In the interview, questions covering broad National and International issues and matters of common interest in the field of Arts and Science may also be asked: Provided that the names of the candidates shall not be included in the merit list unless such candidates secure a minimum of forty per-centum of marks in the interview. 4. AGE LIMITS: (i) A candidate must not be below 23 (twenty-three) years of age and not above 35(thirty-five) years of age on the 1st August, 2012 and he/she must not have been born earlier than the 2nd August, 1977 and not later than the 1st August, 1989. (ii) The upper age limit prescribed above will be relaxable up to a maximum of five years, if a candidate belongs to Scheduled Caste (S.C.) or Scheduled Tribe (S.T.) or a Socially and Educationally Backward Classes (S.E.B.C.) or a Woman, or an Orthopaedically Handicapped (O.H.); (iii) The maximum age limit in respect of Departmental candidates is not more than 39 (thirty-nine) years of age as mentioned under Para-5 of the Advertisement. Approved Service for this purpose means qualifying service as defined in the Odisha Civil Service (Pension) Rules, 1992. A candidate of the above category should furnish, with his/her long application, necessary evidence to the effect that his/her case has been recommended by the competent authority and that he /she satisfies the aforesaid conditions of eligibility. 6. OTHER ELIGIBILITY CONDITIONS: (i) A candidate must be a citizen of India; (ii) He/She must be of good character and of sound health and free from any organic defects and physical infirmity (not applicable in case of Orthopaedically Handicapped); (iii) He/She must be able to speak, read and write Oriya fluently and must have passed an examination in Odia Language equivalent to that of Middle English School standard; (iv) A candidate, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the examination: Provided that the State Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person or there are other grounds for so doing, exempt any person from the operation of this rule; (v) Government Servants, whether permanent or temporary or on probation against a vacancy in permanent posts in any Department of Government, are eligible to appear at the examination, provided they possess the requisite qualification and are within the prescribed age limit as provided under Para-4 & 5 of this advertisement. However, they are required to submit undertaking to the effect that they have informed in writing to their Head of Office/Department that they have applied for the examination. Further, they will be required to enclose, attested copy of the No Objection Certificate issued by the appointing authority, with the long application to be submitted after qualifying in the preliminary written examination for appearing at the main written examination. Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/ candidature will be liable to be cancelled; (vi) If a candidate has, at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any Examination/Interview, he/she will not be eligible for such recruitment for that specified period/ chance(s); (vii) Only those candidates, who possess the requisite qualifications and fulfil other eligibility conditions by the closing date of receipt of applications, will be considered eligible; (viii) The selected candidates must be physically fit and shall be required to appear before the State Medical Board before final appointment. (b) In case of non-availability or availability of insufficient number of candidates of any reserved category of S.C., S.T. and S.E.B.C., the vacancies shall be filled up by the candidates of the un-reserved category as per Rule-17(3) of the O. S. J.S & O.J.S. Rules, 2007. (c) In case of non-availability of Orthopaedically Handicapped candidates, the vacancy reserved for that category shall be filled up in accordance with the merit list. (d) 35 numbers of vacancies, out of the total number advertised as above, shall be filled up only on accrual of such vacancies during the year 2012. 3. PLAN OF EXAMINATION: Direct recruitment to the Cadre of Civil Judges shall be made by the Commission through a competitive examination which shall consist of three parts; viz- Preliminary Written Examination, Main Written Examination and Interview in the manner provided in the Rules and in accordance with the Syllabus as specified below :- I. The preliminary written examination shall be of one paper carrying 100 marks with duration of one and half hours with objective type questions of multiple choice (100 questions of one mark each) on the following subjects and the answer sheets may be scrutinized by Computer, if possible. Preliminary Written Examination : (a) Constitution of India; (b) Code of Civil Procedure; (c) Code of Criminal Procedure; (d) Evidence Act; (e) Indian Penal Code; (f) Limitation Act; (g) Transfer of Property Act; (h) Contract Act; (i) Law of Succession (Indian Succession Act and Hindu Succession Act); (j) Specific Relief Act. N.B.: The Commission shall call the candidates for main written examination who have secured