Mission and Vision


HPRP envisions an end to homelessness in Maryland.

HPRP Staff Attorney, Francine Hahn, conducts intake with a client.

HPRPs mission is to end homelessness in Maryland by providing free legal services, including advice, counsel, education, representation and advocacy, for low-income persons who are homeless or at risk of homelessness. Our staff and volunteers pursue this mission by offering legal services through outreach in shelters, soup kitchens, welfare ofces, community centers, and on the street. Our direct representation informs broader-based systemic advocacy and impact litigation to address the root causes of homelessness.

About Our Pro Bono Program


HPRP could not have touched the lives of so many individuals this year without its talented and dedicated volunteer lawyers, paralegals, law students and others. In 2011, volunteers donated over 910.85 hours of service to HPRP and its clients, including over 774 hours, valued at $232,206, donated by attorneys.

In 2011, HPRP continued the strong development of its pro bono program. HPRP increased its number of volunteers from 309 to 389. Volunteer matters now outpace those handled by staff attorneys.

Case and Program Highlights


Case by Type

HPRP opened 669 cases and closed 552 cases. These cases constitute matters in which HPRP staff or volunteers represented people struggling with homelessness in legal disputes to prevent or end homelessness. HPRP also received 1083 calls where brief advice, information, or referral was given. These calls reect the unmet need because of insufcient resources or other reasons.

Addressing Youth Homelessness


The 2011, the Johns Hopkins School of Public Health and the Baltimore Homeless Youth Initiative (BHYI) conducted a homeless youth census and identied 640 homeless young people, a signicant increase in the number of homeless youth in Baltimore City since 2009, when 426 youth were identied. HPRP responded to this need. HPRP Staff partnered with BHYI and AIRS, a shelter and housing provider to homeless youth, to provide legal rights information and representation in public benets matters to unaccompanied homeless youth in Baltimore. In addition, HPRP Executive Director in both her capacities as HPRP Director and member of the ABA Commission on Homelessness & Poverty, worked with BHYI to begin building a coalition to develop statewide legislation to end youth homelessness. The ABA Commission, HPRP and BHYI held a half-day summit in May 2011 featuring Baltimore City State Legislators Delegate Cheryl Glenn and Senator Bill Ferguson, to discuss the need for shelter, services and housing for homeless youth, particularly unaccompanied youth. Working groups are developing draft legislation.

HPRPs Expungement Program Works!


Almost half of HPRPs clients served by its Expungement Project were able to obtain employment within 6 months following the removal of eligible charges from their records. On June 30, 2011, HPRP concluded an 18-month survey of persons served through HPRPs Expungement Project. As part of a grant from the United Way of Central Maryland, HPRP contacted 77 persons represented by HPRP in expungement proceedings to evaluate whether clients were able to obtain employment following legal assistance. Forty-one (41) people agreed to be surveyed by HPRP. For these 41 clients, HPRP volunteer attorneys led 238 expungement petitions and received 226 orders granting expungement, achieving a 95% success rate. For those whose petitions were granted, 19 clients (46%) were employed and one was in school 6 months following the expungement a remarkable rate given the poor economy. Of those employed 56% were female and 44% male and the average client was 44 years old. HPRPs Expungement Project is designed to eliminate barriers to employment and housing created by the existence of a criminal record. HPRP offers expungement representation in community-based locations where consumers can receive employment assistance. In FY 2011, HPRP added a new intake site, Franciscan Center, while maintaining intake at Our Daily Bread Employment Center and the Oliver Community Center.

Veterans Benefits Project


Recognizing that a veterans discharge status is the baseline determinant of eligibility for benets through the U.S. Department of Veterans Affairs (VA), HPRP expanded the scope of its Veterans Legal Assistance Project to discharge upgrade proceedings. Working with volunteer James Richardson, Sr., former President of the Federal Bar Association and a veteran himself, HPRP trained volunteer attorneys in this advanced practice area to represent veterans who are not eligible or have limited eligibility for VA benets. HPRP also continued its successful collaboration with the MSBA Veterans Affairs and Military Law Committee, the University of Maryland Francis King Carey School of Law and the Pro Bono Resource Center and held the Third Annual Veterans Legal Assistance Conference on April 8, 2011 at the Law School. With Keynote Speaker Congressman John P. Sarbanes and Featured Speaker Maj. Brian Chontosh, the conference addressed the U.S. Department of Veterans Affairs (VA) 5-year plan to end veteran homelessness, family law issues facing active duty military personnel and veterans, and challenges in preserving employment opportunities for veterans.

The Speaker Series

In 2011, HPRP launched the Speaker Series on the Importance of Housing at the Enoch Pratt Free Library. Sponsored by HPRP Board Member Jane Harrison, the Series brought national experts to Baltimore to not only discuss the need for housing, but to aid in our efforts to change the conversation away from a sense of the inevitability of homelessness and toward the notion of housing for all. The Series presented three speakers, who were each followed by a panel of local experts to discuss implementation of their ideas. The Series topics and Speakers were as follows: Life Without Housing, featuring Tanya Tull, CEO of Beyond Shelter, who discussed the trauma of homelessness and its effect on homeless families; Implementing a Right to Housing, featuring Florence Roisman, William F. Harvey Professor of Law at Indiana University School of Law, Indianapolis, who discussed the legal concept of a right to housing; Housing Development for All, featuring Trudy McFall, Chairman, Homes for America, who discussed concrete changes necessary in government funding of affordable housing to expand the support of affordable housing in Maryland. A fourth panel followed addressing next steps for advocacy and three (3) primary advocacy initiatives were identied: 1) Prohibiting discrimination based on source of income; 2) Pursuing a local one-for-one replacement requirement regarding the loss of affordable housing; and 3) Improving affordable housing development at the State level including eliminating local approval requirements for affordable housing development, adding additional preferences for locally owned development companies, and improved oversight of awarded programs.

Linda Kennedy Fellowship


The Linda Kennedy Fellowship in Advocacy honors the late Linda Kennedy, Esq., a courageous and determined advocate for persons with disabilities and persons without housing. Linda was a champion for equal treatment of our clients and neighbors who struggle with homelessness. Her tireless work, particularly with people seeking to overcome barriers to housing and employment imposed by criminal records, had a signicant impact in our community. Linda provided critical representation to our clients in their efforts to expunge arrest records and resolve collateral issues related to criminal records. Lindas deeply caring manner with which she addressed the needs of each client was special. The Linda Kennedy Fellowship in Advocacy provides a second or third year law student with an internship at HPRP to work on policy and systemic issues that promote an end to homelessness in Baltimore City and in Maryland. The 2010-2011 Linda Kennedy Fellow, Peter Nicewicz, was a third year student at the University of Maryland School of Law. During the 2011 Maryland General Assembly legislative session, Peter worked actively with the HOME (Housing Opportunities Made Equal) Act Coalition advocating for legislation to prohibit discrimination in housing based on source of income. Peter also helped plan the 3rd Annual Veterans Legal Assistance Conference and organized a panel on the U.S. Department of Veteran Affairs Plan to End Veteran Homelessness. Peter continues to advocate for vulnerable Marylanders in the General Assembly in his new capacity as the Assistant Director of Social Concerns at Catholic Charities of Baltimore.
