We want the economic agenda of the Malaysian Indians to have proprietorship. The community must be the one who decides where they want to steer their economic vision in the short, medium and long-term. We want to hear directly from the Malaysian Indians on this as its how we will approach the grassroots-based problems in the community. The Malaysian Indian Economic Conference forums provide a platform that will allow the common man to get his message across, loud and clear..and I can assure you that your voice will resonate with the policy makers in Putrajayaresulting in policies that will be broad-based with balanced growth in an equitable free-market system. The Blueprint will not merely be a document - it will outline where we want to be in the economic domain and more importantly tie in the timelines and resources that will be needed to reach it. To ensure that this commitment is tracked and reviewed, the MIEC Secretariat will continue to function even after the Conference ends.

The way we address the economic issues affecting Malaysian Indians needs a fresh approach - it must be a solution based approach and not rhetoric and academic in nature. The Malaysian Indian Economic Conference (MIEC) is an unprecedented monumental approach in changing the way we will engage the two most important stakeholders the Malaysian Indian community and the Government. The partnership must be renewed and the commitment deepened between both. The two main tenets of the Conference will be the Nationwide Forums and the Outreach Service Program. The forums will assimilate and collate all the challenges, issues and solutions that will come from the community itself. This will then be translated into the SMART Blueprint that will be handed over to the Hon Prime Minister at the MIEC. The Outreach Service Program will address all economic issues and become a service component of the MIEC all complaints registered with us will be channelled to the relevant agencies and solutions facilitated. And to prove that we mean business we promise that we will get back to the registered person within a 30-day period.

In choosing to use the Sun as the inspiration for our logo, we have consciously chosen to deliver a powerful and above all, positive message. The Sun epitomises the conscious Ego, the Self and its expression, personal power, pride, and authority; leadership qualities; and the principles of creativity, spontaneity, health, and vitality; the sum of which is named the "life force". The objective of this Conference and the outcome that the Malaysian Indian community seeks is well represented in this life force.

The rays that radiate out from the centre and stack out equally to form a single star, portray the solidarity of this organisation where different people come together for a common cause, all with a unified objective in the core. The seamless yet distinct interleaved fans in the Sun render the continuously intertwined and yet distinct plans that the Blueprint, which is the primary output of this Conference, will lay out.

The large, capital letters of the wordings give a substantial image and are the exact thickness as the star, thus tying the two elements together - where the Conference and the Blueprint is one continuous evolution. The simple, nofrills, clear fonts of the wordings conjure the appropriateness of the Blueprint to be a document that has clearly outlined what the Malaysian Indian community aspires to communicate and where they see themselves as a part of this nation. Grey with a hint of blue makes up a serious and trustworthy colour palette that will reassure the community of the universal message of the Blueprint.

Not so long back, a few of us gathered, to launch an incredible campaign to change the economic landscape of the Malaysian Indians. The task is to build a grassroots movement capable of making the kind of changes that we believe in. From the very start, this initiative has been an experiment in our political process, testing whether common people can still come together to change our plight in this country. Can the voice of the common micro-business and SME owners be heard in the corridors of power? With the advent of the Malaysian Indian Economic Conference (MIEC), we will prove that it's possible. We cant wait to make this happen. This is a first-of-itskind program undertaken by MAICCI partnering with the Indian ETP Unit of the Prime Ministers Department to reach out to the common man who aspires to be in the business world in spite of the inherent challenges. It also seeks to hear the major economic problems faced by Indian community nationwide.

OBJECTIVES OF MIEC

We have a lot of good work being done at many levels and yet we dont see a cohesive. This has sometimes been counterproductive, despite the best of intentions of those making the policies. And if we have learnt anything from the recent political transformation in our country, it's that these are not ordinary times and thus require extraordinary efforts to have an impactful mark on any aspect of the socioeconomic domain. And this adage has been even more pertinent to the Malaysian Indian community. In this context, we have two options: sit back and let these evolutionary processes take its time to effect change, which is unlikely to happen, or we can take a proactive stand and present a comprehensive plan of where we think we (the Malaysian Indians) should be in the economic sphere of our nation.

We have chosen the latter. Its in this context that the two main organisations Indian ETP of the Prime Ministers Department and MAICCI have come together.
The program will not be business as usual. In fact, it will be a fresh approach of not only doing things differently but also doing different things. We will strive to share the spirit of inclusiveness of a cross-sectional representation of the Malaysian Indian community, transcending political and other dividing lines. And it will not be mired in formalities and risk the real possibility of merely becoming a futile academic exercise. It will be a platform for the Government to listen to the grievances from the grassroots and this voice will be heard loud and clear in the MIEC Blueprint which will be presented to the Government. In this, were introducing a new opportunity for Malaysian Indians who want to be the architects of their own future. For once we have a concrete chance to state our opinions, relay the challenges faced and the apprehension felt. This will help shape the future of the Malaysian Indian economic activity of our nation. When the MIEC Blueprint is presented to the Hon Prime Minister you know your voice is heard loud and clear by the Government. The forums which will run throughout the country, from March till May 2012, will also have a very distinct service outreach component. This will be where any economic or financial issues will be addressed the participants at these forums will be able to garner information, enquire about programs, and register the inability to get assistance and financing of new ventures or expansionary works. It will also double up as an expertise-sharing platform where all Government agencies will come under one roof. The MIEC Secretariat will take the lead in this and we promise that all complaints and issues that are registered with us in any of the forums will be attended to within 30 days of the final event.

THE OBJECTIVE

The objective of this Conference is two-pronged; the first is the preparation of the Malaysian Indian Economic Blueprint and the other is an Outreach Service Program.

