepresentative.

IncasetheApplicantforeseestoawardsubgrants,ithastospecify,underheadingOthercostsof theBudget,thetotalamountofthegrantwhichmaybeusedforawardingsubgrantsspecifyingthe maximumamountpersubgrant.Moreover,alistwiththetypesofactivity,whichmaybeeligiblefor subgrants, must be included in the Full Application Form. Criteria for the selection of the beneficiariesofthesesubgrantsmustalsobeindicatedintheFullApplicationForm. The maximumamountofasubgrant islimitedto 10.000perthird party whilethetotalamount whichcanbeawardedassubgrantstothirdpartiesislimitedto100.000. Visibility Applications shall include a communication and visibility strategic plan in both the Full Application FormandthebudgetinlinewiththeEU/ENPICBCMedProgrammevisibilityguidelines: http://ec.europa.eu/europeaid/work/visibility/index_en.htm MonitoringandEvaluation Projectsshouldforeseeplanning,humanresources,budgetandanyotherappropriatemeasuresfor the monitoring and evaluation of the proposed project, together with objectively verifiable indicators. Budgeted costs should be foreseen for reporting to the Programme bodies (project accounting,expenditureverification,etc.).

3.2.2Ineligibleprojects
Theprojectsconcerningonlyormainlythefollowingactivitiesareineligible:

individualsponsorshipsforparticipationinworkshops,seminars,conferences,congresses; individualscholarshipsforstudiesortrainingcourses; pureacademicandresearchorientedactivities; studies; oneoff conferences: conferences can only be funded if they form part of a wider range of activities to be implemented in the lifetime of the project. For these purposes, preparatory activitiesforaconferenceandthepublicationoftheproceedingsoftheconferencedonot,in themselves,constitutesuch"wideractivities".

Moreover,inordertoavoiddoublefinancing,projectsalreadyfinancedbyotherEuropeanUnion initiativesorotherdonorswillbeconsideredineligible.

3.3Costswhichmaybetakenintoconsiderationforthegrant
Only"eligiblecosts"canbetakenintoaccountforagrant.Thesearedetailedbelow.Thebudgetis thereforebothacostestimateandaceilingfor"eligiblecosts". TheprojecttotaleligiblebudgetcostsMUSTbewithinaminimumof500.000andamaximumof 2.000.000includingProgrammecontributionandothercofinancing. In order to facilitate the participation of civil society ad private sector and ONLY for projects submitted under Priority 4 (Promotion of cultural dialogue and local governance), the minimum ceilingisreducedto200.000foramaximumof50%ofthebudgetallocatedtothisPriority. Eligible budget costs must be based on actual costs based on supporting documents (except for indirectcostswhereflatratefundingapplies).Thisimpliesthatcostsestimateshavetobecomputed bearinginmindthattheywillhavetobejustifiedintheaccountingandfinancialreports. According to the nonretroactivity principle, as indicated in PRAG, grants may only cover costs incurred after the date on which the grant contract is signed by both parties (Joint Managing

Authority and Beneficiary) or a later date indicated in the contract. No grant may be awarded retroactivelyforprojectsalreadycarriedout.Preparatorycostsoftheapplicationarenoteligible. Recommendations to award a grant are always subject to the condition that the checking process thatprecedesthesigning oftheGrant contractdoesnotrevealproblemsrequiringchangestothe budget (for instance arithmetical errors, inaccuracies, unrealistic costs and ineligible costs). These checks may give rise to requests for clarification and may lead the Joint Managing Authority to impose modifications or reductions to address such mistakes or inaccuracies. As result of these corrections, the amount of the grant and the percentage of Programme contribution cannot be increased. ItisthereforeintheApplicant'sinteresttoprovidearealisticandcosteffectivebudget.

