State level seminar on development of bee keeping in Sikkim
Sikkim MPs call on Union Finance Minister

New Delhi, March 21: Members of Parliament in Rajya Sabha, Mr. Hishey Lachungpa and in Lok Sabha, Mr. P. D. Rai called on Union Finance Minister, Mr. Pranab Mukherjee at his office in the Parliament House after the days morning session of the ongoing budget session. During the half an hour meet with the Finance Minister, the two Parliamentarians placed a fresh memorandum requesting the exemption of Central Service Tax from Retrospective date in Sikkim as well as exemption of Income Tax for the old settlers of the State. During the discussion, the Members of Parliament also informed the Finance Minister of the several memorandums submitted by Chief Minister Mr. Pawan Chamling to the Prime Minister on these tax issues pending with the Union Government and requested for an early solution of the imbroglio. The Rajya Sabha and Lok sabha Members from Sikkim also endorsed the memorandum submitted by the Joint Action Committee of All Sikkim Tourism Stakeholders before the Union Finance Minister demanding that the Central Service Tax be
Minister Mr. D.N.Takarpa releases a souvenir on bee keeping published by National Bee Board at Chintan Bhawn. Gangtok, March 23: Two days long state level seminar on awareness, motivation and technology transfer for development of beekeeping in Sikkim commenced today at Chintan Bhawan, Gangtok. The seminar was organised by Hi-Tech Natural Producers (India) Ltd. and sponsored by National Bee Board, Department of Agriculture & Cooperation, Ministry of Agriculture, Government of India under Horticulture Mission for North Eastern and Himalayan States and supported by Department of Horticulture, Agriculture, Forest, College of Agricultural Engineering and Post Harvest Technology, CAU, Gangtok, Government of Sikkim. The two days long seminar is being participated by about two hundred bee keepers from different parts of the state and adjoining state of West Bengal. The first day of the seminar dealt on the basics of bee keeping, its benefits, quality bee keeping equipments and its uses, scientific management of honey bee colonies during different season and advisories for good bee keeping practices, uses of honey in ayurved and medicines, handling and inspection of bee colonies. Success stories on bee keeping in Sikkim was also presented during the technical session in order to encourage the farmers in this sector. Besides, the status of bee keeping in India and the world scenario, constraints and opportunities in bee keeping was also highlighted. Poverty level in Sikkim comes down as per new poverty official estimates for 2009-10
Gangtok : The new poverty official estimates for 2009-2010 released by the Planning Commission, Government of India on 19th March 2012, shows that the present Government in Sikkim has been successful in reducing poverty in the State. The poverty level are based on the methodology suggested by the Tendulkar Committee with estimates from NSS 66 th round of consumer expenditure based on 2009-10 prices. In 2004-2005 the poverty level in Sikkim stood at 30.9% with 1,70,000 people living below the poverty level. Due to the intensive poverty alleviation programme initiated by the State Government the poverty level has been brought down to 13.1% with only 80,000 people now living below the poverty level. The poverty level has significantly reduced in both urban and rural areas. In 2004 the level in rural area was 31.8% with 1,50,000 people living Below Poverty Level. The Below Poverty Level in urban areas was 25.9% with 20,000 people living Below Poverty Level. This level has drastically reduced to 5% in urban area with only 10,000 people now living the Below Poverty level. In rural area the level has reduced to 15.5% with 70,000 people living Below Poverty Level. In comparison to India level the Poverty level of Sikkim is half of the National level of 29.8%. The level of 15.5% in rural areas is also half of the national level of 33.8%. The State urban level of 5% of urban areas is one fourth of the National level of 20.9%. The latest poverty level clearly shows that the state government is well within its goal of declaring Sikkim as poverty free state.
