Foreword
The Teton County School District #1 salary schedule for the 2011-12 school year is based upon the evidenced-based model funding provided by the State of Wyoming Legislature. This adequacy finance structure was adopted in 2006 after a comprehensive recalibration of K-12 public education funding. The Wyoming model provides for both equitable distribution of resources and adequate quality of resources for the purpose of raising student achievement. An EvidenceBased Approach to Recalibrating Wyomings Block Grant School Funding Formula, can be found at http://legisweb.state.wy.us. Salary calculations are determined by a comparison of statewide averages and adjusted by variations in experience and education. A regional cost adjustment (RCOL) is then applied to all personnel categories. This was a result of the litigation that TCSD #1 was involved in from 2003 - 2006. The RCOL adjustment provides for a significant increase to salary amounts compared to statewide averages. The net result of Teton County School District No.1 Employee Compensation Package for fiscal year 2011-12 is a model based salary schedule with a top ranking due to the RCOL. The Wyoming State Legislature did not award an external cost adjustment (ECA) for FY12 and the regional cost adjustment remained the same as FY11. TCSD #1 continues to maintain a highly competitive salary schedule in comparison to other employers in Teton County. Furthermore, TCSD #1 was able to maintain an excellent health benefits package, where the districts pays the full premium cost and contributes to a health savings account. However, TCSD #1 will need to be very vigilant of the RCOL during the upcoming school year. An examination and possible change to this salary adjustment is being review by the Education Committee of the Wyoming Legislature which has the potential to impact future salary schedules.

Days Worked and Specifications by Employee Group


Certified Staff & Teachers Teachers are contracted for 190 days: 175 teaching days and 15 professional development/parent conference days. Teachers with National Board Certification as recognized by W.S. 21-7-501 will be afforded additional compensation by the State of Wyoming of $4,000.00 in December of each year. In addition, TCSD #1 will pay benefits. There are some employees who have earned a national certification that is outside the National Board Certification (e.g. Speech Language Pathologists). These employees will continue to receive $2,000 plus benefits paid by TCSD #1. The BA+60 column on the teacher salary schedule applies only to teachers attaining this level before the 1992-1993 school year. It is an inactive column for all others. Newly hired certified staff with in-state teaching experience will be placed on the salary schedule based on Wyoming State Statute 21-7-105. Certified staff must maintain all Wyoming State certification requirements. Teachers will receive notification of renewal or termination prior to April 15th. Contracts must be returned to the superintendents office on or before May 15th of each calendar year. Administrators Administrator contracted days include ten days immediately prior to the start of the teacher contract year and ten days immediately following the last day of the teacher contract year or as arranged by the Superintendent of Teton County School District #1. The remaining days will be in equivalent time for other duties and responsibilities or as arranged by the superintendent. Administrators will receive notification of renewal or termination prior to April 15th. Contracts must be returned to the superintendents office on or before May 15th of each calendar year. With approval of the Superintendent, administrators can request up to $1,000 of reimbursement for professional development. Classified Working Days are determined each year based on the actual annual calendar and the placement of weekends and holidays. For example, the Facilities Director may work 260 days one year and 261 the next. Employees qualify for benefits at 17.5 hours per week.

JHHS Attendance Secretary- 191 days, August 22rd 2011 through June 14, 2012. MS/CES Translator- 182 days, August 26th 2011 through June 14, 2012 including two Parent-Teacher Conference days. Supervisory Aides 181 working days Compensation is based on a 7.5 hour day with 30 minutes unpaid lunchtime. The exceptions to this are the Library Media Center employees. Aides do not work on parent/teacher conference days and the final three professional development days at the end of the year. Food Service Employees 175 working days Compensation is based upon hours as determined by the Food Service Director. Any additional days for managers are arranged with the Food Service Director. Network Technician/Network Data Administrator/12-Month Secretary/Central Office Accounting/Administrative Assistant - 238 working days - Paid holidays include recognized July 4. Maintenance/Custodial Department 260 working days - Paid holidays include recognized July 4, recognized Labor Day, recognized Thanksgiving, recognized Christmas Day, recognized New Years Day, recognized Presidents Day, and recognized Memorial Day. Mechanics 238 working days Paid holidays include recognized July 4. Bus Drivers 175 working days When a late return from an activity trip restricts a driver from driving his/her regular route the next morning due to safety considerations, that driver will be compensated for driving time lost. Extra Duty Contracts All extra duty contracts for coaching, technology services and other site based duties need approval by administrator, superintendent and Board of Education.

Employees must have been employed by Teton County School District #1 for at least 90 working days to qualify for a step increase on any salary schedule if adopted for the next fiscal year. This means the employee must have been hired by April 1st in order to qualify for the compensation package included in the next annual budget. The annual budget is determined on the third Wednesday of July per Wyoming State Statute 16-4-109.

Medical Benefits
The TCSD Board of Trustees has worked extremely hard in the area of benefits in these challenging economic times with continual rising costs of health care. While TCSD was able to increase the current coverage and support for this school year, there may be changes in FY13 due to the unknown additional costs of the health care reform. TCSD employees have had the full privilege of a robust health care benefit for many years. This year, TCSD renewed the qualified High Deductible health Plan (HDHP) with an associated Health Savings Account (HSA). Our medical benefit program is provided by Wyoming Educators Benefit Trust and administered by Blue Cross Blue Shield (BCBS) of Wyoming. The Health Savings Account allows employees to accumulate pre-tax salary deductions to be applied against future health care costs. It also allows the employer to contribute funds as well. Each year, the Board of Trustees determines whether the budget can support a contribution to employee Health Savings accounts. All staff will receive medical benefit coverage under the following program: Year 1 of employment Year 2 Year 3+ Single Coverage only paid by district Single +50% of additional dependent coverage paid by district Full coverage paid by district

Other Personnel Policies & Benefits


Please read the G section of the Teton County School District Policy manual for the full explanation of leaves and other benefits provided by TCSD #1. Below is just a brief overview of the most commonly asked questions about the benefit section. Workers Compensation (GCBD) Workers Compensation is paid for employees in hazardous positions as specified by the State of Wyoming Compensation Division. The positions covered are science lab teachers, home economics teachers, shop and woodworking teachers, teachers using power equipment machinery, nurses, special education aides, janitors, groundskeepers, bus drivers, mechanics, and cafeteria workers. Sick Leave (GCC - R) 12 month employees Receive 12 days of sick leave per fiscal year 10 month employees Receive 10 days of sick leave per fiscal year Should an employee accumulate more than 50 sick days, the District will buy those excess days back at 50% of the employees present daily salary rate annually. Personal Leave Employees will be afforded personal leave based on years of service. Unused personal leave is rolled over into Sick Leave at the end of the fiscal year. Employed 1-10 years: Two personal days per fiscal year Employed 6 10 years: Two sick days may be converted to two personal days starting the 6th year of employment Employed 11 plus years: Four personal days per fiscal year starting the 11th year of employment Maternity Leave Any employee may request up to ten (10) days of paid leave for the birth, adoption or foster placement of a child. This leave may be used in conjunction with the twelve (12) weeks of FMLA, but will not add days to the twelve (12) weeks allowed by law. Classified employees will be paid at a $7.25 per hour rate for time spent in extra duties. The total received by these employees will equal at least the minimum of the regular extra duty stipend for the particular extra duty position. Overtime generated because of the extra duty will be applied toward the total stipend and will be paid in a lump sum at the end of the season or activity. "Sleep-Time" will not be compensated. Time spent coaching during normal working hours will be docked.