3.3.1Eligiblebudgetcosts
To be considered eligible for Programme financing, the expenses of a project must respect the provisions of article 14 of the General Conditions to the Standard Grant Contract. Therefore, they mustmeetthefollowingcriteria: theyareincurredduringtheimplementationoftheprojectasspecifiedinArticle2oftheSpecial Conditions with the exception of costs relating to final reports, expenditure verification and evaluationoftheproject,whateverthetimeofactualdisbursementbytheBeneficiaryand/orits partners. infrastructures, usually concerning small investments like for instance solar panels, a weather monitoringstationetc.Inordertobeeligible,theymustbelistedandspecifiedintheBudgetfor appraisalbytheProjectSelectionCommitteeduetotheirpotentialterritorialimpact; purchaseorrentalcostsforequipmentandsupplies(neworused)specificallyforthepurposes oftheproject,andcostsofservices,providedtheycorrespondtomarketrates; costofconsumables; administrativecostsincurredbytheBeneficiaryanditspartnersincarryingouttheProjectmay beeligibleforflatratefundingfixedatnotmorethan7%oftheestimatedtotaleligible direct costs. These indirect costs are eligible provided that they do not include costs assigned to another heading of the budget. The Applicant may be asked to justify the reasonability of the requested percentage before contracting. However, once the flatrate has been fixed in the specialconditionsofthestandardgrantcontract,noadditionalsupportingdocumentsneedtobe provided, unless the structure of these costs of the Beneficiary or the partners changes significantly,i.e.asaresultofabigchangeinthenumberofstafforannualbudget;

subcontractingexpenditure; costs deriving directly from the requirements of the Grant Contract (for example, information and dissemination activities, evaluations, external expenditures verification12, translation, etc.) including financial service costs (in particular the cost of bank transfers and financial guarantees). Moreover, a contingency reserve not exceeding 5% of the direct eligible budget costs MUST be includedinthebudgetoftheProject.Itcanonlybeusedwiththepriorwrittenauthorisationof theJointManagingAuthority.

3.3.2Ineligiblecosts
Thefollowingcostsarenoteligible: debtsanddebtservicecharges; provisionsforlossesorpotentialfutureliabilities; interestowed; costsdeclaredbytheBeneficiaryandcoveredbyanotherprojectorworkprogramme; purchasesoflandorbuildings; currencyexchangelosses; taxes,includingVAT,unlesstheBeneficiary(ortheBeneficiaryspartners)cannotreclaimthem andtheapplicableregulationsdonotexcludecoverageoftaxes; creditstothirdparties.

4.APPLICATIONPROCEDURE
Standard projects will be selected on the basis of the award criteria, through restricted call for proposals.

4.1Howtoapplyandprocedurestofollow
This is a restricted Call for Proposals, that is, submission and evaluation of project applications is done in two steps. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter,ApplicantswhoseConceptNoteshavebeenpreselectedwillbeinvitedtosubmitaFull ApplicationForm.

4.1.1ConceptNotecontent(Stage1)
Applications must be submitted using the Concept Note Application Form, taking care of using the applicationdocumentspublishedforthisCall(tobedownloadedfromtheENPICBCMEDProgramme websiteatwww.enpicbcmed.eu). ApplicantsshallkeepstrictlytotheformatoftheConceptNoteandfillinallparagraphsandpages. ConceptNotessubmittedusingdifferentformsorincompletewillberejected. ConceptNotesmustbesubmittedonlyinoneofthefollowinglanguages:EnglishorFrench. In the Concept Note, Applicants are only required to provide an estimate of the total costs of the projecttogetherwiththerequestedamountoftheENPICBCMEDcontribution.OnlytheApplicants invitedtosubmitafullproposalinthesecondphasewillberequiredtopresentadetailedbudget. TheelementsassessedonthebasisoftheConceptNote(partnershipcomposition13,Priorityand Measureselected,specificobjectiveandexpectedresults)mustnotbemodifiedbytheApplicant intheFullApplicationForm.Thetotaleligiblebudgetcostscannotvaryfromtheinitialestimate by more than 20% provided that the limits set under sections 2.7 (% of Programme contribution andcofinancing)and3.3(totaleligiblebudgetcosts)arerespected. Any major inconsistency or non compliance with the administrative and / or technical criteria listedintheChecklistfortheConceptNote(seesection4.2.1)willleadtotheimmediaterejection oftheproposal. Clarificationswillonlyberequestedwheninformationprovidedisunclear,thuspreventingtheJoint Managing Authority from conducting an objective assessment. Missing documents will not be requestedandwillleadtotherejectionoftheapplication. HandwrittenConceptNoteswillnotbeaccepted. OnlytheConceptNotetogetherwiththerelatedDeclarationbytheApplicantfortheConceptNote will be transmitted to the Projects Selection Committee for evaluation. It is therefore of utmost importancethatthesedocumentscontainallrequestedrelevantinformationconcerningtheproject. Nosupplementaryannexesinadditiontothoseindicatedshallbesubmitted.