Executive Director, National Bee Board. After this seminar the farmers will be given exposure trip and training in different other parts of the state and the country where bee keeping has been adopted in order to make them aware, educate and give field experience to the farmers on the scientific method of bee keeping. It may be mentioned here that the state government through the Horticulture Department is providing various types of benefits to the farmers to encourage the farmers in this sector like subsidy in bee box, financial incentives for production of bee colonies for bee breeders and incentives for purchase of bee colonies and equipments. Mr. D.N.Takarpa, Minister for Agriculture and Horticulture recalled the training imparted to the farmers on bee keeping way back in 2006 and said that substantial progress has been made in this direction since then. Conducive environment has been created in the state for the development of bee keeping owing to the ban on the use of chemical fertilizers and pesticides in the state and there has been increase in their numbers, the minister stated. But at the same time he added that the farmers have not started taking this as a profession. The minister also gave a positive note on the establishment of Integrated Bee keeping Development Centre for the development of research activities in this sector. Establishment of separate cell for bee keeping in the department will also help to encourage this sector in the state, he added. Earlier, Secretary, Agriculture and Horticulture, Mr.Vishal Chauhan in his address felt the need of establishment of Integrated Bee keeping Development Centre in the state for the development of this sector in the state. He said that bee keeping is not only beneficial for honey production but also for agriculture, horticulture, forestry and allied sectors. Inorder to encourage this sector in the state it is essential that the capacity is enhanced and expertise is built, he said and directed the department officials to take maximum benefit from this two days workshop. At the same time he also directed the department officials to put up proposals for the training in bee keeping. At least one officer in each district has to be an expert in this sector so that the expertise reaches Contd. on page 8
applicable in Sikkim from a prospective date preferably from 1st April, 2012 rather than from retrospective date. The Union Finance Minister was apprised that summons were being issued repeatedly for collection of central Service tax on a retrospective effect from 2006. The MPs also cited several reasons as to why service tax was to be implemented on a prospective date. Some of the reasons were lack of proper knowledge on Service tax by the people of the state and the major slump on the tourism sector in Sikkim by the devastating earthquake of September 18, 2011. The issue of exemption of Income Tax for old settlers was also discussed with the Finance Minister. They mentioned that there were some 400 old settlers who have been living in Sikkim prior to the promulgation of Sikkim Subject Regulation, 1961 and the demand which the Union Finance Minister was fully aware was pending for a decision before the Central government. Mr. Mukherjee was positive to the demands of the MPs and assured the two members that he would look into the matter and come up with some solution.
Two days Sikkim Legislative Assembly concludes

Gangtok, March 20: On the second day of the Sikkim Legislative Assembly, two Bills namely the Sikkim Disposal and Destruction of Documents and Records Bill, Bill No. 25 of 2012 and the Sikkim Siddhesvara Dham (Amendment) Bill, Bill No. 26 of 2012 were introduced by Mr Pawan Chamling, Chief Minister and also the Minister-in-Charge of Law Department and Mr Bhim Dhungel Minister-in-Charge of Tourism and Civil Aviation Department, respectively. Both the Bills were unanimously passed by the House. In the financial business, the Second Supplementary Demands for Grants 2011-2012 and the Vote on Account 2012-2013 which were introduced on the first day of the session by the Chief Minister were also unanimously passed by the House. The Chief Minister who is also the Minister-in-Charge of Finance, Revenue and Expenditure Department introduced the Sikkim Appropriation Bill, Bill No. 24 of 2012 for the second Supplementary Demands for Grants 2011-2012. The bill was introduced in pursuance of clause (1) of Article 204 read with Article 205 of the Constitution of India to provide for the appropriation out of the consolidated fund of the state of Sikkim of the moneys required to meet the expenditure charged on the consolidated fund of the state of Sikkim and Supplementary Grants made by the Sikkim Legislative Assembly for the expenditure of the Government of Sikkim for the financial year 2011-12. He also introduced the Sikkim Appropriation Bill, Bill No 23 of 2012 for the Vote on Account 2012-2013 in the House. Both the Bills were also passed by the House unanimously. Beautician and Driving training for unemployed youth of Namchi
Namchi, March 19: A training on beautician and driving course for the unemployed youths falling under Namchi Municipal Council (NMC) started today at Namchi. The driving course is being held for both male and female youths. This training programme which is being funded by Swarna Jayanti Swar Rojgar Yojana (SJSRY) Government of India has 35 candidates in each course from 7 wards under Namchi Municipal Council. After the completion of the training, the driver trainees will be provided with driving license while the beautician trainees will be provided with license to start her own beauty parlour. The trainees will also be provided `10,000/- each by Namchi Municipal Council including all the necessary things. The training will be provided by local trainers identified by Namchi Municipal Council and for the beautician training three parlours of Namchi has been identified for providing the training. The training programme was inaugurated by Mr. N.H. Ansari, Vice Chairman NMC.
