1. INTRODUCTION
In view of: 1. Approval by President of the Polish Energy Regulatory Office (URE) of the Draft Development Plan for Meeting Current and Future Electricity Demand in the Period 2010 - 2025 (hereinafter TGDP) with respect to the year 2010, submitted by PSE Operator S.A. in 2009 (document DTA-431-23(48)/2009/M of 29.12.2009) 2. Approval by President of the Energy Regulatory Authority of the Draft Development Plan for Meeting Current and Future Electricity Demand in the Period 2010 - 2025 (hereinafter A1 TGDP) with respect to the year 2011, submitted by PSE Operator S.A. in 2010 (document DTA-4310-44(18)/2010/M of 21.12.2010). 3. Approval by President of the Energy Regulatory Authority of the Draft Development Plan for Meeting Current and Future Electricity Demand in the Period 2010 - 2025 (hereinafter A2 TGDP) with respect to the years 2012 to 2016, submitted by PSE Operator S.A. in 2011 (document DTA-4310-32(18)/2011/M of 29.06.2011) In fulfilling the obligation stipulated in Sec. III.E.1. Use of IRiESP (Instruction of Transmission System Operation and Maintenance), PSE Operator S.A. hereby publishes an excerpt from Draft Update to Development Plan for meeting current and future electricity demand in the period 2010 2025 with respect to the years 2012-2016 approved by the President of the Energy Regulatory Authority in 2011 The general directions of development of the transmission grid, as presented in the draft update of TGDP submitted for approval in 2011, are in line with TGDP. The investment plans described in the present update, resulting from the approved TGDP for 2010-2025, were notified with regard to the most essential central planning documents: the draft National Spatial Management Concept, provincial spatial management plans and the program of government ventures aimed at the development of electrical power transmission grid.

2. PLANNING PERIOD OF 2012-2016


The planning period covers investment ventures required to execute the provisions of connection contracts for conventional units. The list of connection agreements concluded by PSE Operator S.A. for conventional units is shown in Table 1.

of implementation of the venture or postponement of its construction. Therefore, the schedule for completion of a venture resulting from facility connection may be changed or, in an extreme situation, may be discontinued if the investor withdraws from the construction project. Just like in case of conventional sources, in the planning period of 2012 - 2016, PSE Operator S.A. focuses on creating conditions for connection and evacuation of power from RES (chiefly wind farms). The list of connection agreements concluded by PSE Operator S.A. for wind farms is shown in Table 2.

Distribution of RES planned to be connected within Poland is shown in Diagram 1. The diagram shows distribution of power quantities applied for wind farm constructions, broken down by characteristic areas of the country, including: specific connection conditions and connection agreements signed.

The current status with respect to connection agreement signed and conditions issued for wind farm connection to NTS

Diagram 1 illustrates that the main group of investors planning to construct wind farms are located in the northern and western parts of Poland, but the connection contracts signed apply to the northern part only. PSE Operator S.A. specified connection conditions for wind farms for 4462.1 MW and signed connection contract for 1721 MW. It may mean that, in total, wind farms of 6183,1 MW will be connected to the transmission grid. In this respect, it should also be emphasized that PSE Operator S.A. agreed with DSO the conditions of connection to 110 kV grid for wind farms to the total power of ca. 9150 MW, of which more than 3000 MW applies to northern Poland. Additionally, also the wind farms operating and planned to be connected to MV and LV network should be taken into account, estimated at more than 2500 MW. From today's point of view it is difficult to determine how realistic construction of all the projects is, but their completion in accordance with the applications submitted by investors would lead to the ratios required by the EU law regarding the obligation to purchase renewable energy imposed on Poland being exceeded at least twice.

