66.01 GENERAL InordertoharmonizeIndianrequirementsforlicensingofaircraftmaintenanceengi neerswithinternationalrequirements;CAR66Rev.0dated11thNovember2011,which isprimarilybasedonEASAPart66regulationisbeingintroduced. This CAR is issued on the basis of amended Rule 61(6th amendment) of the Aircraft Rules,1937asnotifiedvideGSR1001(E)dated22ndDecember2010. ThisCARiseffectivefrom01.01.2012.Howeverupto31.12.2012 theexistingrequire ments of CAR Section2 Series L will also continue for facilitating smoothtransitionof aircraftmaintenanceengineerlicensingsystemintoCAR66pattern. TheCAR66isapplicabletoallpersonnel/Organizationsengagedinmaintenanceand /orcertificationofaircraftregisteredinIndia. TheSectionAofCAR66establishestherequirementsfortheissueandextensionofan aircraftmaintenanceengineerslicense,conditionsofitsvalidityanduse.Italsohasa provisionforconvertingtheaircraftmaintenanceengineers(AME)licenseissuedprior totheCAR66comingintoforce.Therequirementsarefollowed byAcceptablemeans ofcompliance(AMC)andGuidanceMaterial(GM) TheAMElicensesinCAR66formatwillbeavailableintwodifferentways: a)AfterconversionofexistingAMElicenseswithapplicablelimitation. b)IssueoffreshlicenseafterpassingofapplicablemodulesofBasicKnowledgeExamto beconductedbyCEO.

66.A.15.Eligibility An applicant for an aircraft maintenance engineers licence shall be at least 18 yearsofage. 66.A.20Privileges a) Subjecttothecompliancewithparagraph(b),thefollowingprivilegesshallapply: 1. AcategoryAaircraftmaintenanceengineerslicencepermitstheholdertois suecertificatesofreleasetoservicefollowingminorscheduledlinemainte nance and simple defect rectification within the limits of tasks specifically endorsedontheauthorization.Thecertificationprivilegesshallberestricted to work that the licence holder has personally performed inamaintenance organizationapprovedbytheDGCA. to issue certificates of release to service following maintenance, including aircraft structure, power plant and mechanical and electrical systems. Re placement of avionic line replaceable units, requiring simple tests to prove theirserviceabilityshallalsobeincludedintheprivileges.CategoryB1shall automaticallyincludetheappropriateAsubcategory. 3. AcategoryB2aircraftmaintenanceengineerslicenceshallpermittheholder to issue certificates of release to service following maintenance on avionic andelectricalsystems. 4. AcategoryCaircraftmaintenanceengineerslicenceshallpermittheholder toissuecertificatesofreleasetoservicefollowingbasemaintenanceonair craft.TheprivilegesapplytotheaircraftinitsentiretyinCAR145organiza tion. Note:CategoryA,B1,B2andCshallbetyperatedlicense b)TheholderofAircraftMaintenanceEngineerlicensemaynotexercisecertification privilegesunless: 1.incompliancewiththeapplicablerequirementsofCARMand/orCAR145. 2. in the preceding two year period he/she has either acquired six months of maintenanceexperienceinaccordancewiththeprivilegesgrantedbytheAir craftMaintenanceEngineersLicenceormettheprovisionfortheissueofap propriateprivileges. 3. he/she is able to read, write and communicate to an understandable level in the language(s) in which the technical documentation and procedures neces sarytosupporttheissueofthecertificateofreleasetoservicearewritten.