Workshop on e-tendering
Gangtok, March 23: A workshop on e-tendering was organised by the Department of Information Technology, Government of Sikkim in collaboration with National Informatics Centre, Sikkim state unit at a local hotel, today. Officials from the National Informatics Centre (NIC), Government of India who have been involved in implementing etendering in various State Governments demonstrated the processes involved in adopting this technology. The Minister for Information Technology, Mr. N.K. Pradhan mentioned that etendering system is not a new phenomenon to the state as it has already been implemented by RMDD. E-tendering will be good for administrators, suppliers and stakeholders as the security features has been incorporated in the system and further facilitate the Government departments to bring in more transparency and efficiency in the entire procurement process. Todays workshop he said is to get first hand information about e-tendering process. Mr. K. Srinivas Raghavan, Senior Technical Director, NIC elaborated on the features and objectives of the system. He further stated that the system brings in better accountability, increased authenticity, confidentiality and enhanced availability during the procurement activities. Ministry of Commerce and Industries is the nodal department wherein 19 states of the country alongwith 7 PSUs have already incorporated the system, he informed. Mrs. Usha Saxena, Senior Director, NIC presented a live demonstration of the e-tendering system wherein normal procedure has been incorporated in the system, she added. Earlier, Mr. K.K. Pradhan, Secretary IT in his welcome address stated that the State government has decided to adopt e-tendering for all projects above ` 2 crores. In this regard, a workshop on e-tendring is being organised in the state to inform about the basics of the system to the policy makers, heads of the department and line department officials.
Training programme for trainers

A training of trainers programme was organized by the Sikkim State Legal Services Authority in coordination with the District Legal Services Authorities of the South & West District at Namchi on March 17 and 18 in the District Court Premises and on March 20 and 21 in the Conference Hall of the High Court of Sikkim for the East & North District at Gangtok, for the designated Juvenile/Child Welfare Officers nominated from the Police Department, Members of Juvenile Justice Boards, Sikkim, Officers of the Social Justice Empowerment and Welfare Department and panel Advocates nominated by the District legal Services Authorities. This training programme on juvenile jurisprudence, child psychology and behavioral science was organized to enable the trainees to act as Resource Persons in imparting further training to be conducted by the District Legal Services Authorities in coordination with Sikkim State Legal Services Authority on a regular basis as per the guidelines issued by the national Legal Services Authority under the directions of the Supreme Court of India in Writ Petition (Civil) 473 of 2005 Sampurna Behrua-vs-Union of India & Ors. The training was imparted by Mr. Anant Kumar Asthana, a child rights lawyer and panel advocate of Delhi Legal Services Authority.

