VISION
The ideal Energy State towards 2030: Ensuring the best energy choices for a better quality of life.

FUNCTIONS
a. Formulate policies for the planning and implementation of a comprehensive program for the efficient supply and economical use of energy consistent with the approved national economic plan and with the policies on environmental protection and conservation and maintenance of ecological balance, and provide a mechanism for the integration, rationalization, and coordination of the various energy programs of the Government; b. Develop and update the existing Philippine energy program which shall provide for an integrated and comprehensive exploration, development, utilization, distribution and conservation of energy resources, with preferential bias for environment-friendly, indigenous, and low-cost sources of energy. The program shall include a policy direction towards the privatization of government agencies related to energy, deregulation of the power and energy industry and reduction of dependency on oilfired plants. Said program shall be updated within nine (9) months from its completion and not later than the fifteenth day of September every year thereafter; c. Establish and administer programs for the exploration, transportation, marketing, distribution, utilization, conservation, stockpiling and storage of energy resources of all forms, whether conventional or nonconventional;

HISTORY

Created by then President Marcos as he issued Presidential Decree No. 1206 which created the Ministry of Energy and attached the National Power Corporation and Philippine National Oil Company to this new agency. Ministry was abolished during the Regime of Corazon Aquino. During the Regime of President Fidel V. Ramos, that Department was created by virtue of Republic Act No. 7638 otherwise known as the Department of Energy Act of 1992. Vested additional powers and functions under pertinent energy and power-related legislations, such as: Republic Act No. 9136 or the "Electric Power Industry Reform Act of 2001", Republic Act No. 9367 or "Biofuels Act of 2006", Republic Act No. 9513 or "Renewable Energy Act of 2008.

MANDATE
The Department is mandated by RA 7638 (Department of Energy Act of 1992) to prepare, integrate, coordinate, supervise and control all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution and conservation.

MISSION
We at the Department of Energy, in partnership with our stakeholders, shall improve the quality of life of the Filipino by formulating and implementing policies and programs to ensure sustainable, stable, secure, sufficient, accessible and reasonably-priced energy. In pursuit of this mission, we commit to render efficient service with utmost integrity and professionalism.

d. Exercise supervision and control over all government activities relative to energy projects in order to attain the goals embodied in Section 2 of this Act; e. Regulate private sector activities as provided under existing laws: Provided, That the Department shall endeavor to provide for an environment conducive to free and active private sector participation and investment in all energy activities. At the end of four (4) years from the effectivity of this Act, the Department shall, upon approval of the President, institute the programs and timetable of deregulation of appropriate energy projects and activities of the energy industry;

Public affairs staff Prepares and implements plans and programs for media and public relations as well as coordinates activities for special events of the department Internal audit staff Monitors, audits and reviews the implementation of existing internal control systems, work processes and policies, and recommends improvements and corrective actions Investment promotion staff Implements the department policies, plans and programs relative to promotion of investments in energy resources exploration, technology and infrastructure Ptf - sefeels (Presidential Task Force on the Security of Energy Facilities and Enforcement of Energy Laws and Standards) Formulate a comprehensive national plan for the security and protection of energy and power-related facilities and associated infrastructure NBB (National Biofuels Board) Monitor the supply and utilization of biofuels and biofuel blends and recommend appropriate measures in cases of shortage of feedstock supply for approval of the Secretary of DOE Energy resource & development bureau Formulates and implements government policies, programs and regulations relating to the exploration, development and production of indigenous petroleum, coal and geothermal energy resources, and related product and market development Energy utilization management bureau Formulates and implements government policies, plans, programs and regulations on new energy technologies, alternative fuels and the efficient, economical transformation, marketing and distribution of conventional and renewable energy resources, and ensures efficient and judicious utilization of conventional and renewable energy resources Oil industry management bureau Formulates and implements government policies, plans, programs and regulations on the downstream oil industry, including the importation, exportation, stockpiling, storage, shipping, transportation, refining, processing, marketing and distribution of petroleum crude oils, products and byproducts, and monitors developments in the downstream oil industry Energy policy & planning bureau Formulates, updates, monitors and evaluates national and local energy plans, policies, programs and projects, and provides a comprehensive assessment of demand scenarios and supply options as well as studies the impacts on international commitments on energy policies, economy and environment

g. Formulate and implement programs, including a system of providing incentives and penalties, for the judicious and efficient use of energy in all energy-consuming sectors of the economy; h. Formulate and implement a program for the accelerated development of nonconventional energy systems and the promotion and commercialization on its applications; i. Devise ways and means of giving direct benefits to the province, city, or municipality, especially the community and people affected, and equitable and preferential benefit to the region that hosts the energy resource and/or the energy-generating facility: Provided, however, That the other provinces, cities, municipalities, or regions shall not be deprived of their energy requirements; Encourage private enterprises engaged in energy projects, including corporations, cooperatives, and similar collective organizations, to broaden the base of their ownership and thereby encourage the widest public ownership of energy-oriented corporations;

Electric power industry administration bureau Supervises the implementation of electric power industry restructuring to establish a competitive, marketbased environment, and encourage private-sector participation; ensures adequate, efficient and reliable supply of electricity, and formulates plans, programs and strategies relative to rural electrification Information Technology and Management Services Formulates policies, plans and programs relative to information and communications technology, geoinformatics, and data and information management, and ensures effective implementation and compliance with government rules, regulations and standards Legal Service Provides legal advice, legal counseling and legal support to service contract negotiations and hearings; serves as the official legislative liaison to the congress of the Philippines Financial Service Formulates and implements fiscal policies, programs and regulations, including those on indigenous energy resource service contractors; monitors the utilization of government-administered energy funds; and provides staff support services pertaining to budget and accounting Administrative Service Formulates and implements policies, plans programs and regulations on human resource, treasury and fund management, and general administrative services Energy Research Testing and Laboratory Services Formulates policies, plans and programs in support of exploration and development of indigenous energy resources as well as to promote energy efficiency through research and scientific, physical and calibration testing

The Plan will see to it that public policies on energy are at par with the changing needs of the energy sector. As an overall guiding principle, the Plan is based on three broad policy thrusts:

Part of Aquino's long term plans - one way to address the country's energy demand by through the exploration, development and utilization of Philippine resources Main Goal - to find oil and gas reserves within the Philippines Offers investors opportunities for exploration and development of the countrys petroleum, geothermal and coal resources through transparent and competitive system of awarding service and operating contracts. The nine petroleum contract areas cover a total of 71,357.30 sq. km in shallow to deep waters located within the prospective basins of East Palawan and Mindoro-Coyo, and in the promising basins of Cagayan, Central Luzon, Visayas and Agusan-Davao.