66.A.25BasicKnowledgerequirements: a) b) The applicant must have passed 10+2 examination in Physics, Chemistry and Mathematicsfromarecognizedboardoruniversityoritsequivalent. An applicant for an aircraft maintenance engineers licence or the addition of a category or subcategory to such an aircraft maintenance engineers licence shall demonstrate by examination, a level of knowledge in the appropriate subject modulesinaccordancewithAppendixItothisCAR.Thebasicknowledgeexami nationshallbeconductedbyCentralExaminationOrganizationofDGCA. Themodularsystemofexaminationwillbeconductedfrom1.1.2013
66.A.30Experiencerequirements: a) Anapplicantforanaircraftmaintenanceengineerslicenceshallhaveacquired: 1. forcategoryAandsubcategoriesB1.2andB1.4fouryearsofpracticalaircraft maintenanceexperience. 2. forcategoryB2andsubcategoriesB1.1andB1.3fiveyearsofpracticalaircraft maintenanceexperience. 3. forCategoryCwithrespecttolargeaircraft: i. three years of experience exercising category B1.1 or B1.3 or B2 privi legesonlargeaircraftorasCAR145B1.1,B1.3orB2support staff,or,a combinationofboth;or ii. five years of experience exercising category B1.2 or B1.4 privileges on largeaircraftorasCAR145B1.2orB1.4supportstaff,oracombinationof both;or 4. forcategoryCwithrespecttononlargeaircraft: Three years of experience exercising category B1 or B2 privileges on non large aircraft or as CAR 145 B1 or B2 support staff, or a combination of both. b) Anapplicantforanextensiontoanaircraftmaintenanceengineerslicenceshall have a minimum civil aircraft maintenance experience requirement appropriate totheadditionalcategoryorsubcategoryoflicenceappliedforasdefinedinAp pendixIVtothisCAR. For category A, B1 and B2 the experience must be practical which means being involvedwitharepresentativecrosssectionofmaintenancetasksonaircraft. For all applicants, at least one year of the required experience must be recent maintenanceexperienceonaircraftofthecategory/subcategoryforwhichtheini tial aircraft maintenance engineers licence is sought. For subsequent category /subcategoryadditionstoanexistingaircraftmaintenanceengineerslicence,the additionalrecentmaintenanceexperiencerequiredmaybelessthanoneyear,but

mustbeatleastthreemonths.Therequiredexperiencemustbedependentupon the difference between the licence category/subcategory held and applied for. Such additional experience must be typical of the new licence cate gory/subcategorysought. e)Twelveyearsofpracticalaircraftmaintenanceexperience,gainedoutsideacivil aircraftmaintenanceenvironmentshallbeacceptedasequivalenttotherequire ments laid down in (1) and (2) of Paragraph (a) above, in the relevant category supplementedbyatleastoneyearofrecentexperienceinthecivilaircraftmain tenanceenvironment; 66.A.40Continuedvalidityoftheaircraftmaintenanceengineerslicence (a) The aircraft maintenance engineers licence becomes invalid after five years of its last issue or change, unless the holder submits his/her aircraft maintenance engi neers licence to the DGCA, in order to verify the information contained in the li cence is the same as that contained in the DGCA records, pursuant to point 66. B. 120. (b) TheholderofanaircraftmaintenanceengineerslicenceshallcompletetheCAForm 1903 and submit it with the holders copy of the licence to the DGCA, unless the holderworksinamaintenanceorganizationapprovedinaccordancewithCAR145 that has a procedure initsexposition where bysuch organisationmaysubmitthe necessary documentation on behalf of the aircraft maintenance engineers licence holder. (c) Any certification privileges based upon an aircraft maintenance engineers licence becomesinvalidassoonastheaircraftmaintenanceengineerslicenceisinvalid. (d) The aircraft maintenance engineers licence is only valid when issued and/or changedbyDGCAandwhentheholderhassignedthedocument. 66.A.45Type/tasktrainingandratings (a) TheholderofacategoryAaircraftmaintenanceengineerslicencemayonlyexercise certificationprivilegesonaspecificaircrafttypefollowing thesatisfactorycomple tionoftherelevantcategoryAaircrafttasktrainingcarriedoutbyanappropriately approvedCAR145organization.Thetrainingshallincludepracticalhandsontrain ing and theoretical training as appropriate for each task authorized. Satisfactory completion of training shall be demonstrated by an examination and/or by work placeassessmentcarriedoutbyanappropriatelyapprovedCAR145organization. (b) Exceptasotherwisespecifiedinparagraph(g),theholderofacategoryB1,B2orC aircraftmaintenanceengineerslicenceshallonlyexercisecertificationprivilegeson aspecificaircrafttypewhentheaircraftmaintenanceengineerslicenceisendorsed withtheappropriateaircrafttyperating.

