The MBBS Course is of four and one half years duration which is followed by one year of compulsory rotating internship. 2. BDS course is of five years duration including one year compulsory rotatory internship. ELIGIBILITY CONDITIONS Character The proposed Entrance Test will be of All India character and candidates not only from Haryana but also from other states of the country as well as foreign Nationals/NRIs are eligible to appear in MMUCET-2012 provided they fulfill the eligibility criteria for admission to MBBS and BDS courses as per the rules and regulations of the MCI/DCI and MM University. However, the candidates, who have appeared in the 10+2 examination are also eligible to appear in the Entrance Test. Eligibility The candidates should fulfill the following minimum conditions to become eligible for admission to MBBS/BDS course : i. He/She will attain the age of 17 years or more on 31.12.2012. The age shall be determined as per entry in the Matriculation/Higher Secondary or its equivalent examination certificate. ii. The candidate must have passed the following examinations:- a. Senior School Certificate Examination (10+2) of Board of School Education, Haryana or an examination as equivalent thereto with five subjects from any recognized Board/University with atleast 50% marks in Physics, Chemistry and Biology taken together (45% for candidates with Locomotive Disability of lower limbs) and must have passed in the subjects of Physics, Chemistry, Biology and English individually in the qualifying examination. Student is also required to have passed in other subjects of +2 Examination. b. Placed in the merit list prepared as a result of this Competitive Entrance Test by securing not less than 50% marks. (45% in the case of candidates with Locomative Disability of lower limbs). iii. The candidate must produce a Medical Fitness Certificate from a Medical Board constituted/approved by the Principal, M.M. Institute of Medical Sciences & Research, Mullana. The candidature of a candidate found medically unfit is liable to be cancelled. Any candidate who fails to attend the medical examination on the notified date is liable to forfeit the claim for admission and placement in the waiting list. Note :- 1. The candidates passing qualifying examination from National Open School shall also be eligible provided they fulfill the conditions laid down at ii (a) above. 2. Diploma in Pharmacy and Dressor's Course are not equivalent to 10+2 for the purpose of admission to MBBS/BDS courses according to the rules of MM University. 3. The list of examinations recognized as equivalent to 10+2 examinations of Board of School Education, Haryana as also a list of fake Institutions/Universities/Boards is available in the Academic Branch of the University which may be consulted before making application for admission to the course. 4. The candidates who have appeared in the qualifying examinations are also eligible to appear in the Entrance Test. But such candidates will have to submit the result of the qualifying examinations at the time of counselling failing which they will not be considered eligible for admission. Any candidate with compartment/re-appear in any subject in 10+2 examination will be considered for admission to MBBS/BDS course only if he/she passed in that subject on or before the counselling. DURATION OF COURSES (MBBS/BDS) MMUCET-2012 9 A) Date of Entrance Test : 17-06-2012 Timing. : 2:00 P.M. to 3:45 P.M. B) Medium of Entrance Test. : English C) Construction of Test Paper The paper will include objective type questions (30 each from the subjects of Physics, Chemistry, Botany and Zoology). There will be a total of 120 objective types questions. The paper shall carry a maximum of 360 marks. Only objective type questions will be included in the Entrance Test. D) Marking of Paper For each correct response, the candidate will get full credit. Each incorrect response will be negatively marked and the candidate will get one-third discredit for it. For example, where one correct response/answer fetches the candidate three marks, then in the case of an incorrect/wrong answer the candidate will be awarded minus one mark. A) Important Note : 1. No request for change of Examination Centre shall be entertained. 2. The Centre in which a candidate is to appear will be indicated on the Admit Card to be issued to the candidate. No candidate will be admitted in Examination Hall unless he/she produces the Admit Card. 3. The final Counselling schedule shall be notified on the Website of the University (www.mmumullana.org) as well as displayed on the Notice Board of Administrative Block, M.M. University, Mullana - Ambala. 4. All the candidates will be allowed to appear in the Entrance Test provisionally. Admission shall be subject to checking of eligibility/verification of documents/certificates at the time of counselling and final checking of eligibility at the time of registration by the University. B) Instructions for Answer Sheet 1. A dummy sample of the OMR Answer Sheet is available in this Prospectus. 2. Use good quality black ball pen strictly as directed on the OMR Answer Sheet. 3. Do not fold or put any stray mark or any sign, nor do any rough work on the Answer Sheet. All rough work is to be done on the last page of the Test Booklet. Do not mark or write anything elsewhere in the Test Booklet. 4. Fill in the Roll No., Test Booklet No., and Booklet Code printed on front page of the Test Booklet in the proper blocks on the Answer Sheet. 