Fourth Quarter 2011 Social Weather Survey Net Satisfaction Ratings: Vice-Pres. Binay +70, Senate Pres. Enrile +36, Speaker Belmonte +8, and Chief Justice Corona -14
Social Weather Stations The Fourth Quarter 2011 Social Weather Survey, conducted from December 3-7, 2011, found 77% satisfied and 7% dissatisfied with the performance of Vice-President Jejomar Binay, 53% satisfied and 17% dissatisfied with Senate President Juan Ponce Enrile, 33% satisfied and 25% dissatisfied with Speaker Sonny Belmonte, and 21% satisfied and 35% dissatisfied with Chief Justice Renato Corona [Table 1]. Vice-President Binays net satisfaction rating (% satisfied minus % dissatisfied) rose to an excellent +70, 7 points higher than the very good +63 in September 2011 [Chart 1, Table 2]. It stayed good for Senate President Enrile, hardly changing from net +35 in the previous quarter to net +36 now. It has been at good levels since June 2010 [Chart 2, Table 3]. It stayed neutral for Speaker Belmonte, hardly changing from net +9 to net +8 [Chart 3, Table 4]. It fell to a poor net -14 for Chief Justice Corona, 14 points lower than the neutral net zero in the previous quarter. His latest score is similar to the poor net -18 in June 2010 before it stayed at neutral levels from September 2010 to September 2011, ranging from net 0 to net -7 [Chart 4, Table 5]. Top agencies net satisfaction ratings fell slightly The net satisfaction rating of the Senate went to a good +44 (59% satisfied, 15% dissatisfied), 6 points lower than the very good +50 (63% satisfied, 14% dissatisfied, correctly rounded) in the previous quarter [Table 6, also Chart 5, Table 7]. It fell to a moderate net +27 (46% satisfied, 19% dissatisfied) for the House of Representatives, 4 points lower than the good net +31 (49% satisfied, 19% dissatisfied, correctly rounded) before [Chart 5, Table 7]. It stayed moderate for the Supreme Court at net +21 (46% satisfied, 25% dissatisfied), although 8 points lower than net +29 (49% satisfied, 20% dissatisfied) before [Chart 6, Table 8].

It also stayed moderate for the Cabinet as a whole at net +22 (43% satisfied, 20% dissatisfied, correctly rounded), although 2 points lower than net +24 (44% satisfied, 20% dissatisfied) in the previous quarter [Chart 7, Table 8]. Survey Background The December 2011 Social Weather Survey was conducted from December 3-7, 2011 using face-to-face interviews of 1,200 adults in Metro Manila, the Balance of Luzon, Visayas, and Mindanao (sampling error margins of 3% for national percentages, 6% for area percentages). The area estimates were weighted by National Statistics Office medium-population projections for 2011 to obtain the national estimates. The quarterly Social Weather Surveys on public satisfaction with the Vice-President, Senate President, Speaker of the House of Representatives, the Chief Justice of the Supreme Court, and the top government institutions are not commissioned, but are done on SWS's own initiative and released as a public service, with first printing rights assigned to BusinessWorld. [SWS terminology for Net Satisfaction Ratings: +70 and above, "excellent"; +50 to +69, "very good"; +30 to +49, "good"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable"] SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations. #