2012 was celebrated in a befitting manner with the theme Water & Food Security: the world is thirsty because we are hungry by BAC, Gyalshing in collaboration with Communication & Capacity Development Unit (CCDU) SIRD on March 22 at Zilla Bhawan. Area MLA Mr P.L.Subba stressed on the importance of creating awareness among the public, regarding the importance of water conservation. Mr. T.B.Chettri, Principal, D.I.E.T., Gyalshing spoke on the need to preserve water. While, Mr. Shiva Prasad Sharma, Field Facilitator highlighted on the role of Village Water & Sanitation Committee (VWSC), Community led total sanitation campaign and its sustainability and on importance of water. And BDO, Gyalshing Mr. Hemant Rai presented his key note address. Lingchom Secondary School was declared a winner. It was followed by on the spot quiz competition amongst the student. The demonstration of electro chlorinator and terra filter was also demonstrated by the AE/BAC Mrs. Pushpa Sharma with Junior Engineer Mr. Palzor Bhutia through which chlorine could be prepared locally and used to consume clean drinking water at home or in schools. Sample chlorine being prepared by the BAC was also distributed to the student participants. Pakyong: A day long programme was also organized by Block Administrative Centre, Pakyong in collaboration with CCDU, SIRD to celebrate World Water Day at Community Hall, Pakyong. The programme was organized with a view to generate awareness among students and public about the on the theme, Water & Food Security. BDO Pakyong, Mr.Dhiraj Subedi highlighted the importance of the day. Likewise, AE Pakyong BAC, Mr. Rudra Pokhrel, demonstrated and explained the working of electrochlorinator. The programme also included quiz competition and drawing competition among school children of the nearby schools. The programme conducted by Ms. Ganga Bhandari, Field Facilitator, BAC Pakyong ended with distribution of prizes to the winning participants. With a view to demonstrate to farmers of Sikkim the large cardamom plantations of neighbouring areas in line with the extension principle of Seeing is Believing and to provide an opportunity to large cardamom farmers for informal learning through interaction and sharing and exchange of knowledge, information, views and idea, eighty progressive farmers from all four Districts of the state visited Lava in Algarah Block of Kalimpong Sub-division in Darjeeling District of West Bengal during FebruaryMarch 2012 as part of exposure tour to areas where significant success has been achieved in large cardamom farming. Farmers of the state visited large cardamom plantations at village Gitbeong and learnt of the different management practices adopted by the farmers there. The farmers were impressed at the well maintained plot and remarked that it was possible to maintain the same type of crop in Sikkim too if the practices followed in Lava was adopted earnestly. Another area that impressd the farmers was the method of sanitation. The farmers expressed gratitude to the Department for the opportunity to farmers for organizing the exposure tour to the large cardamom plantations outside the state. The agronomic practices followed for growing the crop at Lava was purely traditional in nature without use of any synthetic fertilizers and pesticides. The crop was grown under totally organic conditions with use of organic Farm Yard Manure along with provision of irrigation water during the lean winter season using indigenous methods and resources. Harvesting of the crop was followed by intensive care of the plot through application of organic manure to soil in order to replenish the soil nutrients. The care extended to each plant after

The district officials, Pachim Sikkim Sahitya Prakashan, NGOs, Associations under the initiation of Area MLA, Mr. P.L.Subba organized a formal reception programme at Melli Cheek Post, South Sikkim. Mr. Kedar Gurung is only the 9th Sikkimese person to have received Indias highest civilian awards, Padma Sri, Padma Bhushan, Padma Vibhushan or Bharat Ratna. Mr. Kedar Gurung is also a recepient of numerous othr awards and literary honours like Bhanu Award and felicitations for his contribution to Nepali literature. Mr. Gurung has been the editor of Srashta for the past 22 years. Mr. Kedar Gurung is a contemporary poet who uses satire with great effectiveness
Horticulture Dept. distributes benefits to farmers

Mangan : The Department of Horticulture and Cash Crop Development organized a day long awareness-cum- distribution of sanction order of fabricated green houses, flower and ginger seed under Horticulture mission for North East and Himalayan state for the year 2011-12 at conference hall of BAC, Kabi on March 21. Altogether sixty Tubular structured green houses were distributed to the beneficiaries of Phensong and Kabi- Tingda GPU during the programme. 32 units of Hybrid cymbidium seedlings to the beneficiaries of LingthemLingdem, Tingchim Mangshila, Lower Rongong and 500 kgs of ginger seeds along with organic manure were also distributed to the farmers of Kabi. Minister, Mr. D.N.Takarpa stated that the programme was organized for the distribution of the benefits that had been sanctioned and approved by the Chief Minister during his 42 days long village to village tour. The horticulture, agriculture and allied sectors are an alternative source of income for the people of Sikkim as it has vast scope, therefore, the people should come forward and adopt these as professions. Highlighting on the major achievements of the department he informed that by the year 2015 Sikkim would achieve the final step to organic certification. While, Minister Mr.T. T. Bhutia called upon the people to extend cooperation to the state governments flagship programmes and urged the beneficiaries to make proper use of the benefits received .