not less than thirty-five per-centum of marks in case of Scheduled Caste & Scheduled Tribe candidates and forty per-centum of marks in case of others in the preliminary written examination. II. The main written examination shall be on the following two compulsory papers and three optional papers. Each of the compulsory papers shall carry 150 marks with a duration of two and half hours and each of the optional papers shall carry 150 marks with a duration of three hours. A. ACKNOWLEDGEMENT OF APPLICATIONS: On receipt of application of a candidate, the Acknowledgement Card submitted by him/her along with the application form, will be despatched by the Commissions office to him/her. The mere fact that a candidates application has been acknowledged by the Commission, does not mean that his/her candidature for the recruitment has been accepted by the Commission. 13. CORRESPONDENCE WITH THE COMMISSION: The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases: i) If a candidate does not receive the acknowledgement card after 30 days, from the last date of receipt of applications, he/she should contact the Commissions office quoting his/her full name, name of examination, application form no.(6 Digits) and advertisement No.; ii) Admission Certificates including their Roll Numbers, will be issued to the candidates, who are admitted to the examination. The admission certificates will bear Roll Numbers, Photographs of the candidates, Name of Examination Centre and programme of Examination. If a candidate does not receive the admission certificate or any other communication two weeks before the commencement of the examination, he/she should at once contact the office of the Commission to know his/her eligibility or otherwise. The eligible candidates may down-load their Duplicate Admission Certificates from the Website of the Commission and produce the same before the Centre Supervisor for admission to the Examination Centre. iii) It may be noted that the admission certificate will be issued at the address as photocopied from the short application form filled in by the candidate. PLACE(S) OF EXAMINATION: (i) The preliminary written examination may be held at 5 zonal centres; viz Cuttack, Bhubaneswar, Balasore, Berhampur & Sambalpur. In case sufficient numbers of candidates are not available for any of the zones of Balasore, Bhubaneswar, Berhampur and Sambalpur, the candidates opting for those zones will be accommodated at Cuttack. (ii) The main written examination may be held either at the above 5 zonal centres or at Cuttack zone only taking into view the number of candidates admitted to the said examination. (iii) The candidates are required to write & darken the code number of the zone of their choice where they would like to appear at the examination in column No.4 of the application form. REQUEST FOR CHANGE OF ZONE WILL NOT BE ENTERTAINED. 9. DATE(S) OF EXAMINATION: (i) The preliminary written examination is likely to be held in the month of May 2012. The venue of examination with detailed Examination Programme will be notified well in advance. (ii) The main written examination is likely to be held in the month of July 2012 in respect of the candidates, who qualify in the preliminary written examination. The place of examination with detailed programme will be notified well in advance. 10. EXAMINATION FEE: A candidate is required to pay a nonrefundable and non-adjustable fee of Rs..100/- (Rupees one hundred) only either in shape of deposit of the amount in the Government Treasury under the Head 0051-PSC-105-State PSC - Examination Fee or Account Payee Bank Draft/Pay Order drawn in favour of the Special Secretary, Odisha Public Service Commission payable at any Scheduled Bank at Cuttack. Treasury Chalan with wrong mention of head of account or wrong mention of designation of the authority in the Bank Draft/Pay Order shall not be accepted. The Original Treasury Chalan/Bank Draft/Pay Order, as the case may be, must be sent to the Commission along with the short application. Candidates belonging to Scheduled Castes/Scheduled Tribes of Odisha only are exempted from payment of this fee. Neither claim for refund of fee will be entertained nor will the fee be held in reserve for any other recruitment/purpose. containing Application must be superscribed in bold letters APPLICATION FOR THE POST OF CONSTABLE /PIONEER (Name of trade for which applied) IN ITBP Note:- All the above original documents/certificates are required to be brought at the time of recruitment tests for verification by the Board. 