THE MODEL ASEAN Project Guide

for ASEAN +3

The Model ASEAN is designed to simulate the regional integration of the Southeast Asian states, and the international cooperation they have with countries and organizations beyond their borders. Your goal as a class is to respond to three pressing issues of our times with regard to peace, order and security, climate change and food security, and economic and social development. You will also endeavor to address the needs of the ASEAN states through the mechanisms provided for and allowed by the ASEAN Charter.

AS THE MEMBERS OF THE ASEAN+3, your


primary objective is to promote the interests of the Southeast Asian region in accordance to the ASEAN Charter. The ASEAN dictates the agenda and sets the priorities of the meeting. While other nations and organizations will pressure you to pursue their agenda for the region, the question you have to ask is: Do their interests serve the interests of ASEAN? Cooperating with dialogue partners and organizations may have its benefits, particularly in the form of economic aid and mutual defense. But too many concessions to foreign actors may initiate a negative backlash domestically, particularly from the nationalists. So expect that Ill ask you to justify your moves and extrapolate what the local reaction could be. HOW TO PREPARE FOR THE MODEL ASEAN 1. Read up on your assigned country. Consult almanacs and encyclopaedia to learn of its basic history from ancient times to the present. Conclude by looking at the history of the ASEAN and how your country came to be involved in it. 2. Read up on the news and current issues affecting your country and its relationship with the other countries in Southeast Asia. Focus on three issue areas: (a) peace, order, and security, (b) climate change and food security, and (c) economic and social development. Consult the supplementary guidelines for what sort of news stories may classify under each of the issue areas. 3. Keep up with the lectures in SS2. Like with the mock trials and the summit before it, the Model ASEAN will be prefaced by a series of lectures designed to provide context, background, and hints on how to do your best in the activity. Keep up with the reading assignments from World History Connections to Today and the special reading from The Emergence of Modern Southeast Asia.

REQUIREMENTS CHECKLIST Before the Model ASEAN: Country Briefing (20% of project) Due: February 24 (Thursday)

During the Model ASEAN: Actual Performance (25% of project)


I will be observing your every move during the ASEAN meeting particularly in four areas: (a) knowledge of ASEAN meeting protocol, (b) proper decorum, conduct and manner, (c) effectiveness of expression and clarity of communication, and (d) interpolation and debate.

Caucusing and Resolution Writing (25% of project)


I will study your involvement in the various caucuses so make sure that you only join caucuses in which you are deeply involved and can actually contribute. To a degree, I do expect that ASEAN members get to chair a caucus of their choice, so I strongly recommend that you take initiative in leading the discussions on the issue that matters most to you.

Representation and Mastery (30% of project)


I will pay attention to the content of what you say and do in the ASEAN meeting. I expect that you are able to stand in as a representative of your country, personifying its values, principles and interests. Any position you take must be grounded in history, facts, and actual realities.

After the Model ASEAN: Synthesis Paper (50% of Periodic Exam)


This paper will be your FINAL ESSAY in SS2. Specific guidelines will be given towards the end of the year. It will ask you to write about your ASEAN experience, but at the same time asking you to integrate all weve done throughout the school year.