In addition, the harvested culms were all collected, heaped and burnt thereby helping in effective management of the disease inoculum in field, a farm practice worth emulating and often neglected by farmers. Mr.Phurba Sherpa, an organic farmer maintained yielding plots as old as sixteen years which were well managed, healthy and free from pests and diseases. With large cardamom being a cross pollinated crop, a few plants of the Churmpa variety, a wild cultivar of large cardamom which was maintained by each farmer in his plot helped in imparting host plant resistance to the cultivated species. Lava was selected for the visit as the region shared close similarity in terms of agro-climate and edaphic conditions including altitudinal aspects which was comparable with the large cardamom growing regions in Sikkim. Gitbeong village in Algarah is flanked on either side by Kalimpong and Gorubathan. Another important large cardamom growing belt in the region, Today also falls within this area.. The itinerary also included visit to the Indian Agriculture Research Institute where farmers of South District interacted with the scientists and observed the pot experiments aimed at managing the viral diseases including greening disease of mandarin oranges being undertaken at Institute. The farmers were escorted by Deputy Director of the Department and accompanied by Horticulture Development Officers along with Assistant Director, Senior Farm Manager of Spices Board Office Kalimpong, the organization instrumental in supporting the efforts of the large cardamom farmers of Darjeeling District.

Sealed quotations are invited from interested parties and local educated unemployed youth(s) of Sikkim for taking on lease basis of Cafeteria at Hinguatar Chakung, west Sikkim, of the Tourism Department on as is where is basis. The minimum monthly rent of the properties as assessed at ` 7744/- (Rupees Seven thousand seven hundred fourty four) only per month subject to payable on monthly basis. The Properties will be leased out to the highest bidder and in no case he is allowed to withdraw the bid once his/her quotation is approved and accepted by the Department. 3. The rate quoted in the financial bid should be both in figures and words and should be inclusive of Value Added Tax and all other Taxes and Levies. Over writing and correction should as far as possible be avoided and if made authenticated. Incomplete/ Conditional tenders shall be rejected forthwith. 12. In case of any discrepancy in rate(s) printed in the Schedule of Rates and Quantities issued with the tender document, rate(s) as per approved Schedule of Rates will be taken as correct. Contd. from page 6 16. Avoidable damages due to negligence of the contractor shall be at his own risk and cost. The department shall not be liable for payment of such damages (if any), including accidents to labourer at site. 17. The contractor shall be required to execute the FMP works in test patches for ensuring quality of materials and for determination of correct methodology. The test patches shall be got approved from the Engineer -In -Charge. 18. The offer shall remain valid for a period of 90 days. The work should commence within 15 days from the date of issue of Work Order. 19. All conditions as mentioned in the NIT shall be deemed to be a part of the agreement to be entered with the contractor. Security Deposit shall be collected by deductions from the running/final bills of the contractor @ 5% of the value of work done. 20. Defect liability period of the work would be fixed as one year from the date of completion of the works. The earnest money deposit and security deposit of the successful bidder will be retained for a period of one year after defect liability period is over and would be released on recommendation, from the field Engineers. 21. The contractor shall ensure the safety of plant and herbs in the road reserve area and beyond. He shall also plant additional flora as directed by the Engineer-in-Charges at his own cost in due fulfillment of the stipulation under the state Green Mission. Security deposit for the work shall be refunded only after verification of the survival of such plant in additions to the other norms laid down for the release of security deposit. 22. The Department reserves the right to accept or reject any or all tenders without assigning any reason thereof. 