FORUM: The Security Council QUESTION OF: The Situation in Sri Lanka The Security Council, 1.

Recommends the establishment of dialogue councils where Tamils, Sinhalese, and other Sri Lankan ethnicities meet, talk, share their civil war experiences, and opinions, these councils will be secured by neutral forces, e.g. police forces with an ethnically mixed background or forces from the United Nations Peace-keeping forces; 2. Demands of the Sri Lankan government to strongly increase the funding of courts and other respected institutions of the judiciary and by that ensure every Sri Lankan citizen the following: a) the ability to defend him- or herself in a fair trial, obeying nothing but the strict rules of the Sri Lankan law and the Human Rights, b) to bring every war criminal to court regardless of the side he fought on, in order to combat the possibility of a new outbreak of the former violence, c) the equal judgement of Tamil and Sinhalese people; 3. Considers the returning of previously landed property or alternative estates to Internally Displaced Persons (IDPs); 4. Further demands of the Sri Lankan government to open every court for supervisors from Human Rights Watch (HRW) who will be sent to randomly selected courts on a monitoring mission, in order to ensure that the points mentioned before are being followed and who will report back to the Human Rights Committee (HRC), which will inform the Security Council (SC) if the afore mentioned points are violated against;

5. Emphasizes that the equality of Tamils and Sinhalese needs to be strengthened in order to offer them better chances to succeed in Sri Lankan society by means such as but not limited to: a) the establishment of equality of Sinhalese and Tamils (e. g. education such as the preservation of the Tamil language e.g. by teaching it at school), b) the decentralization of the Sinhalese governmental power as part of the Sri Lankan constitution, c) the recognition of Sri Lanka as official homeland for the Tamil nation and a right to full citizenship; 6. Asks the highest representatives of the Sinhalese and the Tamils to meet in a neutral area located in India, and to debate a treaty dealing with the emancipation and the reintegration of Tamils into society, government and in front of the law under the following conditions: a. the place of debate will be secured by International Peace Keeping Forces (IPKF), b. the entire debate will be monitored by the human rights watch, ensuring that no conditions violating the rights of one of the parties are agreed on;

7. Demands the disarmament of all civilians, not related to the national military, for a minimum of 5 years after which the possession of arms by civilians shall be possible again unless the situation should not be stable enough in Sri Lanka by establishing: a. A border-control project in order to lay out a plan of action including mechanisms of surveillance to prevent the illegal trafficking of arms in the Palk Strait, b. a training program coming from International Peace Keeping Forces (IPKFs) for Indian and Sri Lankan marines which puts special emphasis on the means of early recognition of traffickers in order to build capacity, c. a quarterly arranged meeting of the heads of government and heads of military of India and Sri Lanka to routinely discuss the success and existing problems concerning the illicit trade of arms and ammunition in the Palk Strait; 8. Requests to integrate NGOs into the Lessons Learned and Reconciliation Commission (LLRC) in order to monitor and assess the extent to which the government of Sri Lanka is carrying out an effective and genuine accountability process; 9. Asks all member states to create a fund called the Sri Lanka Rebuilding Peace and Security Fund (SLRPSF), which will financially support Sri Lankan government projects under the following conditions: a. The projects are dealing with the rebuilding of an infrastructure in and between cities and villages that have been destroyed or demolished during the civil war or, b. The projects bring humanitarian aid to areas that are still suffering from the civil war at a high degree such as but not limited to the provision of: i. fresh drinking water, ii. food iii. medical aids if needed, c. The projects are monitored by independent supervisors from Amnesty International or other respected Non Governmental Organisations (NGOs). 10. Asks the Sri Lankan and Indian governments to increase humanitarian work in the camps that currently are the home to about 80.000 internally displaced people (IDPs) to a degree of ensuring the people that are presently living in these camps liveable conditions, should this be achieved until 2015, the member states of the Security Council will volunteer to repay 30percent of the costs that may arise during the rebuilding process, if the following conditions are achieved: a. all camps satisfy the requirements of: i. supervisors from UNICEF, who will be on a monitoring mission concerning the treatment of children to the age of 16 such as but not limited to: 1. education for children from the age of 6 to 12 regardless of ethnicity or social class, ii. supervisors from Human Rights Watch (HRW), who will be on a monitoring mission about the general conditions under which the people will have to live, b. all financial transmissions concerning the work of these camps will be revealed to the Security Council (SC); 11. Urges all member states to support the organization medicines sans frontiers which is determined to create a better healthcare system in Sri Lanka with:

the reconstruction and operation of hospitals and healthcare centers, vaccination programs, medical care in refugee camps, water and sanitation projects, healthcare for vulnerable groups, the warrantee of medical aid, by providing: i. financial means, ii. experts coming from the member states;

12. Demands the return to and cooperation of the IMF with Sri Lanka in order to promote economic stability and good trading relations and recommends the monitoring of financial transactions; 13. Demands the Sri Lankan government to legally and practically ensure equal services in all sectors to both Tamil and Sinhalese people and people of any other ethnicity; 14. Further recommends taking all possible steps to peacefully ensure the peaceful coexistence of Tamils and Sinhalese in one united state; 15. Asks the Sri Lankan Government to encourage the creation of regional youth sports teams, and other activities such as theatre and workshops that include both Sinhalese and Tamil children in order to integrate both communities; 16. Encourages all member states to give the Sri Lankan people and government aid by means such as but not limited to: a. aid in workforce, which gives opportunities for the workforce of Sri Lanka to develop in a positive direction, which would mean: i. foreign experts to give professional aid to the Sri Lankan workforce in specialized areas, ii. suggests architectural plans, iii. more advanced technology to make work more productive, b.education to provide opportunities for the mass population or youth to be educated on a non-bias base on the situation c. food for those who require it and in ,areas that may be affected by the post-war situation, d.organizational aid which will assist the Sri Lankan government in organizing and distributing the aid equally and effectively, e. awareness in the media to create an international public awareness and to promote tourism in Sri Lanka; 17. Suggests that the discussion in the establishment mentioned in clause 6 may include a Tamil quota in politics to ensure the integration of the Tamil population in the decision-making of the countries (e.g. government and parliament); 18. Suggests to foster the economic integration of Sri Lanka into the Asia-Pacific region and the world market by: a. encouraging all member states to concentrate on bilateral trade agreements with Sri Lanka including e. g. duty-preference and duty-free access to goods produced in the negotiating countries, b.establishing a free trade area between India and Sri Lanka as it has been planned;

19. Asks the Sri Lankan Government to integrate Sinhalese and Tamil entire education system in order to teach children the equality of both at an early age; 20. Strongly urges the Sri Lankan Government to ensure international and national journalists the freedom of press and the access to information concerning the past civil war and its underlining circumstances, 21. Decides the creation of a sub-body of the disarmament committee which in cooperation with the Security Council will take action in Sri Lanka in the following way: a. open one-way trading centers in areas known to be the location of former Tamil Tigers in which it will be possible for anyone ready to sell their arms but not re-buy their arms, b.cooperation with former Tamil Tigers who handed over their weapons in order to gather information about the remaining underground fighters and their arsenal of weapons and then by necessary means obtain the arsenals, c. destroy the weapons gathered in the before mentioned sub-clauses a and b, d.requesting any military information that could be relevant to the task from the Sri Lankan government additionally the entire organization will work in cooperation with the Sri Lankan government on a general basis, not including any acquired weapons.