5. Sign with full signatures at the appropriate place on the Answer Sheet with black ball pen. SCHEME OF ENTRANCE TEST MMUCET-2012 10 C) Procedure to be followed in the Examination Hall. 1. Ten minutes before the commencement of the examination each candidate will be given a sealed Test Booklet with an OMR answer sheet placed inside it. But he/she will not open the Test Booklet until asked to do so by the invigilator. 2. Immediately on receipt of the Test Booklet, the candidate will fill in the required particulars on cover page of the Test Booklet with black ball point pen only. 3. Books, papers, slide rule, log table, pager, cellular phone, calculator and any other electronic gadgets etc are not allowed in the Examination Hall. It can also be handed over to the invigilator. 4. The examination will start exactly at the time mentioned in the 'Prospectus' and an announcement to this effect will be made by the Invigilator. 5. During the examination, the Invigilator will check 'admit card' of the candidate and compare photographs to satisfy himself/herself about the identity of each candidate. The Invigilator will also check the details of the Answer Sheets and put signature stamp of the Centre Superintendent of Examination on it. 6. The candidate shall bring his/her own black point pen. These will not be supplied. 7. The candidate must use Black Ball Pen only for answering on the OMR response sheet. 8. After completing the test and before handing over the Test Booklet and the Answer- Sheet, the candidate should check again that all the particulars required in the Test Booklet and the Answer Sheet have been correctly written. 9. The candidate should not do any rough work on the answer sheet. All rough work is to be done on the last page of the Test Booklet. Do not mark or write anything elsewhere in the Test Booklet. 10. A signal will be given at the beginning of the examination and at halftime. A signal will also be given at the closing time when the candidates must stop marking response. 11. The candidate will be supplied OMR Answer Sheet which will be evaluated by Computer and is to be used carefully and not folded or tampered. Complete and accurate marking on this sheet is extremely important. 12. To answer any question, the candidate will be required to darken the circle by using ball point pen corresponding to the answer he/she thinks to be correct against the serial number of the question response. 13. It should be carefully noted that the circles should be dark and be filled in as completely as possible. 14. No candidate will be allowed to enter in the examination hall fifteen minute after the commencement of the examination. 15. The Test-Booklet and the OMR Answer Sheet are to be handed over to the Invigilator before leaving the hall. The candidate who does not hand over the Test-Booklet alongwith the OMR sheet to the Invigilator, his/her candidature will stand cancelled besides facing action to be decided by the competent Authority of the University. MMUCET-2012 11 16. The candidates are required to furnish their Admit Cards at the time of : i. Entry into the Examination Hall; ii. During the course of examination for necessary identification by the supervisory staff on duty. The candidates are, therefore, advised to keep their Admit Cards intact; and iii. Appearing for counselling before the Counselling Board. 17. There will be no re-evaluation/rechecking of OMR Answer Sheets. Punishment for use of unfair means If any candidate is found guilty of any breach of rules mentioned in the prospectus or guilty of using unfair means, he/she will be liable to be punished by the Competent Authority. The candidature of the candidates involved in impersonation will be cancelled. Provisional Admission to Entrance Test A candidate, whose result of qualifying examination has not been announced by the date fixed for the Entrance Test, can also apply and appear in the Test provisionally. However, he/she will have to produce proof of his/her having passed the qualifying examination by the date of the Counselling and fulfilling conditions as laid down at ii (a) at page 8 to be held for final selection of the candidates. A candidate who fails to produce the original certificates, detailed marks-sheets and other certificates on the basis of which he/she is claiming to be eligible for admission to the course even at the time of Counselling shall not be considered for admission even if he/she has been placed in the merit list. Legal Jurisdiction All disputes pertaining to the conduct of examination and allotment of seats shall fall within the jurisdiction of Ambala Courts and courts having jurisdiction in Ambala. If any person(s) or officer(s) dealing with the conduct of MBBS/BDS Entrance Test engage himself/herself in act(s) that would result in the leakage of the question paper(s) or attempt to use or help in the use of unfair means in this Test, he/she shall be liable for prosecution under the Indian Penal Code. Medical Examination (a) The candidates selected in counselling will report to the respective colleges for admission, medical examination and fee deposition on the dates fixed by the Counselling Board. MMUCET-2012 14 METHOD OF SELECTION AND ADMISSION Result: 1. An intimation regarding declaration of result of Entrance Test will be uploaded on the official website of the University www.mmumullana.org and also displayed on the Notice Board of the Admission Office of the University. 2. Result of Entrance Test of only the successful candidates (Qualified) will be notified on the website of the University. Counselling 1. The Counselling for Admission to MBBS/BDS Courses will be held at MMU Mullana. 2. While the tentative date of counselling is mentioned in this Prospectus, any change in the date and time of Counselling(s) will be notified on the university website. 