On 7 December a.d. 2011, I was eye-witness to Deputy Mendez-Ventura do a bloody assault on a 12 year old girl. On 21 November, with another Citizen as witness, I met with newly elected Theo Stamos about the Expense Voucher FRAUD by Arlington Bar member Karen Grane, and its cover-up by JDR Judge Varoutsos. Stamos said that I needed to take my complaint about Granes fraud rst to the Police and then the Magistrate. On 2 March a.d. 2012, with another Citizen as witness, I met with now Commonwealth Attorney Theo Stamos who told me I was delusional if I thought she was going to prosecute Deputy Mendez-Ventura for assault of the 12 year old girl, or her 20 year old sister. Her excuse is she is prosecuting the 20 year old sister (to cover up his crimes), and she rudely refused to check-off or approve the block on my Criminal Complaint form DC-311. Also with another Citizen as witness, Arlington Police Captain Cassidy declined to check-off the form, thus saying NO. That same day, Friday, 2 March a.d. 2012, Policeman T. Brennan in cruiser 142-943L was sent to the Magistrate Office to observe or intimidate, where again with another Citizen as witness, Magistrate Plummer refused to process my Form DC-311 Criminal Complaint Commonwealth of Virginia for ACCUSED Mendez-Ventura, N. based on the portion of the form that requires authorization prior to issuance of a felony arrest warrant.
The question for you is WHERE in the Code of Virginia justies or validates the authorization requirement ?

As a former Inspector General for the Navy Cryptologic program, and before that Commanding Officer of the Navy unit that won the national competition called the Delaney Award, I know a bit about excellence in the administration of government. Truly, if I were an Inspector General of the Virginia Courts, Arlington would fail inspection. My extensive studies on this Constitution for the United States of America, (see The New York Times article on 11/06/2010 that describes my study guide to this Constitution as the concordance to the Preamble), and my studies on the Constitution of Virginia, cause me to have serious question of the legitimate basis under which Courts in Arlington are being operated, plus Judge Newman is obstructing justice in denying a Special Grand Jury to Private Citizens.
Karen Granes Expense Voucher notes suggest both these Arlington Bar members may be involved in the cover-up of Guardian Ad Litem FRAUD. Below is one of many indicators. Theo Stamos refuses to honestly investigate or prosecute.
