Re: Lincolnville Layover Fuelling Project: Underground fuel storage Dear Mr. Does / Mr. Pasiak (cc: Mayor Emerson; Councillor Bartley, Ward 5)

I would like to register my concern about the Lincolnville Layover Fuelling Project, and in particular, the construction of an underground fuel storage system on the Lincolnville site. The proposed project is located on a wellhead protection area (see map 1 below; 2010 Approved York Region Official Plan, Map 6, Wellhead Protection Area). The area is classified with a 5 to 10 year TOT (saturated travel time) -- the number of years it would take for contaminates to enter the water table and/or move with the ground water flow to the wellhead (see Ontario Ministry of Environment, Protocol for Delineation of Wellhead Protection Areas, October 2001). The protocol restricts certain types of land use to prevent and manage risks for release of contaminates into the municipal groundwater supply. The land use management for this zone "should be to minimize risks from all chemical contaminates," which includes hydrocarbon fuel (see Protocol, p. 3). Moreover, the proposed project is located an area of identified high acquifer vulnerability (see map 2 below; Regional Offical Plan 2008, Map 13: Oak Ridges Moraine Aquifer Vulnerability).

While our town is very thankful for GO-service in our community, this particular project presents a real threat to the safety of our towns long-term water supply. What are GOs other options? What environmental safe-guards (including leak detection systems) does this project propose that go beyond those required for standard automotive fueling stations on the Oak Ridges Moraine? I trust that these concerns will be addressed in the final Metrolinx proposal.