3. Apart from the Entrance Test that the candidates will be required to take, the selected candidates will also be required to appear before the Counselling Board to be appointed by the Competent Authority. No relaxation will be given to the candidates who are not willing to appear before the Counselling Board on the fixed dates. 4. Any vacant/left out seats after the counselling will be filled on merit of the qualifying examination. Note: If two or more candidates secure identical marks in the Entrance Test, their relative merit will be determined by the total marks obtained by them in +2 examination. In case the marks in +2 examination are also identical, the candidate older in age will be preferred. Method of Admission 1. The candidates will be required to exercise their choice for the institution and the course at the time of Counselling. The allotment of the seats shall be made according to the merit and preference exercised by the candidates at the time of Counselling. Option once exercised shall be final. If a candidate does not get institution/course of his /her choice, he/she may opt to be wait-listed. If a candidate opts for a course and institution before the Counselling Board and fails to join the concerned course/college, his/her candidature will stand cancelled and such candidate will not be allowed to exercise his/her option at the next Counselling, if held, even if he/she had been wait listed for some course/college. 2. Candidates who fail to attend the Medical Examination on the notified date(s) will forfeit the claim for admission and placement in the waiting list in order of merit. 3. On the failure of the selected candidates to report for admission, the vacancies caused would be filled by candidates from the waiting list in order of merit. 4. As decided by the Medical Council of India/Dental Council of India in terms of decision of the th Hon'ble Supreme Court of India, the admission in all the Institutions will be completed by 30 September of the year of the admission (i.e. 30 September 2012 for the admissions of 2012) MMUCET-2012 15 5. The name of the student(s) who remain(s) absent from classes for more than 15 days at a stretch will be struck off from the College Rolls without giving any notice. 6. After the counselling the remaining/left out/lapsed seats will be filled up on the basis of merit of MMUCET-2012 Entrance Test/qualifying examination. Application Form 1. A candidate seeking admission is required to send his/her application on the prescribed form appended in the Prospectus. A candidate should not fill in more than one Application Form for the MMUCET-2012 failing which his/her all the Applications will be rejected without any further notice. 2. Before filling up the Application Form, the candidate must familiarize himself/herself with the information given in this Prospectus and shall satisfy his/her eligibility to appear in the Entrance Test. 3. The candidate is required to go through the Prospectus carefully and acquaint himself/herself with all requirements with regard to the filling-in of the Application Form. Application Form should be filled-in in English only. 4. The candidate shall fill-up the Application Form in his/her handwriting in block letters written neatly and legibly with blue/black ink within the prescribed boxes. 5. Overwriting, cuttings, erasing in the Application Form should be avoided as it may lead to rejection of the Form. Any error arising on this account shall be the responsibility of the candidate. (it is advisable to first fill in a photocopy of the Form and then fill in the main document.) 6. The candidate should write his/her complete address in the Application Form for further correspondence. Pin Code should be given in the space provided for Pin Code. It will be the responsibility of the candidate to ensure that he/she fills-in his/her correct address in the Application Form. The last date for receipt of Application Form duly completed in all respects is 30.4.2012 upto 4:00 P.M. No grace period will be permitted. Candidate should write his/her name, father's name and mother's name in capital letters as given in Matriculation/High School Certificate of the Board. Each letter should be filled-in in one box. One box should be left blank between each part of the name. 9. The photographs should be firmly affixed to the Application Form with adhesive (gum/fevicol) and should not be pinned or stapled. Applications not complying with these instructions or with unclear photograph are liable to be rejected. MMUCET-2012 16 11. Candidates are requested to put their signature in the box given at the bottom of the Photograph. Writing full name in this box in capital letters would not be accepted as signature and the Application Form is liable to be rejected. 12. Candidate should firmly tie or staple together his/her Application Form and the required documents, if any. (use the envelope provided for despatch of Application Form). 13. Request for change in any particulars in the Application Form shall not be entertained under any circumstances. 14. Incomplete Application Forms or Forms having over-writing will be rejected. 15. The candidature of the candidate submitting more than one Application Form is liable to be cancelled against all the application forms submitted by any such candidate. 