23. The contractors are required to register themselves under Rule 39 or 40 (as the case may be) of the Sikkim Value Added Tax Rules 2005 with the Income and Commercial Tax Division of Finance Revenue and Expenditure Department and obtain the TIN Number before the settlement of bill, or they must be a registered Companies/ Farms registered under the Companies Act, 1956, having valid PAN card and Tan. The contractors are also required to submit PAN No as per provision of Indian Income Tax Act, wherever applicable. 24. The recoveries of Income Tax, Value Added Tax, cess tax and Royalties on Forest produces shall be as per rates notified by the government from time to time and applicable on the date of payment. In no case, claim of any contractor for deduction as per rates incorporated in Analysis of Rates or Schedule of Rate or Rates on the date of tender shall be acceptable. 25. In case of carriage of Non Stock Materials, if these materials are available at site or are actually transported from a lesser distance than indicated in the scheduled the department shall pay the carriage as per actual proof of carriage supported by permits issued by Forest department indicating the quarries which is required to be submitted by contractor with bill, not exceeding the rates as incorporated in these schedule. The contractors are required to submit necessary documents to fulfill the claim of payment for carriage of Non Stock Materials. 26. Mobilization advance shall be given as per Sikkim Public Work Department Manual and General Conditions of Contract subject to availability of resources. 27. Subletting of contract work is against the norms and if it comes to the notice, the original contract shall be cancelled and appropriate action shall be initiated as per the rules. 28. In case the man power employed by the contractor are from outside the State or neighboring countries, it shall be the responsibility of the contractor to get them registered with the Labour Department, Government of Sikkim as per relevant Labour Laws. 29. The Department also reserves the right to increase, decrease, alter or modify the items of works as indicated in the NIT without assigning any reason thereof. 30. Use of explosives shall be regulated as under:a) Transportation, handling, storage and use of explosive (if necessary) shall be in accordance with the provision of the Indian Explosive, Acts and General Guideline, Circulars issued by the department and other competent authorities on the subject from time to time. b) The rules and regulations issued by the Sikkim Public Work Department or any other competent authority shall strictly be adhered to with regard to transportation, storages, handling, and use of explosives at all times. Proper daily record of receipt and issue of explosives shall be maintained by the contractor. 31. The contractor shall also make arrangements to have photographs of the works taken at least at three stages of the construction of period i.e. beginning, middle and completion stage. 32. Quarrying of stones shall be allowed only from designated approved quarries. 33. Damages to properties in and around the work site must be avoided at all cost. The contractor shall be held responsible for any acts of negligence and shall be made to make good the damages. 34. Expenditure involved for material testing, cube strength of concrete, at site or in laboratories shall be borne by the contractor. The contractor shall make necessary arrangements accordingly as and when instructed to do so. 35. It is expected of the tenderer to have inspected the site before submitting his bid. There may be possible site difficulties for which the tenderer should have their own correct assessment before submitting the bid. 36. The contractor will have to pay all taxes and duties as applicable and notified by the State/Central Government from time to time and no claim shall be entertained in this regard whatsoever. 37. Congratulating the sincere efforts of the departmental officers in reaching extension service to the doors of the farmers, the Chief Secretary added that the impacts of these efforts are tangible in the fields. He further added that horticulture department has been diligently implementing the policies and programmes of the government and has set a new benchmark which must be sustained for years to come. The total financial outlay approved by the SLSC for consideration of Agriculture Ministry, Government of India is ` 5000 lakhs for Horticulture Mission for North East and Himalayan States and ` 682.26 lakhs for National Bamboo Mission.
