The Confederated Tribes of the Grand Ronde Community of Oregon Job Title: Youth Education Program Manager Reports to: Education Department Manager Average hours per week: 40+ Job Summary Responsible for providing administration and supervision of the Youth Education Program for Native American Youth in grades K-12. Provides activities to promote academic success, cultural awareness, Leadership, and healthy lifestyles to meet the needs of Native American enrolled elementary, intermediate, and secondary students. Essential Functions Provides administrative duties and direction for Tribal Youth Education program 1. Develops, forecasts, and monitors fiscal controls of program budgets. 2. Establishes program goals and objectives annually and monitors throughout the year. 3. Responsible for developing Year-end Report for program, which includes analyzing and evaluating services provided and program results, and provides recommendations for changes in services and operations as needed. 4. Monitors budget allocation regarding equipment, supplies, and other necessary purchases. 5. Supervises and administers programs/activities pertaining to providing services to elementary, intermediate, and secondary students. 6. Maintains student records system for academic progress and enrollment eligibility. 7. Coordinates the preparation of Tribal student enrollment roster for local school districts. 8. Networks with other organizations, institutions, and district programs. 9. Serves as a liaison for parents and students to obtain appropriate services. Provides crisis intervention referral and problem solving as necessary. 10. Plans program design and services with appropriate committees on a quarterly basis. 11. Inventories and assesses program activities both external and internal. 12. Ensures facilities and equipment are safely maintained. 13. Projects program space needs to address future expansion. 14. Assists Tribal programs with needed information to complete Tribal grant proposals. 15. Collaborates with Tribal grant recipients that directly fund program projects for the Youth Education Program, which includes but is not limited to, attending meetings and developing quarterly program/fiscal reports. 16. Serves as primary liaison between local school districts, parents, and Tribal programs. Ensures educational programs and contracts are in compliance with federal, state, private foundation and tribal polices/ regulations 1. Reviews programs, scope of work/purpose/eligibility criteria such as CCDF, BIA (Johnson OMalley), Title VII projects, and other grants. 2. Establishes and reviews tribal program policies to ensure they are in keeping with federal/state regulations. 3. agencies. 4. Works with programs in submitting grant applications for new and continuing programs. 5. Serves as contact for federal agencies to keep informed of legislative, regulation and revised standards and eligibility criteria on regular basis. Provides staff supervision for program 1. Responsible for staff supervision, which includes assigning and reviewing work, conducting annual planning, and developing program policies and procedures. Also develops programs, activities, curriculum, and student policies. 2. Coordinates with Human Resources in developing job descriptions, performing recruitment and selection, evaluating staff performance, and conducting disciplinary action and separation of employment. 3. Supervises temporary staff assigned through time limited Tribal/Educational grant appropriations. 4. Develops and implements education/training plan for staff professional growth. 5. Plans and conducts professional staff development training. 6. Conducts regular meetings to communicate and address specific program/staff needs, school district interaction, and student/families activities and progress. 7. Maintains employee time sheets and leave requests. Provides program and activities to promote student academic progress 1. Establishes tracking system to identify and address attendance, academics, tutorial needs, referrals, available resources, specialized school district programs, School-toWork internships, and possible GED/Adult Education services as necessary. 2. Attends Multi-disciplinary Team (MDT) and Individual Education Plan (IEP) meetings as requested. 3. Coordinates with district and Tribal programs to ensure orderly transition from primary grades into intermediate and secondary grades. 4. Coordinates and facilitates career and higher education awareness activities. 5. Supervises Tribal Achievement and Recognition Awards Program activities. 6. Conducts academic survey to identify program needs. 7. Coordinates services with school district and Title VII Indian Education Program. 8. Collaborates and assists in coordinating youth referrals and services with other Tribal Youth Programs. 9. Oversees the development of the Summer Enrichment programs for K-5, 6-8, and 912 grades. Establishes and Conducts Cultural and Leadership Component 1. Supervises cultural and leadership programs that provide student enrichment and knowledge through classes, seminars, Pow-wows, field trips, conferences, elder and student involvement, Tribal history presentations, pre-school cultural instruction, Tribal research, and appropriate extra-curricular activities such as clubs. 2. Collaborates with Cultural Resources Program to ensure relevant materials are available to students. 3. Coordinates and supervises youth workers for Summer Employment and Internship programs. Oversees recruitment and selection, orientation sessions, disciplinary action, training, and termination of employment. 4. Prepares monthly and quarterly reports as necessary.