16. The Application Form must be accompanied by : (a) Four copies of the recent passport size photographs, duly attested by the Principal of the institution last attended to be affixed at appropriate place on the Application Form and Admit Cards. (b) Attested photocopy of Matriculation/High School/ICSE/Class-X or its equivalent pass certificate as proof of date of birth. (c) Attested photocopy of the mark sheets of the qualifying Senior Secondary examination (10+2) from a recognized Board/University with five subjects including Physics, Chemistry, Biology and English or a certificate of having appeared in the qualifying examination duly attested from the Principal of the Institution last attended. (d) Character Certificate reporting on the inter personal/social behavioural pattern of the applicant issued by the institution last attended by the candidate. (e) Migration Certificate from the Board/University from which the qualifying examination has been passed by the candidate other than the Board of School Education, Haryana. If not readily available, it can be submitted within 15 days from the date of admission. (f) Affidavits against ragging (to be submitted at the time of counselling) (g) Certificate of Locomotive Disability issued by the competent authority of the Govt. for claiming benefit of relaxation in elgibility conditions and reservation of seats in the case of the candidates belonging to the category of the Locomative Disability. 17. Furnishing of false information or suppression of any information would disqualify the candidate from the MMUCET-2012 admission and cancellation of admission if already admitted. If considered necessary, legal action may also be taken against such a candidate. 18. Admit Card : The candidate will fill up three Admit Cards Annexed with Application Forms. The original will be sent to them by Speed Post/Courier on or before 03.06.2012. If the same do not reach them in time, they should collect their Duplicate Admit Cards from the Admission Office at Mullana on or before 15.06.2012 (9:00 A.M. to 4 P.M.). The Admit Card will bear the candidate's roll number, examination centre, candidate's name, fathers name, photograph and signature. The candidate should carefully examine the Admit Card received by him/her for all the entries made therein. In case of any discrepancy, the candidate should immediately inform the Convener, MMUCET. The text of the bond to be executed can be obtained from the Admission Office of the University. 5. There will be an annual increase of 5% in tuition fee. 6. Fee will be charged for 4 years for MBBS course. 7. In case of refund of Fee admissible under the rules, a deduction of fee will be made as under (i) Within 15 days of Admission 5% (ii) Within 16-30 days of admission 15% (iii) After 30 days of Admission (upto 25th September 2012) 30% (iv) If a student, Admitted to the course, leaves the course at any time after 25th September 2012, he/she shall be required to pay the full amount of Annual Fee for remaining entire duration of the Graduate Programme. MMUCET-2012 18 1. Application for admission to Entrance Test, duly completed in all respects, must be accompanied by the documents as listed at the Sr. No. 16 at Page 16 of this prospectus. 2. The Application Form duly completed in all respects must be sent through Regd./ Speed post to the Convener of MMUCET-2012, Admission Office, Administrative Block, Maharishi Markandeshwar University, Mullana-Ambala (Haryana), 133-207. 3. The University does not take any responsibility for delay or loss of Application Form or correspondence pertaining thereto in post transit or through courier services. 4. The Application Form/Prospectus once purchased, will not be returnable. 5. All the particulars must be written carefully and legibly. 6. Application Form which is incomplete or without enclosures will be rejected. 7. The candidates placed in the merit list provisionally must produce all the documents in original alongwith their attested copies at the time of Counselling. 8. The Counselling Board shall have the power to call for any document from the candidate in support of his/her claim and reject any certificate not considered valid. 9. The decision of the Counselling Board in this regard shall be final. 10. No judicial proceedings will lie against MM University or its institutions for counselling and admissions. 11. All admissions are provisional i.e. subject to their final registration with the MM University after completing necessary requirements as per rules/ordinance of the University. 12. The candidate already admitted in any other Medical/Dental Colleges will not be considered eligible for admission to MBBS/BDS course. 13. No foreign candidates shall be admitted to MBBS/BDS courses unless sponsored by the respective Ministry/Department of Govt. of India. 14. All disputes relating to admission of students/refund of fee etc. will be subject to Ambala Courts or Courts having jurisdiction in Ambala. 15. The University has the right to change the dates of admission process, Examination centres on account of some unavoidable circumstances. 16. The University will despatch the examination Roll Number/Admit Cards through Speed Post/Courier for in time delivery. If the same does not reach any candidate in time for any reason, he/she can collect his/her Duplicate Admit Card from the Admission Office of the University by 15.06.2012. 17. Any attempt on the part of a candidate, his/her friends or relatives to convass or bring influence to bear upon the University directly or indirectly for securing admission will lead to disqualification for admission. 18. Application Forms received after the due date and time due to any reason including postal delay will be rejected without any intimation to the candidates. 