Open contest for Development of Client End Biometric Extractor

Unique Identification Authority of India Planning Commission, Government of India

The Government of India (GoI) has set up Unique Identification Authority of India (UIDAI) with the mandate to provide a unique identity (Aadhaar) number to all residents of India. Aadhaar number is a 12 digit number unique for every resident of India. The Aadhaar number itself is random, devoid of any intelligence. Residents will be issued Aadhaar numbers after collection and deduplication of their demographic data (name, address, date of birth, gender etc.) and biometric data (photograph of face, image of iris and fingerprints). 2. Another mandate of UIDAI is to define usages and applicability of Aadhaar for delivery of various services. Towards Aadhaar-enablement, UIDAI proposes to provide online authentication using demographic data, biometric data and/or a secret PIN or OTP number known only to the resident.

3. Combination of Aadhaar Number and biometrics deliver online authentication response (yes/no) without the need of a card. During biometric authentication, agency will collect the Aadhaar Number along with one or more biometric impressions (e.g., one or more fingerprints and/or iris images). The information collected could then be passed to Aadhaar authentication server for authenticating the resident.
4. Aadhaar biometric authentication solution is dependent on three biometric software components: i. Extractor algorithm at server end (CIDR) to extract minutiae from images in enrolment packets. Minutiae contained in authentication request will be matched against the minutiae available in CIDR. Extractor algorithms at authentication devices to extract minutiae every time a resident presents biometrics for authentication. This minutiae is sent as part of the authentication packet. Matcher algorithm at CIDR to match minutiae of authentication packet & minutiae available in CIDR.

5. Most biometric solutions implemented today have all three algorithms from the same biometric solution provider (BSP). There has been little focus from industry on creating interoperability across various BSPs. This creates a vendor dependency & a vendor lock-in. 6. One of the objectives of the authentication PoCs carried out by UIDAI was to study this interoperability. UIDAI has adopted the ISO/IEC 19794-2 Minutiae format standards for fingerprints. The findings reflect that algorithm interoperability is achievable albeit with varying accuracy. 7. UIDAI is considering developing its own SDK that would ensure the following guiding principles behind UIDAIs technology implementation are adhered to: a. Vendor neutrality & no single vendor lock-in

b. Interoperable & open standards based architecture c. Accuracy with respect to false accepts & false rejects1 d. Light weight client end requirements e. Security, sustainability and manageability across the large ecosystem. f. OS, device form-factor, manufacturer independence.

8. UIDAI seeks inputs from the larger community to address the challenges highlighted above. To address the challenges highlighted above, UIDAI is instituting an open contest among developer community to develop a light weight Fingerprint Extractor SDK meeting the following requirements: a. b. c. d. Light weight SDK with Template extraction & NFIQ quality check function. Support for FMR (Fingerprint Minutiae Record, ISO 19794-2). Support for various platforms like Windows, Linux, Android and other Mobile platforms. Support for multiple programming languages, with one or more implemented from JAVA, C#, C, C++ etc. e. Accurate extraction of fingerprint templates for residents across all age groups esp., fine tuned for juveniles and seniors f. Required image corrections and enhancement features to produce good quality minutiae g. Quick extraction time (less than 2 Sec.)

9. As part of the contest, the following needs to be submitted by the participating teams: I. Shortlist Round: a. 2-3 page Approach paper (Word doc) with one page introducing the team members, their profiles, educational background, and experience in developing biometric technology, software, algorithms, etc. The second page and third should highlight the approach towards building the Fingerprint Extractor SDK. The Approach paper should not be more than 3 pages of a Word document, and should have less than 2000 words. II. Final Round b. Detailed write up on methodology, algorithm and references used. c. Complete source code for the Extractor SDK developed along with the design documents. d. User Manual and other relevant documentation 10. The rules of the contest are as follows: a. This contest is open to all individuals and teams, commercial organizations, educational institutes, etc. b. There is no fee to enter the contest. c. UIDAI will carry out testing and benchmarking of proposed SDKs. d. The evaluation of various entries for the contest will be done by a committee formulated by UIDAI for this purpose. The committee will evaluate the Approach papers for the Shortlist round, as well as all deliverables for the Final Round. e. The evaluation committees decision on the winner of the contest will be final and binding on all participants.

Deadline for receiving Approach paper in the Shortlist Round would be 1730 hrs on 30 April, 2012. Deadline for receiving deliverables of the Final round would be 1730 hrs on 16 August, 2012. g. Any entry received after the deadline would not be acceptable. h. UIDAI would select upto 25 individuals/teams after the Shortlist Round, and communicate the decision by 25 May, 2012. i. 11. Awards: The following award is proposed for the winner of this contest. a. A cash prize of Rs.10,00,000/- (Rupees Ten lakh only) 12. Some of the important considerations during the development of the above are: a. Intellectual property right of winning SDK entry(s) will be owned by UIDAI, including all code and non-code deliverables. b. The software tool should not be based on use of any propriety technology and should be based on open system software. c. UIDAI will be free to use the winning SDK entry(s) submitted in any form it desires for the use within the Aadhaar project or any of its affiliate programs. d. UIDAI may further modify the software SDK for improving it functionality, performance and may provide it to any of the agencies working with UIDAI as part of the providing services to UIDAI.
