Design Competition for Developing Low Cost Solar Water Heaters for Domestic Applications
Background: Under the Market Assessment Study for Solar Water Heating Systems in the Himalayan Region carried out under the UNDP/GEF Global Solar Water Heating Project being implemented by the Ministry of New and Renewable Energy, the potential assessment in the Northern, Eastern and North Eastern Himalayan States was conducted. It was found that the rural areas in this Region have very low penetration of Solar Water Heaters (SWH). The main findings of the Study in regard to penetration in rural areas are given below: The present SWH products are outside the affordable range of the rural population. The manufacturing and supply chain of SWH is very weak. There is a demand for low cost small size SWH systems, which fit in with the needs and demands of rural population.

In order to develop low cost, innovative designs which can be locally manufactured and serviced, a competition for the most appropriate designs is proposed. Objective: To develop low cost, innovative designs of solar water heaters for domestic applications keeping in view the requirement of households located in rural areas/small-towns of the Himalayan Region. Technical Specifications: Product Specifications: Functionality: Heating water for bathing, washing, cooking, drinking Capacity of SWH: 100 LPD or 50 LPD Maximum Product Cost: `. 4000 for 50 LPD and `. 7000 for 1000 LPD (ex-works)

Material of Construction: Any, but locally available material will be preferred, and without import content. The material of construction of storage tank and pipes should be such that the hot water is fit for human consumption Product Design: Design should be new and innovative Should be simple in construction and easy to manufacture at local level Should be lightweight, easy to carry, transport and install Easy to use and maintain Minimal packaging size to save on transportation The product should have a minimum life of 5 years. Users: In the rural areas/ small towns of Himalayan and Sub-Himalayan Region comprising of Northern, Eastern and North-Eastern States, viz. Uttarakhand, Himachal Pradesh, Jammu & Kashmir, hilly areas of Jharkhand and West Bengal, Sikkim and the seven NE States. Invitation of Proposals: Entrepreneurs, engineering colleges, institutions, NGOs having own fabrication facility or having tie-up with a fabrication facility are eligible to participate in the design competition. Proposals should provide the following information: 1. 2. 3. 4. 5. 6. 7. 8. A brief write-up in 500 words and a hand sketch An engineering drawing of the product Bill of materials Calculation for thermal performance Cost of the system with break-up of its components Expected life of the systems Operation & Maintenance Requirements Modalities of local manufacture, at own fabrication facility or tie-up with a fabrication facility and indication of preferred location within the specified Himalayan States. In case of tie-up, letter in confirmation from that unit, to be enclosed.

Method of Evaluation: The proposals will be evaluated based on the following criteria: New/innovative idea and concept Thermal performance of the system Cost of the system Durability and life of the product Possibility of local manufacture Ease of installation, maintenance and use

Selection, Fabrication & Testing: Total four designs would be selected (two for 50 LPD systems and two for 100 LPD systems). A Certificate of Appreciation and an award of `. 50,000 each will be given for the selected designs. Trial orders for supply and installation of ten systems each of the four approved designs would be placed @ `. 4,000 for the 50 LPD systems and `. 7,000 for the 100 LPD systems. In addition, an amount of `. 50,000 would be provided against each selected design towards the fabrication facilities. The systems will be tested for their field performance and based on the results of the test results, the systems would become eligible for deployment in projects under the Jawaharlal Nehru National Solar Mission (JNNSM), in particular in the Himalayan States. Implementation Schedule: Day 0: Issue of Notice for the design competition Day 20: Registration closed Day 30: Qualification of competitors notified Day 60: Submission of designs Day 90: Results announced for selected designs and Orders placed for fabrication of five systems each Day 150: Supply of five systems for the field testing Day 210: Results of the field testing Intent to participate in the Design Competition should be sent, as per the enclosed Proforma, to reach the National Project Manager of the UNDP/GEF Project within 20 days of the issue of this Notice to Bid, at the address given below: Project Management Unit UNDP/GEF Global Solar Water Heating Project Ministry of New and Renewable Energy Block-14, CGO Complex Lodi Road New Delhi-110003 Telefax: 011-24361152 Email: akgupta98@hotmail.com