AttheConceptNotestagethePartnershipStatementsarenotrequested,thereforetheApplicantisrecommendedto foreseeanyavailabletool(i.e.letterofintentorother)tocommitthepartnerstotheproposedproject.Lettersofintentor anyotherlegaldocumentmustnotbesentwiththeConceptNotebutitisfortheuseofpartnershiponlyinordertoavoid changesinthepartnershipcompositionatFullApplicationFormstage,whichwillleadtotherejectionoftheproposal.

ThedeadlineforthesubmissionofConceptNotesisindicatedinthetextoftheCallforproposals. Thecompliancewiththedeadline(dateofdispatch)shallbeevidencedbythepostmarkorthedate ofthedepositsliporinthecaseofhanddeliveries,bythesignedanddatedreceipt. AnyConceptNotesentafterthedeadlineor,incaseofhanddeliveries,receivedafterthestipulated timewillberejected. AnyConceptNotesentwithinthedeadlinebutreceivedbytheJointManagingAuthorityafterthe effectivedateofapprovalbytheProjectsSelectionCommitteeoftheEvaluationReportforstage1 willbetreatedashavingbeensubmittedafterthedeadlineand,therefore,rejected. TheApplicantissolelyresponsibleforthechoiceofmeansofexpeditionamongstthoseindicatedin paragraph4.1.2andforfollowingupthedelivery.

Budgetary information concerning the project should be provided using round figures and shall be expressedineuro. 4.2EVALUATIONANDSELECTION
ApplicationswillbeexaminedandevaluatedbytheProjectsSelectionCommittee,supportedbythe JointManagingAuthorityandtheJointTechnicalSecretariatandwiththeassistanceofassessors. Iftheexaminationoftheapplicationrevealsthattheproposaldoesnotmeettheeligibilitycriteria statedinsection3,theapplicationshallberejectedonthissolebasis. Allprojectproposalswillbeassessedaccordingtothefollowingstepsandcriteria. Intheframeworkoftheevaluationproceduredescribedinthenextparagraphs,theJointMonitoring Committee is informed of the outcomes of each step. It examines and officially approves the final resultsofthetwoevaluationstages(ConceptNoteandFullApplicationForm).

4.2.1 Step1:Opening&AdministrativeChecksandConceptNoteEvaluation
Thefollowingaspectswillbeassessed: The deadline for submission has been respected. If the deadline has not been respected the ConceptNotewillautomaticallyberejected; ThecompliancewiththespecificconditionsontheeligibilityoftheApplicantanditspartnersset inthecallforproposalsandinsections3.1.1and3.1.2ofthepresentGuidelinesforApplicants; The Concept Note satisfies all the criteria mentioned in the Checklist for Concept Note (see tablebelow); The compliance with the rule on participation set in paragraph 3.2.1 limiting Applicants participation(numberofproposalssubmittedwithinthesamePriority); Anymajorinconsistencyornoncompliancewiththeadministrativeand/ortechnicalcriteria (seetablebelow)willleadtotheimmediaterejectionoftheproposal.Incaseofminorerrors or inconsistencies in the submitted documents to be evaluated with regards to the above mentionedrequirements,Applicantswillbegiven14calendardaystoprovideclarificationafter notificationbytheJointManagingAuthority.Clarificationwillberequestedonlyviaemailand viafaxattheemailaddressandfaxnumberoftheApplicantcontactpersonindicatedinthe ConceptNote.Failuretoprovideclarificationswithinthedeadlinewillleadtotherejectionof theApplicationonthissolebasis.

TheDeclarationbytheApplicantandthePartnershipStatementswillbecrosscheckedwiththe supportingdocumentsprovided.Anymissingsupportingdocumentoranyincoherencebetween the Declaration by the Applicant or the Partnership Statements and the supporting documents mayleadtotherejectionoftheapplicationonthatsolebasis.