(c) Except as otherwise specified in paragraph (h), ratings shall be granted following satisfactorycompletionoftherelevantcategoryA,B1,B2orCaircrafttypetraining approvedbyDGCA. (d) CategoryA,B1andB2approvedtypetrainingshallincludetheoreticalandpractical elementsandconsistoftheappropriatecourseinrelationtopara66.A.20(a)privi leges.TheoreticalandpracticaltrainingshallcomplywithAppendixIIItothisCAR. (e) CategoryCapprovedtypetrainingshallcomplywithAppendixIIItothisCAR (f) Completionofapprovedaircrafttypetraining,asrequiredbyparagraphs(b)to(e), shall be demonstrated by an examination. The examination shall comply with Ap pendixIIItothisCAR.TheexaminationsinrespectofcategoryA,B1,B2orCaircraft type ratings shall be conducted by DGCA/training organizations appropriately ap provedbyDGCA. (g) Notwithstandingparagraph(b),foraircraftotherthanlargeaircraft,theholderofa categoryB1,B2aircraftmaintenanceengineerslicencemayalsoexercisecertifica tion privileges, when the aircraft maintenance engineers licence is endorsed with theappropriategroupratings,ormanufacturergroupratings,unlessDGCAhasde terminedthatthecomplexityoftheaircraftinquestionrequiresatyperating. 1. Manufacturergroupratingsmaybegrantedaftercomplyingwiththetyperat ing requirements of two aircraft types representative of the group from the samemanufacturer. 2. Full group ratings may be granted after complying with the type rating re quirements of three aircraft types representative of the group from different manufacturers. However, no full group rating may be granted to B1 multiple turbineengineaeroplanes,whereonlymanufacturergroupratingapplies. 3. Thegroupsshallconsistofthefollowing: i. forcategoryB1orC helicopterpistonengine helicopterturbineengine aeroplanesinglepistonenginemetalstructure aeroplanemultiplepistonenginesmetalstructure aeroplanesinglepistonenginewoodenstructure aeroplanemultiplepistonengineswoodenstructure aeroplanesinglepistonenginecompositestructure aeroplanemultiplepistonenginescompositestructure

(h) Notwithstandingparagraph(c),ratingsonaircraftotherthanlargeaircraftmay alsobegranted,subjecttosatisfactorycompletionoftherelevantcategoryA,B1, B2orCaircrafttypeexaminationanddemonstrationofpracticalexperienceon theaircrafttype,unlessDGCAhasdeterminedthattheaircraftiscomplex,where paragraph(c)approvedtypetrainingisrequired. 1.Category A, B1, B2 and C approved type examinations must consist of a me chanical examination for category A and B1 and an avionics examination for categoryB2andbothmechanicalandavionicsexaminationforcategoryC. 2.The examinationshallcomplywithAppendixIIItothisCAR.The examination shallbeconductedbytrainingorganizationappropriatelyapprovedorDGCA. 3.Aircrafttypepracticalexperienceshallincludearepresentativecrosssectionof maintenanceactivitiesrelevanttothecategory. 66.A.55Evidenceofqualification Personnelexercisingcertificationprivilegesmustproducetheirlicenceasevidenceof qualification,ifrequiredbyanauthorizedpersonofDGCA,within24hours. 66.A.70Conversionprovisions a) TheholderofavalidAircraftMaintenanceEngineersLicenceonthedateofcom ingintoforceofthisCARmaycontinuetoexercisetheprivilegesofhislicenceand shall be issued, with or without limitation and without further examination, an Aircraft Maintenance Engineers Licence in the appropriate category subject to suchconditionsspecifiedin66.B.300.