5. Coordinates the Youth Sponsorship program. 6. Coordinates the New York Internship program with the American Museum of Natural History. Oversees recruitment, selection, and preparation. 7. Ensures the execution of two age appropriate culture camps; grades K-6 and grades 7-12, in collaboration with Cultural Resources Department Establishes and maintains community and school relations 1. Assists in providing public relations events sponsored by the school district and demonstrate student support. As necessary, co-sponsors events and activities with the Tribe and school district to foster greater community public relations. 2. Establishes network with post secondary institutions to promote continuing education, and develop familiarity of available resources for staff and students. 3. Promotes and facilitates active Parent Board meetings. 4. Provides information to Parent Board, Tribal Education, and Education Committee 5. Provides phone support and referrals to out of area Tribal Membership. Additional Functions 1. Organizes Back-to-School Family Night for students, Tribal programs/members, and families. 2. Responsible for developing programs to address the needs of high risk youth. 3. Responsible for developing programs to encourage and foster healthy relationships among youth. 4. Coordinates and participates in Girls Night events which may include overnight activities. 5. Performs a variety of other duties as assigned by supervisor. Qualifications 1. Requires a Bachelors Degree in Education, Human Development, Social Services or a closely related field of study. 2. Requires four (4) years of substantially related experience in coordinating a youth services program that involves management of academic, social and cultural programs/services to youth in grades Kindergarten (K) through twelve (12). Experience working with Native American youth preferred. 3. Requires two (2) years of supervisory experience. 4. Must demonstrate knowledge in fields of Education, Human Development, and Social Services. 5. Must demonstrate an awareness of Native American Community. 6. Must have excellent communication skills both verbal and written. 7. Requires CPR/First Aid certification or ability to obtain within 30 days of hire. 8. Must have the necessary skills for crisis intervention referral and problem solving. 9. Ability to exercise sound judgment in all matters pertaining to job duties. 10. Must have experience in Special Education/Disability Services. Typical Physical Requirements and Environmental Conditions Physical Requirements 1. Continually requires the ability to express or receive detailed information or important instructions through oral communication. 2. Continually requires working with fingers rather than the whole hand or arm.

Continually requires repetitive movement of the wrists, hands and/or fingers. Continually requires close vision. Often requires walking or moving about to accomplish tasks. Occasionally requires standing and/or sitting for sustained periods of time. Occasionally requires reaching and raising objects from a lower to a higher position or moving objects horizontally. 8. Occasionally requires stooping which entails the use of the lower extremities and back muscles. 9. Occasionally requires operating passenger vehicles and night vision. 10. Occasionally requires lifting of up to 20 pounds. Environmental Conditions The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions. Attendance Required to comply with company attendance standards to fulfill essential functions. Safety 1. Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures. This includes, but is not limited to: reporting all incidents and accidents to your supervisor timely (within 24 hours); maintaining work areas in a safe and healthful manner; reporting and correcting any unsafe working conditions; operating vehicles in a safe and lawful manner while conducting Tribal business; providing input and assistance to reduce or eliminate workplace hazards; actively supporting ongoing safety efforts, including recommendations of the safety committee. 2. Due to the nature of interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations. Drivers License & Insurance Requirement Must maintain a valid Oregon drivers license or obtain one upon hire, qualify for the Tribes vehicle insurance, and provide proof of personal vehicle insurance. Background Check Candidates for this position may be subject to criminal, credit and character background checks and fingerprinting. Travel Requirements Local travel is moderately required. Travel throughout the state and outside of the state is occasionally required.