Agriculture Minister conducts field inspections

Gangtok: Mr. D.N.Takarpa, Minister Food Security & Agriculture Development Department & Horticulture & Cash Crops Dev. Department accompanied by Secretary Agriculture & Horticulture Mr. Vishal Chauhan and Principal Director Horticulture Mr. D.K.Rai made field visits on March 17 to see the different developmental activities carried out by the Agriculture & Horticulture Department. On his way to West Pendam he had made a short visit to a green house fabrication unit and tissue culture laboratory at Topakhani belonging to M/s Mevedier. He was satisfied with the progress of the work at the site and was informed that fabrication of 30 green houses were completed and is ready for field installation. However, he directed the unit to speed up the multiplication of tissue culture of banana saplings. After reaching West Pendam, he visited the orange orchards of Mr. Hari Bhakta Pokhrel, Mr. Tej Prasad Bhattarai and Mr. Tikalall Pokhrel where drip irrigation units were installed by the Department. The farmers were using water judiciously through the drip system in the orchard and were happy to receive such assistance from the Government. The team also inspected a newly established orange orchard of Mr. Ram Prasad Dhimal who has also taken up sweet corn cultivation in 2 Ha. A short visit was made to Gerbera unit of Mr.Dilliram Khanal. Thereafter, the Minister visited Duga where the International Pennesia Limited (IPL), a service provider for organic certification in Sikkim, is marketing organic ginger. It was informed that about 60 MTs of ginger at the rate of `20 per kg have already been purchased from the farmers. On his way back Minister and the team visited the Majhitar Horticulture farm, Mushroom and the seed processing units at Majhitar. He directed for further improvement of all the units in all respects.
State Level Steering Committee meets

The State Level Steering Committee meeting under the chairmanship of the Chief Secretary was held in the Conference Hall of Krishi Bhawan on March 16 to review the progress of 2011-12 and approve action plan for 2012-13 pertaining to two Central Sector Schemes on horticulture, viz Horticulture Mission for North East & Himalayan States and National Bamboo Mission. During the course of meeting, district-wise presentations and a short presentation on floriculture were made reflecting physical and financial progress made vis-a-vis targets for 2011-12. The Secretary Agriculture pointed out that satisfactory achievement has been made during the past year and intense efforts would be made during the coming year to address implementation gaps experienced during the previous year. The Principal Director presented the progress of past year and the action plan 2012-13 for National Bamboo Mission. The Chief Secretary expressed satisfaction towards the overall progress made in horticulture sector. He categorically stated that the present government has recognized horticulture as an important driver of rural economy and added that every support would be made available to the department for upliftment of rural
Meeting of DPC on schemes of MGNREGA

Gangtok, March 20: The meeting of the District Planning Committee East chaired by the Zilla Panchayat Adhyaksha East Mr. Bimal Dawari held to finalize and approve the shelves of schemes under MGNREGA for the financial year 2012-13, today. The meeting was held at the Conference hall of the East District Zilla panchayat Bhawan. After the presentation from the Block Development Officers of all the BACs of East district, the District Planning Committee (East) unanimously approved and passed the shelves of schemes under MGNREGA and the labour budget of east district amounting to ` 32.84 crores for the financial year 2012-13. The MGNREGA has made it mandatory to approve the projected labour budget along with the shelves of schemes. The District Planning Committee is headed by the Zilla Panchayat Adhyaksha of the district. The shelves of schemes for the east Contd. from front page district include various kinds of works like jhora training works, plantation, land development, irrigation channels and cow sheds for the farmers etc. Mr. Bimal Dawari while addressing the DPC expressed his satisfaction over the various kinds of works undertaken during these five years. Many milestones have been achieved which have been recognized by the Government of India as well, he said. As a result of this the state has received many awards in the field of MGNREGA. Mr. Dawari congratulated everyone involved in the implementation of the MGNREGA in the state. Mr. Dawari thanked the Members of Legislative Assembly from East District, District Collector (East), Zilla panchayat