M points for Operators:

3rd Generation design with Central Control room, Computer Aided Ops, auto start, well testing, smart wells, programmable logic is recommended hence, the M factor points per Operator shall be taken as 85 points per Operator. Hence, F (factor) = 85 M points per operator Manning Level Calculations o Shift Operators (SO) = Total Installation points / F-factor = 330/85 = 3.88 (4 Shift Operators are recommended)

Shift operation shall be in 12-hour shifts per 24hour day Therefore, No of Shift Operators per day o Shift supervisors (SS) =2x4=8

= Total Installation points / 260 = 330/260 = 1.3 (2 Shift Supervisors are recommended) Maintenance Technicians & Craftsmen (CM) = SO x 5 = 4 x 5 = 20 CMs Discipline Engineers (DE) Engineers recommended) = CM/5.5 = 20/5.5 = 3.6 (4 Discipline

Total Baseline Manpower (B) = SO + SS+CM+DE+ (Mgt staff + Planning &support + General support) Since 3rd Generation design level of manning is chosen, there will be no management /planning/support staff onboard. Total Baseline Manpower (B) = 8 + 2 +20 +4 = 34

CHECK: Maintenance Manpower = 1.4 (SUKEP) x (CM + DE + Planning personnel) = 1.4 x (20+4) = 34

Assume support staff is 50% of Baseline manpower, Then, Support staff = 0.5 x 34 = 17

These support staff and service providers will include Occupational nurses, catering, laundry and housekeeping staff) Total POB = 34 + 17 = 51

There shall be back-to-back crew operations running 14-days and on 14-days off including weekends. For a 4-week (28 days duration), the number of staff for the platform operations = 51 x 2 = 102 staff Since 102 persons will be required based on the SUKEP recommendation, the proposed manning level is much higher than required. Manning level of 102 persons (or 52 persons per crew change) will be adequate. Based on this the living quarters may be built to accommodate 120 persons (to provide adequate space for contractor/ third party workmen when required) while the seating capacity of lifeboats should be 180persons (being two-thirds capacity based on a maximum number of 120 persons on board, for safety/evacuation reasons) GOVERNMENT REQUIREMENTS

In order to meet Governments requirement of development and employment of local staff, 1. Recruitment of competent personnel (skilled and unskilled) from the local community shall be encouraged. Provision should be made for them to be trained, where required, to man and operate the new facility. 2. Contractors shall also employ and train personnel (skilled and unskilled)within the locality (a minimum of 40% of the contractor workforce shall be sourced from the community) 3. For manpower development and sustainability, there shall be training and development program for local and would-be asset staff during construction and commissioning of the plant. It is also expected that during the Operate Phase, Contractor shall assist in operation of the plant for a period of about six months prior to complete hand over.
