Gender Mainstreaming at ADB

Policy on Gender and Development (1998)

adopts gender mainstreaming as key strategy for promoting gender equality and women's empowerment

Strategy 2020 - "Promoting Gender Equity" as 1 of 5 Drivers of Change

Framework Targets - 40% of overall ADB projects and 50% of ADF financed should be gender mainstreamed at entry level by 2012

ADB and the rights based approach (RBA)

Not an explicit HRBA but an implicit one through:

Inclusive growth agenda principle of equality IPSAs preparation of poverty and social assessment, gender analysis and design PANEL approach throughout

Gender equality designs e.g. TSM quotas for women in projects and resources
Climate change designs Equal labor conditions for men and women

Prohibiting child labor

Resettlement design e.g. equal land titling for women on resettlement These are the tools we use to promote human rights especially economic rights