b) Apersonundergoingaqualificationprocess,priortotheGSRNo.1001(E)dated 22.12.2010regardingtheRule61oftheAircraftRules,1937shallcontinuetobe qualifiedtillDecember2012.Theholderofaqualificationgainedfollowingsuch qualification process may be issued an aircraft maintenance engineers licence subjecttotheconditionsspecifiedin66.B.300. c)Wherenecessary,theaircraftmaintenanceengineerslicenceshallcontaintechnical limitationsinrelationtothescopeofthepreexistingqualification. d) Aircraft Maintenance Engineers Licences issued prior to this CAR coming into forceincategoryAtocoverGliders,BalloonsandincategoryB,DandXto cover Aircraft, Engine, propeller and items of equipment to carryout mainte

1. KNOWLEDGE LEVELS CATEGORY A, B1, B2 AND C AIRCRAFT MAINTENANCE ENGINEERsLICENCE BasicknowledgeforcategoriesA,B1andB2areindicatedbytheallocationofknowl edgelevelsindicators(1,2or3)againsteachapplicablesubject.CategoryCapplicant mustmeeteithercategoryB1orB2basicknowledgelevel. Theknowledgelevelindicatorsaredefinedasfollows: LEVEL1 Familiarizationwiththeprincipalelementsofthesubject. Objectives:Theapplicantshouldbefamiliarwiththebasicelementsofthesub ject. Each multiplechoice questionmusthavemorethantwoalternativeanswersofwhichonlyonemust bethecorrectanswer.Thetimeforansweringisbaseduponanominalaverage of120secondsperlevel3questionand75secondsperlevel1or2question. 2) Theexaminationmustbeoftheclosedbooktype.Noreferencematerialisper mitted. ConditionsunderwhichthesetasksmaybeperformedshallformpartoftheApproved MaintenanceOrganizationsExposition.Maintenancetasksfallingoutsidethesecriteria areconsideredtobebasemaintenance. Note:Aircraftmaintainedinaccordancewith"progressive"typeprogrammersneedto beindividuallyassessedinrelationtothisparagraph.Inprinciple,thedecisiontoallow some "progressive" checks to be carried out is determined by the assessment that all taskswithintheparticularcheckcanbecarriedoutsafelytotherequiredstandardsat thedesignatedlinemaintenancestation. The6monthsperiodcanbereplacedby100daysofmaintenanceexperienceinaccor dancewiththeprivileges,whetherthesehavebeenperformedwithinanapprovedor ganisationorasindependentcertifyingstaffaccordingtoM.A.801(b)2orasacombi nationthereof. WhencertifyingstaffmaintainsandreleasesaircraftinaccordancewithM.A.801(b)2, in certain circumstances this number of days may even be reduced by 50% when agreed in advance by the DGCA. ForcategoryAcertifyingstaff,theexperienceshouldinclude exercisingtheprivileges, bymeansofperformingtasksrelatedtotheauthorizationonatleastoneaircrafttype foreachlicencesubcategory.Thismeanstasksasmentionedin AMC145.A.30(g),in cludingservicing,componentchangesandsimpledefectrectifications. ForcategoryC,theexperienceshouldcoveratleastoneoftheaircrafttypesendorsed ontheauthorization. For a combination of categories, the experience should include some activities of the natureshowninparagraph2ineachcategory. 2. Appropriately approved CAR145 organisation means compliance with the ap plicableparagraphsofAMC66.A.45. AMC66.A.45(d)Type/tasktrainingandratings 1. Thetrainingshouldgiveadequatedetailedtheoreticalknowledgeoftheaircraft,its main parts, systems, equipment, interior and applicable components, including traininginthesystemsinusefortechnicalmanualsandmaintenanceprocedures. Thecourseshouldalsotakeintoaccountthefollowing: a) inserviceexperienceontheaircrafttype; b) feedbackfrominservicedifficulties/occurrencereportingetc; c) significantairworthinessdirectivesand/orservicebulletins; d) Knownhumanfactorsissuesassociatedwiththeparticularaircrafttype. 2. Theoretical training should be supported by training aids such as aircraft system components. Ground simulator time, engine ground running and computerbased training(CBT)etcmayalsobeutilized. 3. Theoreticalandpracticaltrainingshouldalsotakeintoaccountthecriticalaspects ofFuelTankSafety(FTS)airworthinesslimitationitems(ALI)includingCriticalDe signConfigurationControlLimitations(CDCCL). 4. Knowledgeisalsorecommendedofrelevantinspectionsandlimitationsasapplica bletotheeffectsofenvironmentalfactorssuchascoldandhotclimates,wind,mois ture,etc. 5. Thepracticaltrainingshouldcompriseaperiodoffourmonths forapplicantswith norecentrecordedpreviouspracticalexperienceofaircraftofcomparableconstruc tion and systems, including the engines, but this can be reduced to a minimum of twoweeksforapplicantwithsuchpreviousexperience. 