Rule development/Implementation strategy. 1. General risk control rules are rules applied throughout companies address safety, health and environmental concerns in work place: Some examples:

Everybody is responsible for their own health and safety as well as that of their fellow employees. Follow instructions. No shortcuts to be taken. If not sure ask. Report defective tools immediately. Put everything or tools used in its proper place. Use the right tools for the task at hand. Use and repair tools only when authorised. Report any incident/accident immediately regardless how minor this could lead to review the current rules. Wear the approved PPE for the task at hand as been directed in the SWP. Follow proper lifting methods when manual handling as discussed in the induction session. Obey all rules, signs and instructions at all times.

2. Specialised work rules related to high-risk activities: Some examples:


1. 2. 3. 4. Welders; forklift operators and electricians. Workshops or lab where there is radiography. Work in confined spaces or working on extreme heights eg: sliding. Then certain of these high-risk tasks needs a work permit before work commence.

Develop and manage workplace rules. Case scenario General workshop 1: Operating a bench grinder; non compliance noticed:
1. Feeding plate to far away from the grinding wheel, 6.8 mm beyond the legal maximum of 3 mm. 2. Operator not wearing eye protection; safety glasses. 3. No signs in place indicating PPE needed. 4. Use inadequate/damaged Perspex shield as cover.

Case scenario General Workshop 2: Work in a noise zone area without the relevant PPE:
1. The workshop was identified as a noise zone area two weeks ago. No signage posted to indicate this. 2. No communication of the finding to any of the employees working there. 3. Two contractors working in the area not reporting that the area was rather noisy when one of them thought so.

Prepare the rules on the findings of the case scenario.


1. Employee involvement:

Get the entire team together to give feedback on the outcome of the audit and the non-compliance observed. Discuss the non-conformances and ask them for their ideas and suggestions. After the meeting used the ideas and suggestions and compile the rules operation of a bench grinder and work to be done in a noise zone.

Bench Grinder Rules:


1. Pre-use inspection to be done before operator start the grinder to make sure the feeding plate is the correct distance from the grinding wheel. (3 mm) 2. Signs to be posted indicating which PPE to be used when operating the bench grinder. (Safety glasses, Face shield) 3. Safe Work Procedures posted at the grinder. 4. JHA to be compiled before work commence on the bench grinder. 5. Lock-out procedure posted after use of bench grinder. 6. Report any inadequate PPE or damage to the bench grinder immediately. 7. Report any accident/incident immediately because this is an indicator that a review on the procedures is needed. 8. Regular toolbox talks on the use of bench grinders to be conducted. 9. Proof of communication of these rules and that the employees understand why they need to comply.

Reasons for these rules:


1. Prevent eye or any other injuries. 2. To create a health and safety environment for all. 3. To make everybody aware of the hazards when operating a bench grinder.

Noise zone rules:

1. Communicate all changes in the workplace to all via a Safety Bulletin or call for a meeting to explain to every body what the changes are. 2. Relevant signs needs to be posted to indicate what PPE needs to be used (Hearing protection) 3. Distribute Bulletin to all employees to make them aware of the new noise zone area in workshop 2. 4. Attach bulletin on all major notice boards and relevant SMI Boards in the work areas. 5. JHA to be done before work commence in all areas indicating what PPE needs to be used. 6. Supervisors must make the employees aware that they are still responsible for their own health and safety as well as that of their fellow employees. 7. Employees need to report any differences in the work area or make the supervisor aware of the noisy area to do a noise survey. 8. Make sure employees understand these rules to ask them for feedback and questions on these rules in the work place. 9. These rules is to prevent hearing loss. 10. Posters need to be posted in the work areas on the notice boards and Area SMI Boards to show the employees the need to use the relevant PPE to protect their hearing and eye sight. A once off proper induction needs to be conducted on the rules in the workplace. To be assure that the employees understand do written or verbal assessment and discuss the outcome of the results. There must be a pass percentage of 85% and explain to them why. Review existing rules: Planned task observations on employees to see if they abide to the workshop rules. After accidents/incidents immediately. Regular audits. Workplace changes. Equipment changes. Present the rules: Distribute to all the employees and make sure they sign for the rules. Make them aware to study the rules and get familiar with the rules and noted questions and comments. Make them aware that there will be an assessment to see if they understand the rules of the company. (Induction) Safety awareness posters on the health and safety needs to be posted in the workplace. Induction to be done using pictures slides to explain what the rules mean and why it is important. Assessment to see if they understand the rules in the workplace.