PSE Operator S.A. has planned to develop the transmission grid in the northern part of Poland in order to evacuate the forecasted power surpluses from wind farms to the south, which should also enable meeting the obligations under the national energy policy. Construction of technical infrastructure required for managing its operation and ensuring transmission system safety will also be continued simultaneously with the extension of the transmission grid. It applies amongst other things to: - construction of reactive power compensation systems in accordance with the system requirements, - construction of monitoring systems for management of the operation of the grid and its components, - construction of management system for NPS operation, - construction of systems for energy market management in NPS, - construction of other telecommunication and IT systems supporting the core operator activity. The actions undertaken with the aim of extending/enhancement of the transmission grid were in most cases agreed with DSO as actions aimed to extend the closed 400, 220 and 110kV grid. In more distant future, actions are to be taken to prepare a closed grid development plan together with DSO. The planning process takes into account the objectives and directions of activities indicated in the strategic national documents, and in the European Union law. In this respect, the objectives set forth in the Polish Energy Policy were given priority: - increased safety of electricity supplies, - diversification of electricity generation structure by introduction of nuclear power - development of the use of renewable energy sources, - improvement of energy efficiency, - development of common electricity market by cross-border interconnections, - limitation of power sector impact upon the environment. Additionally, the climate package objectives were also taken into consideration.

3. FORECASTED POWER AND ELECTRICITY DEMAND COVERAGE


The forecasts for power and electricity demand coverage remain unchanged and are compliant with the TGDP submitted and approved for 2010-2025. In the period of economic down-turn in Poland, no GDP decrease was observed, and the drop in electricity consumption in 2009 was compensated for as early as 2010.

Schedule of changes to RES maximum output capacity is based on the data of the National Action Plan with respect to energy from renewable sources (NAP) - for the years 2011-2020 and information contained in EP 2030 - for the years 2021-2025. Assumptions for anticipated cross-border exchange volumes have not been changed. Nevertheless, it should be emphasized that with respect to interconnections with the Ukrainian system (750 kV line) and Belarusian one (construction of 400 kV Narew Ro line), the deadline for their completion depends on carrying out the procedures for making the

transmission capacities available and arrangements with the foreign partner. Additionally, the increase of export capacities regarding the interconnection with Sweden depends on expansion of the NTS in the north of Poland and construction of new generation sources in this area. The increase of import and export potential of NPS are based on the following planned investment ventures connected with extension of cross-border interconnections: A. Asynchronous: Construction of Poland-Lithuania interconnection, to include double circuit 400 kV line Ek (PL) Alytus (LT) with the required enhancement of the Polish and Lithuanian transmission system. Power exchange will be performed through direct current links on Lithuanian side in Alytus substation. The connection is planned to be started up in 2015 (Phase I) and conditions for target volume of exchange are planned to be accomplished around 2020 (Phase II). Re-starting the Poland-Ukraine interconnection at the voltage of 750 kV. Two cooperation variants are taken into consideration: through direct current links of 2x600 MW to be installed in Rzeszw substation or in the form of parallel operation of the Ukrainian system with ENTSOE. The connection is planned to be started up in 2015 at the earliest. Construction of Poland-Belarus interconnection, including double circuit line 400 kV Narew -Ro with DC link on the Belarusian side in Ro substation. The inactive 220 kV Biaystok - Ro line will be used to construct a new line. The connection is planned to be started up in 2015 at the earliest. B. Synchronous Construction of transformer phase shifters on the existing Poland-Germany interconnections and connecting the Krajnik-Vierraden 400 kV line. Start-up of the phase shifters is planned for 2014. Construction of third Poland-Germany interconnection includes construction of double circuit 400 kV line connecting a substation in the western part of NTS with Eisenhuttenstadt substation on the side of Germany. The connection is planned to be started up in 2020 at he earliest.

5. SUMMARY
Taking into consideration the external conditions and obligations imposed under the Energy Law, PSE Operator S.A. should have the capacity to implement the ventures included in the plan and to provide funds on a long-term basis from its own resources (tariffs) and from external sources of financing. Ensuring adequate financing for the planned investment outlays is a pre-condition to implementing the planned investments aimed at ensuring national energy safety. The Polish legal system regulating the investment processes of line facilities calls for changes and initiatives to make it more efficient encounter numerous obstacles. For these reasons the grid investments required to ensure the safety of NPS are either not implemented or implemented with substantial delays. It poses considerable risk of Poland and PSE Operator not being able to meet the obligations contained in the Polish Energy Policy, EU Directives, as well as the Polish Energy Law. Amendments to the current laws are necessary to eliminate the existing barriers and to enable reduction of twenty-year delays in extension/enhancement of the transmission grid.