6. A programme of structured onjobtraining (OJT) may be prepared to satisfy the practicaltrainingrequirement. Wherethepracticaltrainingelementisconductedbyorundertheresponsibilityof thetrainingorganizationunderDGCAapprovaloradirecttype courseapproval,it shouldbeconsideredaspartoftheapprovedcourseandassuch,itsacceptanceby DGCAshouldbesupportedbyadetailedsyllabusshowingitscontentandduration. Theindividualpracticaltrainingrecordsshouldbedesignedinamannerthatthey demonstratecompliancewiththedetailedpracticaltrainingsyllabus.Suchrecords may take the form of an individual training logbook. Where the practical training element is conducted by a maintenance organization approved under CAR145, under its own responsibility, its acceptance by DGCA should be supported by a detailed syllabus showing its content and duration. The individualpracticaltrainingrecordsshouldbedesignedinamannerthattheydem onstratecompliancewiththedetailedpracticaltrainingsyllabus. Alternatively, the practical training element may consist of a structured OJT pro gramme.InthiscasethemaintenanceorganizationapprovedunderCAR145should provide applicants for a type rating a logbook indicating a list of tasks to be per formedundersupervision.Thelogbookshouldbedesignedsuchthattasksmay be countersigned by the supervisor. The list of tasks should be accepted directly for each individual, depending on the individuals previous experience, or indirectly throughtheacceptanceofaproceduregivingdelegationtothemaintenance or ganization. Inallcasesthepracticalelementshouldincludeanacceptablecrosssectionofmain tenance tasks, which, in the case of a structured OJT, can betailoredtoaccommo date the operating profile of the CAR145 organization whilst also supplementing the theoretical course elements. The means by which, the practical element is su pervisedandthecontrolofthestandardshouldbeacceptabletoDGCA. The dura tion ofthepracticaltypetrainingelementshouldtakeintoaccount significant dif ferences between types and be acceptabletoDGCA.Thesedifferenceswillrequire considerably more practical training for certifying staff who are not familiar with the new techniques and technologies. Some examples of differences may include, but are not limited to, the following elements: Fly by wire, glass cockpit avionics, significantstructuraldifferences,etc. 7. Beforegrantoftheaircrafttype,theapplicantshouldbeableto: a) demonstratebyknowledgeexaminationadetailedunderstandingofapplicable systems,theiroperationandmaintenance; b) ensuresafeperformanceofmaintenance,inspectionsandroutineworkaccord ingtothemaintenancemanualandotherrelevantinstructionsandtasks,asap propriate,forthetypeofaircraft.Forexampletroubleshooting,repairs,adjust ments,replacements,riggingandfunctionalcheckssuchasenginerun,etc,ifre quired; c) correctlyusealltechnicalliteratureanddocumentationfortheaircraft; d) Correctly use specialist/special tooling and test equipment, perform removal andreplacementofcomponentsandmodulesuniquetotype,includinganyon wingmaintenanceactivity. 8. The practical assessment should also ensure safe performance of maintenance, is pectionsandroutineworkaccordingtothemaintenancemanualandotherrelevant instructions and tasks as appropriate for the type of aircraft, for example trouble

The category C certification authorization permits certification of scheduled base maintenancebytheissueofasinglecertificateofreleasetoserviceforthecomplete aircraftafterthecompletionofallsuchmaintenance.Thebasisforthiscertification is that the maintenance has been carried out by competent mechanics and both category B1 and B2 staff have signed for the maintenance under their respective specialization. Holders of a Part-66 aircraft maintenance licence may not exercise certification privileges unless they have a general knowledge of the language used within the maintenance environment including knowledge of common aeronautical terms in the language. The level of knowledge should be such that the licence holder is able to: read and understand the instructions and technical manuals in use within the organisation; make written technical entries and any maintenance documentation entries, which can be understood by those with whom they are normally required to communicate; read and understand the maintenance organisation procedures; communicate at such a level as to prevent any misunderstanding when exercising certification privileges. 