The eligibility of the Applicant, the partners, and the project will be verified according to the criteriasetoutinsections3.1.1,3.1.2and3.2. If an Applicant or partner proves to be ineligible, the whole project will be rejected on this sole basis. Followingtheaboveanalysisandifnecessary,anyrejectedapplicationwillbereplacedbythenext bestplacedapplicationinthereservelistthatfallswithintheavailablefinancialenvelope,whichwill thenbeexaminedfortheeligibilityofitsApplicantandthepartners.

4.2.4 Submission of supporting documents for provisionally selected Applications


Applicants,wheninvitedtosubmittheFullApplicationForm,willberequestedinwritingbytheJoint Managing Authority to supply the following documents14 in order to allow the Joint Managing Authority to verify the eligibility of the Applicants and their partners in case the project will be provisionallyselected: The statutes or articles of association of the applicant organisation15 and of each partner organisation16.WhentheContractingAuthorityhasrecognizedtheapplicantseligibilityfor anothercallforproposalsunderthesamebudgetlinewithin2yearsbeforethedeadlinefor sendingapplications,theapplicantmaysubmit,insteadofitsstatutes,copyofthedocument provingtheeligibilityoftheApplicantinaformerCall(e.g.:copyofthespecialconditionsof agrantcontractreceivedduringthereferenceperiod),unlessachangeinitslegalstatushas occurred in the meantime. This obligation does not apply to international organisations havingsignedaframeworkagreementwiththeEuropeanCommission.17 When the grant requested exceeds 500.000, an external audit report produced by an auditor, certifying the applicant's annual accounts for the last financial year available. This doesnotapplytopublicadministrations,publicbodiesandinternationalorganisations. Nationalregistrationdocument(asthecasemaybe)toprovetheexactgeographicallocation incaseofdoubts. The Joint Monitoring Committee takes the final decision on the list of projects proposed by the ProjectSelectionCommittee.WhenevertheJointMonitoringCommitteedecidesnottofollowallor part of the recommendations of Project Selection Committee, it shall justify its decision in writing. ThisdecisionissentbytheJointManagingAuthoritytotheEuropeanCommissionforitsagreement. TheJointManagingAuthoritysendsthelistofprojectsselectedforfinancingbytheJointMonitoring CommitteetotheEuropeanCommission. The Applicants of projects selected for financing may receive requests of minor corrections to be made to their proposals. If a project fails to include the modifications requested, the amount not allocatedwillbeusedtocofinancethefirstrankedprojectincludedinthereservelistupondecision oftheJointMonitoringCommittee.

4.3NotificationoftheJointMonitoringCommitteedecision
Applicants(underStage1and2)willbeinformedbytheJointManagingAuthorityinwritingofthe final Joint Monitoring Committee decision concerning their application. The reason(s) for the negative decision will be communicated through an explanatory letter prepared by the Joint ManagingAuthorityandtheJointTechnicalSecretariat.

4.4Complaintprocedure
Applicants believing that they have been harmed by an error or irregularity during the evaluation processmay fileacomplaint (viafaxorofficialletter)with the Joint ManagingAuthority within30 calendardaysfromthedateofthenotificationofrejection.TheApplicantcannotaddressdirectly any complaints to any other institution. Any complaint not sent to the Joint Managing Authority withintheindicateddeadlinewillnotbetakenintoconsideration. Applicantsmustdulyreasonandjustifytheircomplaints.Unjustifiedrequestsforreevaluationwill notbeacceptedbytheJointManagingAuthority. ShouldtheJointManagingAuthorityfindtheApplicant'scomplaintjustified,orshoulditnotbeable tosettlethedisputewiththeApplicantatitslevel,itshouldforwardthecasetotheJointMonitoring Committee. Should the Joint Monitoring Committee not be able to settle the dispute with the Applicant, the mattercanexceptionallybeaddressedtotheEuropeanCommissionbytheJointManagingAuthority onacasebycasebasis. Inanycase,theJointManagingAuthorityshallreplytotheApplicantcomplaintwithin45calendar daysfromthereceiptdateofthecomplaint.19

4.6.1Implementationoftheproject
Where implementation of the project requires the Beneficiary or partners to award procurement contracts,theymustawardthecontracttothetenderofferingthebestvalueformoney,thatisto say, the best pricequality ratio, in compliance with the principles of transparency and equal treatment for potential contractors, care being taken to avoid any conflict of interest.