THE SMART BLUEPRINT


The Objective is to provide an access for every Malaysian Indian to be able to participate in playing a role in transforming the economic landscape of the Malaysian Indian community. We believe the outcome of this Conference is expected to be phenomenal. For the very first time, the economic stake of the Malaysian Indians will be decided by the Malaysian Indian community itself. This will be a bottom-up as opposed to a top-down approach whereby the voice of the common man will be captured. Everyone will have an ownership as stakeholders of the Blueprint that will be submitted to the Government. Its a move to empower the community and to ensure that Malaysian Indians will be part of the national economic development agenda. We want the Government to address the need for the Indian community to get better jobs, creating employment etc. The forums that will be run across the nation, will serve to reach out to as many Malaysian Indians as possible and will culminate in the Malaysian Indian Economic Conference where the MIEC Blueprint will be presented to the Government through the Honorable Prime Minister. The document is intended to be a working plan and help the Government identify specific action items. It will certainly not be a document that will be mired in academics and retrospective scrutiny. It will be a forward-looking document and will have 5 tenets that we have acronym as SMART.

Measurable
The Blueprint will stress the need for concrete criteria for measuring progress toward the attainment of the goal as outlined in the document. The thought behind this is that if a goal is not measurable, it is not possible to know whether there is progress toward successful completion. The MIEC Secretariat will function like a Project Delivery Partner and will help the Government roll out the plan and run a continuous measurement to stay on track, reach its target dates, and experience the exhilaration of achievement that spurs it on to continued effort required to reach the ultimate goal. This measurable goal will answer questions such as: How much has been done? How many people have benefited economically? How will I know when it is accomplished?

Achievable
The third attribute of the Blueprint stresses the importance of goals that are realistic and attainable. While an attainable goal may stretch the Governments initiatives in order to achieve it, the goal will certainly not be extreme. That is, the goals will not be a zero-sum game; they will reflect the intricacies of our multi-racial community and the need for the acceptance of nation-building for all of us as Malaysians. The question for an achievable goal would be: How: How are the goals accomplished?

OBJECTIVES OF MIEC

Relevant
The fourth term stresses the importance of choosing goals that matter. Many times you will need support to accomplish a goal whether it is resources, a champions voice or someone to knock down obstacles. Priority will be given to goals that are relevant to a big segment of the community and that which have large impacts that serve to transform the socio-economic standing of the Malaysian Indian community. Relevant goals (when met) will drive the community and the Government forward. A goal that supports or is in alignment with other goals would be considered a relevant goal. Its a relevant goal only if we can answer these questions: Is it worthwhile and beneficial to the community? Is this the right time? Does this match our other efforts/needs? Are we the right people?

Specific
The Blueprint will outline the goals we want to achieve in very clear and specific terms, and will avoid generalities. The first element of the Blueprint stresses the need for a specific goal over and against a more general one. This means the goal is clear and unambiguous; without vagaries and platitudes. To the Government, Malaysian Indians will outline the goals in specific, inform the Government exactly what is needed, why the specific goal is important and why it will impact all the stakeholders. We will attempt to answer the 5 Ws; What: What assistance do I want from the Government for the next 5 years? Why: Specific reasons, purpose or benefits of accomplishing the goal. Who: Who is involved? Who are the beneficiaries? Where: Identify a location. Which: Identify requirements and constraints.

Timeline
The fifth tenet stresses the importance of grounding goals within a time frame, giving them a target date. A commitment to a deadline helps the Government to focus their efforts on the completion of the goal on or before the due date. This part of the goal criteria is intended to prevent goals from being overtaken by the day-to-day crises that invariably arise during the implementation phase. A time-bound goal is intended to establish a sense of urgency. The timings of deliverables from the Government will be tracked to provide all stakeholders update on the progress. A time-bound goal will usually answer these questions: When will it be achieved? What can I do, 6 months from now? What can I do, 3 years from now?

OUTREACH SERVICE PROGRAM The 2nd aim of the Malaysian Indian Economic Conference is to act as an OUTREACH SERVICE PROGRAM that will address issues, challenges and opportunities encompassing the economic sphere targeted to Malaysian Indians. This will be a service where the Secretariat will compile all applications, rejection documents that pertain to funding, financial assistance, loans, grants from Government and supporting agencies and also facilitation agencies. The MIEC Secretariat will be the main coordination unit for this OUTREACH SERVICE PROGRAM and will also follow up on all the cases which are registered with us. The KPI the Secretariat will strive to accomplish is all registered complaints will be addressed and attended to within 30 days.

As-Is and To-Be Report for Each Forum This report will capture the current state of affairs in terms of challenges faced by Malaysian Indian traders and businessmen. It will consist of the resolutions that each group seeks from the Government.

Business Issues Report (Root Cause Analysis) -

FORUM DELIVERABLES

Root Cause Analysis Report will be a structured approach to help identify the factors that resulted in the magnitude, the location, and the timing of the current issues. We plan to identify what behaviours, actions, inactions, or conditions need to be changed to prevent recurrence of similar inefficient outcomes and to identify the lessons to be learnt to promote the achievement of better consequences.

Exhibition Booth for Final Presentation -

The primary benefits from the exhibition booths would be to showcase the findings from each zone. It will provide diversity, the ability to attract a wide audience to understand the issues, resolutions and upcoming plans to resolve it.

Entrepreneur Support Services -

The road show will have Government agencies participating in the event i.e. SME Corp, BNM etc., hence enabling participants to directly meet these bodies to get more information and address issues that have been prevalent.

National Indian Economy Blueprint Report -

This will be the final report submitted to the Prime Minister which will outline our nationwide findings and suggested resolutions at the policy and implementation approach. The MIEC Secretariat will work on reports with reviews done quarterly to track the relevant resolutions.
