The Future Battlespace

Contested All geographies of operation are contested Sea, land, air & space, cyberspace and information Congested To influence people we have to operate in, over and close to where they live. People live in urban areas in the littoral There is no empty battlefield Cluttered Network Enabled Capability will not fully lift the fog of war We need to understand and to discriminate Connected Networks - source of strength for friend and foe Nodes are also a source of weakness Constrained Legal and social norms - essential to our legitimacy will limit us but not our adversaries

More Constrained

Adversaries
Hezbollah is not your fathers terrorist organisation. This is not a group of loosely affiliated cells of would-be hijackers or suicide bombers. Hezbollah is a terrorist army, trained like an army, organised like an army, funded and equipped like an army. Israeli Officers assessment after the July War 2006

Agile Warrior 11
7 Questions
1. Test the ability of the TAS structure to transition to best-effort Divisional level operations in a hybrid conflict. 2. Test how a Multi Role Bde will fight and operate in a hybrid conflict. Test how our sustainment and service support organisations will operate in hybrid conflict. 3. Evaluate and determine the Armys future C2 requirements and associated models, for ISTAR and CIS. 4. Determine the Understand demands of continuous modulated engagement and deployed brigade operations and recommend the optimum structures to meet them. 5. Determine the nature of future demand on commanders and soldiers. 6. In what ways will we need increased Army agility in the future and how should we look to promote it? 7. Test and evaluate the major constituent parts of our current doctrine and determine its necessary conceptual direction of travel in the next 10 years.

Force Design Principles

Developing People Investing in and developing the people required for the future force. Professionalising ISTAR Enabling and resourcing the exploitation of knowledge and information. Fighting and Operating Generating and agile future force able to deliver land fighting power. Sustainment Providing flexible support that enables and enhances the fighting force.

Recommendations (1 of 3)
Training
Place significantly greater emphasis on the value of officer and soldiers cognitive skills. Establish a robust training regime to deliver a force proficient in urban operations, including the subterranean environment. Establish the capability and structures required to conduct logistic manoeuvre, including organic FP. Establish the capability required to conduct ISTAR collection, fusion and dissemination at the sub unit level.

Equipment

Recommendations (2 of 3)
People
Review from first principles our career, selection, promotion, management and reward structures. Establish the IM/IX CONEMP and structures in all Bde HQs. Establish a Defence end to end Knowledge Management (KM) plan, plus the detailed information requirements for an MRB in oreder to develop a flexible CIS architecture which enables C2 across the mosaic of conflict.

Recommendations (3 of 3)
Organisation/Structure
Establish the nature of the 2* level of command. Establish MRBs which are modular and interoperable, with standardised SOPs and protocols, which enable manoeuvre operations as the default setting and enhance MN interoperability. Review the provision of training and infrastructure facilities within the home base to enable effective force generation. Ensure logistics structures are robust and flexible enough in order to generate best effort.