9. SELECTION PROCESS: The eligible candidates shall be issued Admit Cards to appear in recruitment tests. The date and place of recruitment test will be indicated in Admit Card. Candidates will have to undergo the following tests: a) Height Bar At the very beginning, candidates will be asked to go through the height bar test. The candidates not meeting the prescribed height will be eliminated. b) Race - The candidates, who qualify the Height Bar Test will be subject to 1.6 km race to be completed within 10 minutes to qualify for further tests. No marks will be awarded for this test and it will be only qualifying in nature. c) Checking of documents - The original documents of candidates will be checked by the board. Original documents will be returned on the spot after verification and photocopies will be retained with the application form. d) Physical Standard Test (PST): Candidates found eligible in documentation will be screened for height, chest and weight measurements by the Board. Those who do not meet the required physical measurements will be eliminated at this stage. Note - No Race will be held for Ex-servicemen. However, ex-servicemen will be required to appear in the requisite PST, written examination, Trade test, Interview and medical examination. e) OMR based Written Examination 50 marks (objective type): The candidates qualified in PST will be required to pass the Written Examination as under: General English 10 questions -10 Marks General Hindi 10 questions -10 Marks General Awareness (Bilingual) 10 questions -10 Marks Quantitative aptitude test (Bilingual) 10 questions -10 Marks Simple Reasoning (Bilingual) 10 questions -10 Marks Total -50 Marks f) Trade Test (60 marks): The candidates who qualify the written examination will be put through a trade/practical test of respective trade. Note Qualifying marks shall be 35% for General Candidates & Ex-Servicemen and 33% for Scheduled Case/Scheduled Tribes/Other Backward Class in the Written Examination and Trade Test. g) Interview (20 marks): The candidates who qualify the trade test will be put through an Interview to check personal bearing, response, aptitude and general level of intelligence etc. Though, there will be no qualifying marks for Interview but the marks obtained by the candidates will be included at the time of preparing the Merit List. h) Merit List: The merit lists in each category namely, Un-reserved, SC, ST, OBC & Ex-Servicemen on the basis of marks obtained by the candidate in the Written Examination, Trade Test and Interview will be prepared. The candidates shall be called for Detailed Medical Examination as per the category-wise vacancies on the basis of merit. i) Detailed Medical Examination: Candidates shortlisted in order of merit prepared on the basis of marks obtained in the tests mentioned above, will be put through medical examination to assess their fitness as per the standards fixed for recruitment to the respective post/trade. j) Appeal against rejection in detailed medical examination: i) A candidate declared unfit in detailed medical examination, if not satisfied with the findings of the Medical Officer, can submit an appeal for his re-medical examination with duly filled Medical Fitness Certificate in the prescribed proforma ( Annexure VI) as a piece of evidence about possibility of error of judgment in the decision of the Medical Officer at the time of Recruitment. ii) The appeal for re-medical examination will not be taken into consideration unless it contains duly filled medical fitness certificate in the prescribed proforma (Annexure VI), a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate has already been rejected as unfit for appointment by a Medical Officer. iii) The appeal for re-medical examination will not be taken into consideration unless the original Rejection Slip issued by the Presiding Officer is enclosed and re-Examination Fee of Rs. 25/- is also enclosed in form of Indian Postal Order or Demand Draft in the name of Commandant, Base Hospital, ITB Police, New Delhi. (iv) The appeal should be submitted within 15 days from the date of rejection, to the authorities i.e. to whom the application was initially submitted i.e. Dy. Inspector General, SHQ Delhi, ITBP, Post Office Madangir, Tigri Camp, New Delhi 110062. The appeals received after 15 days will not be entertained. ITBP will not be responsible for Postal delay. (ii) EDUCATIONAL & OTHER QUALIFICATIONS:- Matriculation or equivalent from a recognized Board with (a) One years experience in the trade of Mason or Carpenter or Plumber or Electrician or Welder or Painter. (b) Preference will be given to those who have a certificate of trade from an Industrial Training Institute or recognized Institution. (iii) PHYSICAL STANDARDS:-

SURGICAL COTTON BANDAGE


Introduction: Surgical Cotton, also known as 'Absorbent Cotton' is used mainly for medical purpose. Surgical Cotton is mainly used for cleaning and dressing of wounds. Medium stable cotton from cotton mills or linters from spinning mills are used as raw materials for the manufacture of this product. Cotton raw material is cleaned, washed, bleached and sterilized properly by undergoing through a series of processes. Surgical bandages are the products manufactured from white bleached cotton gauge cloth of suitable quality, which are available in various widths running from 2.5 cm to 15 cms. and length from 3 or 4 metres. These are packed in the unit of dozens. Surgical bandages include, the manufacture of bandages, rolled bandages, absorbent gauge and medicated gauge. The raw material required for the manufacture of surgical bandages is bandage cloth. Properties & Characteristics: Surgical Cotton or Absorbent Cotton: It is snow-white in colour, and is completely sterilized by the action of chemicals. It is very soft and quite suitable for wound dressing. It is most absorbent material. Surgical Bandages: They are of very fine cotton yarn and are very soft and considerably absorbent. These are free from natural oils and waxes. Uses & Applications: Surgical cotton or absorbent cotton is used mainly for medical purposes. Surgical cotton and bandages are used in clinics, dispensaries, nursing homes, hospitals, for dressing of wounds, ulcers, etc. These are used for sprains and in factories in first-aid boxes. Good quality surgical cotton and bandages are used in good packing for export purposes. Market Survey: Surgical Cotton Industry is primarily limited to small and cottage scale units. There is an increasing demand of this item in India and has good export possibility. The government is making various efforts to build new industries in states. Attractive incentive is provided to entrepreneurs from outside to establish industries. Raw Cotton has to go through the following stages of operation - (i) Opening and Cleaning: First mechanical cleaning of raw cotton is done. Here the raw cotton or a mixture of cotton is stripped of the extraneous matter and loosened so that it can be fed to the pickering machine for subsequent processing. (ii) Pickering and Lapping: After opening and cleaning the cotton is further cleaned by pickering and lapping. Cotton is cleaned and made into laps so that it can be conveniently handled in kiering, bleaching and washing operation. (iii) Kiering: Cotton laps are taken in large stainless steel baskets or nets and lowered into the kier which is merely a cast iron cylinder with a lid and having steam heating arrangement. Cotton laps are treated with dilute caustic lye generally 1-2% sodium Hydroxide solution containing soaps and detergents and also a sequestering agent viz, tetra sodium pyrophosphate. The boiling with alkali is carried out with open steam under pressure at temp. 90-120C for 2-3 hours. (iv) Bleaching: The cotton is washed in the kier itself and treated with bleaching chemicals so as to decolourize the cotton. Bleaching agent used is sodium Hypochlorite or Hydrogen Peroxide. (v) Hydroextraction: The bleached cotton is washed thoroughly agd calculated amount of dil. H2SO4 is added to neutralize any excess alkali. The cotton is again washed with water and fed to hydroextractor to remove as much water as possible. (vi) Drying: The purified cotton is then dried in compartment driers. (vii) Carding: The dried cotton is once again sent through pickering and lapping machines and carded rolled cotton is prepared by gathering together and packing the webs from various cards to give the product of desired bulk weight. (viii) Sterilization: Sterilization of the absorbent cotton rolls is done by subjecting the purified cotton to dry steam or formaldehyde vapours in heated vacuum chambers. (ix) Packing: The small rolls are packed in blue kraft paper after weighing.

PROCESS FLOW DIAGRAM FOR THE MANUFACTURE OF SURGICAL COTTON PROCESS OF MANUFACTURE FOR BANDAGES The manufacture of bandages starting from cotton as the raw material comprises the following process steps: (i) Mechanical Cleaning: Mechanical cleaning of the cotton is done by passing through a machine provided with rollers and toothed drum or cylinder. The process of mechanical cleaning is also called 'carding'. At the end of carding process, cotton has to pass through the first stage of its conversion into yarn. (ii) Drawing: This Comprises the passing of cotton slivers through a draw frame machine comprising three four pairs of rollers. (iii) Combing: After drawing operation, combing makes cotton into very fine yarns. (iv) Spinning: Spinning is the process for the manufacture of yarn (or fibres) from cotton. This yarn is used for the production of fabric by weaving. (v) Weaving: The fine cotton yarn is then converted into fine bandage cloth by the process of weaving on a handloom. (vi) Washing & Bleaching: Washing and bleaching operation are carried out in a washing tank. Bleaching is carried out with sodium hypochlorite or Hydrogen peroxide. The object of alkali washing and bleaching is to remove all the waxy and fatty materials from the bandage cloth. The stuff is subsequently washed in the hydroextractor with enough water. (vii) Starching & Natural Drying: This comprises dipping of bandage cloth into very dilute solution of starch in water followed by sun drying. (viii) Cutting the Bandages Cloth into Bandages. After drying, the fine bandage cloth is cut into bandages. (ix) Packing: The cut bandages are then packed according to market demand.

The quota for reservation to Ex-servicemen is interchangeable between two categories of Ex-servicemen i.e. (i) Disabled Ex-servicemen/ Dependants of Ex-servicemen killed in action and (ii) Ex-servicemen (normal) inasmuch as, if the applications received under one category are less, the residual vacancy will be utilised for filling up by the other category.