19. If at any subsequent stage the information on the basis of which any candidate has been admitted to the course of MBBS/BDS, is found to be incorrect or false partially or wholly, IMPORTANT INSTRUCTIONS MMUCET-2012 19 he/she shall be removed from the College and fee and other dues paid until the date of such removal shall be forfeited. The Institute may take any further action against the student and his guardian as may be considered necessary. 20. The selection for admission will be treated as cancelled, if the selected candidate does not join the institute on the stipulated date fixed by the Counselling Board. 21. There shall be no re-evaluation/re-checking of Answer Sheets and no request in this regard shall be entertained. 22. The rules given herein are only provisional. These may be changed or modified by the University without any prior notice. All disputes arising in the interpretation and implementation of any provisions/instructions in the prospectus will be referred to the Vice- Chancellor of the university and his decision shall be final and binding. 23. Candidate, who fails to attend the Entrance Test on the notified date(s) will forfeit the claim for admission and placement in the waiting list. 24. In case, the number of the candidates opting for appearing in any particular Examination Centre is less than 500, such an examination centre is liable to be cancelled by shifting the candidates of such a centre to other centres. 26. Applicants are warned against any possible cheating by unscrupulous agencies that may give misleading advertisements in newspapers or approach by other means, promising or assuring seats for any of the courses of this university for monetary considerations or by extracting large sum of money from the candidates or their parents as the University has not appointed any such agent or authorised any person to work as its agent. Any person doing so will be liable to be prosecuted in accordance with law. 27. The number of candidates included in the merit list and also those called for the counselling will be more than the total number of seats available in the constituent colleges. This is to take care of any drop outs at the stage of counselling. Mere inclusion in the merit list and call for counselling does not guarantee admission to a course. This will exclusively depend on the candidate(s) all India rank, the number of candidates attending the counselling their choice of course/institution and the number of seats available. 28. All admissions are subject to fulfillment of all the eligibility conditions by the candidate. If it is found at a later stage, during active verification, that any candidate has given false information/certificate or is found to have concealed some information, his/her admission will be cancelled without any notice. It is the responsibility of the candidates to ensure that they fulfil all the eligibility requirements for the course(s) applied. MMUCET-2012 20 RAGGING is totally PROHIBITED in the University and its institutions, and anyone found guilty of ragging and/or abetting ragging, whether actively or passively, or being a part of a conspiracy to promote ragging, is liable to be punished in accordance with the Regulations framed and notified by the UGC and other Regulating Councils like MCI/DCI/AICTE, etc. as well as under the provisions of any penal law for the time being in force. Regulations for Elimination of Ragging shall be applicable not only to the University and its institutions or any part thereof, including, but not limited to, the Departments, constituent units, Colleges, Centre of Studies and all its premises, whether academic, residential, playgrounds, or canteen, whether located within the campus or outside, and in all means of transportation of students, whether public or private, accessed by students for the pursuit of their studies in such institutions. RAGGING constitutes one or more of any of the following acts : (a) any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student; (b) including in rowdy or indisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student; (c) asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely effect the physique or psyche of such fresher or any other student; (d) any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher; (e) exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students. (f) any act of financial extortion or forcefully expenditure burden put on a fresher or any other student by students; (g) any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person; (h) any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student; (i) any act that affects the mental health and self-confidence of a fresher or any other student - With or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student. REGULATIONS ON CURBING THE MENACE OF RAGGING MMUCET-2012 21 Students are advised to Collect a copy each Regulations of the UGC and respective Regulating Councils on Curbing the Menace of Ragging from the office of the respective Institution of the University at the time of admission. Every candidate for admission will have to submit an Affidavit, duly attested by the appropriate authority, as per Annexure I appended as a part of the Admission Form at the end of this Prospectus to the effect that he/she has not been expelled and/or debarred by any institution and further aver that he/she would not indulge, actively or passively, in the act or abet the act of ragging and if found guilty of ragging and/or abetting ragging, is liable to be proceeded against under these Regulations or under any penal law or any other law for the time being in force and such action would include but is not limited to debarment or expulsion of such student .