members of east district and everyone who supported and coordinated in the smooth running of the Zilla Panchayat. Earlier, Mr.Harihar Poudyal, a two time Zilla Panchayat member people like old age pension, Chief Ministers Rural Housing Schemes, land compensation etc. Stressing on the monitoring of works, the Chief Minister asked the Panchayats, concerned departments and people to monitor and examine the works. In the same manner, he also urged the people to be aware about the various developmental works which is being carried out in the state. Furthermore, the Chief Minister also laid emphasis on the timely completion of works by the concerned department which should be based on quality and sustainable, failing which the department should be responsible and answerable. Directing all the concerned departments to complete the restoration works caused by the earthquake of 18 th September before the onset of monsoon, the Leader of the House asked them to undertake and execute all the restoration and retrofitting of roads, buildings well on time. He also mentioned the House about the special package relief funds provided by the centre government for restoration works and informed that the relief funds will be utilized accurately to bring and member of DPC since last ten years shared his experience as a member of DPC. Dr. Sandeep Tambe, Special Secretary, RMDD in his address said that creation of assets under MGNREGA should be in areas where BPL families resides so that they will be economically benefitted in the long run besides the wage they get from employment. While talking about the various works which can be undertaken under MGNREGA he said that water security has to be given priority inorder to take the benefit towards the poor people of the village. The District Collector, East while talking with the DPC members said that strict monitoring has to be ensured from all level in the works of MGNREGA inorder to ensure good quality of the works. He stressed on the impact based achievement rather than expenditure based achievement.
NCDFI Board impressed with SMU and dairy development in Sikkim

The Board meeting of the National Cooperative Dairy Federation of India (NCDFI) was held at Sikkim Milk Union premises, Gangtok, Sikkim on March 19. Mr. Vinayakrao D. Patil, Chairman and Mr. K.C.Supekar, Managing Director of NCDFI and chairmen of various State Dairy Cooperative Federations including Sikkim Milk Union attended the meeting. The board discussed various issues related to dairy and milk supplies to army and railways throughout the country. NCDFI meeting is being held for the first time in the state of Sikkim. Chairman, NCDFI assured Sikkim Milk Union that NCDFI will facilitate expansion of its market with Army and IRCTC and can also extend cooperation in providing HY variety frozen semen to the state. After the meeting, members visited the Gangtok Dairy Plant and appreciated the plant upkeep and over all functioning and performance of Sikkim Milk Union. The board also observed that Sikkim is giving required emphasis in the development of dairy sector and appreciated the efforts of the Government in promoting dairy in the state. The Board also assured all help from the National Dairy Cooperative Dairy Federation of India in the development of the Sikkim Cooperative Milk Producers Union Ltd.
Training on supervisory enumeration procedure for Socio Economic & Caste Census, 2011-12
A training on supervisory enumeration and claims & objection procedure for Socio Economic & Caste Census, 201112 chaired by Mr. D.Anandan, District Collector, East was conducted in the Conference hall of District Administrative Centre, East District on March 15. The resource persons included Mr. M.K. Darjee, Deputy Director, Directorate of Census Operation, Tadong, Ms. Karnitmit Lepcha, Under Secretary, Office of the ADC (Dev.) East, District & ECIL Team. It was informed that the first phase of SE&CC in the State had been completed and now the second phase involving supervisory enumeration would start wherein the supervisors will enumerate at least 10 % of the households enumerated per Enumeration Block. In this phase, the data collected during the enumeration phase could be verified and edited. The second session of the training was on Claims and Objections procedure wherein claims and objection could be filed within 21 days of publication of the draft list of SE&CC. The disposal procedure and time period for disposing the claims and objections at the intermediary and at the District/final level was also imparted. The final list would be published on the 31st day of publication of the draft list of SE&CC at various places in the rural and urban areas. The meeting was also attended by Mr. M.N.
