communications i n t e l l i g e n c e a c t i v i t i e s of t h e United S t a t e s conducted a g a i n s t f o r e i g n governments, t o provide f o r i n t e g r a t e d o p e r a t i o n a l p o l i c i e s and procedures p e r t a i n i n g t h e r e t o .