2. In all cases, the level of understanding should be compatible with the level of certification privileges exercised. GM66.A.25(a)Basicknowledgerequirements The levels of knowledge are directly related to the complexity of certifications appro priate to the particular Category A, which means that Category Amustdemonstratea limited but adequate level of knowledge, whereas Category B1 and B2 must demon strate a complete level of knowledge in the appropriate subject modules. GM66.A.45(d)Type/tasktrainingandratings 1. CAR66 2. Whileitisnotfeasibletoestablishaformulagivingtherequiredtrainingdurationin allcases,thefollowingmaybeusedasaguideline: (a) Forafirsttypetrainingcoursewithnorecentrecordedmaintenanceexperience fourmonthspracticaltrainingisrequired. (b) Somefactorsthatmayleadtoareductioninthemaximumdurationof4months practicaltrainingrequiredareasfollows: experienceonaircrafttypeofasimilartechnology,constructionandsystems includingengines; recencyontype; thequantityofthepracticalexperience.Forexampleexperiencegainedwill depend upon the environment e.g. line maintenance environment with one aircraft per week would permit limited experience compared with the con stantbasemaintenancecheckenvironment; the quality of the practical experience. The type of tasks carried out. These tasks should reflect, at a minimum, those tasks specified by the practical trainingneedsmatrixdevelopedbytheapprovedtrainingorganisation. 3. Theminimumtwoweekspracticaltrainingisnormallyrequiredforalltypetraining courses.Thisincludestheadditionofsimilartyperatingson aCAR66licence(dif ferences courses). There may be cases where the practical differences training re quiredislessthantwoweeksforexampleanengineerwithaCAR66typelicencein category B2 on an Airbus A330 with PW 4000 engines who takes a differences coursetoanAirbusA330withRollsRoyceTrentengines. ItshouldbenotedhoweverthatwhileAMC66.A.45(d)specifiesapracticaltraining durationbetween2weeksand4months,inthecaseofastructuredOJTperformed at line stations, due to the availability of aircraft its duration may need be subse quentlyextendedinordertofulfilltherequiredlistofsupervisedtasks. 4. Except in those cases where the approved training organisation determines the practicaltrainingrequired,itistheresponsibilityofthemaintenanceorganisationto determine that the duration of practical training is commensurate with the candi datesrecencyandexperience.However,ineithercaseDGCAshouldapprovethedu rationofpracticaltrainingforaddingatyperating. LimitedavionicssystemtrainingshouldbeincludedinthecategoryB1typetraining astheB1privilegesincludethereplacementofavioniclinereplaceableunits.Elec tricalsystemsshouldbeincludedinbothtypetrainingcategories. ApplicantsrequestingtoconverttheirAMElicencetoaCAR66Licenceshallmeet therequirementsspecifiedinthecorrespondingTable1ofthisappendix. 7. WhereanapplicantdoesnotmeetthefullrequirementsofTable2orTable3 below, the converted Licence would be issued with Limitation(s). Licences with open rating shall be converted with appropriate group rating pro videdtheholderofsuchlicenceproducessuitableevidenceofhavingexercisedthe licenceprivilegesonvariousaircrafttypes.Otherwise,theopenratedAMElicence will be converted to a CAR66 licence conferring the privileges exercised by the AMEinthepastonspecificaircraft. 12. EndorsementsofTypeRatingsinrespectofobsoletetypesofaircraftnotlistedin theCAR66willnotbetransferredtothenewLicence.However,torecognizesuch qualification,thesameshallberecordedinColumnXIV(b)ofnewLicenceindicat ingthattheholderhadtheseTypeRatingsendorsedinhisearlierLicence. 13. CutoffdateforconversionoftheexistingLicencesis31stDecember2012.Allex istingLicenceholderswillcontinuetoexercisetheprivilegesofoldLicencesuntil thiscutoffdate,afterwhichtheywillceasetoholdtheprivilegesunlessconverted into CAR66 AMEL. However, there is no timelimitforremovaloflimitationson convertedLicences. 14. OnceanAMELicenceisconvertedintoaCAR66AMELthepreviouslyheldAME Licencewillberenderedinvalid. 15. IfanapplicationdoesnotmeettherequirementsforconversiontoCAR66theap plicationwillberejectedbytheDGCAandreturnedtotheapplicantwithacover ingletterexplainingthereasonforrejection. 16. Whensatisfiedthattheapplicantmeetstherequirementsforconversionspecified inCAR66theDGCAshallissuetheCAR66aircraftmaintenanceengineerslicence totheapplicant.Allinformationpertainingtotheapplicationisretainedonfilein DGCA Headquarters, Airworthiness DirectorateDetailedproceduresforthepro ductionofthelicencearepublishedinChapter17oftheAirworthinessProcedures Manual 17. Removaloflimitationsfromalicence Table 3 column 5 shows the basic knowledge requirement examinations thatmustbe passed to satisfy the theoretical element for removing a limitation.
